The institutionalisation of self-build governance: exemplifying governance relationships in São Paulo/ Brazil/ Latin America

The chapter shows how the housing policies for the low-income population in Brazil, especially in São Paulo, were transformed by popular practices. The huge increase of the Brazilian favela population in the last decades reaching more than 11 million inhabitants (about 6% of the Brazilian population in 2010) has led institutions to gradually tolerate heterodox practices (such as land invasion) and even to have them legalized by the public power. Starting from the point of view of Latin American urbanization and irregularity reality, this article describes the gradual institutionalizing of informal governance arrangements in Brazil and the evolution of the intervention paradigm from the 1960’s to the present day.

Aborda a gestão democrática dos recursos públicos no Brasil, sob a perspectiva do processo administrativo, envolvendo o planejamento, a execução e o controle social dos recursos financeiros públicos. Pretende ainda ampliar a concepção de que a gestão democrática se dá pela via exclusiva da participação dos interessados nos órgãos decisórios. São enfocadas alternativas que podem levar qualquer cidadão a participar desse processo em educação e, por extensão, nos demais setores de atividades exercidas pelo poder público, fornecendo instrumentos para uma intervenção na receita e na despesa do setor público encarregado de gerir os recursos financeiros alocados para a educação. O trabalho divide-se em cinco partes: 1) a experiência no Estado de São Paulo; 2) a sistemática do planejamento público; 3) a sistemática da execução orçamentária; 4) o controle social dos recursos financeiros públicos e 5) as conclusões. Abstract This study approacches the administration of public resources in Brazil, from the point of view of the administrative process, comprising planning, accomplishment and the social control of the financial public resources. It aims also at extending the concept of democratic management through participation of the concerned in the decision-making institutions. It focus some alternatives to enable any citizen to participate in the educational process and, similarly, in other activities sectors performed by the Public Power, providing instruments for interventions in budgetary issues (revenue and expenses) from institutions linked to management of financial resources of the education sector. The paper has been organized in five parts: 1) the experience in São Paulo state; 2) the public planning systematic; 3) the budgetary performance systematic; 4) social control of public financial resources; 5) conclusions. Résumé Cet article discute la gestion démocratique des ressources publiques au Brésil, sous la perspective du procés administratif, comprenant la planification, l'exécution et le controle social des ressources financières publiques. Il prétend aussi grandir la conception selon laquelle Ia gestion démocratique est possible par la voie exclusive de la participation des intéressés dans les organismes de décision. On présent des alternatives qui peuvent conduire un citoyen quelconque à participer de ce procés en éducation, et par extension, aux autres domaines d'activités pratiquées par le pouvoir public, donnant desoutils pour une intervention à la receite et aux frais du secteur public chargé d'administrer les ressources financières destinées à 1'éducation. Le travail est divisé en cinq parties: 1) 1'expèrience à l'Etat de São Paulo; 2) Ia systématique de Ia planification publique; 3) la systématique de l'exécution budgétaire; 4) le contrôle social des ressources financières publiques et 5) conclusiones. The investigation of the views of the stakeholders involved in the municipal solid waste separate collection programme (CP) performed in the East Zone of the city of São Paulo is presented in this paper. Aiming to obtain the necessary information to be analysed, interviews with the manager of the Municipal Urban Cleaning Authority (MUCA) of the city, with leaders of recycling worker cooperatives (WCs), and citizens were performed using semi-structured questionnaires. The analysis was performed using the software “IRAMUTEQ”. The results show that, in the view of the manager of the MUCA of the city and the WCs’ leaders, the low adhesion of the population to the separate CP is the greatest obstacle to a further expansion of the existing programme. At the same time, the citizens have blamed the low diffusion made by the municipality about the separate CP in the East Zone of São Paulo. Thus, it can be concluded that the separate CP available in the East Zone of São Paulo is still flawed; since neither the public power, the WCs, nor the population are satisfied and point out several flaws. This situation highlights the need to establish better venues for discussion between the population, WCs, and the municipality to jointly design a separate collection system with a more participatory approach.

One of the major challenges for urban planning in Latin America is to provide low-income families with housing in areas that have an infrastructure and a good supply of jobs and services, thereby promoting diversity and equity, translated by mixing classes, races and social cohesion. This mission becomes increasingly difficult in a neoliberal capitalist context which transfers the task of providing land and housing for low-income families to the market and where the logic of such actions is based on achieving more rent from land and consequently of the holding of real estate becoming more profitable. This paper sets out to discuss two proposals for urban instruments that dialog with the production of housing through the market and guarantee of the right to the city. The first centered on the reserve of land for the production of social interest housing (HIS, in Portuguese) in the zoning by creating Special Social Interest Housing Zones (ZEIS, in Portuguese), spread throughout Brazil, and described here based on the experience of São Paulo. Or else, comparatively, classifying land to be used as a priority for social housing (vivienda de interés prioritário) widespread in Colombia, and here presented by the Bogota experience. There is another, which already has international experience and has recently been debated in Brazil, which consists of conceiving of the promotion of social interest housing policies based on the regulation of urban restructuring but experiences of this are rare in Brazil. These may be termed as inclusive housing policies. As a result, this article points out that the creation of alternative regulations has set the tone for the market to exclude itself  from producing housing of social interest, and guarantees greater profitability to commercial undertakings.

Este artigo visa elaborar um balanço crítico sobre a atuação governamental no que se refere aos assentamentos precários situados na área de proteção aos mananciais da metrópole paulistana, particularmente a bacia da represa Billings de 1991 a 2018. O olhar retrospectivo sobre a atuação ou a omissão do poder público, em diferentes períodos, fornece elementos para questionar de que forma a diretriz de recuperação ambiental contida da legislação estadual e nos programas de intervenção se efetivou no território dos municípios, destacando as consequências sociais. Para isso, a análise se estrutura em três períodos, nos quais identificam-se alterações na legislação e nos programas de intervenção e financiamento; e baseia-se em pesquisas documentais e empíricas, que se articulam à perspectiva teórica da ecologia política urbana para problematizar a urbanização da natureza em suas múltiplas dimensões.

Resumo: Este artigo tem por objeto apresentar a Filosofia Política Crítica da Libertação em Enrique Dussel, analisando sua gênese e evolução e mostrando a influência decisiva da filosofia da práxis de Karl Marx para esse pensamento, em especial a partir do conceito de exterioridade, entendida como sendo o âmbito onde o outro se revela, onde permanece livre em seu ser distinto. A exterioridade, precisamente, é tida pela Filosofia da Libertação como a categoria principal do legado marxiano e pressuposto teórico fundamental, que viabiliza o discurso de Dussel, sobretudo na opção radical pela vítima, marca de seu pensamento filosófico. Mediante isso, aqui se assume a tese de que há em Dussel uma parcialidade pela vítima: seu pensamento está construído, propositalmente, em favor da vítima. O esforço deste trabalho é o de mostrar que a opção pela vítima será o fio condutor de todo seu pensar, o que cobra da Filosofia da Libertação uma pretensão crítica de pensamento, fazendo com que o labor filosófico seja desafiado e provocado pela necessidade real de auxiliar a vítima, exigência do povo latino-americano em seu caminho de libertação. Em termos de resultado, para além da importância atual do pensamento marxiano para a compreensão da realidade e a crítica ao capitalismo, ressalta-se a relevância teórico-prática do pensamento dusseliano para a Filosofia Política como um todo, pelas suas contribuições no cenário contemporâneo, pela coragem em apontar em direção a outra sociedade, trans-moderna e transcapitalista, já em curso nas práticas coletivas de Bem Viver.Palavras-chaves: Filosofia. Bem Viver. Abstract: This article aims to present the Critical Political Philosophy of Liberation in Enrique Dussel, analysing its genesis and evolution and showing the decisive influence of Karl Marx’s philosophy to his thought. Especially from his concept of exteriority, understood as being the space where the other reveals itself, where it remains free in its distinct being. The Externality, precisely, is considered by the Philosophy of Liberation as the main category of the Marxian legacy. It is the fundamental theoretical presupposition, which makes Dussel's speech possible, mainly in the radical choice for the victim, the hallmark of his philosophical thought. Hereby the assumption is made that there is in Dussel a partiality for the victim: his thought is purposely constructed in favour of the victim. The effort of this work is to show that the option for the victim will be the guiding thread of all his thinking, which demands from the Philosophy of Liberation a critical pretension of thought. Thus, causing the philosophical work to be challenged and provoked by the real need to help the victim, the demand of the Latin American people in their way of liberation. In addition to the current importance of Marxian thought for the understanding of reality and the critique of capitalism, the theoreticalpractical relevance of Dusselian thought for Political Philosophy as a whole is emphasized by its contributions in the contemporary scenario, by the courage to point towards another society, trans-modern and transcapitalist, already under way in the collective practices of Well Living.Keywords: Philosophy. AbstractThis article examines a much cited but little understood aspect of the Latin American intellectual and cultural ferment of the 1910s and 1920s: the frequency with which intellectuals from the southeastern Brazilian state of São Paulo referred to developments in post Sáenz Peña Argentina, and to a lesser extent in Uruguay and Chile. In books, pamphlets, speeches, and the pages of a vibrant periodical press—all key sources for this article—São Paulo intellectuals extolled developments in the Southern Cone, holding them out for imitation, especially in their home state. News of such developments reached São Paulo through varied sources, including the writings of foreign travelers, which reached intellectuals and their publics through different means. Turning from circuits and sources to motives and meanings, the Argentine allusion conveyed aspects of how these intellectuals were thinking about their own society. The sense that São Paulo, in particular, might be “ready” for reform tending toward democratization, as had taken place in Argentina, Uruguay, and Chile, was accompanied by a belief in the difference of their southeastern state from other Brazilian states and its affinities with climactically temperate and racially “white” Spanish America. While these imagined affinities were soon forgotten, that sense of difference—among other legacies of this crucial period—would remain.

Abstract Background Sedentary behavior is influenced by contextual, social, and individual factors, including the built environment. However, associations between the built environment and sitting time have not been extensively investigated in countries with economies in transition such as Brazil. The objective of this study is to examine the relationship between sitting-time and access to a mix of destinations for adults from Sao Paulo city, Brazil. Methods This study uses data from the Health Survey of Sao Paulo. Sedentary behavior was assessed by a questionnaire using two questions: total sitting time in minutes on a usual weekday; and on a usual weekend day. The mix of destinations was measured by summing the number of facilities (comprising bus stops, train/subway stations, parks, squares, public recreation centres, bike paths, primary health care units, supermarkets, food stores, bakeries, and coffee-shops) within 500 m of each participant’s residence. Minutes of sitting time in a typical weekday and weekend day were the outcomes and the mix of destinations score in 500 m buffers was the exposure variable. Associations between the mix of destinations and sitting time were examined using multilevel linear regression: these models accounted for clustering within census tracts and households and adjusted for environmental, sociodemographic, and health-related factors. Results After adjustment for covariates, the mix of destinations was inversely associated with minutes of sitting time on a weekday (β=− 8.8, p=0.001) and weekend day (β=− 6.1, p=0.022). People who lived in areas with a greater mix of destinations had shorter average sitting times. Conclusion Greater mix of destinations within 500 m of peoples’ residences was inversely associated with sitting time on a typical weekday and weekend day. In Latin American cities like Sao Paulo built environments more favorable for walking may contribute to reducing sedentary behavior and prevent associated chronic disease.

ABSTRACTBackground: Anemia and dementia are common diseases among the elderly, but conflicting data are available regarding an association between these two conditions. We analyzed data from the São Paulo Ageing & Health Study to address the relationship between anemia and dementia.Methods: This cross-sectional observational study included participants aged 65 years and older from a deprived area of the borough of Butantan, São Paulo, Brazil. Data about demographics, education, income, and cognitive and daily life function were collected, as well as blood samples. Anemia and dementia were defined according to WHO and DSM-IV criteria, respectively.Results: Of the 2267 subjects meeting the inclusion criteria, 2072 agreed to participate in the study; of whom 1948 had a valid total blood count and were included in the analysis. Anemia was diagnosed in 203 (10.2%) participants and dementia in 99 (5.1%). The frequency of anemia was higher in patients with dementia according to univariate analysis (odds ratio (OR) = 2.00, 95% confidence interval (CI) = 1.17–3.41, p = 0.01), but this association was not present after adjusting for age (OR = 1.33, 95% CI = 0.76–2.33, p = 0.32). Further multivariate adjustment did not change the results.Conclusion: Although anemia and dementia are frequent disorders in older people, we found their relationship to be mediated exclusively by aging in this low-income population from São Paulo.
