Strategic Planning of Human Capital Development in Industrial Enterprises

Relevance of the subject matter is caused by the demand of the modern society for high quality workforce, the personneltosolve the tasks of industry and production development particularly in the Republic of Kazakhstan. Therewith, if in the era of industrialization the demand for “gun hands” was high, while the engineering personnel was not so demanded, then in the modern period the need for qualified personnel capable of solving complicated and often unusual tasks is significantly increasing. The demand for semi-skilled employees decreases because of development of the technologies and labor means replacing human workforce. Knowledge, skillsand competences of employees, necessary for modern production sector, become an important factor of the industry. It happens due to the fact that such knowledge, skillsand competences a recurrently required not only from engineeringemployees, manager sand office-management personnel, but also from the employees who should be able to work with the modern equipment by modern technologies. Objective of the Study: The objective of the paper is to study the formation of human capital assets, strategic planning of human capital assets at the modern industrial enterprises of Kazakhstan. Methods of the Study: The leading method for studying the subject matter is strategic analysis(according to the data of the KazStat (RK statistical agency) and other strategic data), as well as selective questionnaires (poll) of the heads of the enterprises. Results of the Study: This paper represents the main approaches to the notion of “human capital assets”. It has been defined that it is a potential of enterprise, i.e. the capacity of the work force to solve both the current and perspective tasks connected with the development. Practical Significance: The materials of the paperrepresent practical value for the industrial enterprises of both Kazakhstan and other countries on the part of the activities connected with personnel management.

The study investigates the influence of financial development on foreign trade in transitional economies using panel data (1994–2014). Although empirical studies on the impact of financial development on foreign trade are available, none of them that the authors are aware of attempted to explore the subject matter in the context of transitional economies. None attempted to investigate if human capital development is a channel through which financial development influences foreign trade or international trade. Under fixed effects, financial development was found to have a non‑significant positive influence on foreign trade, while the random effects approach shows a significant positive relationship running from financial development towards foreign trade. The findings resonate with the majority of the literature on the subject. However, pooled ordinary least squares (OLS) shows that financial development had a significant negative influence on foreign trade. Under both fixed and random effects, human capital development was found to be a channel through which financial development had a significant positive effect on foreign trade. The results are in line with Patrick’s (1966) argument that foreign trade is quickened by high levels of human capital and financial development. The implication of the study is that transitional authorities should develop and implement human capital development enhancement policies in order to enable financial development to have a significant positive effect on foreign trade. In contrast to the available literature, human capital development was found to have had a significant negative impact on foreign trade under the OLS approach. Future studies on the subject matter should address the endogeneity concerns and the dynamic characteristics of the foreign trade data.

Studies of factors of sustainable economic development in modern conditions are highly relevant for Russia due to the constant increase and tightening of sanctions restrictions. They have a negative impact on the introduction of innovative developments and economic growth, and reduce the competitiveness of Russian enterprises and their products on world markets. Human capital can become one of the key factors for countering sanctions restrictions, improving the efficiency of economic development and gaining additional competitive advantages for domestic enterprises and the economy as a whole. Assessing the impact of human capital on the sustainable development of the economy is difficult, since it is one of the specific forms of capital. When making appropriate measurements, economic scientists rely on a number of developed theoretical methods and practical tools that support them, which allow us to obtain fairly accurate values of the human capital development index (HDI) based on statistical data. First of all, this is the current UN methodology for calculating the HDI indicator, as well as modern software systems OriginPro-8.6 and Eviews-10.0, which have sufficiently advanced functionality for performing calculations. Russia today has all the necessary prerequisites and opportunities for progressive social and economic development. However, the formation of econometric models will help to timely determine the current and forecast values of the level of human capital development for individual enterprises, industries, and the country’s economy as a whole. This paper shows the practical application of the econometric tools of all the above approaches to obtain the calculated values of the HDI indicator for different time periods and different scenarios for the development of the Russian economy. The results obtained confirmed the high practical significance of the tools used and the acceptable accuracy of the calculations. However, the current and forecast values of the level of human capital development alone will not be able to ensure the effective development of the Russian economy. On the contrary, the effective use of human capital in the implementation of import substitution strategies and national projects will allow our country to become one of the world’s leading economic development countries.

It is like a circle, using business to build social integration and using social integration to increase competitiveness in the labour market for the Albanian ethnic immigrant minorities, increasing as well their human capital capacities, especially bridging transnational on domestic products and brands in order to make it easier for those to internationalize. Consequently, it will valorise their social position in the societies they live and work.This paper addresses and analysis, as well as evaluates the role entrepreneurship has on the social development and social integration of the ethnic immigrant minorities and the increase of their attractiveness in the international labour market.The paper addresses also the reasons and factors impacting the emerging of ethnic immigrant entrepreneurship worldwide and in EU. It analyzes their role on the world entrepreneurship and economic system, the actual situation of ethnic immigrant minorities, their social networks and organizations emerged due to their role as a new force and human capital in these markets. In this framework, being a transnational bridge on the internationalization of their home country products and culture, the Albanian ethnic immigrant entrepreneurship, as the main focus group of this study, can increase its possibilities to be more competitive in the labour market.Economic integration induces immigrants to increase contacts and be part of economic networks and  social networks too, as well as improve, as a necessity deriving from the economic competition, their human capital capacities and capabilities getting use of international labour market. Considering economic and human capital development we will measure their impact on the social welfare and integration of the ethnic immigrant minority groups in the modern society (Albanians in Province of Milan, Italy).

Formulation of the problem. Effective management of the competitiveness of the agro-industrial complex of the Komi Republic is a way to improve the main parameters of economic activity. The purpose of the study is to improve the mechanism for managing the competitiveness of agro-industrial enterprises. The subject is the deployment of a scientific approach to solving key tasks and goals for stable development of the agro-industrial complex of the region. Research methods. The paper uses analysis and synthesis, complex-system approach, scientific abstraction, historical and logical methods, methods of operations research, generalization, and observations. The hypothesis of the study is that progressive principles can improve the efficiency of managing the competitiveness of the agro-industrial complex. Presentation of the main material. The focus is put on increasing financial resources and ensuring regular modernization of agricultural enterprises in the region, the formation of innovative marketing. The originality and practical significance lie in the correct combination of production and market areas, solution of their problems in a single context, but with different degrees of detail. Conclusions. The main conclusion is that the applied system-integrated approach to managing the competitiveness of the agro-industrial complex requires a combination of multidimensional tasks.

The subject of the study is the conceptual, theoretical, methodological and applied provisions of state regulation of development and reproduction of human capital for the national economic system management. Methodology. General scientific methods were used in the research process. The method of comparison was used for generalizing the approaches of different researchers on the main dominants of development and reproduction of human capital. Analysis was used to determine the quantitative and qualitative parameters of the dominants of human capital. Syn-thesis was used to determine the methodological principles of labour market regula-tion and human capital development. Induction and deduction were used for deter-mining approaches to the main dominants of human capital. The aim of the article is to generalize various approaches to the main dominants of development and reproduction of human capital on different bases and purposes, to develop a modern theoretical basis for the development of human capital in the country’s economy. The results of the study have shown that to ensure the effectiveness of state regulation of the development and reproduction of human capital, it is necessary to create an appropriate social environment and conditions that promote the fullest use of knowledge and intellectual, creative potential of individuals. Conclusion. The composition of the bases and goals of the dominants of development and reproduction of human capital in Ukraine, in contrast to the existing one, should include labour market regulation policy, national model of combating unemployment, working capacity, cost of human capital and human development index. This will ensure investment, development and human capital management in Ukraine. Analysis of the methodological principles of labor market regulation and human capital development of the European Union and Ukraine, and problems of human capital development in Ukraine allowed us to conclude that they differ significantly. Their difference is explained by different levels of economic and social situation of countries and other factors, in particular the low speed of dissemination and implementation of progressive results of investment in education and science. The practical significance lies in increasing the scientific substantiation of theoretical provisions and practical measures to ensure the mechanism of state regulation of development and reproduction of human capital is in accordance with transformational changes in social relations and market conditions, processes of globalization.

The article observes some aspects of strategic planning and prognostication in the context of increasing effectiveness of the Russian Federation international activity. The author examines main reasons for drawing attention to the subject of strategic planning at post-soviet planning. In this connection, the author takes up some practical works of the leading western countries. The focus is on practical significance of the legislative basis, which has been created in the Russian Federation. This legislative has given for the Russian Ministry for Foreign Affairs ability to work up its own system of long-distance planning, monitoring and prognostication. The article contains some proposals toward improving the mechanism of strategic planning in the interests of Russian international policy.

Problem setting. The theoretical and practical significance of the subject of contract result in the need of studying this issue in the context of the corporate agreement, especially in the terms of its concise and incomplete regulation. Analysis of recent researches and publications. V.A. Vasilieva, Yu.M. Zhornokyi, M.M. Sigidin, K.O. Ryabova, D.V. Lomakin, M.V. Trubina, V.G. Borodkin, M.S. Varyushin and others have been researched the subject of corporate agreements. Theirs scientific minds formed the basis of this research, but in the conditions of the corporate law revision, the relevance of this study is obvious. The purpose of the article is to identify the subject of corporate agreements based on a critical understanding of fundamental doctrinal and legislative principles of its definition. Article’s main body. Formalization of corporate agreements in Ukraine led to the studying of its subject matter at higher level and gave the possibility of systematizing the basic, constitutional considerations of such subject. Thus, at legislative level the corporate contract subject definition should (a) stand with organizational nature of the corporate agreement as the economic agreement; (b) define widely the object of obligations what is such agreement about - participation rights; (c) indicate the active or passive nature of the mutually agreed activities what are subject of the corporate agreement; (d) provide a broad approach to the increase the nature of the actions to be established - the development of an organization (including management, control). Conclusions and prospects for the development. Based on the research, the subject of corporate agreement should defined as mutually agreed procedure and peculiarities of realization of corporate and other rights of members of the company or abstaining from its realization and fulfillment of obligations during organization of activity of the company

The article examines the stereotypes associated with the already existing and well - established gender roles in modern society- the distribution of certain official duties between persons of different sexes. The analysis of distinctive features of male and female management styles is given. The author notes that despite the existence of the job description, according to which the head performs his functions, his style of work always bears a unique imprint of his personality. The research urgency is caused by the fact that the study of the dependence of the management style of the head of the police Department from its gender features will formulate ways to improve the management efficiency of the heads of the police Department. The object of the study is the management styles of the heads of the Department of Internal Affairs. The subject of the study is the influence of the gender characteristics of the heads of the Department of Internal Affairs on the choice of management style. Research methods: analysis and systematization of scientific and psychological literature on the subject of research; general scientific methods of cognition (theoretical analysis, generalization, synthesis); monitoring; testing of heads of divisions of the internal affairs bodies of the Russian Federation; statistical methods of processing the received data. The respondents were the heads of departments of the Republic of Sakha (Yakutia) in the number of 42 people, including 24 men and 18 women. The scientific novelty of the study is to expand, supplement and clarify the scientific views on the dependence of the management style of the head of the Department of Internal Affairs on his gender characteristics. The practical significance of the study lies in the fact that the results obtained can be used by psychologists of moral and psychological support units, teachers of educational institutions of the Ministry of Internal Affairs of Russia, in order to further develop and improve the system of psychological support for the heads of the Department of Internal Affairs.
