AbstractThis article analyses, the complex relationship between Tehran, Beijing and Washington on the Iranian nuclear issue. Indeed, China's policy towards Iran has often been described as ambiguous, in supporting Washington, on the one hand, while protecting Tehran, on the other hand. In this article, we argue that, in fact, Beijing policy vis-a-vis Tehran depends on the state of its relationships with Washington. Indeed, a closer analysis shows that China is using Iran as a bargaining chip with the United States on, among others, two key security issues, i.e., Taiwan and the oil supply. The guarantee of a secured oil supply from the Middle-East in addition to a comprehensive policy of the US with regard to Chinese security interests in Taiwan as well as the use of smart sanctions against Tehran, which would thus take into account, to a certain extent, Beijing economic interests in Iran, are, indeed, the guarantee of Beijing's support to the US policy towards Iran.

Film has been an integral part of the propaganda war fought between the United States and North Korea over the past decade. The international controversy surrounding the Hollywood comedy The Interview in 2014 vividly demonstrated this and, in the process, drew attention to hidden dimensions of the US state security–entertainment complex in the early twenty-first century. Using the emails leaked courtesy of the Sony hack of late 2014, this article explores the Interview affair in detail, on the one hand revealing the close links between Sony executives and US foreign-policy advisers and on the other explaining the difficulties studios face when trying to balance commercial and political imperatives in a global market.

Core Europe and North America have often imagined themselves to be invulnerable to the Russian influence campaigns that have affected smaller, weaker countries in the lands in between. However, in recent years, that perception has broken down as Russia regularly hacks democratic elections in the West, sponsors extremists, spreads disinformation, and may have tipped the US 2016 presidential election to Donald Trump. The West now exhibits a similar politics to what we observe in the lands in between—with growing political extremism and polarization on the one hand and the rise of cynical power brokers on the other who seek to profit from both sides of an intensifying divide. Increasingly, democratic elections seem to pose a “civilizational choice” between the forces of liberal democracy and authoritarian nationalism on the Russian model.

This paper aims to ascertain whether direct macroeconomic linkages exist between some East Asian (EA) countries on the one hand and the United States (US) and Europe on the other, based upon quarterly real gross domestic product (GDP) series spanning from the early 1990s. Long-run and short-run lead-lag relations are explored within a trivariate modeling framework. Contrary to popular belief, the empirical evidence suggests generally either very nominal or no direct links at all between these EA countries and the US in terms of GDP. Direct links with Europe are completely ruled out. All these would allude to a very limited susceptibility of these EA economies to shocks in the US and Europe, barring a global economic crisis of catastrophic proportions. The growing belief that if China sneezes, the world catches the flu is also not borne out by the empirical results.

Canadian Prime Minister Brian Mulroney is faced with a number of difficult choices concerning Canada's foreign policy in Central America. These choices are particularly problematic because their repercussions may have an important impact on Canada- US relations. On the one hand, the Prime Minister must heed public opinion in Canada which favors increased government concern about human rights and economic development in Central America. On the other hand, he must consider American security interests and not irritate or embarrass the United States and President Reagan in particular.Canada's middle power status puts it in a difficult quandary, for it seeks to retain an independent role in Central America, while it finds its influence circumscribed by its proximity to the US superpower. Its ability to wield tangible authority is thus severely attenuated. Canada's asymmetrical relationship with the United States allows it a certain degree of latitude in formulating foreign policy but imposes important constraints as well.

North Korea became an urgent problem for Japan as a result of the 1994 nuclear crisis in North Korea, the 1998 missile launch over Japan and the 2003—4 nuclear crisis. At the historic Tokyo—Pyongyang summit in September 2002, both sides acknowledged the need to solve the security issues surrounding the Korean Peninsula through peaceful, multilateral efforts. However, the issue of North Korean abduction of Japanese citizens in earlier decades intensified Japanese sentiment against the North and this issue halted bilateral normalization talks. Japan has participated in six-party talks on the nuclear issue since 2004, but its distinct bilateral interests vis-à-vis North Korea, South Korea and the United States limit its influence in the multiparty engagement.

A comparative study of India's relations with the two Super Powers, the US and the USSR provides a very complex and interesting model in the relations between nations. On the one hand it would appear rather paradoxical that two large and genuine democracies of the world, India and the United States should have but an ordinary relationship devoid of any deep and enduring rapport. At the people-to-people level there exists one might say, an abundance of goodwill and warmth for one another; yet at the state-to-state level there appears to be a lack of understanding and support for each other's position in vital spheres of activity. On the other hand, inspite of their ideological differences, relations between India and the Soviet Union have turned out to be friendly and enduring. The paradox deserves a closer study.

The United States, Iran and the Bomb provides the first comprehensive analysis of the US-Iranian nuclear relationship from its origins through to the signing of the Joint Comprehensive Plan of Action (JCPOA) in 2015. Starting with the Nixon administration in the 1970s, it analyses the policies of successive US administrations toward the Iranian nuclear programme. Emphasizing the centrality of domestic politics to decision-making on both sides, it offers both an explanation of the evolution of the relationship and a critique of successive US administrations' efforts to halt the Iranian nuclear programme, with neither coercive measures nor inducements effectively applied. The book further argues that factional politics inside Iran played a crucial role in Iranian nuclear decision-making and that American policy tended to reinforce the position of Iranian hardliners and undermine that of those who were prepared to compromise on the nuclear issue. In the final chapter it demonstrates how President Obama's alterations to American strategy, accompanied by shifts in Iranian domestic politics, finally brought about the signing of the JCPOA in 2015.

The United States is in a bind. On the one hand, we need millions of additional citizens with at least one year of successful post-secondary experience to adapt to the knowledge economy. Both the Gates and Lumina Foundations, and our President, have championed this goal in different ways. On the other hand, we have a post-secondary system that is trapped between rising costs and stagnant effectiveness, seemingly unable to respond effectively to this challenge. This paper analyzes several aspects of this problem, describes changes in the society that create the basis for solutions, and offers several examples from Kaplan University of emerging practice that suggests what good practice might look like in a world where quality-assured mass higher education is the norm.

Native born African-American Muslims and the Immigrant Muslimcommunity foxms two important groups within the American Muslimcommunity. Whereas the sociopolitical reality is objectively the samefor both groups, their subjective responses are quite different. Both arevulnerable to a “double Consciousness,” i.e., an independently subjectiveconsciousness, as well as seeing oneself through the eyes of theother, thus reducing one’s self-image to an object of other’s contempt.Between the confines of culture, politics, and law on the one hand andthe “Islam as a way of life” on the other, Muslims must express theircultural genius and consciously discover linkages within the diverseMuslim community to avoid the threat of double consciousness.

The chapter argues that India has a strong interest to balance China and that the two Asian giants will not be able grow together without conflict. However, India will not be able to balance China’s rise. The chapter argues that India remains stuck between nonalignment and nonperformance. On the one hand, it resists the prospect of a new coalition that balances China from the maritime fringes of Eurasia, especially if that coalition is led by the United States. On the other hand, it has failed to strengthen its own capabilities. Its military power lags behind China’s, its efforts to reach out to both East and Central Asia have ended in disappointment, and its economic reforms have gone nowhere. As a result of that economic underachievement, India finds itself also torn between emotional nationalism and paralyzing political fragmentation, which, in turn, will further complicate its role as a regional power.
