Delegation of responsibilities constitutes a very important ingredient of good leadership in organisations and is critical to competence development of workers. However, experience shows that many leaders are unwilling to delegate responsibilities to their subordinates for a number of reasons. This study was therefore designed to investigate delegation of responsibilities as a tool for competence development of subordinates in selected organisations in Ibadan metropolis. The study, anchored on Elkem’s model, was descriptive and adopted survey research design with a combination of both quantitative and qualitative approaches. It was conducted on 206 respondents randomly selected from 20 public and private organisations in Ibadan. Questionnaire and IDI were instruments of data collection, while the data collected were analysed using both quantitative and qualitative techniques. The study showed that respondents perceived delegation of responsibilities as a vital tool for developing, equipping and motivating subordinates; and that it had positive effects on subordinates’ performance (X2 = 11.14, p-value = 0.001). The study also revealed that lack of confidence in subordinates (79%), level of skill and competence (66%), organisational climate (68%) and bureaucracy (58%) were barriers to delegation of responsibilities. Delegation of responsibilities is a cost-free way of enhancing competence development of subordinates in organisations, and should therefore, be encouraged among leaders irrespective of their levels.

The instrument for data collection was a structured questionnaire developed by the researchers and validated by the experts. The reliability of the instrument was determined using Cronbach Alpha, which yielded an overall index 0.72. Mean and standard deviation were used in answering research questions while hypotheses were tested using t-test. It was found that governmental measures items promoted democracy through business education for national security. The study also revealed that lecturers‟ measures also promotes democracy through business education for national security. The current rubber price fluctuation with downward trend, makes rubber farmers in South Sumatra experience a dilemma to carry out replanting. The majority of rubber plants that are more than 25 years old must be replanted because productivity decreases, if not done, farmers can lose their livelihoods because rubber farming is the main livelihood. This condition is the background of this study which aims to describe the rubber farming that is now being carried out by farmers in conditions approaching replanting and relatively low prices that have an impact on the quality of the Bokar, as well as analyzing the feasibility of rubber commodities from technical, management, marketing and financial aspects. The survey research was conducted in Muara Enim Regency as one of the rubber center areas in South Sumatra, primary data collection was conducted by interviewing 50 respondents who were randomly selected. Data processing is done by qualitative analysis methods, and followed by a feasibility analysis using the eligibility criteria of B / C ratio, R / C ratio, NPV, IRR, Payback ratio and BEP calculation, followed by sensitivity analysis. The analysis shows that the rubber plantation and Bokar processing undertaken by farmers has not followed the recommended rubber farming and Bokar processing, and although the current price conditions are still relatively low, it is still feasible to be undertaken as evidenced by all the values of the business feasibility criteria being in the feasible criteria, so replanting is still recommended for rubber plants that are no longer productive

Context: Instrument validation is an important facet of survey research methods and athletic trainers must be aware of the important underlying principles. Objective: To discuss the process of survey development and validation, specifically the process of construct validation. Background: Athletic training researchers frequently employ the use of survey research for topics such as clinical instruction and supervision, burnout, and professional development; however, researchers have not always used proper procedures to ensure instrument validity and reliability for the data collection process. Description: Four major methods exist to establish the validity of an instrument: face, content, criterion related, and construct. When developing a survey to measure a previously unexplored construct (eg, an athletic trainer's attitudes toward appropriate exertional heat stroke treatment), researchers should employ a four-step process: (1) defining constructs and content domain, (2) generating and judging measurement items, (3) designing and conducting studies to develop a scale, and (4) finalizing the scale. Clinical Advantages: Establishing the validity of a survey instrument strengthens the data yielded from the data collection process, which allows for greater confidence in the interpretation of the results from the survey. Conclusions: Construct validity, although a time-intensive process, is necessary to ensure accuracy and validity of the survey instrument.
