Existing Web service eco-systems are typically managed in a centralized manner, which hinders their further development due to inherent disadvantages such as trust issues, interest disputes, value separation and so on. The recently emerged blockchains provide distributed ledgers that enable parties who do not fully trust each other to maintain a set of global states, which provide a natural solution. Based on the INKchain, which is an open-source permissioned blockchain mechanism extending the Hyperledger Fabric, this paper proposes Trusted Decentralized Service Eco-System (T-DSES). T-DSES achieves not only fundamental functionalities of conventional systems, but also offers mechanisms to stimulate participants to bring trustworthiness to the whole system. The trustworthiness of T-DSES is realized by three strategies: reliable information of services and mashups, reliable records of participants’ rights, and reliable measurement of participants’ contributions. A customized token “SToken” is created to act as the media of value circulation. In this paper, the overall framework and detailed design of T-DSES are presented, especially including how to utilize Kubernetes to establish a cloud-based environment. A tailored Web front-end ensures the usability of operations. Over real-world data from ProgrammableWeb.com, analyses and experiments have been conducted to verify the feasibility and effectiveness of the presented approach.

This article examines an evaluation currently being undertaken in Papua New Guinea. The evaluation is designed to assist an organisation (comprising a donor agency, a recipient government department and a managing contractor) with the management and further development of an aid program set in the education sector. The challenge facing the organisation has been how to devise and implement a comprehensive managerial approach that will enable improvement of the existing program, the subsequent design of a new program and, at the same time, support a third objective of creating an ongoing culture of evaluation. In responding to that challenge the organisation has committed to the use of structured evaluation processes. Specifi cally, it has decided to implement a range of ‘front end’ evaluative approaches-developmental, evaluability assessment and program logic-drawn from the interactive and clarifi cative forms presented in Owen's (1999) conceptual framework. The article outlines the interventions that have been undertaken and assesses progress to date. Examples of completed activities are outlined and some innovative monitoring evaluative tools are introduced, such as the ‘capacity scale’ and the monitoring and evaluation (M&E) template. The paper concludes with some thoughts on the role of evaluation for management and development for achieving continuous improvement.

In recent years, digitisation has significantly changed the media industry. Today, digital business models are at home in almost all forms of the media. But what will come next? Will new technological developments in the field of AI or block chain, for example, have an impact? And above all: Where does media economic research go from the debate about business models? Are these developments happening so fast that we hardly have time to develop real (new) theories? This volume seeks answers to these pressing questions. The further development of media economics as an academic field will depend on whether and how this is achieved. The article is devoted to the peculiarities of functioning in Russian of the corps of stable expressions (SE) in the conditions of the new reality of the pandemic, and the specifics of its reflection in the language using SE. The purpose of the work is to study and establish the features of the use of sustainable expressions of the pandemic period in the media: to identify their substantive and structural features, as well as using linguistic and textual analysis to determine the functions of their use. During the study, a link was established between the content and structural parameters in the media language with the features of reflecting new pandemic realities using SE. The conclusion is made about specific selection and structuring of SE of this period. The selection of the most used SE is made from the following sources: SE of book origin, winged words (appeal to literary authority); proverbs and sayings (appeal to folk wisdom); phrases from songs (appeal to expressive figurative means, cultural authority); terminological SE (addressing current realities). The most frequent methods of structural transformation of stable expressions (word replacement and formation according to the SE model) are proposed to be considered as types of actualization of language material, it is suggested that this transformation is the main and constant trend of "rejuvenation" of stable expressions. The identified principles of SE selection and models of their modifications used to reflect new realities can be valuable for theoretical study and prediction of the further development of modern language processes and will be useful in practical application in the formation of language content such as the language of journalism and the language of advertising.

The hardware development of the ultrasonic tomography comprises three main parts; the sensor unit, electronic measurement circuits combined with a data acquisition system and finally the display unit. The research done is focusing on the design considerations for the sensory unit which is also regarded as the front-end system. This part is an important concern for researchers in the field of ultrasonic, particularly for process tomography. Ultrasonic transducers are very sensitive piezo-mechanical component and as such its installation to complete the front-end system have to be properly configured. Many considerations and parameters that are well planned will promise significant impact on the sensor readings. Measurement errors can occur due to many aspects, thus this research aims to minimize such errors to be useful for further development in ultrasonic tomography system design.

English became the first foreign language that came to Indonesia in 1967. The human needs of English can already be seen through lots of official scientific works in English and its intense competitions globally. However, still, many people finds it difficult to learn English, for example, the difficulty in understanding tenses, differences between writing, reading and pronouncing. By relying on the latest features on smartphone, which on the mean time, smartphone is one of many gadgets that is the most practical to use in anywhere and anytime, plus, with gaming contents as the best multimedia entertainer application, learning English will be more interactive and easier to use. In this research, Construct 2 is used as The Developer App and Game Development Life Cycle (GDLC) method of Rido Ramadan and Yani Widyani’s version is used as The Development Method. The game system tested by using black box and by giving out Questionnaire for User Interface Satisfaction to 24 respondents, to test the system’s usability. It resulted 80,83% for the whole of the system,  meaning that the whole system is quiet interesting in the respondents’s view. Then, the screen display gained 80,41%, this means that the screen display is very interesting and did not confuse the respondents. Technology and information game gained 75,41%, this means that the information contained in the game is quiet good, however, further development is needed. The introduction of the game’s system gained 71,63%, means that some of the system’s ability did not run effectively and needed further repairment and development. The last, usability and user interface gained 76,25%, this means that the game is quiet interactive to the respondents.

Political communication between the authorities and the opposition within the multi-party system of the modern Republic of Bulgaria, in terms of social and functional values, supports the mobilization of intellectual potential, social energy and initiatives of both individual citizens and various social organizations, groups, while accelerating and deepening further development of society as a whole. The article presents the objective identification of political communication, specific features of public speeches and a double-natured projection of political speeches in the vertical perspective of “power - opposition”. While positioning Bulgaria by the criterion of the democracy degree in the communication between the authorities and the opposition, we should take into account the amplitude differences: the peculiarities of the transition of Bulgaria after 1989, political configuration (the influence of the two-party system), the specifics of the political confrontation of the communicative process, which reveals their intransigence and difference in the positions. The specific confrontation between the main political actors (SDS and BSP) has been developing by the very destructive axis of “democracy – communism”. The eight-year activity of the coalition government of SDS (20012009) has led to an extreme expansion. Its intensity has been somewhat leveled by the ideological identity, but still it couldn’t soften the communicative confrontation between the authorities and the opposition. The activities of the three governmental offices of the GERD Party and Prime Minister’s B. Borisov office since 2009 have clearly highlighted the new differences in communicative with the opposition, provoking systemic intransigence. The authorities’ resistance to the opposition sometimes borders on arrogance. This creates a closed circle in which the authorities and the opposition wait for each other’s actions to quickly react to the miscalculations of the enemy in the media space, to compromise in order to set the new rules.

The article is devoted to the crisis situation of postmodernism. The author assumes that the crisis of postmodernism is a historical process phenomenon and therefore inevitable. The postmodernism of the last decades of the 20th century is presented as most probably the last crisis of the post-rhetoric formation in its culture-creating productivity. The author believes that the recessive reconstruction of the dominant role of authority’s discourse with its imperative, legislative and regulatory competencies, or neo-rhetorical breakthrough of the convergent mentality leading to the domination in people’s spiritual lives as more or less likely scenarios for the further development of the historical situation together with the surging globalism of the human civilization may prove to be universally significant. Moreover, the author focuses on the media tools used to carry out each discursive formation. Those tools open up unique possibilities for executing the neo-rhetorical impulse towards the universal solidarization of life.

AbstractFor about three decades, cartography has been (critically) studied from a theoretical perspective. This perspective has contributed to the recognition of the social preconditions and effects of cartographic representations, but little to their further development. From the theory of three worlds, a theory of three spaces or its special case of landscapes is derived, whose modes of construction are presented as well as the derivations from the different modes. The categories of material, virtual and their combination of augmented spaces as well as the media (such as painting, texts or models) of the construction of space/landscape are added. The formulas derived from this illustrate the different aspects and relations of the constructions of space on the different levels and against the background of the different categories. Thus developed, the theory of three spaces or landscapes provides a framework for neopragmatic exploration, here, of maps, virtual and augmented spaces.
