Research on the Uttarakhand region, which became a new state in 2000, has focused largely on agrarian livelihoods, religious rituals, development demands, ecological politics and the role of women in regional social movements. This essay discusses another dimension of the regional imaginary—that of a masculine development ethos. Based on ethnographic research and print media sources, this essay focuses on stories, politics, mobilities and imaginations of young men in the years immediately after the achievement of statehood. Despite increased outmigration of youth in search of employment, many young men expressed the dream of maintaining livelihoods in the familiar towns and rural spaces of Uttarakhand, describing their home region as a source of power and agency. In rallies and in print media, young (mostly upper caste) men expressed their disillusionment with the government and the promises of statehood, arguing that their aspirations for development and employment were left unfulfilled. Gendered stories of the region, told in Hindi in rallies and print media, contained references to local places, people and historical events and were produced through local connections and know-how, fostering a regional youth politics. The article argues that Uttarakhand as a region is shaped by the politics of local actors as well as embodied forms of aspiration, affiliation and mobility.

Role of Social Capital in Preserving Subak Bukti Batan Badung in GulinganVillage, Mengwi Sub-district, Badung Regency Subak Bukti Batan Badung is one of the subaks found in Bali. The area of Subak BuktiBatan Badung was previously 65,25 hectares and had undergone land conversion of7,25 hectares. Seeing the current development, it is highly likely that the existence ofSubak Bukti Batan Badung could be threatened. Thus, there is a need for the role ofsocial capital is preserving Subak Bukti Batan Badung. The data analysis method usedwas descriptivr qualitative.The results of this study showed that social capital owned bySubak Bukti Batan Badung to keep its sustainability was good which could be seen in:(1) the farmer’s belief in other farmers, the farmer’s belief in subak administrators,farmer’s belief in the government program and religious rituals, and the farmer’e beliefin the cooperatives, (2) the norms; awig-awig owned was not strong enough to suppressland conversion. Other norms were still strong and obeyed by all the subak member. (3)The social network owned could br said to be good, it could be seen from subak’srelationship with banjar/adat village, subak relationship with Public Work andAgricultural Departements.The suggestion that can be made from this research is toreinforce regulation accompanied bu sanction for related parties violating the awig-awigand awareness of subak members not to do land conversion.

This article is dedicated to examination of the activity of the Russian publicist A. A. Bashmakov (1858-1943) as editor-in-chief of the “Government Gazette” in the period from May 1906 to February 1913. The introductory part of the article provides an overview of the used historiography and sources. The first part of the article explores the peculiarities of issuing newspaper in the early XX century, the circumstances of A. A. Bashmakov's appointment to the post, his daily tasks as the editor, and criticism of the published materials. The second part traces the changes in the newspaper “Addendum to the Government Gazette” due to the appointment of a new editor. The third part analyzes the question of his resignation. In conclusion, the author analyzes the results achieved by A. A. Bashmakov. The research employs a range of poorly studied archival sources and newspaper materials, as well as reminiscences. The novelty of this work is defined by the absence of information about A. A. Bashmakov as an editor, as well as insignificant number of literary sources dedicated to the central official government press of this period. This article contributes to the study of functionality of government print media in 1906 – 1907, which are the first years of A. A. Bashmakov in the role of editor-in-chief.. In feuilletons and articles, the editor-in-chief had an opportunity to express personal point of view on various matters. The content of the “Addendum to the Government Gazette” was left to his discretion; however, the newspaper was shut down due to reasons beyond control of the editor-in-chief.

Purpose of the study: The study examines the role of Pakistani mainstream print media in framing peace talks between the Taliban and the Government of Pakistan from 1st January 2014 till 1st July 2014. This study focuses on the role played by the print media of Pakistan during the efforts for the peace talks as a LIC. Methodology: It is a quantitative research study in which researchers have used the content analysis technique to determine how print media framed the peace negotiations between the government and the TTP, editorials, and columns of two English newspapers, namely, Dawn and The News, along with two Urdu newspapers, Jang, Nawe Waqt were analyzed. Main Findings: The findings of the study show that in the peace talks between the government and TTP, the print media of Pakistan did not engage in constructive talk to facilitate the peace talking process. The media failed to give the communicative space to facilitate the political negotiating process to proceed. Narratives of despair and fear were dominant. Applications of this study: This study can be used to know about the psychology of newspapers that how they are framing the news, columns, and articles related to complex issues like Taliban peace talks. Along with it, it is necessary to see the role of newspapers in transforming identities and relations. Novelty/Originality of this study: This study contributed to the existing literature by examining that how print media of Pakistan frame the peace initiatives in the context of resolving the conflict between the Taliban and the government of Pakistan. Apart from it, it is necessary to know about the relationship between the way media was framing the peace negotiations and the way peace talks were taking a turn and whether Pakistani print media played the role of a facilitator of the peace process or framed the peace process as an inevitable risk of more violence or not.

Newspaper headlines constitute an essential part of media discourse, which is an important field of research in Discourse and Communication Studies. Particularly, certain features of news headlines and their role in observing and directing readers’ attention have made the interface between linguistic analysis of newspaper headlines and the opinion building of the readership. In order to explore the ideological role of print media in representation of Swiss Letter Issue which resulted nullification of an elected prime minister of Pakistan by Supreme Court and the next PM of the same political party was also facing the same challenge. Three widely distributed English newspapers (The News International, DAWN and The Nation) have been selected using purposive sampling technique. Designated time ranges between 1st July 2012 and 31st December 2012, very significant pre-election period in Pakistan. To find the coverage given to the issue by the selected newspapers, total 319 related headlines were found. The data were selected through simple random sampling technique. The obtained data has been analysed by using Faiclough’s three-dimenional model of critical discourse analysis, and simple statistical analysis as well. The findings of the study indicate that print media of Pakistan used manipulative strategies in construction of headlines on Swiss Letter Issue and represented the issue in a biased manner.

This paper analyzes the problem of technological backwardness of economy. In many mostly developing countries their economies use obsolete technologies. This can create the illusion that this or that business is prosperous. At the level of international competition, however, it is obvious that these types of firms do not have any chance for success. Retroeconomics as a theory of technological backwardness and its detrimental effect upon a country’s economy is considered in the paper. The role of the government is very important for overcoming the effects of retroeconomy. The phenomenon of retroeconomy is already quite deep-rooted throughout the world and it is essential to consolidate the attention of economists and politicians on this threat.

Relevance. Grain is the key to strategic products to ensure food security. From this point of view, the creation of large grain farms is a matter for the country's selfsufficiency and it leading to a decrease in financial expense for import. Creation of such farms creates an abundance of productivity from the area and leads to obtaining increased reproductive seeds. The main policy of the government is to minimize dependency from import, create abundance of food and create favorable conditions for export potential.The purpose of the study: the development of grain production in order to ensure food security of the country and strengthen government support for this industry.Methods: comparative analysis, systems approach.Results. As shown in the research, if we pay attention to the activities of private entrepreneurship in the country, we can see result of the implementation of agrarian reforms after which various types of farms have been created in republic.The role of privateentrepreneurshipinthedevelopmentofproduction is great. Тhe article outlines the sowing area, production, productivity, import, export of grain and the level of selfsufficiency in this country from 2015 till 2017.

In this article, I present the results of an analysis of print media reporting on the spectacular trial in 1984 against the murderers of Jerzy Popiełuszko in communist Poland. The aim of my research is to show how the coverage contributed to the de-legitimization of the Communist Party despite the mass media system's tight structures of control. Because of mass media functionality, the coverage of this event contributed to political transformation not only by publicizing a hitherto tabooed topic but also by establishing an initial point for informed public criticism of the government.

E-governance is a paradigm shift over the traditional approaches in Public Administration which means rendering of government services and information to the public by using electronic means. In the past decades, service quality and responsiveness of the government towards the citizens were least important but with the approach of E-Government the government activities are now well dealt. This paper withdraws experiences from various studies from different countries and projects facing similar challenges which need to be consigned for the successful implementation of e-governance projects. Developing countries like India face poverty and illiteracy as a major obstacle in any form of development which makes it difficult for its government to provide e-services to its people conveniently and fast. It also suggests few suggestions to cope up with the challenges faced while implementing e-projects in India.
