PurposeMuch of recent academic and professional interest in exploring digital transformation and enterprise systems has focused on the technology or the organizations' external forces, leaving internal factors, in particular employees, overlooked. The purpose of this paper is to explore digital literacy of employees as an organizational affordance to capture contextual factors within which digital technologies are situated and are used.Design/methodology/approachWe used the evidence-based practice for information systems approach, and undertook a systematic literature review of 30 papers coupled with brainstorming with 11 professional experts on the neglected topic of digital literacy and its assessment.FindingsThis paper draws upon affordance theory, and develops a novel framework for conceptualization of digital literacy of employees as an organizational affordance. We do this by distinguishing digital literacy at the individual level and organizational level, and by assessing digital literacy through Information/Cognitive and Social Practice/Articulation affordances.Research limitations/implicationsThe current paper contributes to the notion of organizational affordances by examining the effect of interactions between employee-technology through digital literacy of employees in using digital technologies. We offer a novel conceptualization of digital literacy to improve understanding of the role of employee in digital transformation and utilization of enterprise systems. Thus, our definition of digital literacy offers an extension to the recent discussions in the IS literature regarding the actualization of affordances by bringing a lens of employees into the process.Practical implicationsThis paper operationalizes digital literacy at organizational and individual levels, and offers managers a high-level tool to assess digital literacy of their employees. By doing so, managers can achieve the fit between employees' capabilities and digital technologies that will improve affordance actualization and support their digital transformation initiatives.Originality/valueThe study is one of early attempts to apply and extend affordance theory on digital literacy at organizational level by not limiting the concept to the individual level. The proposed framework improves the communication among researchers and between researchers and practitioners.

Purpose: this article includes the review of the Japanese policy on the digital transformation transformation of the agricultural sector, description and analysis of the implementation cases, as well as identification of obstacles to achieve the expected results.Methods: the study uses the methods of structural, comparative and systems analysis and the principle of formal logic. The article is based on the analysis of scientific and analytical materials devoted to the problem of research. The factual basis is the framework documents of the Cabinet of Japan, media, reports of Japanese research institutes.Results: the article provides a brief review and analysis of the Japanese public of digital transformation of the agricultural sector, provides some cases, summarizes the interim results of the measures taken, identifies problematic factors that prevent the achievement of the expected results. The hypothesis is put forward about the key role of the government in the process of developing new standards for the digital transformation.Conclusions and Relevance: Japan agricultural sector is facing a severe labor shortage. The situation is expected to get worse in the next 5 years. The Japanese government expects that digital technologies and autonomous equipment will compensate for the lack of labor on farms, as well as provide a new stage in the development of the traditional agricultural sector. However, the digitalization of agriculture sector is not limited to the introduction of the latest technology, but also involves the development of new safety rules for the use of robotic tractors, unmanned aerial vehicles, improving farmers ICT education, and standardizing new agricultural terms. However, despite the promise of using digital technologies, the high cost of new equipment and the complexity of its use is a significant obstacle to the digitalization of agriculture in Japan. The study of the features of the digital transformation of the Japanese agricultural sector is very important for the effective implementation of industry projects that exist today in Russia.

Digital technologies have been associated with improved and enriched learning experiences which include more student-centered learning. These technologies have made teaching and learning experiences more interesting. In view of the crucial role of digital technologies in enhancing learning, this study sought to assess teacher attitudes towards the Digital Literacy Programme (DLP) in Kisii County based on gender differences. Does the gender of the teachers involved in the Digital Literacy Programme in Kisii County affect their readiness to uptake and implement the program? A survey research design was applied in the study. The population of the study constituted of 1,420 standard one and two teachers selected from randomly sampled schools of the county. The sample size was determined using the Fisher formula and the sample consisted of 302 standard one and two teachers. Purposive sampling was used to select the specific teachers. Simple random sampling was used to select the specific schools to include in the study and proportionate sampling was used to determine the number of respondents from each school. Self-administered questionnaires were used to collect data. To ascertain the reliability of the research instruments, a pilot test was carried out and a Cronbach’s alpha coefficient of 0.76 was realized. Data were analyzed quantitatively using descriptive statistics in SPSS. The study established that difference in gender has no effect on the teachers’ attitude to the Digital Literacy Programme.

Subject. The article addresses the technology and trends in the digitization of public and municipal administration, and the correspondence of strategic goals of territorial development to the State and municipal policy on introducing and using digital technologies as tools to achieve these goals. Objectives. The aim is to determine prospects for the development of digital technologies that are demanded and applied in the system of the State and municipal administration, based on the results of auditing authorities, including the analysis of the use of budget funds for acquisition (development) and support to information systems in the work of government authorities. Methods. The methodological framework rests on traditional methods of logical, historical, comparative analysis, and on methods applied by expert services of control authorities, like the documentary method, analysis of regulations, observation and processing of collected empirical data, graphic and table analysis. Results. We revealed and systematized problems related to the introduction and development of digital technologies in public and municipal administration, presented the composition of information systems that ensure the process of digital transformation in the sphere of governance. We built a model of digital transformation of the system of public and municipal administration, based on the systems, large-scale and innovative approaches to the management of complex deterministic systems with clear institutional boundaries and transformation goals. Conclusions. Local governments need to work towards the quality of information systems and their data to fully incorporate them into the national system of government, to improve the digital literacy of the population.

The article analyzes the importance of informatization of education in Kyrgyzstan, the role of information technology in improving the lives and activities of citizens. Informatization of education is a factor in the development of the education system as a whole. It allows the young generation to learn the capabilities of information technology, acquire skills and their application in life situations. The article traces the development of the concept of computer and information literacy, the constituent elements of these concepts. The development of mobile technologies, the adoption of conceptual documents on digital transformation made it possible to talk about the need to ensure digital literacy of citizens. The content of the concept of “digital literacy”, the point of view of researchers on this issue, and the varieties of this concept are analyzed.

Although more and more children engage in daily online activities with digital technologies, the roles that online technologies play in children's lives are still understudied. This article aims at identifying the role of digital devices as well as practices in which young children are engaged at home. It also strives to explore digital literacy practices and to research how these are embedded into the family context. The case study of Lithuania discussed in this article contributes with new knowledge about the local contexts and may help to understand the main problems to be further worked upon with on a global and European scale. The research of young children and their engagement with digital technology in Lithuania comes as part of the EC JRC project “Young Children (0–8) and Digital Technologies.” The findings reveal that although children perceive online technologies and the use of smart devices as entertainment and relaxation, they are not addicted. Several factors affect young children's uses and skills of digital technologies, including family constitution and parental styles.

PurposeThis study aims to explore the impact of digital transformation on firm performance with the help of smart technologies.Design/methodology/approachThis study used a valid and well-structured survey to collect data from 460 respondents from 150 Small and medium-sized enterprises (SMEs) in Saudi Arabia. In order to analyze this data, SmartPLS software was used.FindingsThe empirical results of this study found that the digital transformation has no significant direct impact on firm performance. Therefore, in this situation, smart technologies play an important role in developing the link between digital transformation and firm performance.Originality/valueThis study contributes to the digital supply chain from SMEs' perspective by investigating the mediating role of smart technologies between digital transformation and firm performance.

Supply chain managers constantly look for the resources that are able to enhance and improve supply chain competitiveness. This competitiveness is analysed mainly in the light of cost, time and quality of the customers’ service delivered by the supply chain management. Today one of the most important resource impacting on driving business in the competitive way are the digital technologies. This is mainly due to the fact that digital technologies are strongly changing the innovation level of the company and its performance. Therefore it is worth to analyse the influence of digital technologies on supply chain competitiveness in terms of cost, time and quality. The aim of this paper is to present the most important areas that are impacted by the digital technologies in improving of supply chain competitiveness. The results of the empirical research, conducted among 120 supply chain managers in 2018, show that the aspect of quality is the weakest point in terms of digital innovation impacting on supply chain competitiveness. Thus in the second part of the paper the analyses of the role of the customers experience have been done to understand the new approach to the role of digital technologies. The digital innovation is impacting the whole customers’ journey during their relation not only with the company, but with the supply chain – that is actually the organization of several independent companies. In this way digital technologies starting to be a central point of supply chain configuration for improving its competitiveness.

Die Einführung digitaler Technologien führt dazu, dass Unternehmen aller Größen und Industrien sich drastisch verändern. Die Integration digitaler Technologien bietet ihnen dabei die Möglichkeit Prozesse, Produkte und Dienstleistungen sowie Geschäftsmodelle zu erneuern. Während der Weg zur digitalen Transforma­tion für große und mittelständische Unternehmen bereits erforscht wurde, bleibt unklar, welche Fähigkeiten in kleinen Unternehmen sowie Unternehmen, die eine Dienstleistung direkt am Kunden anbieten, notwendig sind und wie diese Fähigkeiten entwickelt werden. Basierend auf einer qualitativ empirischen Studie zeigen wir die entscheidende Rolle der Geschäftsführung im Prozess der digitalen Transformation. Weiterhin zeigen unsere Ergebnisse, wie Geschäftsführinnen und Geschäftsführer kleiner Unternehmen das eigene Sozialkapital, die Erneuerung der eigenen Denkbilder sowie die Entwicklung der organisationalen Digitalisierungskompetenz nutzen, um eine digitale Transformation zu durchlaufen. The advent of digital technologies is causing companies of all sizes and industries to change dramatically. The integration of digital technologies offers them the potential to renew processes, products and services, as well as business models. While the path to digital transformation has already been researched for large and medium-sized companies, it remains unclear which capabilities are necessary in small companies and companies that offer a service directly to the customer. Further, it remains unclear how these capabilities are developed. Based on a qualitative empirical study, we show the decisive role of the manager in the process of digital transformation. Furthermore, our results show how managers of small companies use their own social capital, the renewal of their own managerial cognition and the development of organizational digitalization skills to go through a digital transformation.
