Performance gains from adaptive eXtended Reality training fueled by artificial intelligence

While virtual, augmented, and mixed reality technologies are being used for military medical training and beyond, these component technologies are oftentimes utilized in isolation. eXtended Reality (XR) combines these immersive form factors to support a continuum of virtual training capabilities to include full immersion, augmented overlays that provide multimodal cues to personalize instruction, and physical models to support embodiment and practice of psychomotor skills. When combined, XR technologies provide a multi-faceted training paradigm in which the whole is greater than the sum of the constituent capabilities in isolation. When XR applications are adaptive, and thus vary operational stressors, complexity, learner assistance, and fidelity as a function of trainee proficiency, substantial gains in training efficacy are expected. This paper describes a continuum of XR technologies and how they can be coupled with numerous adaptation strategies and supportive artificial intelligence (AI) techniques to realize personalized, competency-based training solutions that accelerate time to proficiency. Application of this training continuum is demonstrated through a Tactical Combat Casualty Care training use case. Such AI-enabled XR training solutions have the potential to support the military in meeting their growing training demands across military domains and applications, and to provide the right training at the right time.

Combat automation, enabled by rapid technological advancements in artificial intelligence and machine learning, is a guiding principle in the conduct of war today. Yet, empirical data on the impact of algorithmic combat on military personnel remains limited. This chapter draws on data from a historically unprecedented survey of Australian Defence Force Academy cadets. Given that this generation of trainees will be the first to deploy autonomous systems (AS) in a systematic way, their views are especially important. This chapter focuses its analysis on five themes: the dynamics of human-machine teams; the perceived risks, benefits, and capabilities of AS; the changing nature of (and respect for) military labor and incentives; preferences to oversee a robot, versus carrying out a mission themselves; and the changing meaning of soldiering. We utilize the survey data to explore the interconnected consequences of neoliberal governing for cadets’ attitudes toward AS, and citizen-soldiering more broadly. Overall, this chapter argues that Australian cadets are open to working with and alongside AS, but under the right conditions. Armed forces, in an attempt to capitalize on these technologically savvy cadets, have shifted from institutional to occupational employers. However, in our concluding remarks, we caution against unchecked technological fetishism, highlighting the need to critically question the risks of AS on moral deskilling, and the application of market-based notions of freedom to the military domain.

The subject of this research is the trends and prospects for the development and implementation of artificial intelligence in the military sphere of one of the BRICS member-states – South Africa in the context of national acts (for example, the Law of 2008 “On the Right of Intellectual Property for State-Funded Research and Development”), the potential and needs of this country, as well as achievements in design and manufacturing of unmanned aerial vehicles by the competitor companies (Seeker 400, MA 380, etc.). The relevance of this topic is substantiated by timely consideration of the legal perspective of the approaches of South Africa towards the implementation of artificial intelligence. The scientific novelty of this article is defined by the focus of research and the acquired results. It is determined that South Africa takes the path of institutional, legal and practical consolidation of the development of artificial intelligence in form of creation of designated infrastructure (on the premises of the universities, for example, Intelligent Systems Group at the University of Pretoria), as startups, scientific network structures (Center for Artificial Intelligence Research), etc. It is demonstrated that South Africa is the manufacturer and seller of the line of unmanned aerial vehicles that are controlled by the artificial intelligence and capable of performing various civil or military tasks –  from moving cargo (including laser-guided bombs) to monitoring the territory (search and rescue or reconnaissance operations, damage assessment from natural disasters or combat operations, control conduct of fire at enemy positions, etc.).

Simulation-based medical training is considered an effective tool to acquire/refine technical skills, mitigating the ethical issues of Halsted’s model. This review aims at evaluating the literature on medical simulation techniques based on augmented reality (AR), mixed reality (MR), and hybrid approaches. The research identified 23 articles that meet the inclusion criteria: 43% combine two approaches (MR and hybrid), 22% combine all three, 26% employ only the hybrid approach, and 9% apply only the MR approach. Among the studies reviewed, 22% use commercial simulators, whereas 78% describe custom-made simulators. Each simulator is classified according to its target clinical application: training of surgical tasks (e.g., specific tasks for training in neurosurgery, abdominal surgery, orthopedic surgery, dental surgery, otorhinolaryngological surgery, or also generic tasks such as palpation) and education in medicine (e.g., anatomy learning). Additionally, the review assesses the complexity, reusability, and realism of the physical replicas, as well as the portability of the simulators. Finally, we describe whether and how the simulators have been validated. The review highlights that most of the studies do not have a significant sample size and that they include only a feasibility assessment and preliminary validation; thus, further research is needed to validate existing simulators and to verify whether improvements in performance on a simulated scenario translate into improved performance on real patients.

Abstract Background To strengthen health systems, the shortage of physicians globally needs to be addressed. However, efforts to increase the numbers of physicians must be balanced with controls on medical education imparted and the professionalism of doctors licensed to practise medicine. Methods We conducted a multi-country comparison of mandatory regulations and voluntary guidelines to control standards for medical education, clinical training, licensing and re-licensing of doctors. We purposively selected seven case-study countries with differing health systems and income levels: Canada, China, India, Iran, Pakistan, UK and USA. Using an analytical framework to assess regulations at four sequential stages of the medical education to relicensing pathway, we extracted information from: systematically collected scientific and grey literature and online news articles, websites of regulatory bodies in study countries, and standardised input from researchers and medical professionals familiar with rules in the study countries. Results The strictest controls we identified to reduce variations in medical training, licensing and re-licensing of doctors between different medical colleges, and across different regions within a country, include: medical education delivery restricted to public sector institutions; uniform, national examinations for medical college admission and licensing; and standardised national requirements for relicensing linked to demonstration of competence. However, countries analysed used different combinations of controls, balancing the strictness of controls across the four stages. Conclusions While there is no gold standard model for medical education and practise regulation, examining the combinations of controls used in different countries enables identification of innovations and regulatory approaches to address specific contextual challenges, such as decentralisation of regulations to sub-national bodies or privatisation of medical education. Looking at the full continuum from medical education to licensing is valuable to understand how countries balance the strictness of controls at different stages. Further research is needed to understand how regulating authorities, policy-makers and medical associations can find the right balance of standardisation and context-based flexibility to produce well-rounded physicians.

In civilian life, an individual has the right to refuse medical treatment in almost any circumstance. While a patient who refuses treatment may face adverse consequences such as prolonged illness, our society recognizes the importance of individual choice in health matters. Members of the military, however, enjoy no such right. Service members are required to submit to certain medical treatments as a part of their employment contract. Refusing such treatments is disobeying an order, and the service member then faces the prospect of a dishonorable or “other than honorable” discharge, and even imprisonment. Disobeying an order to receive treatment can thus result in the equivalent of a felony conviction on the individual's employment history forever.

President George W. Bush's Iraq surge decision in late 2006 is an interesting case for civil-military relations theory, in particular, the debate between professional supremacists and civilian supremacists over how much to defer to the military on decisions during war. The professional supremacists argue that the primary problem for civil-military relations during war is ensuring the military an adequate voice and keeping civilians from micromanaging and mismanaging matters. Civilian supremacists, in contrast, argue that the primary problem is ensuring that well-informed civilian strategic guidance is authoritatively directing key decisions, even when the military disagrees with that direction. A close reading of the available evidence—both in published accounts and in new, not-for-attribution interviews with the key players—shows that the surge decision vindicates neither camp. If President Bush had followed the professional supremacists, there would have been no surge because his key military commanders were recommending against that option. If Bush had followed the civilian supremacists to the letter, however, there might have been a revolt of the generals, causing the domestic political props under the surge to collapse. Instead, Bush's hybrid approach worked better than either ideal type would have.

Abstract Materials from topographic surveys had a serious impact on the labels on the maps that were based on these surveys. Collecting toponyms and information that were to be placed as labels on a final map, was an additional duty the survey officers were tasked with. Regulations concerning labels were included in survey manuals issued by the Austro-Hungarian Militärgeographisches Institut in Vienna and the Polish Wojskowy Instytut Geograficzny in Warsaw. The analyzed Austro-Hungarian regulations date from the years 1875, 1887, 1894, 1903 (2nd ed.). The oldest manual was issued during the Third Military Survey of Austria-Hungary (1:25,000) and regulated the way it was conducted (it is to be supposed that the issued manual was mainly a collection of regulations issued prior to the survey launch). The Third Survey was the basis for the 1:75,000 Spezialkarte map. The other manuals regulated the field revisions of the survey. The analyzed Polish manuals date from the years 1925, 1936, and 1937. The properties of the labels resulted from the military purpose of the maps. The geographical names’ function was to facilitate land navigation whereas other labels were meant to provide a military map user with information that could not be otherwise transmitted with standard map symbols. A concern for not overloading the maps with labels is to be observed in the manuals: a survey officer was supposed to conduct a preliminary generalization of geographical names. During a survey both an Austro-Hungarian and a Polish survey officer marked labels on a separate “label sheet”. The most important difference between the procedures in the two institutes was that in the last stage of work an Austro-Hungarian officer transferred the labels (that were to be placed on a printed map) from the “label sheet” to the hand-drawn survey map, which made a cartographer not responsible for placing them in the right places. In the case of the Polish institute the labels remained only on the “label sheets”.

AbstractIn 2011, twenty-six years after the end of the military dictatorship, the Brazilian government took the initiative of implementing the right to memory and to the truth, as well as promoting national reconciliation. A National Truth Commission was created aiming at examining and shedding light on serious human rights violations practiced by government agents from 1946 to 1985. It worked across the entire national territory for almost three years and established partnerships with governments of other countries in order to investigate and expose the international networks created by dictatorships for monitoring and persecuting political opponents across borders. This article analyzes the relationship between historians and the National Truth Commission in Brazil, in addition to the construction of dictatorship public history in the country. In order to do so, the Commission’s relationship with the national community of historians, the works carried out, as well as historians’ reactions towards its works, from its creation until its final report in 2014, will be examined.

AbstractForgetting is an oft-forgotten art. Many artificial intelligence (AI) systems deliver good performance when first implemented; however, as the contextual environment changes, they become out of date and their performance degrades. Learning new knowledge is part of the solution, but forgetting outdated facts and information is a vital part of the process of renewal. However, forgetting proves to be a surprisingly difficult concept to either understand or implement. Much of AI is based on analogies with natural systems, and although all of us have plenty of experiences with having forgotten something, as yet we have only an incomplete picture of how this process occurs in the brain. A recent judgment by the European Court concerns the “right to be forgotten” by web index services such as Google. This has made debate and research into the concept of forgetting very urgent. Given the rapid growth in requests for pages to be forgotten, it is clear that the process will have to be automated and that intelligent systems of forgetting are required in order to meet this challenge.
