Building an Ecological Civilization in the New Era: Cognition, Development Paradigm and Strategic Measures

According to Chinese President Xi Jinping’s report at the 19th CPC National Congress, realizing China’s great dream in the new era demands a great struggle, a great project, and a great cause. In terms of the construction of ecological civilization, entering a new era means China must ensure the harmony between man and nature, and undertake “a great struggle with many new contemporary features”, in response to major difficulties and challenges in nature. To realize the Chinese Dream of national rejuvenation requires a clear understanding of the “Thought on Socialism with Chinese Characteristics for a New Era and the Basic Policy” introduced at the 19th CPC National Congress that involves such concepts as the vision for development, fundamental rules, environmental ethics, the rule of law, the model, objectives and driving forces of development, ways of life, and global governance. Based on the connotations of such concepts, the ecological civilization can systemically grasp the basic strategy for building a socialist ecological civilization with Chinese characteristics. This paper discusses the cognition of building an ecological civilization in the new era, examines the development paradigm of ecological civilization from the perspectives of ethical values, value theory and principles of growth, and specifies the strategic measures for building an ecological civilization in light of the new circumstances and demands.

Since the 18th CPC national congress, the development of socialism with Chinese characteristics has entered into a new era. In the new context of development, Chinese President Xi Jinping has put forward the Belt and Road Policy. The Belt and Road Policy is not only a major decision for China to promote regional economic integration and international economic and trade exchanges, but also a project to spread traditional Chinese culture. The Belt and Road Policy initiative bears the mission of spreading the Chinese civilization and building a community with a shared future for humanity. It attempts to provide a set of Chinese solutions to the bottleneck of global development and demonstrates the cultural confidence of the CPC.

On the subject of integrating and implementing the spirit of the 19th national congress, Liu Guiqin, director of the department of social science and technology of the ministry of education, made a thematic report entitled “earnestly studying, propagating and implementing the spirit of the 19th national congress of the party and accelerating the introduction of the thought on socialism with Chinese characteristics for a new era into textbooks, classrooms and minds”. According to the report, as well as the ideological and political theory courses, the curriculum integration in-depth course education “the thought of socialism with Chinese characteristics to blend in new era. This paper analyzes from the foreign language teaching with Chinese characteristics under the background of new era .The current college English teaching under the new situation of permeation of moral education present situation analysis, this is a natural fit with the research of this project.

Since the 18th CPC National Congress, socialism with Chinese characteristics has ushered in a new era, so has China's financial industry. As the reform of state-owned commercial banks deepens, party-building plays an increasingly vital role in the operation and development of banks. Meanwhile, party-building of state-owned commercial banks is also confronted with bottlenecks and challenges, including party-building fails to effectively guide the finance industry to serve the real economy, to be integrated into bank management in-depth, to completely prevent the financial system from corrupting, and to vigorously restrain excessive pay in the financial sector.

In the context of integrating the ecological development into all aspects and the whole process of economic, political, cultural and social development, and striving to create a new era of China’s socialist ecological civilization, one important aspect is that we need to construct a paradigm transformation theory for the development of ecological civilization. In establishing theories for the paradigm of ecological development, what we need most is an economic theory. However, the problem is that traditional and conventional economics, including political economics, cannot provide theoretical and methodological support for the current ecological development in China or even the world. Based on the concept, cognition and China’s practice of ecological civilization, the author reflects on the economic theory and its development direction in future.

Since the 18th National Congress of the Communist Party of China, the integration of ecological civilization construction with the development of economy, politics, culture, and society has not only been an established strategy of deepening and consolidating the “five-sphere integrated plan” of socialism with Chinese characteristics, but it has also been an important approach to achieve ecological civilization. In order to realize it, “integration” is the living soul. Integration means that on one hand, ecological civilization construction should be in step with economic and social development; on the other hand, it is inherent with the strategic thinking that priority should be given to ecology and environmental protection. This paper explains how ecological civilization construction is integrated with economic development and also discusses its strategies and paths. The findings are as follows: The first is to cling to the bottom line that no major ecological disasters should happen. This requires adherence to the basic state policy of environmental protection, restructuring of conventional industries and transformation of development patterns. The second is to adhere to the philosophy that industrialization, urbanization, informatization, agricultural modernization and greenization be promoted simultaneously, so that they can complement with the “five-sphere integrated plan”. This requires that a green, low carbon, and recyclable path should be pursued. The third is to stay open and forward-looking. In the new era of ecological civilization with new fashion and trends, active measures should be taken to build a modern ecological and industrial development system in order to lay a solid foundation for ecological civilization construction.

High temperature structural materials, such as nickel-based superalloys, have contributed immensely to societal benefit. These materials provide the backbone for many applications within key industries that include chemical and metallurgical processing, oil and gas extraction and refining, energy generation, and aerospace propulsion. Within this broad application space, the best known challenges tackled by these materials have arisen from the demand for large, efficient land-based power turbines and light-weight, highly durable aeronautical jet engines. So impressive has the success of these materials been that some have described the last half of the 20th century as the Superalloy Age. Many challenges, technical and otherwise, were overcome to achieve successful applications. This paper highlights some of the key developments in nickel superalloy technology, principally from the perspective of aeronautical applications. In the past, it was not unusual for development programs to stretch out 10 to 20 years as the materials technology was developed, followed by the development of engineering practice, and lengthy production scaleup. And many developments fell by the wayside. Today, there continue to be many demands for improved high temperature materials. New classes of materials, such as intermetallics and ceramic materials, are challenging superalloys for key applications, given the conventional wisdom that superalloys are reaching their natural entitlement level. Therefore, multiple driving forces are converging that motivate improvements in the superalloy development process. This paper concludes with a description of a new development paradigm that emphasizes creativity, development speed, and customer value that can provide superalloys that meet new needs.

With the continuous progress of the economy of China and the full integration with the system of socialism with Chinese characteristics, Chinese economy has been further developed and gradually tends to be improved. Under the background of the new era, there are great differences between the public economy and the non-public sector of the economy that is including the private economy and the individual economy. The non-public sector of the economy is mainly to pursue the maximization of operating profits. In fact, it defers to the intention of managers. Therefore, the planning of business freedom becomes a power to protect the business property and business freedom, which is the most important issue to be considered in the context of the new era.
