The educational program «Management in Tourism and Hospitality» implemented at the Federal State-Funded Educational Institution of Higher Professional Education «Russian State University of Tourism and Service» is constructed in such a way that the primary emphasis is placed upon the management processes in the organizations. That said, a number of the competences containing the requirements as to the training for professional activities in the bodies of state and municipal administration (in particular, in tourist administrations) may be insufficiently mastered by the graduates. For example, the competences related to the organization and regulation of service activities. As far as is known, in the current context the service component in a tourist product is the important factor affecting its competitiveness. The introduction of discipline «Service Quality and Design» into the curriculum will allow to change to some extent the current situation. This discipline will help students to acquire expertise, knowledge and skills regarding the existing concepts of service activities; the methods of service activities organization in tourism and hospitality; the service management and its role in the improving competitiveness of a tourist product, tourism organization and tourist destination as a whole.

The article deals with the problems of professional education at the current stage of national economy’s development. The authors attract attention to the difference between the approaches to improving secondary and higher professional education. Government agencies of the highest level focus on improving the system of higher education and labour force training, but training of mid-level specialists has recently fallen out of their sight. Lately a great number of colleges have become part of higher educational institutions. However, during the latest reorganization of the Ministry of Education and Science, which resulted in foundation of the Ministry of Education, secondary professional education fell under the jurisdiction of the latter. The authors suggest uniting secondary and higher professional education into one single system and consider that as higher education. Line engineers will be trained at colleges (even on the basis of basic general education) but probably the term of training will be a little longer due to the fact that colleges are expected to be part of the university structure. Such educational programs could be implemented in regional branches of head universities to provide local industries, small and medium businesses with skilled workforce. The practice of students’ training proved that the division of Bachelors’ and Masters’ competences by the type of their future job is senseless as students do not determine their preferences for future occupation during the period of their studies. The authors suggest developing generalized competence models of graduates. The models could be used to formulate the requirements to the graduates with different level of education. Graduates with professional education will receive diploma together with a supplement containing the list of competences obtained. New Federal State Educational Systems of all levels of higher education read that professional competences are established by an educational institution itself. Therefore, the authors suggest considering issuing university diplomas instead of those of state educational standard.

the article is devoted to the mechanisms of implementation of social partnership of the state (Federal state budget educational institution of higher professional education “Nosov Magnitogorsk State Technical University”) and charitable public Association (Charitable Foundation (CF) “Metallurg”) in the social support of citizens, as well as determine ways to improve. The methodological basis of the research is the scientific statements of such scientists as A.G. Akramovskaya, E. Archambault, J. Kendall, T. Levitt, N. Smelser. The article presents the results of sociological studies conducted in 2015–2020 in the city of Magnitogorsk (Chelyabinsk region), which indicate, on the one hand, significant measures of social support for citizens by the CF “Metallurg”, and, on the other hand, the need to develop social partnership in order to increase its effectiveness. The results of the study allowed us to identify the most relevant issues that require special attention of the main subjects of the partnership under consideration: specialists of the public organization and teachers of the Department of Social Work and Psychological and Pedagogical Education of the university. These are: joint development and implementation of social projects aimed at providing social assistance and support to the most vulnerable categories of the population; development of the volunteer student movement and involvement of its best representatives in the implementation of social projects and programs; combining the theory and practice of social support for citizens.

The review presents an analysis and assessment of the main problems considered in the monograph "National justice and international justice: theory and practice of interaction in public-legal relations (principles of statehood and human rights)". The author is the head of the scientific direction of constitutional and legal research of the Center for the study of problems of justice of the Russian state University of justice, Doctor of Law, Professor, Honorary worker of higher professional education of the Russian Federation I.A. Umnova-Konyukhova. It is noted that this work is a continuation of the scientific research carried out by I.A. Umnova-Konyukhova, has a fundamental character and is distinguished by a deep systematic analysis of relevant aspects of the interaction of national and international justice. This article was prepared according to the results of the scientific research conducted at Russian State University of Tourism and Service in the framework of the research project «Development of the project sectoral qualifications framework in the field of public services». The need to develop sectoral qualification frameworks is due to the need of the strategy of learning throughout life in the light of technical, technological, economic and other changes in service in general and consumer services in particular. Detailed design of the project was preceded by an exploratory phase, which main objectives were: 1) the study of the content of the federal state educational standards of primary, higher and vocational education in relation to the area of service and consumer services by parameters such as the type and characteristics of the professional activity of graduates and professional competences; 2) identification of ways to achieve the appropriate level of qualification by type of employment in consumer services by major industry groups in services in accordance with the levels of the educational system (VPO, SPO, NPO). The results obtained by the authors at the research stage formed the basis of this article. The empirical base of the study was the educational standards of professional education, which can be used directly or indirectly for the analysis of the requirements for professional activities of employees in the service, especially public services. Particular attention is paid to appropriate content types of jobs in the service and consumer services, for which the requirements are set out in the drafts of improved federal state educational standards of higher education. The result of the study was the authors´ model of continued professional education in the field of services and consumer services.

The possibilities of using distance learning on the Internet are considered with the fulfillment of the requirements of the Federal State Educational Standard of Higher Professional Education to the learning out-comes according to the indicators established in the discipline programs - to know, be able, and have skills. It is noted that distance learning, being accessible to users, does not have an evidence base for its effectiveness in ensuring the quality of education. In universities with a technological focus, the creation of an educational environment that meets the established requirements is impossible with distance learning. As an additional educational resource, it can be used in organizing students' independent work, studying optional courses, in DPO centers (retraining, professional development).

The article deals with the problem of improving the quality of professional training of cadets of military educational institutions of higher professional education of the National Guard troops of the Russian Federation (hereinafter referred to as military universities of the VNG RF), the solution of which determines the level of security of the Russian Federation. In connection with the changes that have occurred in the educational process on the basis of the requirements of the Federal State Educational Standard of Higher Education 3 ++, as well as in the structure of the troops, the need to revise the content of military education, as well as the choice of more effective methods for its implementation, has been identified. After analyzing the current state of affairs, the possibilities of frame methods were studied, the main advantage of which is the intensification of the educational process through the structuring of educational information. The authors have developed frame schemes, the effectiveness of which has been tested experimentally. All this made it possible for the teacher to devote more time to explaining the educational material of a lesson, eliminating the excessive amount of information, and for the cadets - to study the subject in more detail, to comprehend the information received, and then apply these methods in their future professional activities when training the personnel of their unit in the army.
