We examine the role of delivery of subsidized seeds and fertilizers in the form of agricultural minikits by local governments in three successive farm panels in West Bengal spanning 1982–1995. These programs significantly raised farm value added per acre, accounting for almost two-thirds of the observed growth. The estimates are robust to possible endogeneity of program placement, controls for farm and year effects, other programs of agricultural development, local weather, and price shocks. The effects of the kits delivery program overshadowed the effects of other rural development programs, including the tenancy registration program Operation Barga. (JEL O13, Q12, Q16, Q18)

<strong>English</strong><br />For market oriented of agricultural development, agribusiness scheme is the most appropriate option. Partnership pattern in agribusiness scheme is one of the alternatives to achieve successful performance. This article aims to introduce the application of partnership pattern on horticultural crops in North Sumatera Province. The current partnership pattern in horticultural production centers is generally developed locally, applying nucleus-plasma pattern, and pattern introduced by the intervention of the government. The locally established partnership pattern was developed based on the common needs and, therefore, this pattern has been institutionalized due to the increasing trustworthy and honesty among the members.  Meanwhile the nucleus-plasma pattern is carried out and controlled by formal rules and regulations which are agreed and approved by the members.  On the other hand, the partnership pattern introduced by the government is designed to support rural development programs.  However, the pattern faces various constraints in internalizing the concept.  There is an assumption that the government aid and support is treated as grant with no obligation to repay.  In this regard, the role of the government and coordination among the related institutions should be intensified and improved.<br /><br /><br /><strong>Indonesian</strong><br />Pada usaha pertanian berorientasi pasar, pendekatan yang sesuai adalah agribisnis. Kemitraan di antara pelaku usaha di bidang agribisnis merupakan salah satu cara untuk memperbesar peluang keberhasilan. Tulisan ini menggambarkan kemitraan hortikultura yang ada di Provinsi Sumatera Utara dalam upaya menyempurnakan serta merevitalisasi kemitraan yang pernah dikembangkan. Pola kemitraan yang ada di sentra produksi hortikultura umumnya bersifat lokal, pola inti-plasma, dan bentukan pemerintah. Kemitraan usaha yang bersifat lokal terbentuk karena adanya kebutuhan bersama dari pelaku kemitraaan usaha, sehingga relatif melembaga karena adanya nilai-nilai kepercayaan dan kejujuran. Kemitraan usaha dengan pola inti plasma diatur dan dikontrol oleh aturan-aturan yang bersifat formal, yang telah disetujui dan ditandatangani bersama. Pola kemitraan yang dibentuk oleh pemerintah terutama bertujuan sesuai dengan program pembangunan pedesaan, dan sampai saat ini tampaknya relatif sulit melembaga. Hal ini antara lain disebabkan adanya anggapan bahwa setiap bantuan yang diberikan oleh pemerintah merupakan hibah, sehingga tidak perlu dikembalikan. Oleh karena itu peran pemerintah harus ditingkatkan dan koordinasi antar lembaga terkait lebih diintensifkan.

In this chapter, we elaborate on effects of recently induced digitalization of teaching, and consequently on innovative learning. A series of workshops on using digital tools in the teaching process—performed by teachers for teachers—was used to conduct a two-level analysis on how digitally supported teaching is performed. In the first level, a teachers Delphi analysis was performed, in the second level, we observed teacher performance in the role of learners, examining the user experience of multiple digitally supported teaching technologies. The study reveals that only some elements of innovative learning, i.e. understanding, commenting and providing feedback, modifying the environment and upgrading the learning content were positively influenced by digital technology. The proposed text can provide value-added for teachers in preparing their on-site and on-line courses; furthermore, it provides educational organization backgrounds on how to deliver adequate support for their staff, and finally: it gives learners an insight into how to participate in an innovative course.

The impact of value added tax (hereinafter – VAT) on the socio-economic development of the state is investigated in this paper. Here it is considered as a tool of the mechanism of budgetary resources formation and regulation of taxpayers’ welfare and activities. It is determined that, in addition to the reduction of tax rate, the public authorities and local governments should provide favorable conditions for doing business, implement measures for anticorruption and market anti-monopoly. To compensate for the expences of budgetary resources occurring as a result of possible reduction in the value added tax rate, it is necessary to look for alternative sources of pumping up the state budget. Such situation could weaken Ukraine's competitiveness, increase distrust of potential investors, and deactivate attracting investments into the country's economy. In order to stimulate certain economic activities, to increase the volume or the level of availability of certain goods (services)consumption, the tax legislation provides certain preferences for value added tax, particularly – lowering the tax rate, tax exemptions, , tax credit, tax benefits. In addition, the regulatory impact of VAT as a financial instrument on the taxation system is revealed in this paper. The peculiarities of VAT administration in Ukraine and foreign countries are highlighted, the dynamics, tendencies of receipt and reimbursement of VAT in Ukraine are considered. The reasons for tax refund arrears are given and ways to improve VAT administration are proposed. Analysis of the assessment of VAT fiscal efficiency is carried out, the indicators of the assessment of this tax fiscal efficiency are determined. Despite the permanent increase in the absolute amount of this tax and its share in gross domestic product (hereinafter – GDP) and state budget revenues, the fiscal role of VAT is weakened due to such problems as regressive impact on low-income populations, tax evasion and minimization of tax liabilities, growth of volumes of VAT refunds at the expense of budgetary resource.

The success of the agricultural development program cannot be separated from the active participation of farmers which is manifested in the form of a response. The responses are delivered in the form of ideas, criticisms, dialogues and reflection actions. The Women Farmers Group (KWT) which is the main actor in the optimization program for the use of yard land is a determinant of the success of food security at the family level. The assistant extension workers are the hope of the government as a development facilitator who is able to facilitate and educate KWTs so that they are able to respond to the development programs being carried out. This article aims to describe the characteristics of the group, the role of the facilitator, KWT participatory communication and to analyze the relationship between the characteristics of the group and the role of the facilitator with participatory communication. This research is designed as a descriptive correlational survey research. The selection of respondents was taken by census as many as 12 KWT. The data that has been collected is then analyzed using the Spearman rank correlation test. The results obtained from the correlation test are that there is a very significant positive relationship between group characteristics, the role of the facilitator and KWT participatory communication. Peranan penyuluh sangat penting dalam menyampaikan program pembangunan pertanian dan memberdayakan sumber daya manusia (petani). Tujuan dari penelitian ini adalah menganalisis kinerja penyuluh pertanian di Kabupaten Landak. Metode yang digunakan dalam penelitian ini adalah metode campuran dengan penekatan embedded congruent. Responden dalam penelitian ini diambil dari petani komoditas padi di Kabupaten Landak dengan wilayah sampel penelitian Kecamatan Ngabang, Kecamatan Sengah Temila, dan Kecamatan Menyuke. Pengambilan sampel ditentukan secara purposive berjumlah 90 orang dalam pengisian koesioner, 4 orang informan primer dan 3 orang informan sekunder. Hasil analisis kuantitatif menunjukan bahwa berdasarkan penilaian responden kinerja penyuluh pertanian rata-rata berada pada kategori tinggi dengan persentase masing-masing: faktor pembangunan sumber daya manusia (PSM) sebesar 71,33%, faktor pemindahan teknologi (PT) pertanian sebesar 70,09% dan faktor pengetahuan dan keterampilan metode penyuluhan sebesar 71,50%. Indikator yang menempati posisi paling tinggi diantaranya pengukuhan kegiatan sosial ekonomi, menyediakan dan menyebarkan informasi teknologi, dan metode penyuluhan kelompok/ meeting. Teknik pengukuran kinerja penyuluh pertanian dilakukan menggunakan instrumen berbentuk skala likert 4 tingkatan.The role of extension is crucial in delivering agricultural development programs and empowering human resources (farmers). The purpose of this research is to analyze the performance of agricultural extension workers in Landak regency. This research uses the mix methods with embedded congruent approach. The respondents in this research were taken from paddy farmers in Landak regency with the sample areas in Ngabang district, Sengah Temila district, and Menyuke district. The sampling was determined purposively which includes 90 people in filling the questioner, four primary informants and three secondary informants.The results of quantitative analysis based on the respondents' assessment towards the performance of the agricultural extension workers showed averagely at high category with the percentage of each: human resource development factor (PSM) 71.33%, agriculture technology transfer factor (PT) amounted to 70.09% and the extension methods knowledge and skills factor is 71.50%. The highest indicators are; the inauguration of social and economic activities, the provision and the dissemination of information technology, and the methods of counseling groups/ meetings. Measurement techniques of agricultural extension performance was done using a four levels likert scale instrument.

Support for prime agricultural producers in Ukraine has been characterized by high volatility in the last decade, and some recent policy developments have contributed to the volatility and unpredictability. Until recently, the government support for agricultural holdings led to an increase in the export potential of the sector, but, on the other hand, it also brought a number of negative consequences. This study aims at reviewing of the present status of Ukraine's agricultural sector and rural areas and examines the role of the government intervention and support in the transformation of the agricultural sector and its effect on rural development to provide policy recommendations in this regard. Based on the analysis, the study provides policy recommendations suggesting that government need to promote cooperation of small farms and households (helping them to develop in organic agriculture direction) with agricultural holding companies and emphasizes that development of rural non-farm employment opportunities can be seen as a pillar of the rural development policy. In addition, it is necessary to foster organic agricultural development and provide local governments with greater authority in order to achieve sustainable agricultural sector and rural areas development.

Yogyakarta's tourism potential from asset uniqueness and heritages is a major factor in tourism development in Yogyakarta. This is a responsibility that must be realized by all stakeholders of tourism so that tourism assets uniqueness of ancestral heritage in Yogyakarta becomes a tourist attraction as a capital of local wisdom in the concept of branding city of Yogyakarta. The participation of communities and local governments in managing sustainable tourism development programs is also an important aspect to develop of a new brand city of Yogyakarta. There is limited public awareness of the existence of excellence asset heritages of Yogyakarta which is a selling point in branding the city. This study aims to identify and know the role of branding through the cultural heritage of Yogyakarta cultures and culinary products in marketing strategy to the development of tourism in Yogyakarta. This research use qualitative research that can focus on the problems encountered, as well as with a process methodology that illustrates how qualitative training can provide many uses and benefits for more effective and in-depth research. The fact is that the numbers of foreign tourists who visit the tourism site still do not meet the expected target compared to the number of domestic tourists. Therefore it is necessary to research and empower the community to be able to change the mindset & to have more concern to provide positive supports for Yogyakarta tourism development so that it is more competitive in global competition. This article analyses structural and regional development and concentration of agriculture in terms of jobs and value of production, here value added, in Finland during 1975–2008 based on statistical and georeferenced data. The empirical results showed us that, while the relative socioeconomic importance of agriculture has decreased all over Finland, the role of agriculture varies a great deal between regions. Agricultural development trends both in terms of number of jobs and value of production, have been different from total economic development since the mid-1980s. As with economic functions in general, a regional concentration trend has taken place in agriculture. However, this trend has been stronger in all industries together and compared to other industries, agriculture as a whole is still regionally evenly dispersed. The reasons behind this can be found in historical, societal and political factors, and tight connections between agriculture and surrounding land and natural circumstances.
