Regional and local governments worldwide are working tirelessly toward effective ways of addressing the COVID-19 crisis. During this time, the government has had to ensure that they provide full usage of technological means to confront the pandemic and discourse a wide range of COVID-19 related problems. Herein, this article will discuss the application of technical means and the advancement of technology in different sectors as a consequence of the COVID-19 crisis. Further, it highlights how government and health organizations have introduced new policies intending to try to curb the spread of the coronavirus. These new policies, such as lockdowns and social distancing measures, have resulted in technological advancement and new means of interaction with government, businesses, and citizens. Such changes include increased online shopping, as well as robotic delivery systems, the introduction of digital as well as contactless payment systems, remote working, the role of technology in distance learning, Telehealth, 3D Printing, and online entertainment. These technological advancements have been embraced all the way during this pandemic by a few countries around the world, with its limitation in some underdeveloped and developing countries.

       Swamp buffalo in South Kalimantan is a potential commodity in terms of providing meat because its ability to digest crude fiber is better than cattle with low quality feed conditions, and has the ability to reproduce over a wide range from wet areas to relatively dry areas. The study was conducted in the North Hulu Sungai regency of South Kalimantan with the aim of studying the potential of swamp buffalo maintenance areas, assessing the constraints and impacts of swamp buffalo development efforts, determining the logic of the relationship between the problem of swamp buffalo development, compiling a Logical Framework Approach for problem solving (solution) the development of swamp buffalo, making the right strategy for the development of swamp buffaloes that involve the participation of farmers, the private sector, banks, local governments, and higher education institutions on an ongoing basis. Research design with descriptive and participatory methods with LQ analysis techniques, analysis of regional potential, and Logical Framework Analysis (LFA). The results show that swamp agroecological zones are very beneficial for swamp buffalo cultivation, the strategic role of meat producers, labor, sources of income, advocates of sources of animal protein, sources of seeds, tourist attraction, and development of local wisdom. Comparing between the LQ value of 2.327 and the value of livestock density, the HSU District is the base for developing swamp buffalo cattle. The strategy model of swamp buffalo development in HSU District is to increase the use of appropriate technology, promotion through typical Kal-Sel swamp buffalo tourism events, improve: the role of skilled communities, the role of extension agents and the government, increase capital and cooperative relations between business actors, locations cultivation close to transportation routes, regulating land use, and improving institutional performance

This chapter assesses China’s science and technology (S&T) progress through the lens of the patenting literature in the context of China. In particular, after presenting an overview of China’s patent production over the past twenty-five years, it investigates the following questions: What accounts for China’s patent surge? What are the implications of the surge for patent quality? Does the nature of the patenting reveal China’s S&T direction and comparative advantage? How has the international sector affected China’s patent production? What has been the role of the government—the central, provincial, and local governments—in shaping patent production? And finally, how heterogeneous is China’s regional patent production; are patenting capabilities diffusing across China?

Pemerintah pusat memberikan kewenangan kepada pemerintah daerah untuk mengelola keuangan daerah untuk menangani covid-19 di daerah masing-masing. Hal ini disebabkan karena pemerintah daerah lebih memahami kebutuhan daerahnya. Permasalahan yang diangkat Pertama, bagaimana hubungan Pemerintah Pusat dan Pemerintah Daerah dalam pengelolaan keuangan untuk penanganan pandemi Covid-19? Kedua, Apa peran Pemerintah Daerah dalam pengelolaan keuangan daerah untuk penanganan pandemi Covid-19? Menggunakan metode penelitian yuridis normatif dengan pendekatan perundang-undangan dan pendekatan konsep. Hubungan Pemerintah Pusat dan Pemerintah Daerah dalam Pengelolaan Keuangan untuk Penanganan Pandemi Covid-19 yaitu desentralisasi fiskal yang mana. Using normative juridical research methods with statutory approaches and concept approaches. The relationship between the Central Government and Local Government in Financial Management for the Handling of the Covid-19 Pandemic is fiscal decentralization. Abstract Public-private partnerships (PPPs) are a relatively new phenomenon in Kazakh-stan – their development began in 2005 in the transport and energy sectors. Initially sluggish growth transformed into rapid PPP deployment from 2016 to 2019 when hundreds of PPPs were launched in many industries (infrastructure, hospitals, schools), which was in sharp contrast to just a handful of PPPs formed prior to 2016. Rapid PPP deployment raised deep concerns whether the government’s supporting schemes and PPP launch procedures are appropriate and whether they may backfire for the government in the form of increasing debt. This paper aims to investigate the enablers and implications of accelerated PPP formation. The study is based on semi-structured in-depth interviews with a range of actors in the field, including PPP operators (railroad, energy company, kindergarten), regional and local governments, national and regional PPP centres, lawyers and private investors, which afforded an opportunity to mitigate bias in opinions. The study has identified three principal enablers: simplified procedures for a PPP launch, pressure exerted on regional governments, and extensive government financial support to PPPs. By making use of agency theory, property rights theory and the value-for-money concept, the paper offers a conceptualisation of rapid PPP growth in Kazakhstan in recent years and argues that growth was disproportionally fast and unintended. Policy implications include a need to re-establish the value-for-money approach to PPP formation, a significant increase in government liabilities to PPPs, and a misconception regarding the role of PPP collaborative governance.

The role of local governments in attracting roots tourists is one of most important factors analyzed in the studies of diaspora tourism. Governments of several countries have actively sought to promote varied forms of roots tourism in order to attract members of their respective diasporas. In contrast, African American roots tourism in Brazil is marked by the almost complete inaction of the government, at both the state and federal levels. This type of tourism was initiated and continues to develop largely as the result of tourist demand, and with very little participation on the part of the state. This chapter analyzes the belated response of the state government of Bahia to African American tourism, examining how the inertia that dominated since the late 1970s was later replaced by a more proactive, although still inadequate, position, when the state tourism board, Bahiatursa, founded the Coordination of African Heritage Tourism to cater specifically to the African American roots tourism niche. The chapter also analyzes whether the left-leaning Workers’ Party, then in charge of the state government, challenged the longstanding discourse of baianidade (Bahianness) that has predominantly represented blackness (in tourism and other realms) through domesticated and stereotypical images.

The study evaluated the accessibility and problems associated with the use of information and communication technologies in rural areas of Ondo State. Total sampling was used to select 92 rural fish farmers from three riverine Local Governments in the state between February and April. Questionnaire was used in data collection. Data were analyzed by the use of frequency, percentage, mean and Chi-square test. It was found that radio (96.7%), television (84.4%) and mobile phone (95.7%) were most accessible ICTs to fish farmers of which radio is the most effective (62.0%). Problems associated with the use of ICTs were electric power supply (96.7%), lack of access to ICTs (62.0%) and inadequate information on ICTs (59.8%). There were significant relationship (P<0.05) between problems associated with the use and accessibility of ICTs by fish farmers. It is recommended that the government should allow a wide range of radio broadcast options by giving opportunities for private competition provision of radio content which will allow for development input from relevant agencies.

While conciliation and arbitration tribunals have been at the forefront of Austral ian research on industrial relations institutions, numerous specialist tribunals enforcing individual workers' rights in employment have been virtually hidden from view. This paper examines the role of two such tribunals in New South Wales, the Government and Related Employees' Appeal Tribunal and the Equal Opportu nity Tribunal. It argues that although their most direct and public role is to resolve individuals' grievances, equally significant is the contribution of these agencies to the detailed regulation of employment relations and hence the increasing sophisti cation of labour management in public sector organizations since the late 1970s, and the institutionalization of management prerogatives and conflicts over an increasingly wide range of employment decisions.

The article examines the content of the constitutional amendments with respect to the Senate. While symmetric bicameralism would be abolished with respect to policymaking, it would be preserved and even exacerbated with respect to constitutional revisions. The consequences of the first would be a reduction of the number of institutional veto players, which would lead to the facilitation of policy change, and an increase in the power of the government (who is the agenda setter). The content of the new policies remains unknown, as are the economic consequences of the proposed changes. Constitutional revisions would become more difficult, because the ideological distance between the Chamber of Deputies and Senate would be likely to increase (because of the mode of selection of Senators), while article 138, which specifies the requirements for amendment to the constitution, would remain the same. As a result, the role of the Italian Constitutional Court would also likely increase.


The implementation of free trade agreements has consequences for product competitiveness, both competitiveness in the international market and competitiveness in the domestic market (Ministry of Trade of the Republic of Indonesia, 2011). An alternative strategy that can be done in an effort to deal with free trade is to create and produce superior products that are not the result of assistance from other countries, so that these goods have a strong bargaining position in the global economy. One industry that is local and has the advantage of this product is the coconut sugar industry. One of the best coconut sugar producers in Indonesia is Pacitan Regency. The importance of the industry based on coconut sugar for the people in Pacitan Regency has an important value, so that the function and role of the government is very much needed to increase the existing coconut sugar industry. The purpose of this study was to analyze the potential of coconut sugar SMEs in Pacitan District, analyze the constraints in the development of coconut sugar SMIs and analyze the role of local governments in facilitating coconut sugar SMEs. Retrieval of data in this study includes field observations, document studies and interviews with all stakeholders such as coconut sugar industry players, consumers, Micro Cooperative and Business Services and the Pacitan Regency Industry and Trade Office. Data analysis techniques use interactive analysis. Pacitan Regency is one of the best coconut sugar producing regions in Indonesia with a total of brown sugar industry which is as many as 5,115 units. This sugar industry can absorb 10,220 workers or 39.03% of the workforce in Pacitan Regency. This is due to the large number of raw materials in the area of Pacitan Regency. The coconut sugar industry is currently experiencing two obstacles in its production process and marketing. The Micro Cooperative and Business Office and the Pacitan Regency Industry and Trade Office in order to increase coconut sugar SMIs carry out coaching and facilitation. The guidance and facilitation includes training, work equipment facilities, product legality facilities, promotional facilities and capital facilities.

Masjid is a holy place of ALLAH, which is not only a central point for prayers but also a pivotal point for Muslim Collectivism. Miner and Altar (Menbar o mehrab) are the most important place in a Masjid from where people have been acquiring religious, political and social guidance for centuries. In the era of Prophet Muhammad and during Caliphate, the services of a Masjid used to be very wide-ranging and comprehensive. The sermon of reigning Caliph was delivered on this very Miner of Masjid. From here, the general public was given the awareness of new policies and State decisions. But, the scope of the services of Masjid got very narrowed down when those who were responsible for the state abandoned their role of leading from this platform. now the role of Miner & Altar is limited to providing only the religious guidance. Even then, in recent times, the state of Masjid in our society has been deter-iorated. From the Miner and Altar of a Masjid, we listen more of sectarianism rather than the Deen-e-Islam itself. The same old conventional and controversial matters are repeated again and again; and the contemporary religious issues are put aside and ignored. There is a proper code of conduct in many countries in this regard. But, we have a very different situation in our country where the Miner and Altar are very much autonomous and independent. So, the custodianship of Miner and Altar in Masjid should only be given to well-educated and reasonable people who have good eye for contemporary environment and guide their followers by discussing important social and religious issues rather than propagating their preferred sects. And more importantly, the representative of the government should also periodically take charge of this custodianship so that the masses are politically guided and they become closer to each other as well.
