The decisions and actions of operators in the operation of transport infrastructure play a crucial role in the sustainability of the project but are influenced by factors such as the strength of government regulation and the frequency of use by users. The influence of social recognition and acceptance by the authorities on the decisions of the various parties involved in a project is becoming increasingly significant. To address this issue, this paper attempts to apply prospect theory to characterize the impact of changes in recognition on the decisions of project managers and the government from the perspective of recognition and to construct a tripartite evolutionary game model for the government, the operator, and the users, taking into account the combined effect of multiple factors, to explore the evolutionary law of the operator’s strategy choice. Evolutionary game theory, in which each person is considered irrational and behavior is changeable, is more realistic. The addition of prospect theory allows the model to more realistically reflect the decisions of each participant in the game process when faced with risk. The results of the study show that there is an optimal level of external regulation to maximize the benefits for all three parties in the game, strong government regulation does not necessarily improve service quality, operators tend to provide low-quality services in the game process and incentives should be increased, and that attempts should be made to provide users with a variety of transport infrastructure options to ensure that users’ interests are maximized. The paper further analyzes the indicators established by sensitive factors using BP neural networks on the basis of the analysis of transportation infrastructure operation and impact sensitive factors using evolutionary games and finds that the conclusions obtained by deep learning algorithms are more consistent with those obtained using evolutionary games, achieving cross-validation of the results. The reliability of the result is improved, and it is demonstrated that deep learning algorithms can be introduced as a supplement in the process of future analysis of transportation infrastructure operations. Finally, management suggestions are made in light of the actual situation.

Abstract Based on the perspective of government regulation, this paper discusses how to guide and restrict coal enterprises to conduct resource integration behavior, and whether the government supervises this behavior. First, through empirical research, government regulations of coal enterprises are given practical policy implications. Second, using evolutionary game and simulation technology, from the perspective of government regulation, we explore the complex behavioral interaction mechanism between the dominant and inferior coal enterprises, the mechanism between the government and coal enterprises, and analyze the impact of key factors on the dynamic evolution process. Finally, the sensitivity analysis of the selected parameters is discussed in details, which provides useful decision-making suggestions for the government and enterprises. Results demonstrate that:(1) when the power gap between enterprises is great, government regulations are not effective for inferior enterprises;(2) the combination of government regulation can help to improve the efficiency of coal enterprise strategy selection;(3) excessive government regulations make the strategic choices of the government and coal enterprise tend to swing, failing to achieve effectively resource integration and government supervision.

In the green economy, strategic emerging industries to implement Class II green technological innovation keep critical to obtain competitive advantages. The government regulation could effectively make up for the shortcomings of the negative externalities of green technological innovation. In order to further explore the impact of government regulation on Class I, II and III green technological innovation of strategic emerging industries, this article utilizes the strategic emerging industries as the main experimental subject. Through constructing a tripartite evolutionary game model of strategic emerging industries, the government and consumers, it reveals the process of the three-party discretionary selection in the process of green technology innovation, and acquires equilibrium strategies of the tripartite in the process of green technological innovation.

Based on a tripartite game model among suppliers of public goods, consumers, and the government, a tripartite repeated game model is constructed to analyze the evolution mechanism of which suppliers supply at low prices, consumers purchase, and the government provides incentives, and to establish the dynamics system of a repeated game. The equilibrium points of the evolutionary game are solved, and among them, the equilibrium points are found to satisfy the parameter conditions of ESS. The numerical simulation is employed to verify the impact of penalty coefficients and discount factors on the stability of strategies, which are adopted by the three players in a tripartite repeated game on public goods, and scenario analyses are conducted. The research results of this paper could provide a reference for the government, suppliers, and consumers to make rapid decisions, who are in the supply chain of public goods, especially quasi-public goods, such as coal, water, electricity, and gas, and help them to obtain stable incomes and then ensure the stable operation of the market.

Based on the prospect theory, this paper establishes an evolutionary game model of government and construction units for the problem of poor subsidy construction of government-subsidized construction units and uses the replication dynamic equation to analyse the strategic choice of evolutionary games. The research shows that the evolutionary game system of the construction unit and the government cannot meet the government incentives, and the construction unit also adopts the stable state of the prefabricated building. In the long run, the government subsidy cannot determine whether or not the construction unit will adopt the prefabricated building, and it is the construction cost of the prefabricated building that determines. Therefore, the government's work should shift from subsidies to targeted incentives forconstruction units to reduce the cost of construction of prefabricated buildings. The unit levies an environmental tax and appropriately restricts the income from the traditional cast-in-place construction units, and, on the other hand, it increases the popularization of low-carbon and environmental protection of the fabricated buildings, so that more consumers can recognize the environmental benefits brought by the assembled buildings. It provides a reference for the government to promote the development of prefabricated buildings.

Subject. The paper considers national projects in the field of transport infrastructure, i.e. Safe and High-quality Roads and Comprehensive Plan for Modernization and Expansion of Trunk Infrastructure, and the specifics of their implementation in the Rostov Oblast. Objectives. The aim is to conduct a statistical assessment of the impact of transport infrastructure on the region’s economic performance and define prospects for and risks of the implementation of national infrastructure projects in conditions of a shrinking economy. Methods. I use available statistics and apply methods and approaches with time-series data, namely stationarity and cointegration tests, vector autoregression models. Results. The level of economic development has an impact on transport infrastructure in the short run. However, the mutual influence has not been statistically confirmed. The paper revealed that investments in the sphere of transport reduce risk of accidents on the roads of the Rostov Oblast. Improving the quality of roads with high traffic flow by reducing investments in the maintenance of subsidiary roads enables to decrease accident rate on the whole. Conclusions. In conditions of economy shrinking caused by the complex epidemiological situation and measures aimed at minimizing the spread of coronavirus, it is crucial to create a solid foundation for further economic recovery. At the government level, it is decided to continue implementing national projects as significant tools for recovery growth.

Development of village fund management is very much needed by the community so that it can be enjoyed by all levels of society in the villages. The seriousness of the government in developing villages is evidenced by the start of allocation of the Village Fund budget for 2015. The allocation of the Village Fund is mandated by Law (Law) Number 6 of 2014 concerning Villages and Government Regulation (PP) Number 6 of 2014 concerning Village Funds Sourced from STATE BUDGET. The regulation explained that the administration of the village government adheres to the principle of decentralization and the task of assistance. The principle of decentralization raises village internal funding (Desa APBD), while the principle of co-administration provides an opportunity for Villages to obtain funding sources from the government above it (APBN, Provincial APBD, Regency / City APBD). This study aims to observe what the development of village funds looks like, how they are implemented and the impact of the use of village funds in supporting development activities and community empowerment. The research method used is a qualitative research method that relies on observing places, actors and activities in Konawe Selatan Regency, Southeast Sulawesi Province, which was chosen as a case study. Initial observations show that the Village Fund does not have significant results in improving the welfare of the community. These indications are evident in the welfare of the community which has not improved with the existence of the village fund. Therefore it is necessary to develop a good management of village funds to improve the welfare of rural communities, especially in Konawe Selatan District. The output to be achieved is the scientific publication with ISSN Online and the level of technological Readiness that will be achieved 1-3.

Drones are becoming increasingly popular not only for recreational purposes but in day-to-day applications in engineering, medicine, logistics, security and others. In addition to their useful applications, an alarming concern in regard to the physical infrastructure security, safety and privacy has arisen due to the potential of their use in malicious activities. To address this problem, we propose a novel solution that automates the drone detection and identification processes using a drone’s acoustic features with different deep learning algorithms. However, the lack of acoustic drone datasets hinders the ability to implement an effective solution. In this paper, we aim to fill this gap by introducing a hybrid drone acoustic dataset composed of recorded drone audio clips and artificially generated drone audio samples using a state-of-the-art deep learning technique known as the Generative Adversarial Network. Furthermore, we examine the effectiveness of using drone audio with different deep learning algorithms, namely, the Convolutional Neural Network, the Recurrent Neural Network and the Convolutional Recurrent Neural Network in drone detection and identification. Moreover, we investigate the impact of our proposed hybrid dataset in drone detection. Our findings prove the advantage of using deep learning techniques for drone detection and identification while confirming our hypothesis on the benefits of using the Generative Adversarial Networks to generate real-like drone audio clips with an aim of enhancing the detection of new and unfamiliar drones.

Big data is a massive and diverse form of unstructured data, which needs proper analysis and management. It is another great technological revolution after the Internet, the Internet of Things, and cloud computing. This paper firstly studies the related concepts and basic theories as the origin of research. Secondly, it analyzes in depth the problems and challenges faced by Chinese government management under the impact of big data. Again, we explore the opportunities that big data brings to government management in terms of management efficiency, administrative capacity, and public services and believe that governments should seize opportunities to make changes. Brainlike computing attempts to simulate the structure and information processing process of biological neural network. This paper firstly analyzes the development status of e-government at home and abroad, studies the service-oriented architecture (SOA) and web services technology, deeply studies the e-government and SOA theory, and discusses this based on the development status of e-government in a certain region. Then, the deep learning algorithm is used to construct the monitoring platform to monitor the government behavior in real time, and the deep learning algorithm is used to conduct in-depth mining to analyze the government's intention behavior.

Government Regulation No. 53 of 2010 regarding the discipline of the Civil Servant loading obligations, prohibitions, and disciplinary action which could be taken to the Civil Servant who has been convicted of the offense, is intended to foster a Civil Servant who has committed an offense, the form of disciplinary punishment is mild, moderate, and weight. Disciplinary punishment for the Civil Servant under Government Regulation No. 53 of 2010 Concerning the Discipline of Civil Servants. The formulation of this journal issue contains about how the process of disciplinary punishment, and constraints and efforts to overcome the impact of the Civil Servant disciplinary punishment in Government of Demak regency. The approach used in this study is a sociological juridical approach or juridical empirical, that is an approach that examines secondary data first and then proceed to conduct research in the field of primary data normative. The process of giving disciplinary sanctions for State Civil Apparatus in Government of Demak regency begins with the examination conducted by the immediate supervisor referred to in the legislation governing the authority of appointment, transfer and dismissal of civil servants. The results showed that in general the process of sanctioning / disciplinary punishment of civil servants in the Government of Demak be said to be good and there have been compliance with the existing regulations / applied in Government Regulation No. 53 of 2010, although it encountered the competent authorities judge still apply tolerance against the employee, but also a positive impact among their deterrent good not to repeat the same offense or one level higher than before either the Civil Servant concerned or the other. Obstacles in carrying out disciplinary punishment in Government of Demak regency environment is still low awareness of employees to do and be disciplined in performing the tasks for instance delays incoming work, lack of regulatory discipline, lack of supervision system and any violations of employee discipline. There must be constraints to overcome need for cooperation with other stakeholders comprising Inspectorate, BKPP, and the immediate superior civil servants in this way can be mutually reinforcing mutual communication, consultation, coordination so that if later there is a problem in the future could be accounted for.Keywords: Delivery of Disciplinary Sanctions; Civil Servant; Government Regulation No. 53 of 2010.

Birth of Law No. 30 of 2004 on Notary, regarded as the beginning of reforms in the field of notary. A notary who previously carried out its duties based on the Dutch heritage regulations Reglement op Het Notaris Ambt in Indonesie (Stb. 1860:3) was started feels aware of its existence by the government. However, one of the impact of these laws is the extension of the authority of the notary to make the auctions minutes deed and the land deed, but as it is known in advance, making auctions minutes deed is the authority of the auction official, and make the land deed is the land deed official authority (known as PPAT ). Based on Vendu Reglement (VR), only authorized officials that can make auctions minutes deed, and if the notary push him to make it, then the power of the deed will degrade into privately made deed because it is not made by the competent authority. As with the land deed, authorized officials to make the land deed is PPAT, but the authority specified in Article 2 paragraph (2) of Government Regulation No. 37 of 1998 on Land Deed Official.
