Personnel management plays a critical role in the success of public organizations. Our literature review shows that there is a lack of systematic guidance on how to improve Public Personnel Management Process (PPMP) quality. Software Process Improvement and Capability Determination (SPICE) is a process assessment framework that is successfully used by software organizations during the past two decades. The framework can also be used as a baseline to generate process capability models for different specific domains/sectors. We have utilized this approach for the government domain and we developed the process definition of PPMP. To observe the benefits and usability of the model, we have performed a multiple case study, including the assessments of three organizations’ PPMP capability levels and the development of action plans for PPMP improvement. The findings show that the proposed approach is applicable for identifying the PPMP capability levels and is capable of providing a roadmap for moving to the next level.

The results of this study indicate: (1) Characteristics of waste in Pakraman Padangtegal Village consisted of 83.88% organic waste, 7.24% plastic waste, 4.42% paper waste, 2.22% bottle waste, glass waste at 1.28% and metal waste at 0.96%; (2) public perception in waste management in Pakraman Village, Padangtegal that most of the people in Pakraman Village, Padangtegal, already know about the definition of waste and the danger of waste if it is not managed properly. Besides that the community also knows the difference between organic and inorganic waste so that the process of sorting waste in the place provided can run well, and the community's perception of waste management services has gone well with the transportation of waste twice a day; (3) the participation of the Pakraman Padangtegal Village community in waste management has played a role in various stages of waste management, starting from the sorting, garbage collection and garbage disposal, which complies with waste regulations and maintains the quality of the environment in Padangtegal Pakraman Village. The participation of the tourism industry in the process of waste management in Pakraman Village, Padangtegal, can be seen as being involved in the process of sorting waste and paying monthly fees and waste fees. The community participation in the waste management process is to help the government to socialize the waste management process by carrying out waste collection activities every week and provide a place for the waste management process. Suggestions in this study are that waste managers will immediately add facilities and infrastructure for waste transportation and accelerate the expansion of waste management in the village of Pakraman Padangtegal.   Keywords: Waste Management System, Pakraman Village

This work presents a method for the definition of process capability profiles lined up with the specific business model of small software companies. The developed method is made up of a process, artifacts and guides that assist to obtain process profiles, considering the specific characteristics (business model, enterprise growth stage and value discipline) of each small software company. Therefore, the application of the method allows selecting a set of adjusted processes and lined up with the business model offering more objective improvement actions to a small software company. Partial results obtained during a pilot evaluation of the method in a small software company in Florianópolis/SC are also presented. Indonesian reformation era begins with the fall of President Suharto. Political transition and democratic transition impact in the religious life. Therefore, understandably, when the politic transition is not yet fully reflects the idealized conditions. In addition to the old paradigm that is still attached to the brain of policy makers, various policies to mirror the complexity of stuttering ruler to answer the challenges of religious life. This challenge cannot be separated from the hegemonic legacy of the past, including the politicization of SARA. Hegemony that took place during the New Order period, adversely affected the subsequent transition period. It seems among other things, with airings various conflicts nuances SARA previously muted, forced repressive. SARA issues arise as a result of the narrowing of the accommodation space of the nation state during the New Order regime. The New Order regime has reduced the definition of nation-states is only part of a group of people loyal to the government to deny the diversity of socio-cultural reality in it. To handle the inheritance, every regime in the reform era responds with a pattern and a different approach. It must be realized, that the post-reform era, Indonesia has had four changes of government. The leaders of every regime in the reform era have a different background and thus also have a vision that is different in treating the problem of racial intolerance, particularly against religious aspect. This treatment causes the accomplishment difference each different regimes of dealing with the diversity of race, religion and class that has become the hallmark of Indonesian society.

The article is devoted to issues of ensuring transparency and ac- countability of authorities in the conditions of participatory democracy (democ- racy of participation). It is argued that the public should be guaranteed not only the right for access to information but also the prerequisites for expanding its par- ticipation in state governance. These prerequisites include: the adoption of clearly measurable macroeconomic and social goals and the provision of control of the processes of their compliance with the government by citizens of the country; ex- tension of the circle of subjects of legislative initiative due to realization of such rights by citizens and their groups; legislative definition of the forms of citizens’ participation in making publicly significant decisions, design of relevant orders and procedures, in particular participation in local referendum; outlining methods and procedures for taking into account social thought when making socially im- portant decisions. The need to disclose information about resources that are used by authorities to realize the goals is proved as well as key performance indicators that can be monitored by every citizen; the efforts made by governments of coun- tries to achieve these goals. It was noted that transparency in the conditions of representative democracy in its worst forms in a society where ignorance of the thought of society and its individual members is ignored does not in fact fulfill its main task — to establish an effective dialogue between the authorities and so- ciety. There is a distortion of the essence of transparency: instead of being heard, society is being asked to be informed — and passively accept the facts presented as due. In fact, transparency and accountability in this case are not instruments for the achievement of democracy in public administration, but by the form of a tacit agreement between the subjects of power and people, where the latter passes the participation of an “informed observer”.

The chapter commences with the change in the perspective and approach relating to children from welfare to rights approach. It then deals with the legal definition of child in India under various laws. It gives a brief overview of the present legal framework in India. It states briefly the various policies and plans, and programmes of the Government of India related to children. International law on the rights of the child is enumerated and a summary of the important judgments by Indian courts are also included. The chapter ends with pointing out the role of civil society organizations in dealing with the rights of the child and a mention of challenges ahead.

The years following World War Two produced a strong resurgence of U.S. intervention in Central America and the Caribbean couched in Cold War terms. Although the U.S. intervention in Guatemala to overthrow the government of Jacobo Arbenz in 1954 has generally been seen as the first case of Cold War covert anti-Communist intervention in Latin America, several scholars have raised questions about U.S. involvement in a 1948 Costa Rican civil war in which Communism played a critical role. In a 1993 article in The Americas, Kyle Longley argued that “the U.S. response to the Costa Rican Revolution of 1948, not the Guatemalan affair, marked the origins of the Cold War in Latin America.” The U.S. “actively interfered,” and achieved “comparable results in Costa Rica as in Guatemala: the removal of a perceived Communist threat.” Other authors have argued, even, that the U.S. had prepared an invasion force in the Panama Canal Zone to pacify the country. The fifty years of Cold War anti-Communism entitles one to be skeptical of U.S. non-intervention in a Central American conflict involving Communism. Costa Ricans, aware of a long tradition of U.S. intervention in the region, also assumed that the U.S. would intervene. Most, if not all, were expecting intervention and one key government figure described U.S. pressure as like “the air, which is felt, even if it cannot be seen.” Yet, historians must do more than just “feel” intervention. Subsequent Cold War intervention may make it difficult to appraise the 1948 events in Costa Rica objectively. Statements like Longley's that “it is hard to believe that in early 1948 … Washington would not favor policies that ensured the removal of the [Communist Party] Vanguard,” although logical, do not coincide with the facts of the U.S. role in the conflict.

Purpose – The purpose of this paper is twofold. First, to explore to what extent being located in a territory is value-relevant for a company. Second, to understand if a company is aware of, and how it can sustain, the territorial tangible and intangible assets present in the economic area in which it is located. Design/methodology/approach – The study presents an empirical multiple case-study, investigating ten mid-/large-sized Italian companies in manufacturing sectors. Findings – The results indicate that the sampled manufacturing companies are intertwined with the environment in which they are embedded, both in their home country and in host ones. The domestic territorial capital has provided, and still provides, enterprises with workers endowed with the necessary technical skills that they can have great difficulty in finding in other places. In turn, companies support territorial capital generation through their activities. Research limitations/implications – To increase the generalisability of the results, future research should expand the sample and examine firms based in different countries and sectors. Practical implications – Implications for policy makers: developing effective initiatives to support and guide a sustainable territorial capital growth. Implications for managers and investors: improving managerial and investors’ decisions by disclosing a complete picture of the enterprise, also outside the firm boundaries. Originality/value – The study contributes to intangibles/intellectual capital literature by shedding light on the importance of including territorial capital in a company’s report to improve the definition of the firm’s value. Accounting of the territorial capital would increase the awareness of the socio-economic environment value in which companies are located and its use.

Co-production is a solution by which the government provides public services. Co-production theory is built upon Western experience and currently focuses on the types of co-production in different policy stages, the barriers and governance strategies for co-production. However, little attention is paid to how political background will influence the co-production process. To fill the gap, we analyzed a case of co-production that occurred in China, and we characterized the political background as consisting of three main political features: political mobility, central–local relations, and performance measurement. Based on an in-depth case study of a government project in a medium-sized Chinese city, the impact and the changes of political features affecting governmental projects in different co-production stages are analyzed and assessed. We find that political features play a critical role in the co-production of China’s large government projects and may separately and jointly affect co-production. Government performance measurement affects the co-design and co-implementation of projects. Political mobility and changes in local government and performance measurement also affect the co-implementation continuity of the project. Political focus affects the co-design of projects. Central-local relations influence the support from higher government and the actual practices of lower government in the co-implementation stage.

Syrphidae, more commonly known as flower flies, are considered one of the most important Diptera families worldwide because of their critical role in pollination, biological control and decomposition of organic matter. The study of these flies in Chile has stagnated due to a lack of local experts as well as the absence of an updated catalog of species. This study is an attempt to remedy the latter of these issues by providing an illustrated and updated catalog to the Syrphidae of Chile. Species are presented under currently accepted names, with synonyms and previous combinations listed and original references. Type localities, world and Chilean distribution by geopolitical Chilean regions, taxonomic and biological notes, a complete record of bibliographic references and extinction risk under IUCN Red List criteria are provided. This catalog recognizes 132 species of Syrphidae, belonging to four subfamilies (Eristalinae, Microdontinae, Pipizinae and Syrphinae), 13 tribes and 47 genera. A total of 46 species (34.84 %) is restricted to the geopolitical territory of Chile. Eight species are considered exotic, one is considered incertae sedis and three are based on doubtful records. Seventeen species of 10 different genera (Copestylum Macquart, 1846; Dolichogyna Macquart, 1842; Eosalpingogaster Hull, 1949b; Eupeodes Osten Sacken, 1877; Meromacrus Rondani, 1848; Palpada Macquart, 1834; Paragus Latreille, 1804; Sphiximorpha Rondani, 1850; Sterphus Philippi, 1865 and Toxomerus Macquart, 1855) are reported from Chile for the first time. A total of 44 species (33.33 %) reported from Chile are directly threatened by human activities such as agriculture, forestry, mining and/or urbanization and indirectly by climate change. The gaps found in the geographic distribution of Chilean flower fly species and what it means for its use by disciplines such as ecology, floral biology and agronomy, are discussed. In addition, the use of this illustrated catalog for biological conservation, the potential definition of priority areas and ecosystem management plans based on this group of Diptera are also discussed.
