Aim. To explore the professional application of Professor Nigel Howard’s 1998 Confrontation Analysis method of modelling political conflicts. Case Study. The Confrontation Analysis methodology was applied to the design of a political-military (pol-mil) game held at the UK’s Defence Academy in 2011 to examine the future course of the then current Libyan Civil War. Methodology. Confrontation Analysis provides a structured schema to help identify the parties involved in a dispute, highlight the differences in their narratives, find the subsequent dilemmas and attempt to resolve them to move the situation on. This helps provide rigour to analysis, negotiation and decision making as it clearly documents initial policy positions and subsequent changes through the use of cards which summarise each stakeholder’s position at each stage. Value. The methodology, used in conjunction with role-play and multi-player teams, was found to have some utility, not in forecasting detailed outcomes, but in highlighting key aspects of the potential development of the situation. This research concluded that Confrontation Analysis can make a significant contribution to understanding and analyzing international crises as well as assisting in formulating successful national policy. Confrontation Analysis can be also be an invaluable part of a learning process for analysts and key decision makers facing real crises.

The role of the circular economy has attracted increased attention amongst practitioners and policymakers in recent years. It has been broadly developed and applied at different levels (micro, meso and macro) in developed countries. However, to date, the possibility of a circular economy in Indonesia has not been widely explored or discussed by city actors. This gap in research represents an opportunity to investigate options that may foster the adoption of circular economy principles and practices. Which aspects of the circular economy should be of primary concern, considering Indonesia’s current situation? In response to this question, this paper offers a systemic process of lessons learnt as developed from the literature, identifying certain key aspects that could benefit Indonesia. This study mapped important factors and key indicators that have been claimed to have beneficial effects in the application of circular economy principles in cities. The authors developed a protocol to systematize the literature review process to illustrate gaps and to provide and recommend indicators for circular cities. These are equally applicable to the local situation in North Kalimantan, which we selected as a showcase medium-sized city. Empirical data was collected by interviewing different stakeholders to enrich the theoretical set of circular economy indicators. This case study offered the opportunity to gain a more realistic understanding of what circular cities might look like in the Indonesian situation. The findings allowed us to explore and describe the current circular economy city-level discussion. They also provide insight and information for decision-makers and city actors on how to collaborate to develop a framework to advance circular city initiatives.

This chapter examines the relationship between the decline in status of community development, entrenching neoliberal hegemony, and the rise in populism. It does so using a post-structuralist discourse analysis methodology to analyse 74 texts which span national policy debate and the policy and practice within a case-study local authority. The empirical evidence shows that during the administration of the coalition government (2010–15), neoliberal and left-wing populist discourses competed to shape community development debate and practice in England. The chapter calls for community development to unite with left-wing populist strategies to generate and practise counter-hegemonic discourses. However, it also cautions that such discourses can reproduce unhelpful binaries which the community development field must attempt to reconcile.

Mitigating climate change, while human population and economy are growing globally, requires a bold shift to renewable energy sources. Among renewables, hydropower is currently the most economic and efficient technique. However, due to a lack of impact assessments at the catchment scale in the planning process, the construction of hydropower plants (HPP) may have unexpected ecological, socioeconomic, and political ramifications in the short and in the long term. The Vjosa River, draining parts of Northern Greece and Albania, is one of the few predominantly free-flowing rivers left in Europe; at the same time its catchment is identified an important resource for future hydropower development. While current hydropower plants are located along tributaries, planned HPP would highly impact the free-flowing main stem. Taking the Vjosa catchment as a case study, the aim of this study was to develop a transferable impact assessment that ranks potential hydropower sites according to their projected impacts on a catchment scale. Therefore, we integrated established ecological, social, and economic indicators for all HPP planned in the river catchment, while considering their capacity, and developed a ranking method based on impact categories. For the Vjosa catchment, ten hydropower sites were ranked as very harmful to the environment as well as to society. A sensitivity analysis revealed that this ranking is dependent upon the selection of indicators. Small HPP showed higher cumulative impacts than large HPP, when normalized to capacity. This study empowers decision-makers to compare both the ranked impacts and the generated energy of planned dam projects at the catchment scale.

The governance of ethically acceptable research in higher education institutions has been under scrutiny over the past half a century. Concomitantly, recently, decision makers have required researchers to acknowledge the societal impact of their research, as well as anticipate and respond to ethical dimensions of this societal impact through responsible research and innovation principles. Using artificial intelligence population health research in the United Kingdom and Canada as a case study, we combine a mapping study of journal publications with 18 interviews with researchers to explore how the ethical dimensions associated with this societal impact are incorporated into research agendas. Researchers separated the ethical responsibility of their research with its societal impact. We discuss the implications for both researchers and actors across the Ethics Ecosystem.

PURPOSE: Trust is vital to all positive relationships. This empirical study explores the effect of three facets of organisational trust (trust in supervisors, in co-workers and in the organisation) on employee commitment in Salalah Mills Co. in the food industry in the Sultanate of Oman. METHODOLOGY: Data were collected via an online survey sent to all employees working in Salalah Mills Co., Oman. The final sample consisting of 102 responses with a response rate of 54 percent were analysed using multiple regression analysis. RESULTS: The findings revealed that two facets of organisational trust (trust in co-workers and trust in supervisors) were found to have a significant positive effect on employee commitment, while trust in the organisation was found to have no significant effect. PRACTICAL IMPLICATIONS: Trust in supervisors and trust in co-workers directly affect employee commitment. Therefore, managers should consider promoting both of these forms of trust to enhance employee commitment. VALUE: Although previous studies have examined the link between organisational trust and employee commitment, a focus on Oman and the food sector has been particularly rare, so this study offers new insights. The findings will help decision-makers on design strategies and policies to improve employee commitment through trust.

The Brazilian Cerrado (tropical savanna) is the second largest biome in South America and the main region in the country for agricultural production. Altitude is crucial information for decision-makers and planners since it is directly related to temperature that conditions, for example, the climatic risk of rainfed crop plantations. This study analyzes the conformity of two freely available digital elevation models (DEMs), the NASADEM Merged Digital Elevation Model Global 1 arc second (NASADEM_HGT) version 1 and the Advanced Land Observing Satellite Global Digital Surface Model (ALOS AW3D30), version 3.1, with the altitudes provided by 1695 reference stations of the Brazilian Geodetic System. Both models were evaluated based on the parameters recommended in the Brazilian Cartographic Accuracy Standard for Digital Cartographic Products (PEC-PCD), which defines error tolerances according to eight different scales (from 1:1000 to 1:250,000) and classes A (most strict tolerance, for example, 0.17 m for 1:1000 scale), B, C, and D (least strict tolerance, for example, 50 m for 1:250,000 scale). Considering the class A, the NASADEM_HGT meets 1:250,000 and lower scales, while AW3D30 meets 1:100,000 and lower scales; for class B, NASADEM_HGT meets 1:100,000 scale and AW3D30 meets 1:50,000. AW3D30 presented lower values of root mean square error, standard deviation, and bias, indicating that it presents higher accuracy in relation to the NASADEM_HGT. Within eight of Cerrado’s municipalities with the highest grain production, the differences between average altitudes, measured by the Cohen’s effect size, were statistically insignificant. The results obtained by the PEC-PCD for the Cerrado biome indicate that both models can be employed in different DEM-dependent applications over this biome.

Climate change raises serious concerns for policymakers that want to ensure the success of long-term policies. To guarantee satisfactory decisions in the face of deep uncertainties, adaptive policy pathways might be used. Adaptive policy pathways are designed to take actions according to how the future will actually unfold. In adaptive pathways, a monitoring system collects the evidence required for activating the next adaptive action. This monitoring system is made of signposts and triggers. Signposts are indicators that track the performance of the pathway. When signposts reach pre-specified trigger values, the next action on the pathway is implemented. The effectiveness of the monitoring system is pivotal to the success of adaptive policy pathways, therefore the decision-makers would like to have sufficient confidence about the future capacity to adapt on time. “On time” means activating the next action on a pathway neither so early that it incurs unnecessary costs, nor so late that it incurs avoidable damages. In this paper, we show how mapping the relations between triggers and the probability of misclassification errors inform the level of confidence that a monitoring system for adaptive policy pathways can provide. Specifically, we present the “trigger-probability” mapping and the “trigger-consequences” mappings. The former mapping displays the interplay between trigger values for a given signpost and the level of confidence regarding whether change occurs and adaptation is needed. The latter mapping displays the interplay between trigger values for a given signpost and the consequences of misclassification errors for both adapting the policy or not. In a case study, we illustrate how these mappings can be used to test the effectiveness of a monitoring system, and how they can be integrated into the process of designing an adaptive policy.

Purpose Centralization, mergers and cost reductions have generally led to increasing levels of span of control (SOC), and thus potentially to lower leadership capacity. The purpose of this paper is to explore how a large SOC impacts hospital staff and their leaders. Design/methodology/approach The study is based on a qualitative explorative case study of three large inpatient wards. Findings The study finds that the nursing staff and their frontline leaders experience challenges in regard to visibility and role of the leader, e.g., in creating overview, coordination, setting-up clear goals, following up and being in touch. However, large wards also provide flexibility and development possibilities. Practical implications The authors discuss the implications of these findings for decision makers in deciding future SOC and for future SOC research. Originality/value Only few studies have qualitatively explored the consequences of large SOC in hospitals.
