Re-examining Local Governance in Eritrea: The Redrawing of Administration Regions

Abstract Abstract The post-independence government of Eritrea introduced Proclamation 86/1996 to redraw the administrative structure of the newly independent territory. The principle behind the redrawing was pronounced to be to serve decentralised governance system where considerable power is devolved to the regions. According to this principle the regions were provided with legislative, executive and judiciary bodies of local governance. Further the regions were also to be divided into sub-regions and village/area units with provisions of legislative, executive and judiciary organs that would enhance the local governing system where the local communities are provided both legally and practically the autonomy to run their political, economic, social and cultural life with less central interference. In practice however the governance system that was introduced following independence proved to be highly centralised. This became glaringly obvious following the outbreak of the second war (1998-2000) between Eritrea and Ethiopia. The paper critically re-examines local governance in Eritrea. It examines the various stages of redrawing of the regions over the historical trajectory of the making of Eritrea until the redrawing following independence. It examines the corresponding power structures and local governance systems. It also examines the modality of the redrawing and the political intentionality behind it. Through text interpretation and analysis the paper examines the connection between local governance and decentralisation. The paper draws the conclusion that the legal mechanism put in place and the discretionary power arrangement between the executive and legislative bodies could not provide ample space for local governance.

Abstract To achieve the sustainable development goals (SDGs), all countries’ efforts are essential, and each country needs to recognize their level of achievement in terms of the SDGs, identify the goals and targets that require more effort, and build more effective and well-performed governance systems to accelerate their efforts toward achieving the SDGs. This study identifies different governance system structures for achieving the SDGs and the challenges they face in improving their performance using a new matrix tool to evaluate governance systems for the SDGs. We use Japan and Indonesia as case studies to provide perspectives from countries at different levels of economic development. The results show that the governance systems for the SDGs are structurally and functionally different in the two countries, which face different challenges. Japan has relatively well-structured “vision and objective setting”, “research and assessment”, and “strategy development”, but faces challenges in relation to “implementation” and “monitoring, evaluation, and review”, while Indonesia has relatively well-structured “research and assessment”, “strategy development”, and “monitoring, evaluation, and review.” However, Indonesia faces challenges in relation to “vision and objective setting” and “implementation.” We found that the differences in the governance systems for the SDGs have arisen in relation to three key elements: differences in the development of governance systems for the SDGs, differences in the lead ministries, and the existence or otherwise of a supportive legal framework. We argue that the proposed matrix tool is useful in identifying the structure of governance systems for the SDGs and the challenges that must be overcome to improve the performance of these systems. However, some analytical limitations must be overcome before the tool can be applied to other countries.

AbstractWhile the quantity of sustainability governance initiatives and systems has increased dramatically, crises persist over whether specific governance systems can be trusted as legitimate regulators of the sustainability of economic activities. This paper focuses on conceptual tools to improve our understanding of these crises as well as the facilitating factors and barriers for sustainability governance to play a role in transitioning to profoundly more sustainable societies than those that currently exist. Bioenergy is used throughout the paper as an example to aid contextually in understanding the theoretical and abstract arguments. We first define eight premises upon which our argumentation is developed. We then define sustainability, sustainability transition, legitimacy, and trust as a premise for obtaining effectiveness in communication and minimising risks associated with misunderstanding key terms. We proceed to examine the literature on “good governance” in order to reflect upon what defines "good sustainability governance" and what makes governance systems successful in achieving their goals. We propose input, output, and throughput legitimacy as three principles constituting “good” sustainability governance and propose associated open-ended criteria as a basis for developing operational standards for assessing the quality of a sustainability governance system or complex. As sustainability governance systems must develop to remain relevant, we also suggest an adaptive governance model, where continuous re-evaluation of the sustainability governance system design supports the system in remaining “good” in conditions that are complex and dynamic. Finally, we pull from the literature in a broad range of sciences to propose a conceptual “governance research framework” that aims to facilitate an integrated understanding of how the design of sustainability governance systems influences the legitimacy and trust granted to them by relevant actors. The framework is intended to enhance the adaptive features of sustainability governance systems so as to allow the identification of the causes of existing and emerging sustainability governance crises and finding solutions to them. Knowledge generated from its use may form a basis for providing policy recommendations on how to practically solve complex legitimacy and trust crises related to sustainability governance.

In this article, the author analyzes McGahan's novels “Campaigning on the Oxus, and the Fall of Khiva” which is about the history of Uzbekistan, and distinguishes that these novels according to their peculiarities highlight the history of Uzbekistan particularly the last quarter of XIX century when the valley invaded by Soviet Russia and author shared his thoughts on the basis of historical sources and gave some summaries.Relying on these summaries we obtain necessary information about the valley’s political, economic and cultural life

The question I want to discuss is “How can I say ‘No’ to a fund-raising appeal?” Since many people apparently find it easy to say “No,” it is not clear what the problem is. Put briefly, the problem is this: I do not want to think of myself as uncaring, unfeeling, and insensitive to the needs of others. And yet, within the last year I have not responded to appeals for funds from a wide variety of causes: medical research, famine relief, freedom of speech, environmental protection. I have turned down requests for support of scholarly magazines, research institutes, and other good causes. My only moderate-sized contribution during that time has been to the capital campaign of an organization of which I am a member. I have enough to have made (very) small contributions to all of the organizations from which I received appeals, but not enough so that my contributions to any single cause would be of major significance. How can I justify not giving?The problem arises because these appeals (some of them, at least) apparently put moral claims upon me: they say that people are suffering and have needs, and you can help to meet them. Or they say that the intellectual and cultural life of our society will be enriched if you help.One traditional philosophic view holds that moral claims have a special status. They override political, economic, social, and other claims. The only thing, according to this view, that can free one from a moral claim is another moral claim.

Since the 1990s, scholars around the world have focused on the complexities of governance reforms. The vicissitudes of the 21st century witnessed global waves for public administration reforms. China, a fast developing socialist country, has been building a strong, robust and modern public governance system. The Socialist Governance of China with Chinese characteristics brought considerable changes in the political, economic and social spheres, transforming the lives of people for betterment. By bringing about economic development through state intervention, introducing rule of law upholding the significance of its people, fostering new ideas, and ushering the ideology of nationalism through “China Dream”, President Xi Jinping and his socialist governance policies have created an excellent example in the world, particularly the capitalist society, demonstrating how society can be developed through socialist ways. Yet, the dynamics of Chinese governance has always been part science and part mystery to other governments that have earned legitimacy through elections, while China’s leaders earned its legitimacy through selection of the most able and their performance in delivering sustained improvements in the quality of life of the Chinese citizens and China's international standing. This paper deals with assessing the relevance of China’s Socialist governance evolution into a science of managing public affairs and the pursuit to optimizing its impact on the state’s economic, political and social spheres.

This theoretical review aims to create a comprehensive and systematic analysis based on previously published literature explaining how contemporary technological developments may promote new paths for small and medium-sized towns (SMTs) and their networking systems. Much has been said concerning the capacity of towns to absorb strategic knowledge, which is highly dependent on local governance systems. In this paper, five levels of multidisciplinary approaches will be addressed so as to pinpoint the theoretical grounds for the promotion and advocacy of small and medium-sized towns (SMTs) as major drivers of regional sustainability: agglomeration advantages and networking efficiencies—representing strict economic accounting of cost and benefits; clustering in a context of online environments, and its extension to open networking systems; sustainable innovation processes for SMTs, technology, and knowledge transfer in open innovation systems—both settings for discussions within the framing of new technological developments and artificial intelligence; knowledge and new technological developments with local spillovers—to be enhanced employing new educational programs and learning diffusion at advanced levels; the social functions of small and medium-sized towns—to be addressed in the areas of sociology, architecture, and planning.


Corporate governance provides an answer to the question who controls the corporation and how. It involves a set of relationships between management, shareholders and stakeholders. Corporate governance in Bosnia and Herzegovina is within the legal jurisdiction of entities, and consequently there are two substantially aligned and yet completely distinct corporate governance systems, which separates Bosnia and Herzegovina as a state in the international environment into a specific category in terms of corporate governance. This paper will analyze ownership concentration in order to identify the characteristics of the corporate governance systems, then it will present the principles on which the legal framework for corporate governance in Bosnia and Herzegovina is defined, compare the business transparency standards with the transparency directive in the EU, and measure the quality level of corporate governance in order to define key areas for improvement of corporate governance in Bosnia and Herzegovina. The development and characteristics of the corporate governance systems in Bosnia and Herzegovina will be explored and compared with the regulatory framework and standards of corporate governance in the European Union. Special emphasis is on comparing the transparency principles and standards of corporations in Bosnia and Herzegovina with corporations in the European Union. The aim of the research is to compare the regulatory framework and characteristics of the corporate governance system in corporations in Bosnia and Herzegovina with the standards in the European Union, to identify similarities and differences and to define key areas for improvement of corporate governance in Bosnia and Herzegovina.

The main attention in this article is focused on the definition of the characteristic features of the processes of carnivalization of urban space in the conditions of modern Ukrainian society. The changes that occur in the space of everyday life against the background of General trends in social life – globalization, virtualization, changes in the specifics of communications, the spread of emotional capitalism. The main functional imperatives of carnival as a form of collective action are fixed. It is determined that in the conditions of carnivalization of urban life there is an actualization of national identity against the background of a number of events of socio-political, economic, national and cultural life of Ukrainian society. The data of sociological studies that record the growth of patriotism, civic responsibility and the level of national identity in recent years. Invited to pay attention to the instruments of incorporation of the symbols of the national community in the process of the ritual of the festive action.

Purpose This study aims to analyse the effect of borrower’s countries on syndicated loan spreads, featuring countries according to institutional factors, namely, financial systems and corporate governance systems. Design/methodology/approach This study is an empirical investigation based on a unique sample of more than 85,000 syndicated loans from 122 countries. The paper uses standard and two-stage least squares regression analysis to test whether the types of financial and corporate governance systems affect loan spreads. Findings The paper finds that borrowers from countries with financial systems oriented towards the banking-based paradigm pay lower interest rate spreads than those from countries with financial systems oriented towards the market-based paradigm. In addition, there is evidence that borrowers from countries with more developed financial systems pay lower spreads. The results also show that borrowers from countries with an Anglo-Saxon governance system pay higher spreads than borrowers from countries with a Continental governance system. Research limitations/implications This study does not consider potential promiscuous relationships that can arise at the ownership structure and governance level between banks and borrowers and may affect loan spreads. Practical implications This study suggests that financial and corporate governance systems are essential factors in the financial intermediation process. Furthermore, the evidence indicates that corporates with higher potential agency costs and higher potential information asymmetry are requested to pay higher spreads. Therefore, the opportunities to such corporates invest optimally tend to be scarcer. Originality/value The paper highlights the impact of institutional factors on the cost of financing, characterising the countries according to the type of financial system and the type of corporate governance system. The study finds that borrowers from countries with bank-based financial systems pay lower interest rate spreads than those from countries with market-based financial systems. The paper also highlights how the level of financial development affects the cost of financing. The paper focusses on non-financial firms, unlike financial firms, which have been the focus of several empirical studies on topics relating to the cost of funding and corporate governance.
