The landscape of post-colonial development is marked by deepening dependency of the developing states on the core states consisted mainly of western developed countries. The continuous widening of the north–south divide is not surprising given that the discourse on international relations has been dominated by western ideologies of realism, liberalism and constructivism, resulting in an insufficient attempt to examine international relations from a non-Westphalian perspective. Through the implementation of the Washington Consensus, developing countries are being forced to follow the development model of liberal democracy designed by the West, for the benefit of the West. This paper attempts to investigate an alternative approach from a Chinese historical structural perspective. By highlighting the key tenets of Confucianism, this paper aims to contribute towards a non-Western international relations discourse that is based on moral values. Attempts by China to provide assistance to the “poor south” are marred by accusations of neo-colonialism. In order to fulfil its great power responsibility, China needs to incorporate these Confucian values into its Beijing Consensus so that the global south can abandon their dependency on the West and truly set the stage for south-south cooperation.

The Western originators of the multi-disciplinary social sciences and their successors, including most major Western social intellectuals, excluded religion as an explanation for the world and its affairs. They held that religion had no role to play in modern society or in rational elucidations for the way world politics or/and relations work. Expectedly, they also focused most of their studies on the West, where religion’s effect was least apparent and argued that its influence in the non-West was a primitive residue that would vanish with its modernization, the Muslim world in particular. Paradoxically, modernity has caused a resurgence or a revival of religion, including Islam. As an alternative approach to this Western-centric stance and while focusing on Islam, the paper argues that religion is not a thing of the past and that Islam has its visions of international relations between Muslim and non-Muslim states or abodes: peace, war, truce or treaty, and preaching (da’wah).

It is not too much to describe the Ṣaffārids of S‚stān as an archetypal military dynasty. In the later years of the third/ninth century, their empire covered the greater part of the non-Arab eastern Islamic world. In the west, Ya'qūb. al-Laith's army was only halted at Dair al-'Āqūl, 50 miles from Baghdad; in the north, Ya'qūb and his brother 'Arm campaigned in the Caspian coastlands against the local 'Alids, and 'Amr made serious attempts to extend his power into Khwārazm and Transoxania; in the east, the two brothers pushed forward the frontiers of the Dār al-Islām into the pagan borderlands of what are now eastern Afghanistan and the North-West Frontier region of West Pakistan; and in the south, Ṣaffārid authority was acknowledged even across the persion Gulf in ‘Umān. This impressive achievement was the work of two soldiers of genius, Ya'qūub and 'Amr, and lasted for little more than a quarter of a century. It began to crumble when in 287/900 the Sāmānid Amīr Ismā'īl b. Aḥmad defeated arid captured ‘Amr b. al-Laith, and 11 years later, the core of the empire, Sīstān itself, was in Sāmānid hands. Yet such was the effect in Sīstān of the Ṣaffārid brothers’ achievement, and the stimulus to local pride and feeling which resulted from it, that the Ṣaffārids returned to power there in a very short time. For several more centuries they endured and survived successive waves of invaders of Sīstān—the Ghaznavids, the Seljūqs, the Mongols—and persisted down to the establishment of the Ṣafavid state in Persia.

Russia’s 2014 annexation of Crimea and the subsequent deterioration in its relations with the West have led many analysts to adopt a narrow view of Vladimir Putin’s foreign policy motivations, chalking them up to old-school geopolitics. This paper makes the case that the traditional structural explanations for Russian foreign policy that are dominant within the discipline of international relations do not adequately consider the influence of identity in Putin’s emerging foreign policy narrative. Putin’s narrative is shaped by, and shapes, a discourse about cultural and historical ties with Russian borderlands, as well as by the cultural and security vulnerabilities generated by the West’s treatment of Russia, evidenced by the expansion of the North Atlantic Treaty Organization (NATO). This discourse has underscored a more militant foreign policy turn under Putin in which he is prepared to protect and defend Russia’s interests at high cost; Russia’s actions in Crimea exemplify this. This connection between identity and foreign policy in Putin’s Russia demands attention if we hope to gain a better grasp of Russian foreign policy under his leadership.

We are currently witnessing a significant turn in the evolution of the global system. The long term rise in the dominance of the “West” has been recently not only halted, but if fact reversed. Within the last two decades, close to a fifth of the world’s GDP has been transferred from the core to the semiperiphery, and increasingly also the periphery, of the global system. The hierarchic manner of the asymmetric geographic distribution of the world’s economy and population, and its transformation, remains a significant subject of scientific research and a key issue within the decision-making sphere of world politics. However, the discrepancy between the hierarchical differentiation of states and civilizations in terms of their size on one hand and their development (wealth) on the other remains an important issue. The degree of this discrepancy (or lack of) depends on the scale on which the differentiation is examined. At the macroregional level, it remains very pronounced, while it decreases in significance on the mezoregional and microregional levels – within the developed countries, a relative correspondence exists between both types of hierarchy. This article therefore intends to delineate the basic types of hierarchical differentiation to discuss the causal mechanisms of their formation and prospective change.

The valley of the Tochi River is an outlying corner of the British Empire in India forming a portion of Waziristan, the boundary of which was delineated in 1894–5 by an Anglo-Afghan Commission from the Afghan provinces of Khost on the north and Birmul on the west. Mr. F. H. Smith, of the Geological Survey of India, accompanied this Commission as geologist, and his observations “On the Geology of the Tochi Valley” were published in 1895 in the “Records of the Geological Survey of India” (vol. xxxviii, pt. 3, pp. 106–110, pl. iii). On p. 109 he says:—“The range of hills between Idak and Mirán Shah is formed by an anticlinal ridge which approximately strikes north and south, and which is composed of these lower eocene beds. In the core of the anticlinal a considerable thickness of massive dark grey limestone is exposed, in which I could find no fossil remains; the age of this limestone is therefore doubtful, and there is no evidence of any kind to show whether it belongs to the lowest tertiary or upper mesozoic age.”

Rainsborough is 1 mile South of Charlton village, in the parish of Newbottle, S. Northants, 20 miles North of Oxford, (SP 526348). The camp lies atc. 480′ OD, and the area enclosed isc. 6·25 acres.It lies on the edge of a plateau: the approaches to it are flat on the north-east, east, south and south-west, but a gentle slope to the north, north-west and west gives it a wide view across the Cherwell valley, towards Madmarston and Tadmarton (see map, fig. 1 and also pl. XXV). The defences are bivallate: the inner bank stands to 10 feet above the interior, and there is a drop of about 15 feet from the crest into the inner ditch; the second bank is very much lowered by ploughing, but still reaches a height of about 4 feet on the south side, where a hedge line has protected it; the outer ditch is nowhere visible on the surface, except on the west, when it carries a higher growth of weeds. The defences are covered with turf: the inner bank has also trees, bushes and the stumps of large beeches felledc. 1950. The bank is riddled with tree roots, and the sandy character of the core has attracted rabbits: recent attempts to dig and smoke out the warrens have slightly damaged the profile of the bank. A small dry stone wall is visible part way up the outer slope of the inner bank in several places.

In view of the theories of the astronomical significance of standing stones proposed by Alexander Thom, extensive fieldwork was undertaken during the 1970s and early 1980s in the west of Scotland to reassess the field evidence. Two groups of sites were identified from this work that seemed to support an astronomical interpretation, but the poor condition of many of the sites made identification of their original orientation problematical. Excavations were carried out at two damaged sites in one of the groups, in northern Mull, in order to identify the original positions of the stones. Radiocarbon dates from one of the sites, the first for a Scottish stone row, suggest construction in the Late Bronze Age. The alignment of the excavated rows, and the results of detailed theodolite surveys at and around the north Mull sites, suggest a more complex relationship between site locations, astronomical events, and the landscape than has hitherto been appreciated.

During the colonial period, British colonizers marched to the Third and Fourth World countries to exploit them for the purpose of colonizers’ economical uplifts. Therefore, colonizers internalized their own superiority over the inferior colonized countries by devaluing their culture, race, language, and identity in order to pillage the colonized. As the result, many of the colonized individuals migrated to the developed countries to educate there in order to save their motherlands. However, facing with an alien culture and language caused the colonized to have a merged and dual identity. In this regard, Season of Migration to the North, written in 1969 by Tayeb Salih, is the story of an intelligent colonized who sacrifices his own life and identity to take revenge on colonizers by traveling to London and educating there. But, Mustafa Saeed, the intelligent colonized, loses his own identity in this way and finally disappears as the victim of this colonizing strategy’s consequence, merged- or lost-identity. Therefore, in this study, it has been tried to investigate Tayeb Salih’s Season of Migration to the North through Homi K. Bhabha’s theories of “Hybridity” and “Ambivalence” as the causes of merged- and even lost-identity in post-colonial discourse.

The West Berlin anti-authoritarians around Rudi Dutschke employed a notion of subaltern nationalism inspired by independence struggles in the global South and particularly by post 1959 Cuba to legitimate their loosely understood plans to recreate West Berlin as a revolutionary island. Responding to Che Guevara's call for many Vietnams, they imagined this Northern metropolis as a Focus spreading socialism of the third way throughout Europe, a conception that united their local and global aims. In focusing on their interpretation of societal changes and structures in Cuba, the anti-authoritarians deemphasized these plans' potential for violence. As a study of West German leftists in transnational context, this article suggests the limitations of confining analyses of their projects within national or Northern paradigms. As a study of the influence of the global South on the North in a non-(post)colonial situation, it suggests that such influence is greater than has heretofore been understood.

Abstract As international relations has started to grapple with its geo-cultural parochialism, the focus has been on its “Western-centrism” and on how “non-Western” international relations might be different. This article argues that attempts to deprovincialize “Western” (i.e., Euro-American) international thought do not always revolve around “non-Westernness,” a negation with often cultural-civilizational connotations, but also deploy a North/South worlding that is more bound up with imperial-colonial experience and a “peripheral” concern with economic insertion into the core. Based on interviews with scholars, diplomats, and foreign policy intellectuals in Brazil, the paper explores the different ways “the South” is deployed—as (post)colonial subjectivity, as problematique, as relation, as outside, and as political move—to provide an alternative intervention into the debate on “Global IR.”
