This article discusses the main problems and issues of professional and psychological suitability in the system of the Ministry of Internal Affairs of the Republic of Tajikistan. The analysis of the existing scientific literature was carried out, and also the author's recommendations were formulated to improve the professional training and professional suitability of the employees of the Ministry of Internal Affairs. Along with the professional training of police officers, their psychological qualities also play a decisive role in ensuring efficiency in operational-search activities. The quality and effectiveness of the implementation of operational-search activities, then its level directly depends on the psychological characteristics of the operative and his professional training. It should be noted that scientifically grounded conclusions about the professional and psychological suitability of employees can only be achieved with the help of high-quality and correct psychological diagnostics, that is, using psychometric methods. The basis for the survey of professional and psychological suitability, the procedure, procedure, conditions and terms of the survey, cases of re-examination are determined by regulatory legal acts. Consequently, the research and scientifically grounded measures to determine professional suitability in the internal affairs bodies of the Republic of Tajikistan are relevant, and the scientifically grounded results obtained as a result of our research can be used to further improve the professional and psychological selection to the law enforcement agencies of the country.

The article deals with defining directions for improving the training of specialists for pre-trial investigation bodies of the National Police. Every year, more demanding demands are placed on law enforcement activities of state bodies, in particular the National Police, which in turn requires an increase in the amount of knowledge required by police officers. Increasing the intellectual level of criminals, using offenders more sophisticated methods and means of committing offenses, careful training, masking criminal acts require adequate response of law enforcement agencies, which in turn requires appropriate training of Interior Ministry employees. An analysis of the publications which initiated the solution of this problem showed that today there is a lack of thorough research on the directions of improving the training of specialists for the bodies of pre-trial investigation of the National Police, which determines the relevance of the investigated problems. At present, within the structure of higher education institutions of the Ministry of Internal Affairs of Ukraine, the specialization of training police officers is focused only on the process of training police officers of criminal police (Dnipropetrovsk State University of Internal Affairs - financial and economic security; Odessa State University of Internal Affairs - units of counteraction etc.). In turn, the process of training specialists for pre-trial investigation bodies does not have such an extensive system of training areas. As a result of the conducted research, it is concluded that there is an urgent need to improve the training of specialists for pre-trial investigation bodies of the National Police. The main directions for improving the training of specialists for the pre-trial investigation bodies of the National Police should be: 1) increasing the requirements for the quality of legal education and professional training of future employees of investigative units; 2) introduction of training of experts for pre-trial investigation bodies according to the profiles assigned by the Ministry of Internal Affairs of Ukraine; 3) introduction of an effective model of conducting binary classes with the involvement of experienced staff of pre-trial investigation bodies in the process of training specialists for such bodies.

The concept of “forensic characteristics of crimes” has long been among the basic concepts of forensic theory and practice. The content of this concept is a systematic set of data about the crime, elements of its composition that are relevant for the identification and exposure of the perpetrator – the location, time, method, traces of the crime, and other circumstances of the subject of evidence, as well as related facts. Particularly serious criminal offenses represent one of the most difficult categories of crimes in terms of their detection and investigation. Often this is due to miscalculations and mistakes in the conduct of primary investigative and search operations, the lack of adaptation of existing private forensic techniques to the realities of modern crime in this field. Most often, the primary measures to identify the perpetrators of the murder of a person are haphazard in nature, conducted without involving the entire arsenal of tactical and criminalistic tools. Sometimes this leads to the loss of the necessary evidence and the lack of efficiency of the enormous amount of work. Detection of certain traces at the scene of the murder, their subsequent fixation, and seizure contribute to the emergence of possible forensic versions, as well as with their help it is possible to distinguish the key signs of the murders committed and consider the evidenced evidence in a specific context. The traces allow us to draw conclusions about the nature, motives, and mechanism of the criminal offense, the identity of the offender, his characteristic physical and psychological characteristics, which are extremely important in the investigation of the killings. Murders committed by convicts in prisons, like any other, cannot be committed without a trace, ie they leave behind in the environment as traces. Which is direct evidence when investigating such a category of crimes. Analyzing the scientific literature and taking into account the practice of law enforcement agencies, the concepts of traces, bases of classification, differentiation of concepts “trace picture”, “typical trace picture”, “typical traces”, division of trace pictures into groups of traces were investigated and revealed. The article is devoted to the study and comparative analysis of the protective mechanisms of the personality of employees of the internal affairs bodies of the Russian Federation and the Republic of Tajikistan. Service in law enforcement agencies is often associated with increased responsibility, high mental and physical overload, work in extreme conditions, all this contributes to the fact that during the course of their work, employees develop constructive or destructive protective mechanisms of the psyche. Activities in law enforcement agencies require a person to have high professional qualities, moral and value beliefs, and psychological stability. Different CIS countries have their own legislation, requirements that differ from each other, but the law enforcement agencies of almost all countries of the world have one thing in common - this is the prevention, prevention and suppression of offenses and crimes. Service in law enforcement agencies is often associated with increased responsibility, high mental and physical overload, work in extreme conditions, all this contributes to the fact that during the course of their work, employees develop constructive or destructive protective mechanisms of the psyche. The results of the study of the protective mechanisms of employees of the internal affairs bodies of the Russian Federation and the Republic of Tajikistan are presented. The study involved 100 employees, 50 people - representatives of Russia, 50 people - representatives of Tajikistan. The staff members who participated in the study occupy different positions in their countries. The respondents' defense mechanisms were studied using the Plutchik-Kellerman-Conte's Life Style Index questionnaire, which is favorably distinguished by its relative simplicity and high information content. The empirical data that were obtained during the study were subjected to mathematical analysis.

Currently, corruption has affected all spheres of public life, including healthcare, education, and law enforcement agencies. Employees of the internal affairs bodies face various manifestations of corruption temptations on a daily basis. In our opinion, in order to successfully combat corruption manifestations in the police, it is necessary to form anticorruption behavior of employees of internal affairs bodies. The analysis of scientific works has shown that at present, the criteria-diagnostic apparatus for the formation of anticorruption behavior of employees of internal affairs bodies is not represented in pedagogical research. In this regard, the purpose of our study is to analyze the criteria for the formation of anti-corruption behavior of employees of internal affairs bodies and to determine the m ethods of their diagnosis, as well as to generate the levels of formation of anti-corruption behavior of police officers and their characteristics. In the study, we used the following basic methods-operations: induction, deduction, synthesis, analysis, analogy. In the course of the study, we identified the criteria for the formation of anti-corruption behavior of employees of internal affairs bodies, determined the indicators of criteria and methods of their diagnosis. Also, the levels of formation of anti-corruption behavior were generated and the criteria - diagnostic formation of anti-corruption behavior of employees of internal affairs bodies was synthesized.

Researched is the problem of professional training of persons, recruited for the first time in the internal affairs bodies as prerequisite for provision of the law enforcement system with competent personnel, who qualitatively fulfill their duties to ensure protection of rights, freedoms and legitimate interests of citizens. That’s why the training of persons, recruited for the first time in the internal affairs bodies, is of paramount importance for the state. At the same time, the process of training police officers in departmental university has a number of specific features that distinguish it from training in educational organizations of civilian profile, incl. indivisibility of teaching and service, as well as orientation towards diligence and discipline. The purpose of this study was to analyze the process of vocational training of persons first recruited into service of internal organs, from the point of view of using elements of basic methodological concepts known to pedagogical science. As a result of the analysis, it can be argued, that methodological basis for training law enforcement specialists is largely eclectic and combines, to one degree or another, features of all the basic concepts. And although the system of vocational training for persons first recruited into service of internal affairs bodies is built quite clearly and in many ways effective, it still lacks flexibility and adaptability to dynamic changes in external environment.

Introduction. The article examines the results of the study of the problem of professional training of police officers (militia) in the historical and pedagogical aspect.Materials and Methods. The study is based on an analysis of various sources: regulatory legal acts of different years, dissertation research, scientific articles, memoirs of leaders and officers of the police (militia), historical periodicals, monographs. The leading methods were: periodization method, comparative-historical method, logical-historical analysis of sources.Results. The analysis of historical sources made it possible to identify the reasons and conditions that had a qualitative impact on the formation and development of the system of departmental education of the police (militia): political, economic, social, cultural, operational and service. The interdependence of the conditions noted made it possible to determine four historical stages in the formation and development of professional education of the police (militia): the first stage (I quarter of the 18th - I half of the 19th centuries), the second stage (II half of the 19th – the beginning of the 20th centuries), the third stage (the beginning of the 20th – the beginning of the XXI centuries), the fourth stage (2011 – present). Each historical stage is determined by the socio-economic and political conditions for the development of the Ministry of Internal Affairs of Russia as a state law enforcement agency, characterized by certain professional requirements for the personality of a policeman (policeman), and the directions of development of departmental education of the Ministry of Internal Affairs of Russia.Discussion and Conclusions. Based on the historical analysis, it is concluded that the modern development of departmental education of the Ministry of Internal Affairs of Russia has retained the essence of the historical concept of law enforcement training and education.Scientific novelty. The paper presents the results of the historical and pedagogical analysis of the development of the system of departmental law enforcement education, identifies the stages of development of this system, taking into account the requirements put forward for the professional and personal qualities of a police officer in different historical eras; features of vocational training, including in the system of additional vocational education; educational and target tasks implemented in the process of teaching and upbringing. The proposed description of the stages allows us to correlate the historical aspects of the formation of professional training of police officers with the modern goals and objectives of vocational education; the requirements put forward for the professional and personal qualities of the employees of the Ministry of Internal Affairs of Russia, as well as determine the further prospects for the development of this system.Practical significance. The results of the study can be used in the professional training of future bachelors, specialists of the Ministry of Internal Affairs of Russia, in teaching educational disciplines of a pedagogical and legal profile, in the development of methodological materials for advanced training and retraining courses for police personnel, in carrying out activities in extracurricular activities (scientific circles).

The article describes the stage-by-stage implementation of the program of psychological support of cadets and students, as well as employees, first hired, during the period of professional training in educational institutions of the Ministry of internal Affairs of Russia. The content of the program is revealed through a set of measures of psychological work, which includes: the initial stage of professional training; adaptation of students to the conditions of training and career; development of personal and professional qualities; psychological preparation for independent performance of official duties. In conclusion, the author emphasizes the importance of the historical, organizational and methodological analysis carried out in the first part of the article, due to the need to search for promising models of the organization and functioning of psychological work units in educational organizations in order to train highly qualified specialists of law enforcement agencies.

Currently, the prevention of family and domestic offenses is one of the priority areas of activity of the Ministry of Internal Affairs of the Russian Federation. Poor-quality and untimely response of police officers to this type of offense, as well as heinous crimes, garnered media coverage, preceded by family conflicts, create a negative public opinion about the activities of the police and the state as a whole. This work deals with the improvement of the effectiveness of the work carried out by the internal affairs bodies to prevent and suppress the facts of family and domestic conflicts, including those accompanied by the violence against children and women. Within the framework of the research, the authors pay special attention to the concept of family and domestic offenses, the analysis of the causes and conditions of the occurrence of family and domestic offenses, legal foundations of regulating the liability in the sphere of family and domestic conflicts according to the laws of the constituent entities of the Russian Federation. The authors analyzed the main directions of prevention of domestic crimes and administrative violations by district police officers, identified tactical aspects of work with people registered with law enforcement agencies when executing preventive patrolling in an administrative area. The paper proposes a mechanism of involvement of the public and specific categories of citizens in the assistance to law enforcement agencies to timely domestic violations detection and suppression. Following the analysis, the authors conclude that the insurance of effective work on the eradication of considered negative social phenomenon is the patrolling in an administrative area, preventive conversations based on the study of a psychological maker of persons, their past, and basic personality characteristics, as well as on the awareness of their immediate environment and relations carrying both positive and negative connotation. The study shows that the issues of protection of family members’ life and health against offenses should be solved holistically, in cooperation with other agencies and institutes of civil society.
