The development Program project of road transport and tourism infrastructure «The roads of Power´s Soul» is presented in the article. The program was developed by the Coordinating Council for the development of tourism in the Central Federal District (CFD) of the Association of interregional social and economic interaction «Central Federal District» and the Russian State University of Tourism and Service. The urgency of the creation of generalizing, integral tourism and tourist services development programs for all regions of the CFD is justified in the article. It was noted that tourism is the rapidly growing sector of the economy CFD. But comprehensive solution of issues related to creation of the new tourism products cannot be provided by the only development of the infrastructure. This hinders the development of effective promotion tools, introduction of innovative technologies, staff training in the tourism and service of district. The creation of a unified tourism space is the one of the main directions of the tourism sector development in the Central Federal District. Such approach can only be implemented within a unified inter-regional program of tourism development in district and creating a tourist cluster with the active participation of each subject of the CFD. The program development project of road transport and tourism infrastructure in 2015 - 2025 is proposed in the article. The goals, objectives, stages, outcomes of the program are defined. The scheme of the complex federal automobile segmented tourist ring route through the territory of all the regions - subjects of the CFD is proposed. The main results of a comprehensive analysis of tourist routs, facilities and activities recommended for inclusion in the program are rep- resented. The criteria for selection of destinations and also companies and organizations of tourism infrastructure for inclusion in the Program are substantiated. It is concluded that practical implementation of developed Program is very important; it might be very effective for the tourism development in the Central Federal District and Russia as a whole.

The article analyses the activation of the object “science” on the coast of southern Chile to create a destination for scientific tourism. A territorial resource is “revealed” through the selection and enhancement of scientific objects. A research centre acts as an articulator of the tourism development project and trans‑ forms “generic” resources to “specific” ones. New heritage milestones are created around cultural geographi‑ cal areas and relevant themes for scientists and local actors. New social links and collective dynamics allow the creation and insertion of an emerging tourist destination in the national and international scenario. Giving value to resources for the creation of a sustainable destination is carried out in 5 theoretical stages; selection, justification, conservation, exposure and valorisation. In practice, it requires the formation of a network of actors to clarify the nature of the destination and the marketing of four possible scientific tourism products: scientific and sports explorations, eco‑volunteering or cultural trips with scientific content. In this manner the Patagonian Archipelagos offers products based on scientific resources enhanced by local actors to create a sustainable destination.

Actuality of the investigated problem is conditioned by the necessity of development of low-rise housing construction on territory of the Central Federal District (CFD) of Russia, because, despite positive dynamics, low-rise housing estate is yet not enough used in town-planning practice. The aim of the article is to give an analysis of the state of application of low-rise housing estate in the conditions of this district for development of scientific grounds of the "Government program of low-rise housing construction on territory of the Central Federal District of Russia". Development of low-rise housing construction is aimed to the quickest decision of the housing problem, improvement the comfort of dwelling and quality of residential environment, increase of availability of accommodation for greater part of population. The Central Federal District is the geographical and important financial center of Russia. It includes plenty of small and medium-sized cities, including historical cities, as well as rural settlements, where development of low-rise housing estate is especially expedient. In terms of housing provision, Russians still lag behind most of the economically developed countries. The demographic indicators and the standard of living of the population largely depend on the condition and volume of the housing stock and on the environmental conditions. The town-planning and environmental problems of the regions of the CFD need to be addressed in accordance with the "Strategy for the socio-economic development of the Central Federal District for the period to 2020". Town-planning conditions for low-rise buildings can be averaged in the following options: in urban districts; suburban areas, outside the city in the near, middle and far suburbs; in rural settlements (with selection of reserve territories necessary for development of low-rise buildings). In the Central Federal District of Russia there is enough territory for the development of low-rise housing construction, an early solution of the housing problem and the creation of a comfortable living environment. Therefore, the development of a scientifically based "State program of low-rise construction in the territory of the Central Federal District of Russia" is necessary. The Program should be based on the disaggregation of concentrations in urban agglomerations and the creation of residential areas with low-rise buildings in urban districts and rural settlements.

The purpose of the monography is to elaborate the concept of the development of inter-regional investment cooperation by identifying the trends and features of its impact on the economic growth potential of the macro-region. The monography consists of the introduction, three chapters, conclusion and applications, as well as a list of references. The first chapter substantiates theoretical approaches to the essence, conditions and factors of regional development and the content of interregional investment cooperation in the current socio-economic conditions, analyzes the features of institutional design and the mechanisms for regulating regional cooperation for economic growth and development purposes, taking into account the Russian and foreign experience on the example of the European Union. The second chapter, basing on the economic analysis, identifies the trends in the development of the regions of the Central Federal District of the Russian Federation in terms of emerging macro-regions. A model has been proposed to assess the extent of the region’s economy’s involvement in inter-regional relations, which would allow to determine the dependence of variables such as interregional exchange, investment and gross regional product. Using mathematical modeling tools, the impact of these factors on the growth of the gross regional product of the Central Federal District of Russia, as well as its two regions — Moscow and Belgorod region — was evaluated. The third chapter identifies the prospects for the development of interregional investment cooperation in the Central Black Earth macro-region of the Central Federal District of the Russian Federation. The concept of developing inter-regional investment cooperation in the macro-region within the framework of the creation of a network of territories ahead of socioeconomic development (PSEDA) has been developed. The mechanism of inter-regional investment cooperation in the framework of the creation and development of the territories ahead of socio-economic development (PSEDA) has been adapted in order to form the points of economic growth in the macro-region. The main text of the monography is laid out on 234 pages and is illustrated with 21 drawings and 40 tables. The monography contains 4 applications. The references list includes 144 units.

In order to systematically collect reports on the results of the software, a unified information system, the EIS «Labor Medicine» was used. The creation of a single interdepartmental information portal allowed monitoring the conduct of mandatory preliminary and periodic medical examinations with the posting of its results on the site.

The article describes the main approaches to the definition of clusters. The signs that form the clusters of the territory are clarified, this list is supplemented with the sign “intersectoral interaction”. The main methodical approaches to the calculation of clusters are also disclosed. In the research methods of the analysis, synthesis, grouping of data and also the cluster analysis were applied. The object of survey were the regions of the Central Federal District. Based on the calculation of localization coefficients, an analysis was made of the possibility of forming a construction cluster in the investigated district or the purpose of more efficient use of regional resources.

The bane of CCD imaging systems for transmission electron microscopy at intermediate and high voltages has been their relatively poor modulation transfer function (MTF), or line pair resolution. The problem originates primarily with the phosphor screen. On the one hand, screens should be thick so that as many incident electrons as possible are converted to photons, yielding a high detective quantum efficiency(DQE). The MTF diminishes as a function of scintillator thickness however, and to some extent as a function of fluorescence within the scintillator substrates. Fan has noted that the use of a thin layer of phosphor beneath a self supporting 2μ, thick Al substrate might provide the most appropriate compromise for high DQE and MTF in transmission electron microcscopes which operate at higher voltages. Monte Carlo simulations of high energy electron trajectories reveal that only little beam broadening occurs within this thickness of Al film. Consequently, the MTF is limited predominantly by broadening within the thin phosphor underlayer. There are difficulties however, in the practical implementation of this design, associated mostly with the mechanical stability of the Al support film.

The Concept of competitive value chains in production systems, as an institutional structure operating on network principles, was the impetus for the development of a system of models of inter-industry digital platform for the management and optimization of cooperation of high-tech network production systems. The article describes the ways of integration into business processes of production systems of simulation and cognitive models. The practical implementation of the system of these models is a separate software product - an interdisciplinary digital platform for participants in the creation of new high-tech products and their components.

Subject .This article discusses the need to bring into line with the future activities of specialists the content of their preparation, the formation of a system model of higher education, which takes into account today's and prospective requirements of the labor market. Objectives. The article aims to research the labor market in four regions of the Volga Federal District of the Russian Federation: the Republic of Tatarstan, Mari El Republic, Chuvash Republic, and the Ulyanovsk oblast, as well as discuss problems and prospects of interaction of universities with enterprises and organizations of these regions. Methods. For the study, I used the methods of logical and statistical analyses, and in-depth expert survey. Results. The article analyzes the state of regional labor markets, presents the results of the expert survey of labor market representatives and heads of the regional education system, and it defines possible ways of harmonizing the interaction of universities with the labor market. Conclusions. The article notes that although the number of employed with higher education is growing, at the same time there is a shortage of highly qualified personnel in certain professions, on the one hand, and unskilled workers, on the other. Also, the article says that the universities do not prepare the necessary for the regions specialists in a number of professions or they provide a set of competencies different from the requirements of the labor market, so it is necessary to form and develop effective directions of cooperation between educational institutions and employers.
