O trabalho se propõe a analisar, em linhas gerais, a decisão de submeter o Brasil à jurisdição da Corte Interamericana de Direitos Humanos, anunciada em dezembro de 1998. Trata-se de um trabalho de natureza exploratória que objetiva apontar múltiplas possibilidades no que tange aos interesses, objetivos e preferências que nortearam a decisão brasileira, bem como à própria estruturação do processo decisório, manifesta a partir da indicação dos atores sociais que dele fizeram parte, e de sua possível abertura ou alheamento à participação da sociedade civil. A ideia central é compreender melhor a inserção internacional do Brasil no sistema internacional de proteção aos direitos humanos tendo por base a análise de uma decisão considerada como revestida de extrema significância. Ademais, pretende-se investigar a importância do tópico dos direitos humanos na agenda internacional brasileira.Palavras-chave: Política externa brasileira; direitos humanos; Corte Interamericana de Direitos Humanos.ABSTRACTThis paper analyses, in general lines, the decision to submit Brazil to the jurisdiction of the Inter-American Court of Human Rights, announced in Dezember, 1998. This is an exploratory study whose objectives revolve around signaling multiple possibilities regarding the interests, objectives and preferences that inspire the brazilian decision, as well as the own structuring of the decision-making process, expressed by the identification of the social actors that had a participation in it, and its possible openness to civil society participation. The main idea is to have a better undestanding of brazilian international insertion in the human rights international protective system based on the analysis of a decision considered to be extremely relevant. NGOs and CSOs have progressively enjoyed easy access to, and better possibilities to affect decision-making processes taking place within the Inter-American Development Bank (‘the Bank’ or the ‘IDB’), including also the most recent decisions of the IDB affecting the relationship between Spain and the Latin American and Caribbean (LAC) countries. Indeed, in particular the increasing intensity of NGO and CSO activities and their involvement in the performances and activities of the Bank and of its governing bodies at different levels and stages show that NGOs and CSOs over the last decade have become essential, though often under-recognized components of the operational structures of the internal governance of the IDB. CSOs may be, and often are, eligible to directly receive financings from the Bank. Starting from a brief introduction of the Bank followed by a set of normative arguments on the key accountability challenges facing the IDB Group, the paper will deal with the issue of NGO and CSO participation in relation to the decision-making process on the IDB Group’s financed operations, investment and programmatic lending operations. It will also consider the social and environmental accountability initiatives that derive from the Bank’s core aims of achieving poverty eradication and effective and sustainable development. In doing so, approaching the topic from an international legal perspective, the paper will first explore the broad and inclusive definition of what constitutes a ‘civil society organization’ for the IDB and its affiliated organizations. Secondly, and in more detail, it will consider the “Strategy for Promoting Citizen Participation in Bank Activities” as approved by the IDB Board of Directors in 2004 in order to expand, strengthen and systematize citizen and civil society participation in the Bank’s activities. Thirdly, the paper will focus on the Guidelines for the functioning of the Civil Society Advisory Councils (the ‘Guidelines’). Fourthly, it will describe how NGO and CSO participation is taken into account by the internal instruments of the Bank envisaging citizen and civil society participation in the IDB’s financial activities (including the most recent activities to enhance the trade and investment relationship between Spain and LAC countries). Therefore, the key features and characteristics of the Guidelines that are of special significance to NGO and CSO participation in the decision-making process on the IDB’s financed operations and in furthering the accountability of the Bank to its constituents – such as the criteria for the establishment and participation of CSOs and NGOs, the notification procedure, the meaning of ‘Civil Society Consulting Groups’, the methods for consultations at operational level, the possibilities for civil society groups and movements, including Spanish civil society groups and movements, to increase human rights and democratic accountability – will all be, in turn, the subject of specific analyses. Finally, the paper will conclude with some observations on the social and democratic accountability of the IDB to civil society and non-state actors, referring in particular to the experience of the internal accountability mechanism established by the IDB’s Board of Governors (the Bank’s highest authority) in 1994 – the Independent Investigation Mechanism of the Inter-American Development Bank (the ‘Independent Mechanism’) – that was established with the aim of “increasing the transparency, accountability, and effectiveness” of the Enhancing Democratic Accountability? 45 Bank and recently replaced by the created Independent Consultation and Investigation Mechanism (ICIM) effective on June 30, 2010.

O presente artigo visa analisar o Orçamento Participativo de Porto Alegre (OPPOA) como política orçamentária de auxílio na tomada de decisão dos gastos públicos através da participação popular. Embasa-se no marco teórico de promoção desta participação nas democracias ao longo dos anos e na formação do conceito de “democracia participativa”, onde a sociedade civil assume maior relevância no momento de tomada de decisões. Apresenta a formação histórica do OPPOA e a evolução das instâncias participativas em Porto Alegre. Revisa sua estrutura jurídica-legal e seu processo de tomada de decisão, considerando o envolvimento da sociedade civil. Analisa-o como instrumento de incentivo à atuação dos cidadãos na administração conjunta da cidade, através da elaboração do orçamento municipal e da escolha, em assembleias populares, das obras públicas prioritárias para sua região e para o município. Ao fim, analisa a participação popular nas suas instâncias nos anos de 2011 a 2015, comparando dados fornecidos pela prefeitura de Porto Alegre, o volume da participação popular e os valores dispendidos pelo programa. Por se tratar de pesquisa descritiva e quantitativa, a metodologia utilizada enfatizou a coleta de dados, a revisão bibliográfica e a análise documental, em especial leis municipais e normas relacionadas com o OPPOA.  Palavras-Chave: Orçamento Público; Orçamento Participativo; Participação Popular; Políticas Públicas; Porto AlegreAbstract This article aims at analyzing Porto Alegre’s participatory budget (OPPOA) as a budget policy that helps the decision-making process of the public expenditure through popular participation. It’s based in the theoretical framework of promoting participation in democracies over the years and creating a "participatory democracy" concept, in which the civil society takes on a greater relevance in the decision-making moments. It presents the historical formation of the OPPOA and the evolution of participative instances in Porto Alegre. It reviews its legal structure and its decision-making process, considering the value of civil society participation. It analyzes the OPPOA as a tool for encouraging popular participation in the joint administration of the city, through the elaboration of the municipal budget and the choice, in popular meetings, of the priority public constructions for their region and their municipality. Finally, analyze the popular participation in the OPPOA’s instances between the years of 2011 until 2015, comparing data supplied by Porto Alegre’s administration, the volume of popular participation in the program and the values spent. Since this research is descriptive and quantitative, the methodology emphasized data collection, literature review and document analysis, in particular Porto Alegre’s municipality laws and standards regarding the OPPOA.  Keywords: Public Budget; Participatory Budgeting; Popular Participation. Women today are considered to be outside the political and administrative power structures and their participation in the decision-making process is non-existent. As far as their participation in the political life is concerned they are still on the margins. The existence of patriarchal society in Lebanon as well as the absence of governmental policies and procedures that aim at helping women and enhancing their political participation has made it very difficult for women to be accepted as leaders and to be granted votes in elections (UNIFEM, 2002).This above quote is taken from a report that was prepared to assess the progress made regarding the status of Lebanese women both on the social and governmental levels in light of the Beijing Platform for Action – the name given to the provisions of the Fourth Conference on Women held in Beijing in 1995. The above quote describes the slow progress achieved by Lebanese women in view of the ambitious goal that requires that the proportion of women occupying administrative or political positions in Lebanon should reach 30 percent of thetotal by the year 2005!

This article first presents a brief survey of the role and functions filled by the personal aide (chef de cabinet) of a minister in Quebec. The analysis continues, in a comparative perspective, by tracing a sociological and professional portrait of the Liberal“chefs de cabinet” in April 1976 and their successors in the pequiste government in July 1977.We then test the hypothesis that the cleavage between the government and the dominant economic forces has increased since November 15, 1976 as a result of the ideology articulated by the“chefs de cabinet” regarding the social and economic aims of the state. This hypothesis was confirmed.The hypothesis that the pequiste“chefs de cabinet” exercise a more pronounced influence on the decision-making process is also confirmed. Nevertheless, one cannot argue that the pequiste“chefs de cabinet” usurped the power of the legislators; their influence is more political than technocratic. The growing influence of the pequiste“chefs de cabinet” neverthelsss helps to accentuate the tensions and conflicts between the higher civil service and the ministerial aides.

The results of the development of an information model for the personality’s social portrait formation are presented. The modelling has been carried out using OSINT technology that is the technology of legal obtaining and using open source information. In the result of the analysis, it has been found out that the social portrait is a heterogeneous semantic network consisting of personalized data. It has been defined that people organize formal and official communities of various orientations and the number of such communities associated with a particular person is practically unlimited. When formalizing the decision-making process, the concept of a group social portrait (GSP) has been introduced, which takes into account the community’s social tendencies united by certain common properties, group members' interpersonal interactions and their behavioural patterns. The obtained information models of personal and group social portraits let to take into account all the main properties of the objects under study, their tonality and significance, as well as to conduct an analysis of the implicit dependencies determination. The next step is to move on to considering the diversity of the digital social environment elements.

The social media is currently not only used for social friendship but also for business purpose.The people use line, whatshapp, instagram and facebook. Related to business goals, the content is made possible by availability of the applications to convey marketing messages to customers. This requires creative message and content creators, which work in team with decision maker and administrator. However, it’s need  to continuously manage it. This study was aimed to find out how the management of social media in XYZ businesses using descriptive qualitative. Instagram management implemented by XYZ starts from setting target customers to the content evaluation process. However, it has not comprehensively been managed unless it responds to negative comments from followers. The results of the study prove that using the social media such as Instagram in marketing requires management by planning, organizing and decision making process for creative content and followed by an evaluation and handling follower responses.

In an organization, decision making is anessential factor to achieve its goals. The decision-making process is a process of selecting the best alternative from many alternatives that systematically chosen as a way to resolve the problem. The decision is seen as a “choice between the alternatives” as well as a form of communication that fulfills the social expectations of the organization’s members. So the goal setting, onflow of information as well as individual’s values within the group affect the decisions made by the group itself. Then, the leadership-participation style in decision-making is the most important factor for creating the mutual understanding between both parties related to the decision.Dalam sebuah organisasi, pengambilan keputusan merupakan faktor penting untuk mencapai tujuannya. Proses pengambilan keputusan adalah proses pemilihan alternatif terbaik dari berbagai alternatif yang secara sistematis dipilih sebagai cara untuk menyelesaikan masalah. Keputusan ini dipandang sebagai “pilihan antara alternatif” serta bentuk komunikasi yang memenuhi harapan sosial dari anggota organisasi. Jadi penetapan tujuan, aliran informasi serta nilai-nilai individu dalam kelompok mempengaruhi keputusan yang dibuat oleh kelompok itu sendiri. Kemudiangaya kepemimpinan-partisipasi dalam pengambilan keputusan adalah faktor yang paling penting untuk menciptakan saling pengertian antara kedua belah pihak yang terkait dengan keputusan tersebut.

The paper presents the issue of the functioning of a narrow group of royal advisors – the so‑called “council of eight” during the summer campaign of 1410, about which Jan Długosz wrote in his chronicle. Several days after entering the Prussian territory, the king chose from among all his advisors eight trusted people led by Vytautas the Great. The circumstances in which this group was selected allow to perceive the king’s decision as a remedial measure against the difficulties in the realisation of the campaign plan. These people were chosen due to their influence with the nobility and their importance in the king’s environment. Other criteria – political allegiance, territorial origin – played a secondary role. The main idea of selecting this narrow group of advisors was to improve the efficiency of the decision‑making process in the time of war. Its functioning was visible in the key moments of the campaign (councils before and after the Battle of Grunwald, talks with Heinrich von Plauen, decision to stop the siege of Marienburg). Most of the members were given management over the castles won in Prussia from the king. This exclusive group was dissolved with the end of the summer campaign.

ABSTRACT The article examines the implications of the judgment of the Constitutional Court in Helen Suzman Foundation v Judicial Service Commission 2018 (7) BCLR 763 (CC) 8 on the functioning of the Judicial Service Commission (JSC). The judgment has brought to the fore a new lease of life relating to the JSC's post-interview deliberations as a disclosable record in terms of Rule 53(1)(b) of the Uniform Rules of Court. The disclosure seeks to provide an insight into the decision-making process of the JSC in the appointment of judicial officers in South Africa. It is argued that the judgment is two-pronged: first, the disclosure of the post-interview record enhances the culture of justification for decisions taken, which advances the foundational values of the new democratic dispensation; secondly, it creates uncertainty about the future management and protection of the JSC processes in the undertaking of robust debates on the post-interview deliberations. It then questions whether the JSC members will be privileged in their engagement with the suitability of the candidates to be recommended for appointment by the President. The question is raised against the uncertainty about which decision of the JSC will be challenged that will need the disclosure of the record because the judgment does not entail the national disclosure of the record in respect of each candidate but applies only when there is an application for review of the JSC decision. This exploratory study used a qualitative approach to segment consumers in an online group buying context based on benefits pursued. 58 participants who have online group buying experience were interviewed. A cluster analysis was conducted on the interview data. The authors found three sub-groups of consumers: economic shoppers, balanced shoppers, and destination shoppers. A hierarchical decision-making process model was developed for different sub-groups of consumers. The results showed that these three sub-groups of consumers are different in terms of their decision-making process. This study overcomes the shortcomings of traditional segmentation studies by proposing a new segmentation method.
