Subject. The article discusses the sustainability of regional economy development, its definition, and the substance of sustainable development. Objectives. We aim at performing a comprehensive analysis of indicators of sustainability and adaptability of regional development in the context of digitalization, formulating a strategy for economic behavior that takes into account the multidimensional nature of regional inequality and is focused on boosting the economic potential of regions. Methods. The study draws on dialectic and systems approaches, general scientific methods of retrospective, situational, economic and statistical, and comparative analysis. Results. The sustainability of the region focuses on improving the human welfare over long time horizon. This happens in three areas, i.e. maximizing the efficiency of resource use; ensuring justice and democracy; minimizing resource consumption and environmental damage. The stability of the region can be assessed by using one parameter, or by combining the parameters in accordance with the type of region and expected results. Conclusions. The adaptation of a region to changing conditions depends on its type (‘adapted’, ‘adaptive’, and ‘non-adapted’). Regional inequality has two main components: difference in economic potential and social satisfaction of residents. Another component, affecting the stability and adaptability of regions, is the level of their digitalization. However, some regions have only formally embarked on the path of digitalization. Moreover, a focus on smart technologies, solutions and digitalization often leads to ignoring the goals of sustainable development. Smart technologies should be aimed at ensuring sustainability within the framework of the smart sustainable city concept.

This study aims to analyze the relationship between the human development index and the regional development of West Sulawesi Province. This study uses panel data analysis that combines time series-cross section data and uses the Two Stage Least Square (2SLS) method. The type of data in this study is secondary data taken from the Central Statistics Agency (BPS) of West Sulawesi. The variables of the human development index are life expectancy, average length of schooling, expected length of schooling and purchasing power index. While the variables of regional development are poverty, unemployment, regional inequality and GRDP. The results of the analysis using the 2SLS method. In the HDI equation, the PW variable partially has a negative but not significant effect on the HDI for =5%. However, if for =20% PW has a negative and significant effect on HDI. While in the PW equation, the HDI variable partially has a negative but not significant effect on PW for = 5%. The R2 in the HDI equation is 97.5% and the remaining 2.5% which shows that the influence of PW, Life Expectancy, Average Years of Schooling, Expected Years of Schooling, and Purchasing Power Index together have an effect on HDI. While in the PW equation, the determination of R2 is 99.2% and the remaining 0.8% which shows HDI, Poverty Level, Unemployment Rate, Regional Inequality and Gross Regional Domestic Product together affect PW. So, there is a simultaneous relationship between the Human Development Index and Regional Development

Using the Theil decomposition method, this study analyzes regional inequality in South Korea and finds the country’s regional income disparities have been growing over the past two decades. Further group-specific analyses using the between and within group decompositions provide the following findings: (1) the inequality between Honam and non-Honam has been declining, repudiating the claim that Honam has been discriminated against by other regions; and (2) discrepancies between Gangwon and other regions have been growing, which is more serious than the Honam case and which is a priority of this research. In line with this, Gangwon Province the 2018 Winter Olympics is expected to contribute to narrowing this gap. Lessons from the Japanese experiences with the 1998 Winter Olympics will be discussed.

Inequality of regional development is a common problem faced by all provinces in Indonesia, not least the Province of Central Kalimantan. Regional inequality stems from factors that should be minimized. The aims of this research were  1)to tanalyze the trend of regional development inequality in Central Kalimantan Province and the factors that influence it 2) to analyze the hierarchy of regional development in Kotawaringin Timur (Kotim) Regency and developing area  3) to analyze regional development inequality and influenced factors using Geographical Weighted Regression (GWR).4) to prepare regional directives and policy development plans. The method used are Williamson's Index, Multiple Regression with Unbalanced Panel, weighted Skalogram, and GWR. The results of this study indicated  that the level of inequality in Central Kalimantan Province tends to decrease with RHGU as the most dominant factor. The regional development of the area at the sub-district level showed spatial patterns which indicated an imbalance between the northern and southern regions. The GWR resulted also shows that RHGU is still the dominant factor with the same influence throughout the research area. Thus, the urgency of agrarian reform in plantation areas is important to be implemented immediately.

Problem of regional inequality in Serbia is rather noticeable. Regional inequality and polarization of Serbia can be observed primarily on the example of the City of Belgrade and the AP Vojvodina, which are according to numerous indicators of development evidently ahead other regions in the country. Negative development trends in Serbia present a major problem that threatens to jeopardize the future of regional and social development of the state itself and the process of European integration too. The paper presents some indicators of regional inequality as well as the importance of taking measures to achieve a higher level of economic development. When we talk about regionalization as a factor of public regulation of economic and regional development in the conditions of transition in Serbia, European integration in Europe and globalization in the world, it is necessary to take into account possibilities, limitations, applicability and specific characteristics of the Serbian economy in order to secure socio-economic and geographical framework for conducting economic activities.

This study aims to examine the impact of regional expansion policy on regional development inequality in North Sumatra province, Indonesia. North Sumatra province is one of 34 Provinces in Indonesia. This province produce many new regencies and cities as a result of regional expansion policy. In 2000, the number of regencies in North Sumatra Province were 19 and then expanded to 33 in 2009. The number of regencies remain unchanged since then. The aim of regional expansion policy is to improve prosperity and accelerate development. Therefore, this study attempts to analyze whether the policy of regional expansion in North Sumatra Province achieved the purpose or rather caused development inequality in the regency. This study utilized the Williamson Index method to analyze the value of development inequalities in North Sumatra Province from 2000 to 2016 using data from all regencies in the province. The results show that the expansion of the regency has resulted in a high level of development inequality. This indicates that developmental inequality is increasing.

The authors of the study pay special attention to the consideration of public-private partnership mechanisms.
