The textbook outlines the concepts and methods of conducting scientific research and presenting their results. The fundamentals of scientific thinking and methodological foundations of scientific research are considered. The process of scientific research, methods of obtaining and analyzing data, collecting and summarizing scientific information, the sequence of the process of scientific research are described. The approaches, methods, rules and norms of preparation of reports on the results of scientific research, scientific articles and dissertations are described. The organization, financing of scientific research and training of scientific personnel in the Russian Federation, the organization of research work of students, the principles of scientific ethics are characterized. Recommendations for the preparation of final qualifying papers and dissertations are given. The textbook includes topics and questions, the study of which is necessary to master the competencies provided for by the federal state educational standards of higher education of the latest generation. It is intended for undergraduate, graduate and postgraduate students of the enlarged group of training areas 38.00.00 "Economics and Management".

The anti-crisis management of the economy and national security of the Russian Federation in modern conditions (pandemics, hybrid wars, competitive restrictions and anti-Russian propaganda from the West), approaches to Western sanctions as new opportunities for the development of the Russian Federation are considered. The ways of developing an innovative economy and increasing the productivity of aggregate labor as the main sources that ensure the accelerated development of the country are outlined. The article is devoted to improving the lecture methods of the discipline «Methods of scientific research in tourism» for bachelors of the direction «Tourism». According to the requirements of Federal state educational standard the bachelor student must prepare for several types of activities that are in demand in the profession, including research. The study of such subjects as «Methods of scientific research in tourism» plays a special role. The discipline acquaints students with the possible directions and forms of scientific research in the field of tourism, the methodology of scientific research. In the framework of the lessons, they clarify the requirements for registration of results of scientific research. Changes in the content of competencies that the graduate must possess require and update pedagogical approaches to the learning process. The theoretical material of the course «research Methods in tourism» that is difficult to understand, is advisable to be applied in various forms of traditional and interactive classroom teaching,, such as lecture-debate, lecture-discussion. They should pay special attention to the methods and principles of collecting scientific information. Material on the methods of scientific cognition that is difficult for perception and learning, is necessary to be extended and consolidated in practical classes (seminars) that can have an independent subject or be a continuation of the lecture course and aim to consolidate already known material. In General, methods of classes at the higher school in the framework of the discipline «Methods of scientific research in tourism» focuses on fulfilling the objectives of the Federal state educational standard, that involves the development of new forms and methods of classroom work.

The paper considers the priorities of the state policy of the Russian Federation in the Arctic, from the point of view of the development of scientific research, identified by the main strategic documents of national policy and security in the Arctic zone of the Russian Federation. Measures for implementation of priorities in the development of scientific research in the Arctic can be divided into three main sections: 1. Scientific projects and expeditions in the Arctic; 2. International activities; 3. Coordination and implementation of integrated research in the Arctic. Note that currently the Ministry of education and science of the Russian Federation develops the Analytical Coordination Program “Comprehensive research of the Arctic and Antarctic”, in cooperation with the federal state bodies and Governance of the Subjects of the Arctic zone of the Russian Federation. The mechanism of the Program will ensure coordination between state bodies for integrated scientific researches in the Arctic in the interests of economic and scientific development of the region, and the creation of the scientific, technical and technological reserve in order to ensure of national security in the Arctic zone of the Russian Federation.

Russian Federal State Educational Standards of 3+ generation impose serious requirements to resource support of educational and training process, including electronic information-educational environment of the University. In the Southwest State University (SWSU), a unified multimedia information and educational environment based on Internet-broadband access technologies was created; it successfully operates and keeps developing. The main concept of this environment construction is the idea of integrating data, applications, and business processes. SWSU Electronic information-educational environment (EIEE) is designed to provide information transparency of the University activities in accordance with the requirements of the current legislation of the Russian Federation in the sphere of education, to organize educational activities of the University and to ensure access of students and research and academic-staff of the University to information and educational resources. The main components of SWSU EIEE are: the actors of the education and training process (teachers, students, etc.), external digital library systems, internal automated information library system, “SWSU academic courses” subsystem, “Southwest State University Web portal” subsystem, and the official web site of the Southwest State University. “Southwest State University Web portal" subsystem makes it possible to automate traditional basic functions of Dean's office of the University, such as managing student conduct systems for students of Bachelor and Master Degree Programs of full-time and correspondence forms of training; recording and statistical processing of the data on students’ progress; recording students’ achievements; managing Dean's office workflow. As prescribed in Federal State Educational Standards of 3+ generation, Portal Modules are used to record the results of formative and summative assessment of students in accordance with SWSU current score rating system for learning outcomes.

The actual problems of municipal law in Russia are considered taking into account the peculiarities of master's degree training at the university, which provides for both the presence of a system of students with certain knowledge in the field of jurisprudence, including the main institutions of municipal law, and their significant focus on research work. The article deals with the problem of improving the quality of professional training of cadets of military educational institutions of higher professional education of the National Guard troops of the Russian Federation (hereinafter referred to as military universities of the VNG RF), the solution of which determines the level of security of the Russian Federation. In connection with the changes that have occurred in the educational process on the basis of the requirements of the Federal State Educational Standard of Higher Education 3 ++, as well as in the structure of the troops, the need to revise the content of military education, as well as the choice of more effective methods for its implementation, has been identified. After analyzing the current state of affairs, the possibilities of frame methods were studied, the main advantage of which is the intensification of the educational process through the structuring of educational information. The authors have developed frame schemes, the effectiveness of which has been tested experimentally. All this made it possible for the teacher to devote more time to explaining the educational material of a lesson, eliminating the excessive amount of information, and for the cadets - to study the subject in more detail, to comprehend the information received, and then apply these methods in their future professional activities when training the personnel of their unit in the army.

In today’s Russia there is an objective need for specialists in the field of competition law and antitrust regulation. Adoption of the relevant professional standard, as well as the inclusion of disciplines of competition law and antitrust regulation in federal state educational standards is a prerequisite for meeting this need. The draft professional standard “Specialist in the field of competition law”, developed by the FAS Russia in conjunction with the Association of Antimonopoly Experts and the Chamber of Commerce and Industry of the Russian Federation, was submitted for public discussion.
