The strategic goal of the state policy of the Russian Federation concerning education is to ensure the quality of functioning of additional professional education (APE) as means of social development, and in this regard, the creation of a modern system of continuous education, i.e. the implementation of the concept of lifelong learning. The solution of this problem is possible on the basis of the development and integration into the overall management system of the educational organization of the quality management system (QMS) of additional professional education, taking into account the specifics of this type of activity. The paper is proposed to develop the QMS of APE of higher education on the basis of a standard model of quality system proposed in 2006 by a consortium of representatives of educational institutions of secondary vocational and higher education of the Russian Federation. The creation of quality systems of educational organizations on the basis of the model of QMS of OO considered in the article, adapted to the specifics of APE will contribute to the creation of conditions for ensuring the quality of training of students of professional educational programs.

Background: Transport clustering, being a cooperation of enterprises of the same territory to consolidate resources to improve the quality of transport and logistics services, to improve the quality of infrastructure, to ensure the growth of transport accessibility of the territory, is one of the drivers of economic growth of the territory. Therefore, the question of forming a mechanism for creating a transport cluster (TС) is relevant, the first stage of which is the TLC model. Aim: creation of a structural and logical model of a transport and logistics cluster, the implementation of which will allow the creation of a TC in any territory with a high transport and transit potential. Methods: Based on the research, generalization and analysis of the works of domestic and foreign researchers in the field of transport clustering and regulations, laws and strategic documents, the definitions of the concepts of the components of the TLC were clarified, the main and auxiliary participants of the cluster were identified, their functional relationships were identified, the requirements for the infrastructure of the TC were determined, the effect of the activity of the TC for the participants and for the territory on which the cluster is located was revealed. Results: The result of the study is a structural and logical model of the transport cluster. Conclusions: The obtained structural and logical model of the transport cluster allows the development of transport clustering in the Russian Federation, since it is a universal tool for creating a TC for any territory with a high transport and transit potential

The article discusses the requirements of federal, industry and regional requirements for the number and qualifi cations of management and engineering personnel of civil engineering enterprises, which are caused by the ever-increasing requirements for the safe and high-quality construction work to ensure the safety of capital construction projects. The author summarizes and systematizes the requirements for the composition and quality of labor in construction, which are established today by civil, town planning and investment legislation of the Russian Federation, Professional standards approved by the Ministry of Labor of the Russian Federation, qualifi cation standards of NOSTROI, requirements for qualifi cation of engineering and technical specialists in construction, established by each self-regulatory organization in construction.

The article considers the legal and organizational aspects of the establishment of a national system of sanitary and epidemiological audit in the Russian Federation. There is described the experience of the functioning of sanitary audit in the republics of Belarus and Kazakhstan, examples of using audit in other spheres of supervision are given. It is shown that in the context of the administrative reform of the control and surveillance activities, the sanitary and epidemiological audit can partially replace the state planned control of low and moderate risks to human health, releasing the resources of the state authorities for overseeing high-risk objects. The creation of the system requires the normative consolidation of the registration procedure and the functioning of organizations with the right to implement activities in the field of sanitary and epidemiological audit, the development of rules for external control of audit services. It seems that the quality assurance in this area should be ensured by the Federal Service for Supervision of Consumer Rights Protection and Human Well-being in the Russian Federation, under whose auspices the national system can function. An important stage in the creation of a new tool for managing sanitary and epidemiological well-being is the development of a database structure and appropriate software to maintain auditor registers and audit reports. A separate task is to provide methodological and organizational support for the training of qualified personnel.

The paper analyzes the general approaches and terminology of the draft Concept of regulation of the professional legal assistance market, prepared by the Ministry of Justice of the Russian Federation. The text of the document published in October 2017 is analyzed in the context of the problem of the quality of professional legal assistance (services). The author analyzes the main approaches to solving the problem of the quality of legal assistance, which were consolidated in the document. The author analyses the use of the terms “effectiveness”, “activity”, “inactivity”, “professionalism”, “reasonableness”, “adherence to principles”, “timeliness”, “competence”, “qualification”, “efficiency”, “availability”, “fairness”, “quality” in the draft Concept of regulation of the market of professional legal assistance. In order to organize terminology work properly, it is necessary to identify and analyze legislative and corporate (advocacy) requirements for the procedure and results of legal assistance, which make it possible to establish features (criteria) of the quality of legal assistance and fix them in the form of appropriate terms and definitions in a special terminology system. The “quality problem” in the professional legal assistance market must be addressed through the prism of quality management approaches by creating organizational and legal systems (mechanisms, procedures) that ensure the implementation of the main functions of legal assistance quality management, which, in turn, can be ensured by the formation of a national system of professional legal assistance. The purpose of creating such a system should be to ensure the proper quality of qualified legal assistance provided in the market of professional legal assistance (services).

Рresents results of the self-activation the specialists’ (N=26) and secondary schools teachers (N=26), as well as orphans (N=50) and adolescents from families (N=50). The study was conducted during 2017 — 2018 years after the Resolution of the Russian Federation Government N 481 output about the orphan organizations activities, aimed at family life of children and the creation close to family conditions for orphans who are not transferred to the family for different reasons. It demanded of specialists engaged in orphans parenting to acquire such professional competencies that would contribute to the preparation for successful integration into society orphan graduates. These include the ability to self-activation. It’s demonstrated that parenting orphan adolescents specialists have less self-activating characteristics in comparison with secondary schools teachers. These differences are also typical for orphans with whom they work, in comparison with adolescents from families.

The article analyzes the problems of the manifestation of risks of shadow and criminal activity in the life support system of citizens of the Russian Federation, the dissemination of which requires the development of effective measures to prevent and eliminate them. The most important issue is the formation of an effective economic security system with an emphasis on the new quality of life support for citizens of the Russian Federation in an adequate combination with the high growth rate of NTP in the Russian economy. The new technological structure emerging from the new achievements of scientific and technological progress involves the harmonization of the pace of scientific and technological development, combined with an adequate improvement in the quality of life support for citizens performing such achievements. Owing to this fact formation of new quality of the housing and communal services (HCS) as bases of life support of citizens becomes a prerequisite of increase in performance and intellectualization of human work. With this in mind, early recognition, prevention and elimination of risks of shadow and criminal activities in the housing and communal services system (housing and communal services) is considered as a significant mechanism to increase the effectiveness of the system of comfortable life support for citizens of the Russian Federation. The existing lag in the development of a high-quality and comfortable system for providing citizens of Russia on the basis of housing and communal services, the subject of which is the provision of quality and comfortable services, influenced by numerous risks of shadow and criminal influence, becomes a condition for intensifying economic development and increasing labor productivity on this basis. The need to develop and use modern scientific and technical achievements, especially in the field of digitalization, is emphasized in order to increase the efficiency of the economic security system of housing and communal services organizations based on innovative control mechanisms - internal control, audit, compliance control, taking into account financial investigations in order to prevent and eliminate the risks of shadow and criminal activities in the housing and communal services system.

Subject. The article addresses the public health in the Russian Federation and Israel. Objectives. The focus is on researching the state of public health in Russia and Israel, using the Global Burden of Disease (GBD) project methodology, identifying problem areas and searching for possible ways to improve the quality of health of the Russian population based on the experience of Israel. Methods. The study draws on the ideology of the GBD project, which is based on the Disability-Adjusted Life-Year (DALY) metric. Results. The paper reveals the main causes of DALY losses and important risk factors for cancer for Russia and Israel. The findings show that the total DALY losses for Russia exceed Israeli values. The same is true for cancer diseases. Conclusions. Activities in Israel aimed at improving the quality of public health, the effectiveness of which has been proven, can serve as practical recommendations for Russia. The method of analysis, using the ideology of the GBD project, can be used as a tool for quantitative and comparative assessment of the public health.

The existing legislation determines the education as "an integral and focused process of teaching and upbringing, which represents a socially important value and shall be implemented so as to meet the interests of the individual, the family, the society and the state". However, even in this part, the meaning of the notion ‘socially significant benefit is not specified and allows for a wide range of interpretation [2]. Yet the more inconcrete is the answer to the question – "who and how should determine the interests of the individual, the family and even the state?" The national doctrine of education in the Russian Federation, which determined the goals of teaching and upbringing, the ways to attain them by means of the state policy regulating the field of education, the target achievements of the development of the educational system for the period up to 2025, approved by the Decree of the Government of the Russian Federation of October 4, 2000 #751, was abrogated by the Decree of the Government of the Russian Federation of March 29, 2014 #245 [7]. The new doctrine has not been developed so far. The RAE Academician A.B. Khutorsky believes that the absence of the national doctrine of education presents a threat to national security and a violation of the right of citizens to quality education. Accordingly, the teacher has to solve the problem of achieving the harmony of interests of the individual, the family, the society and the government on their own, which, however, judging by the officially published results, is the task that exceeds the abilities of the participants of the educational process.  The particular concern about the results of the patriotic upbringing served as a basis for the legislative initiative of the RF President V. V. Putin, who introduced the project of an amendment to the Law of RF "About Education of the Russian Federation" to the State Duma in 2020, regarding the quality of patriotic upbringing [3]. Patriotism, considered by the President of RF V. V. Putin as the only possible idea to unite the nation is "THE FEELING OF LOVE OF THE MOTHERLAND" and the readiness for every sacrifice and heroic deed for the sake of the interests of your Motherland. However, the practicing educators experience shortfalls in efficient methodologies of patriotic upbringing, which should let them bring up citizens, loving their Motherland more than themselves. The article is dedicated to solution to this problem based on the Value-sense paradigm of upbringing educational dynasty of the Kurbatovs [15].

The article presents analysis of modern laboratory technologies and requirements for the quality of laboratory tests in the Russian Federation. Basic rules that improve the quality of laboratory tests at the preanalytical, analytical and postanalytical stage are studied on the example of tests in the Laboratory Hemotest. The optimal list of laboratory tests used in the practice of a general practitioner and organizational options for performing laboratory tests, the features of the process that affect the speed of obtaining a result by a doctor in an outpatient setting and in hospital, are presented.
