The article considers approaches to assessing the quality of additional professional programs (APP), including in the framework of the concepts of effectiveness and relevance. The problem of timely software update and confirmation of their quality is considered from the standpoint of modern legislation in the field of continuing professional education (CPE). Quality education is presented as a key feature of the system of additional professional education. the validity of introducing the concept of "comprehensive monitoring" is displayed, internal and external factors of CPE /APP quality are revealed. Components of quality management: compliance with APP regulations and needs of students and employers; qualified teachers, quality of APP, teaching materials and facilities allowing to implement innovative technologies and learning path; quality and management efficiency. additional professional education portal is analyzed From the point of view of new approaches to the creation of a modern APP bank. the importance of the institutional model of CPE quality assurance is Substantiated.

The purpose of the article is to consider the competence capabilities of MFC specialists that require structuring in a professional standard, aimed at increasing satisfaction with the implemented policy of providing public services to the population. The article focuses on the results of a survey of MFC employees, aimed at determining the factors that, according to respondents, form the professional standard of a specialist in a multifunctional center. The authors believe that structuring of a professional standard can act as an innovative mechanism for shaping public opinion in politics. Public opinion, aimed at assessing the quality of interaction with the authorities and the provision of services to the population, can not only reflect the massive satisfaction of the needs of the population, but also take into account the point of view of the current employees of multifunctional centers. Using the self-assessment methodology in the context of an “inside look”, MFC specialists objectively assess their own competence capabilities; identify professional problems, gaps, weaknesses, which should be addressed by additional professional education. In the first part of the article, the authors analyze various mechanisms for shaping public opinion that are often used in modern political science. The second part of the article presents the results of a survey of current MFC employees. Based on the analysis of the survey results, the criteria for the professional standard of an MFC specialist were formed, which include: 1) awareness, that is, understanding the need to implement a professional standard; 2) the range of the most significant competencies of an MFC specialist; 3) a system of individual and personal qualities that form the professional efficiency of employees.

In the article actuality of research of questions of reformation is certain in the system of higher education, including from the point of view of improvement of modern principles of teaching of graphic disciplines creation of that assists forming of professional graphic competence students of architectural specialties. The forward process of improvement of educational activity produces new requirements to educating, in particular to his quality constituent, in this connection there is a necessity of development of mechanisms of the permanent monitoring of progress. The European model of education on the nearest future plugs in itself one of directions beginning such type of educating, that is characterized the considerable volume of independent work and active bringing in of students of creative specialties to the real projects, already from the first course, that it is impossible without steady skills individual graphic competence. In the last few years the circle of tasks that can be decided by graphic methods broadened, from meaningfulness of graphic disciplines that mortgage bases of the spatial thinking is accordingly enhance able therefore. The aim of our study is to analyze and summarize the results of experiments on the effect of quality of graphic competence of students which contributes to the effectiveness of their professional development. Long-term practice of teaching and exchange of experience in the methodology of graphic disciplines has shown that the formation of professional competence is impossible without a thorough study of the foundations of graphic literacy, whose essence lies in the study of the discipline Descriptive Geometry. Graphic education is a process, which leads to student’s gaining knowledge and skills of work with graphical information. The development of the ability to correctly perceive, create, store and transmit different graphical information about objects, processes and phenomena is the task of graphic training of professional education. Professional knowledge is objective necessary knowledge and abilities that is highly sought by future practical activity.

One of the main problems of contemporary pedagogy is the necessity to consider pedagogical compatibility from an ideological point of view. It dictates to study the problem of interaction between the teacher and the learner, affect one another's physical and psychological health, and maintaining one another's health in the pedagogical process. The article is based on the results of our questionnaire surveys, conversations among teachers, students, and their parents. The surveys revealed that in some schools still persists the teacher’s authoritarianism and intolerance towards pupils. While organizing the pedagogical process, only a small part of teachers emphasized the health requirements of the lesson, most of them did not pay attention to the problem of pedagogical compatibility, in particular, the process of interaction between the student and teacher was not considered from the point of view of the health of both. However, the majority of teachers realize that the quality of their pupils' education, the effectiveness of their work, the motivation of children towards education, ensuring their creativity and safety at school largely depend on it.   Thus, the question was raised that in the processes of professional education and advanced training of teachers to seriously discuss this problem and provide relevant pieces of knowledge and competencies to the beneficiaries. All of this has prompted the need to enrich the theory of the term “Pedagogical compatibility” and develop a methodological system for its practical implementation. The article defines the essence of the new term “Pedagogical compatibility for health protection”. The principles, methods, the pedagogical conditions necessary for its implementation, the model of competencies the teacher needs in this field are presented.

Experimental analysis related to main aspects of axiological content of higher school teacher�s continuous education has been presented in this paper. The author has formulated main pedagogical conditions, allowing increase professional education�s efficiency. Aspect analysis related to axiological bases of higher school teacher�s professional activity system has been carried out in this paper. The higher school teachers pay the greatest attention to quality of future professionals� knowledge and abilities. Respondents� understanding of importance of training and educational component in professional teacher�s activity structure is also high respectively. From this point of view in the paper have been reflected such research directions as a problem related to development of pedagogical ensuring of higher school teacher�s continuous education, character of axiological prerequisites allowing the teacher to design by education means his own professional picture of the world. Parameters defining profession�s attraction, professionalizing efficiency and higher school teacher�s professional satisfaction in system of his relations with himself, the world and other people have been emphasized.

The article presents the results of applied research carried out at the Moscow Institute of open education, the leader in the system of continuous pedagogical education of the region.The study is relevant due to the fact that under the new legislation, the additional professional education has no Federal State standards, no Federal State requirements; and the State accreditation of the programs has been abolished.The article presents data of the internal integrated monitoring of the quality of existing programs of additional professional education of teachers, internal requirements for such programs, the procedure and results of internal expertise of newly established programs. The research is intended to become the basis of regional standards of quality programs of additional professional education of teachers. The study answers social, professional, and personal demands; it is aimed at creation of competitive programs in the system of additional professional education in the context of transition to the competence-based education paradigm.

Discussed is the problem of achieving the required quality of professional education from the point of view of implementing a systematic approach: goals, tasks, processes. Shown the importance of the correct formulation of goals and objectives in the curricula, which have become available on the websites of universities. Their formulation helps the teacher to correctly build the learning process. Examples of structuring the goals of studying educational material are given. Shown the advantages of the integrated educational process carried out by the project team — the scientific and methodological council for the specialty. Attention is paid to the need for teachers to demonstrate their leadership qualities.

The article reflects the main stages of the formation of additional professional education. The authors analyze Russian and foreign scientific works, provide normative legal sources, and reveal the role of education as an element of continuous adult education. The article evaluates the current socioeconomic conditions for the reproduction of the professional educational potential of the society, using the example of the organization of professional education by employees of the penal system, as well as monitoring the quality of educational services provided in the Russian State Social University, according to the results of which the authors identified the need to develop new approaches to assessing the quality of additional professional programs. Based on the results of the study, the authors propose to optimize the system of additional professional education by improving the regulatory framework and requirements for the structure and content of programs.

The article is devoted to the coverage of socio-psychological methods that contribute to ensuring the quality of education in the system of vocational training of future professionals in the medical field. The examples illustrate several types of methods that allow to achieve the effectiveness of this process, analyze the main directions of implementation of these methods in the process of training. It is noted that one of the key problems of professional education is the provision of optimal psychological conditions for their personal inclusion in the process of learning, where it is possible to distinguish internal and external factors affecting the quality and effectiveness of education. Internal factors include the system of values, motivation, individual-psychological age characteristics, the level of development of cognitive processes of the student’s personality. External factors include: 1) the circumstances of the student’s life and activities; 2) psychological and pedagogical conditions of the educational process; 3) socio-psychological conditions of the educational process; 4) used educational technologies. The article analyzes traditional and active teaching methods. The study emphasizes the need for systematic introduction of social and psychological methods, use of new forms, updating of content, means, principles and methods of training in the educational process of institutions of higher education in order to improve the quality of professional training of future specialists in the medical field.

Forensic experts’ primary and additional professional education does not include such a subject as logic. At the same time, knowledge of logic is crucial at all stages of the examination process. Filling this gap, the authors of this article reveal the content of the fundamental laws of logic and demonstrate their role in the cognitive activity of knowledgeable persons who implement their specialized (primarily construction and technical) knowledge in court proceedings. This paper deals successively with such laws of logic as the law of identity, the law of contradiction, the law of the excluded middle, the law of sufficient reason, the law of double negation, Clavius’s law, the law of contraposition, and laws of division (the dichotomy of logic) concerning various investigative and forensic situations. The projection of these laws of logic on the intellectual operations performed by experts will allow, from the authors’ point of view, to give the process of forensic examinations greater clarity and consistency, which, ultimately, should ensure an increase in its efficiency and quality of results. Logically verified approaches to work will also reduce time and financial costs.

В статье рассмотрена деятельность профессиональных образовательных организаций с точки зрения информационного, нормативно-правового, методического, дидактического и кадрового обеспечения. Происходящие изменения в системе образования России определяют необходимость обновления системы подготовки рабочих кадров. Глобализация предопределила повышение требований к качеству образовательных услуг, поиск средств и создание условий внедрения инновационных образовательных технологий, способных повысить эффективность подготовки персонала. Более того, возникают новые вызовы для управленцев образовательных организаций, от которых требуется постоянное включение в процесс модернизации и инновационной деятельности для развития профессиональных образовательных организаций и подготовки будущих специалистов. С постоянно возникающими вызовами в сфере профессионального образования способны справиться учебно-методические объединения, созданные специально для развития информационного и учебно-методического обеспечения организаций профессионального образования. К области их непосредственной деятельности относится разработка и внедрение инновационных педагогических программных средств, формирование и регулярное обновление единой структурированной базы данных, актуальной документации по разработке Федеральных государственных образовательных стандартов среднего профессионального образования, примерных основных образовательных программ и связанных с ними нормативных и методических документов. The article considers the activities of professional educational organizations from the point of view of information, regulatory, methodological, didactic and personnel support. The ongoing changes in the Russian education system determine the need to update the system of training of workers. Globalization has determined the increase in requirements for the quality of educational services, the search for funds and the creation of conditions for the introduction of innovative educational technologies that can increase the effectiveness of staff training. Moreover, new challenges arise for the managers of educational organizations, who are required to be constantly included in the process of modernization and innovation in order to develop professional educational organizations and train future specialists. Educational and methodological associations created specifically for the development of information and educational and methodological support of professional education organizations are able to cope with constantly emerging challenges in the field of vocational education. Their direct activities include the development and implementation of innovative pedagogical software, the formation and regular updating of a single structured database, current documentation for the development of federal state educational standards for secondary vocational education, exemplary basic educational programs and related regulatory and methodological documents.
