Background. Portraying a typical Russian corrupt official is important as a preventive measure to apply within the system of human resources on civil service. Objective. The study is aimed at creating a psychological portrait of civil servants working in the environments where corruption is possible in order to reveal their attitude to corruption and to the means used to eliminate it. Design. 100 municipal civil servants from the city of Kostroma took part in an anonymized survey with a standardized questionnaire. The survey encompassed civil servants of all levels: heads of departments and their deputies (top level), department managers and their deputies (mid level), minor officials. Results. Analyzing the results obtained within the survey one can conclude that for top-level civil servants the most important advantages of municipal civil service are the ability to help people and society in solving their problems, as well as substantial pension and good psychological climate. For mid-level managing positions the main advantages are psychological climate, that comes first, and, subsequently, the ability to help people. Minor officials’ scale of values prioritizes material gain over everything else. Instead of understanding corruption in the broad sense, as abuse of authority, the way the concept of corruption is represented in the law, civil servants view it more narrowly — as bribery. The most common excuses for bribery, according to the civil servants questioned, include protection and the bosses being interested in “extra” profit as well as the situation of mutual bribing and financial problems caused by low salary. The barriers for bribery, in civil servants’ opinion, are moral norms and the fear to be punished or fired. Conclusions. The analysis of literature on the subject, as well as the empirical study conducted, allows to single out the most characteristic features that a corrupt civil servant has. Corrupt civil servants are highly extravert, they are very eager to please people, and have a variety of addictions. The values of power and dominance contribute to making corruption acceptable, while the primary role of care and universalism lower its level.

The chapter explores a case study of the 1829 prosecution by the young Charles Trevelyan of Sir Edward Colebrooke, the East India Company’s Resident in Delhi, as a means to illustrate many of the themes covered by the book. The case highlights the distinction between gifts and bribes; social norms that blurred definitions of corruption; the overlap between public and private interests; the reliance of Britons on native agents who could themselves be seen as corrupt; the ‘systems’ of corruption that grew up around powerful officers; the politics of anti-corruption; the role of the press in exposing or vindicating corruption allegations; and the ways in which corruption could be gendered and racialised. Trevelyan went on to help write a report in 1854 which is often seen as the blueprint for the modern civil service, and the interaction of Indian and British affairs is an important theme of the book.

Apocalyptic biblical literature has played a significant role in motivating and mobilising Christians. As part of this genre, the Apocalypse of John has played this mobilising role within the church throughout its history. Jerusalem is often incorporated into this genre to conjure up different emotions and images to impact many different people. For example, the Jew annually recites the words to fellow Jews at every Passover meal: ‘Next year in Jerusalem’. Most Christians know the hymn ‘The holy city’, originally penned by Frederic Weatherly in 1892. It lifts many a spirit as it conjures up the idea of a beautiful, perfect, heavenly city of God. However, there is more to this apocalyptic vision, which will be explored in this article. The city upholds the hope of decent godly living today. Whilst Jerusalem is a city with an extremely chequered history, it remains to be the launching pad of a dream that believers can embrace in order to impact society for the better. The vision in Revelation 21–22 is the launch of the ‘idea’ of God’s intention for society today, and the ‘implementation impetus’ is the primary role of the church. In the greater scheme of things, the world community is the target group for a better society for everyone.Aanneming van ’n visioen van die Nuwe Jerusalem (Op 21:1–22:5) ten einde ’n invloed op lewe en die samelewing uit te oefen. Apokaliptiese Bybelliteratuur het ’n beduidende rol in die motivering en aansporing van Christengemeenskappe gespeel. Die Openbaring van Johannes het hierdie motiveringsrol deurgaans in die geskiedenis van die kerkas deel van dié genre vertolk. Jerusalem is dikwels hierby ingesluit om ’n verskeidenheid van emosies en beelde op te roep ten einde ’n impak op ’n verskeidenheid mense te maak. Die Jood, byvoorbeeld, haal jaarliks die volgende woorde teenoor mede-Jode tydens die Paasmaaltyd aan: ‘Volgende jaar in Jerusalem’. Alhoewel Jerusalem ’n stad met ’n uiters veelbewoë geskiedenis is, is dit tog die beginpunt vir hierdie droom van gelowiges om die samelewing te verbeter. Die visioen in Openbaring 21–22 is die bekendstelling van die ‘idee’ van God se bedoeling vir ons hedendaagse samelewing en die ‘vervullende beweegkrag’ is die primêre rol van die kerk. Holisties beskou, is die wêreldgemeenskap die teikengroep vir ’n beter samelewing vir almal.

Public tranquility and public order are a basic need of the city, as stipulated in Regional Regulation No. 1 of 2016 in the South Coastal District. But the fact shows that there are still many problems that arise as a result of violations of public peace and public order, such as those that occur in the cotton trunk area where most loose livestock are found throughout 2017. Therefore, the role of Satpol PP is needed in tackling loose livestock issues. This study aims to describe the form of Satpol PP efforts in controlling livestock in the cotton trunk area, constraints encountered when carrying out enforcement activities and solutions that must be done in overcoming the problems that occur. The method used in this study is qualitative. The results showed that the South Coast Civil Service Police Unit had carried out various efforts to control such as preventive, repressive and enforcement of penalties in the form of fines, but had not brought maximum results. Keywords: public peace, public order, civil service police unit Abstrak Ketentraman masyarakat dan Ketertiban umum merupakan suatu kebutuhan dasar kota, sebagaimana yang diatur dalam Peraturan Daerah No 1 tahun 2016 di Kabupaten Pesisir Selatan. Namun faktanya menunjukkan bahwa masih banyak persoalan yang muncul akibat dari pelanggaran ketentraman masyarakat dan ketertiban umum, seperti yang terjadi di daerah batang kapas dijumpai ternak lepas paling banyak sepanjang tahun 2017. Oleh karena itu perlu adanya peran Satpol PP dalam menanggulangi persoalan ternak lepas. Penelitian ini bertujuan untuk mendeskripsikan bentuk upaya Satpol PP dalam penertiban ternak di daerah batang kapas, kendala yang ditemui saat melakukan kegiatan penertiban serta solusi yang harus dilakukan dalam menanggulangi persoalan yang terjadi. Adapun metode yang digunakan dalam penelitian ini adalah kualitatif. Hasil penelitian menunjukkan bahwa Satuan Polisi Pamong Praja Pesisir Selatan telah melakukan berbagai upaya penertiban seperti preventif, represif dan penegakkan hukuman berupa denda, namun belum membawa hasil yang maksimal. In this article it is examined the whistleblowing practice in civil service across Europe. The analysis lets to arrive at a conclusion that the whistleblowing mechanism unevenly functions in different parts of Europe: it is more widespread in East and South. It is indicated the following reasons for that: differences in institutional systems of society, models of civil service («continental» and anglosaxon) and sociocultural distinctions. Based on the Hofstede dimensions of national culture it is noted that cultural characteristics correlate with presence/absence of whistleblowing law and practice and effectiveness of this mechanism as a whole. Focusing on the role of whistleblowing in control of deviations of civil servants' behavior, it is supposed that the whistleblowing needs to be implemented in the Russian civil service. Obstacles to the whistleblowing design and implementation were also shown and some recommendations were given, taking into account sociocultural characteristics of the Russian society.

Significance The civil service is the backbone of the Nigerian state and has proven vital in holding the country together -- a role likely to be tested by highly competitive polls in February. However, this legacy has created a set of institutions powerfully protective of its privileges, resulting in high transaction costs for firms, but also positive effects for businesses benefitting from public servants' consumption. Impacts Though the electoral commission's capacity is much improved, any disruptions (real or perceived) could spark protests and a disputed poll. Neighbouring states' doubts about the Nigerian army's command structures (and corruption) will hamper regional efforts to combat Boko Haram. Planned cuts to the capital budget will help accommodate a 5.9% rise in recurrent expenditure, including civil servants' salaries.

One of the priority directions of administrative reforms that take place in the Republic of Kazakhstan is the enhancement of civil service effectiveness. And, the success of reforms will mostly be determined by the condition of civil service, which depends on the performance of civil servants. Taking into consideration the importance of motivated and satisfied employees on their commitment, this study was aimed to identify the relationship between motivation and job satisfaction on employees’ commitment and studying the mediating role of job satisfaction on the relationship of civil servants’ motivation and organizational commitment in the central and local executive bodies in Kazakhstan. In total, 1205 civil servants from 5 ministries and 4 regional administration completed a questionnaire adapted from previous studies. The results show significant relationships exist between work motivation dimensions and organizational commitment as well as work motivation and job satisfaction. Moreover, the study found the mediating effect of job satisfaction on the hypothesized relationships. This paper contributes to the existing human resources literature on employees’ commitment and guides management on how to improved employees’ job satisfaction and employee’s commitment.

The problem of this research is how to implement Government Regulation Number 46 Year 2011 on the appraisal of civil service performance especially at the Regional Office of Ministry of Law and Human Rights of North Sumatera. This research has been conducted since December 2018 until January 2019and has taken place at the Regional Office of Ministry of Law and Human Rights of North Sumatera. The Qualitative descriptive method is used in this research. Observation, interviewing and documentation are as data collection of this research. The main interviewees are the head of division of administration, the head of general department, the head of sub staffing department and ten (10) employees from each division to obtain detailed according to the need of the writer. The result of this research describes the implementation of the appraisal of civil service performance, based on government regulation Number 46 Year 2011at the Regional Office of Ministry of Law and Human Rights of North Sumatera has been implemented well.  The role of four (4) factors to successful policy implementation such as: 1. Communication, 2. Resources, 3. Disposition, 4. Structure of the bureaucracy can be fulfilled although it has not been perfect. The civil servants that become the policy target of the appraisal of civil service performance do not have any difficulties to obtain the information of the appraisal of civil service performance. The existing information has given the certainty to the civil servants of the describing the performance target of civil.

The article examines the evolution of the castle fortifications, which for each region and historical period had their own characteristic features and their relationship with the planning structure of small towns in Podillya. The features of the formation of fortification systems, which influenced the architectural and planning structure of the cities of Podillya at the turn of the XVI-XVII centuries, are revealed. The castle`s fortification and fortification system of the cities of Berezhany, Zhovkva, Brody, Stanislav, Zbarazh, Medzhybozh and others are considered. Attention is paid to the peculiarities of changes in the fortification system of cities of the structural-typological level and the use of the modern bastion system, which supplanted the fortifications of the medieval type. The influence of these changes on the intensity of development of small cities in Podillya in the period of the XVI-XVII centuries is analyzed. Attention is focused on the formative influence of the fortifications of castle structures on the architectural and planning structure of cities, which was often decisive at the last stage of the formation of castles and their fortification.  The process of uniting the castle and the city is considered, which went through different stages of re-planning: from placing the castle separately, through the interaction of fortification and up to the stage of obtaining a general outline of the city fortifications. The role of castle fortifications in the system of fortifications of the small cities of Podillya is determined. The influence of the development of fortifications of castles and their merger with the defense structure of the city on the urban planning process of the cities of Podillya of XVI-XVII centuries is investigated. The formation of castle fortifications in the historical, architectural, town-planning aspects and their influence on the architectural and planning structure of the small cities of Podillya and significance of this influence for understanding the future development of small historical cities of Podillya are considered.

The Civil Service Police Unit (Satpol PP) is an organization that has quite strategic tasks, functions and authorities in organizing the enforcement of regional regulations and decisions of the Head of the Region, Organizing public peace and order, and community protection. The city of Bandung as the capital of West Java Province which has the potential as a destination area for immigrants to meet the living needs of various areas to complain about fate. Thus, as a trade destination area, it is necessary to arrange an orderly, comfortable and peaceful situation for the people of Bandung City. Street vendors are one of the informal livelihoods that are mostly located in every corner of Bandung City. In addition to having a source of income for the area, but on the other hand is another problem for the government of Bandung City. The purpose of writing is to find out how the effectiveness of the role of the Civil Service Police Unit in Disciplining Pedestrian Traders in the City of Bandung. The method used in this writing is Descriptive Analysis by using research tools in the form of literature study on the Effectiveness and Role of Civil Servants Unit (Satpol PP).

Government Regulation No. 53 of 2010 Concerning Servants Discipline is the legal basis to ensure civil servants and can be made the basis for the preparation of State apparatus that is good and right. Within the Civil Service Police Unit Bogor itself often occur pelanggaranber relation to breaches of discipline of civil servants, such as doing things that can degrade the honor or dignity of the State, the Government, or Civil Servants in this case many civil servants are absent from duty as law enforcement, entering places that can pollute the honor or dignity of civil servants, except for the sake of office, but violations are frequent delays often occur in the office of civil servants and absent without information on working hours Based on this background and the many issues concerning the discipline of civil servants. The authors formulate the problem of how the implementation of regulations under PP PNS Discipline 53 of 2010 on the Civil Service Police Unit in the city of Bogor, how sanctions applied against civil servants who do not obey the rules of discipline of civil servants, under PP 53 Year 2010 on the Civil Service Police Unit Bogor. Obstacles that arise in the implementation of the Disciplinary Code of civil servants under PP 53 Year 2010 on the Civil Service Police Unit Bogor. Research methods and approach used in the study was descriptive, with respect to the subject matter to be discussed is associated with the practice in the field in order to solve a problem by collecting and analyzing the data. The results of the field which penlis get is that the Civil Service Police Unit Bogor has been carried out since the PP is applied, until now, only one case relating to violations of discipline that PNS. In connection with the sanction given by the Civil Service Police Unit Bogor related violations by PNS \ PP 53 in 2010. While the constraints on the field in the context of the discipline of civil servants within the scope of the Civil Service Police Unit Bogor authors see it because it is influenced by several factors, such as lack of infrastructure, lack of awareness of the civil servants concerned, the lack of device and the rules of discipline and lack of guidance that is given by the Civil Service Police Unit Bogor.
