ObjectivesBetter understanding of the dynamics of the COVID-19 (2019 novel coronavirus disease) pandemic to curb its spread is now a global imperative. While travel restrictions and control measures have been shown to limit the spread of the disease, the effectiveness of the enforcement of those measures should depend on the strength of the government. Whether, and how, the government plays a role in fighting the disease, however, has not been investigated. Here, we show that government management capacities are critical to the containment of the disease.SettingWe conducted a statistical analysis based on cross-city comparisons within China. China has undergone almost the entire cycle of the anticoronavirus campaign, which allows us to trace the full dynamics of the outbreak, with homogeneity in standards for statistics recording.Primary and secondary outcome measuresOutcome measures include city-specific COVID-19 case incidence and recoveries in China.ResultsThe containment of COVID-19 depends on the effectiveness of the enforcement of control measures, which in turn depends on the local government’s management capacities. Specifically, government efficiency, capacity for law enforcement, and the transparency of laws and policies significantly reduce COVID-19 prevalence and increase the likelihood of recoveries. The organisation size of the government, which is not closely related to its capacity for management, has a limited role.

Big data is a massive and diverse form of unstructured data, which needs proper analysis and management. It is another great technological revolution after the Internet, the Internet of Things, and cloud computing. This paper firstly studies the related concepts and basic theories as the origin of research. Secondly, it analyzes in depth the problems and challenges faced by Chinese government management under the impact of big data. Again, we explore the opportunities that big data brings to government management in terms of management efficiency, administrative capacity, and public services and believe that governments should seize opportunities to make changes. Brainlike computing attempts to simulate the structure and information processing process of biological neural network. This paper firstly analyzes the development status of e-government at home and abroad, studies the service-oriented architecture (SOA) and web services technology, deeply studies the e-government and SOA theory, and discusses this based on the development status of e-government in a certain region. Then, the deep learning algorithm is used to construct the monitoring platform to monitor the government behavior in real time, and the deep learning algorithm is used to conduct in-depth mining to analyze the government's intention behavior.

On January 16,1948, the United States High Commissioner for Austria (Keyes) proposed to the other members of the Allied Commission the restoration to the Austrian Government of numerous controls previously exercised by the Commission. To assist the Austrian Government in assuming such controls as soon as possible, the United States suggested that the Directorates of the Commission examine the controls within their spheres of authority and decide which might be passed to the government. Functions suggested for transfer under the United States proposal included: civil aviation; allocation of food and electric power; control of the movement and distribution of indigenous food supplies; control over travel into and out of Austria; administration of the educational system; control of the operation, arming and equipping of Austrian police and frontier control agencies; and internal and international communications. The United States also proposed a reduction of occupation costs and occupation forces and the abolition of censorship.

The major share of capital and equipment intensive operation goes to the road sector and the hydro – electric power projects. The construction sector in Ethiopia is developing at a fast rate and its capital budget is increasing from year to year. One of the reasons for this high growth is the number of new construction projects underway and those in the pipeline. In addition, the hydro-electric power projects the government has given a great emphasis to increase the current installed power of 780Mw to a total of 10,000Mw in the coming few years. These hydro-power projects are known for using a great deal of high investment heavy machineries. Therefore, the construction equipment management plays a great role in finalizing the projects with fewer budgets and no time over run. Considering the higher operation, maintenance and investment cost of construction equipment, it is important to have a carefully optimized decision making model that will help in the sizing and selection of the right combination of equipment for a given project. Even the rental versus purchase evaluation needs careful consideration of the project requirement and its duration. This study tries to analyze the existing situation taking a selected company as a case study with regard to construction equipment management. The study tries to cover the equipment management policy of the company, suppliers/manufacturers evaluation and selection criteria, types of purchase processes employed, as well as different make types and capacities of equipment owned by the company. Moreover, capacities of standard facilities available for the central maintenance workshop and replacement plan of equipment of the company in the coming five years will be investigated and commented on.

In recent years, Beijing has been more often confronted with serious haze pollution, especially in autumn and winter. The People’s Government of Beijing Municipality has adopted a package of measures to control the haze pollution with its best efforts. To objectively evaluate how effective these haze pollution control measures are from different perspectives and in an all-round way, it is necessary to adopt a scientific and reasonable approach. Based on the Balanced Scorecard (BSC) idea, we establish a system of indexes to evaluate the government performance of Beijing in haze pollution control from the four perspectives of development quality, public services, government management and development potential, and use a combination of analytic hierarchy process (AHP) and entropy weight method (EWM) to determine the index weights, and objectively evaluate Beijing’s performance in haze pollution control from 2010 to 2016. The results show that the scores for the four perspectives are all on the rise, and since the implementation of the Air Pollution Prevention and Control Action Plan in 2013, the government’s haze pollution control measures have achieved significant results, and made a much higher overall score. On that basis, we propose the optimized path for Beijing’s haze pollution control, namely, accelerating the upgrading of development quality, improving the public services level, strengthening the government management, tapping the development potential of haze pollution control and increasing the linkage and cooperation between the governments of Beijing, Tianjin and Hebei.
