This article discusses the possibilities of self-regulation processes and control of physiological functions of the human body to restore the biochemical components of disturbances in various pathologies. The possibilities of research and forecasting of the functional state on the basis of the previously proposed methods and technical means of the functional state control by evaluating of physiological parameters in the operator activities were studied. Using the technology of research in operator activity and on the basis of the obtained data, the technique to control the functional state of human body at drug intake according to a diagnosis was developed. For this purpose a self-regulatory system with the afferent and efferent connections, proposed by P. K. Anokhin, was applied. The technical means are provided by an information feedback, which activates the efferent feed-back and gives possibility of control the functional state of the organism when receiving information in coded forms. In this article, the original is the drug dosage control depending on the state changes of the human body. To ensure information feedback and generating signals in coded forms, the physiological parameters depending on the diagnosis are registered. The results are compared with normalized values, which are stored in the memory unit. According to the obtained data, an image on the monitor, which is used as a source of information for the patient, is formed.

The effect of the models of information-control electroacoustic signals of the neuron «Neuron-1», «Neuron-2» and «Neuron-3» on the indicator of the type of self-regulation of blood circulation in the human body was determined. The information and control signals of the neuron modulated by hypoxia sessions have a stabilizing and normalizing effect on the indicator of the type of self-regulation of blood circulation. At the same time, the results of experiments show that the greatest effect of the action is possessed by «Neuroton-1» and «Neuroton-3».

In Russia, the reform of the regulatory guillotine is being implemented in the field of control and supervisory activity. It should result in a new regulatory system formed according to the principles specified in the key federal laws: «On state control (supervision) and municipal control in the Russian Federation» (Law on Control) and «On mandatory requirements in the Russian Federation» (Law on Mandatory Requirements) adopted in August 2020. In the field of industrial safety, this process was launched by the Decree of the Government of the Russian Federation № 1192, which will come into force on January 1, 2021. The main provisions are discussed in the article, which are related to the Law on Control and the Law on Mandatory Requirements. The Law on Control establishes the priority of preventive measures aimed at reducing the risk of causing harm in relation to the control activities, the grounds for carrying out control (supervisory) activities, the types of these activities in the forms of interaction with the controlled person and without such, the procedure for presentation of the results of control (supervisory) activity. The Law on Mandatory Requirements establishes that the provisions of regulatory legal acts should enter into force either from March 1 or September 1, but not earlier than 90 days after their official publication, and their validity period should not exceed 6 years. The drafts of regulatory legal acts developed by the federal executive bodies are subject to regulatory impact assessment. With a view to ensuring systematization of mandatory require ments, their register is kept. The federal executive body prepares a report on the achievement of the goals of mandatory requirements introduction. By January 1, 2021, 10 resolutions of the Government of the Russian Federation, 48 federal norms and rules in the field of industrial safety and 9 other regulatory legal acts of Rostechnadzor should be adopted. The drafts of all the documents are already prepared, some of the acts are completing the process of discussion and approval.

This article explores how a single-sex school for boys of color intentionally and unintentionally (re)defines masculinity through rules and rituals. The school’s mission posits that boys become men through developing three skills: selfregulation, self-awareness, and self-reflection. Drawing from qualitative research data, I examine how disciplinary practices prioritize boys’ ability to control their bodies and image, or “self-regulate.” When boys fail to self-regulate, they enter the punitive system. School staff describe self-regulation as integral to out-of-school success, but these practices may inadvertently reproduce negative labeling and control of black bodies. This article argues for school cultural practices that affirm, rather than deny, the benefits of boyhood.

The American approach to environmental regulation is characterized by fragmentation of responsibilities, primary reliance on command and control regulations, extraordinary complexity, a preference for identifiable standards, and heavy resort to litigation. This system has provided important benefits, including significant reduction of environmental contamination, substantial use of science in decision-making, broad participatory rights, and the stimulation of new treatment technologies. However, these gains have been achieved at excessive cost. Too much reliance is placed on command and control methods and especially on technology-based standards. There is too much resort to litigation, and inadequate input from science. Participatory rights are being undermined, and there is a poor allocation of decision-making among the federal agencies and the states. Over-regulation sometimes leads to under-regulation, and insufficient attention is given to the impact on small entities. The responsibility for these difficulties rests with everyone, including the federal agencies, the Congress, the general public and the courts. Changes in the regulatory system are needed. We should abandon the use of technology-based standards to control toxic substances under the Clean Water Act in favor of strong health- and environmentally based standards, coupled with taxes on toxic substances in wastewater.

In domestic and foreign practice, a great deal of experience has been accumulated in the creation of means for monitoring the functional state of the human body. The existing complexes mainly analyze the electrocardiogram, blood pressure and a number of other physiological parameters. Diagnostics is often based on formal statistical data which are not always correct due to the nonstationarity of bioprocesses and without taking into account their physical nature. An urgent task of monitoring the state of the cardiovascular system is the creation of effective algorithms for computer technologies to process biosignals based on nonlinear dynamic models of body systems since biosystems and bioprocesses have a nonlinear nature and fractal structure. The nervous and muscular systems of the heart, the vascular and bronchial systems of the human body are examples of such structures. The connection of body systems with their organization in the form of self-similar fractal structures with scaling close to the “golden ratio” makes it possible to diagnose them topically. It is possible to obtain detailed information about the state of the human body’s bio-networks for topical diagnostics on the basis of the wavelet analysis of biosignals (the so-called wavelet-introscopy). With the help of wavelet transform, it is possible to reveal the structure of biosystems and bioprocesses, as a picture of the lines of local extrema of wavelet diagrams of biosignals. Mathematical models and software for wavelet introscopy make it possible to extract additional information from biosignals about the state of biosystems. Early detection of latent forms of diseases using wavelet introscopy can shorten the cure time and reduce the consequences of disorders of the functional state of the body (FSO), and reduce the risk of disability. Taking into account the factors of organizing the body’s biosystems in the form of self-similar fractal structures with a scaling close to the “golden ratio” makes it possible to create a technique for topical diagnostics of the most important biosystems of the human body.
