The sphere of social protection of the population occupies an important place in the socio-political life of the country. For the qualitative development of the social protection system, it is necessary to ensure the priority flow of funds in this area. Budgetary funds, which are the main source of financing, are a financial guarantee for the citizens of the country to receive the necessary level of social services. The study analyzes the dynamics of financing social protection from budget funds. The problems of financial support in this area have been identified. The peculiarity of financing the system of social protection of the population in Ukraine is that it was conceptually and practically formed on the basis of a significant role of the state, thereby directing a significant part of the expenditures of budgets of all levels to this industry. The dynamics of changes in financing of social expenditures from all types of budgets of Ukraine and their structure has been investigated. Part of budget expenditures on social protection in the structure of total budget expenditures is growing much more slowly than total budget expenditures due to the stagnation of almost all of its components. In monetary terms, the gap between deductions for social protection of the population becomes even more noticeable. And although in recent years in Ukraine the size of public expenditures directed to social protection of the population has increased, many types of social benefits and allowances have turned out to be insufficiently ineffective. This increases the unproductive burden on public finances and creates significant distortions in social protection. The main directions for the further development of the sphere of social protection should be the optimization of powers for the implementation of expenditures between the authorities of all levels. Endowing local and regional authorities with revenues sufficient to finance the assigned powers through decentralization of budgetary funds will help to achieve a balance between regional and local budgets. This will help optimize the social security system and improve the quality of life of the Ukrainian population.

China's welfare system has been a typical ‘residual welfare regime’, but the economic reform and market-oriented transformations in recent decades have weakened the original well-balanced ‘residual’ and ‘needs’ pattern. Marketisation of social welfare has intensified social inequality as those who are less competitive in the market-oriented economy have encountered tremendous financial burdens in meeting their welfare needs. In order to rectify the social problems and tensions generated from the process of marketisation of social welfare, the Chinese government has adopted different policy measures to address the pressing welfare demands from the citizens. This article examines how a local government in Guangzhou, capital city of Guangdong province, has responded to the call of the central government in promoting social harmony in the context of growing welfare regionalism emerging in mainland China. More specifically, with reference to a case study of Guangzhou, this article discusses how Guangzhou residents assess their social welfare needs and expectations, and how they evaluate the municipal government's major welfare strategies. It also reflects upon the role of the state in welfare provision and social protection, especially when many social welfare and social services have been marketised in the last few decades in China.

The article analyses the main sources of financial provision for the social protection of persons with disabilities in Ukraine, including their own resources, budget resources at all levels and resources of enterprises of all forms of ownership; social trust funds, funds of charitable and social organizations and other sources. It is justified that socially oriented objects of expenditure are growing and account for a significant share in the structure of expenditure of the state budget. An analysis of the expenditure of local budgets on the social protection of persons with disabilities showed that expenditure in this area has been increasing since 2015, owing to the reform of decentralization. An evaluation of the activities of civil society organizations of persons with disabilities showed a decrease in the number of persons with disabilities who are employed and in the proportion of expenditures allocated to the social needs of persons with disabilities. Measures to improve the social protection and welfare of persons with disabilities in Ukraine are also financed from social welfare funds. Analysis of the provision of medical and social services by the Social Insurance Fund of Ukraine shows an increase in the number of persons with disabilities as a result of an industrial accident and an increase in the cost of medical and social services. It has been established that financial provision for the social protection of persons with disabilities from charitable organizations is provided in most cases in the form of targeted charitable assistance. The structure of the recipients of charitable assistance by category showed that the proportion of people with special needs among the recipients of charitable assistance was about 10 per cent. On the basis of the study, a number of problems affecting the well-being of persons with disabilities have been identified. Priorities have been set for the development of financial provision for the social protection of persons with disabilities. These include improving the targeting of social assistance, development of locally funded social protection programs, enhancing the social and labour integration of persons with disabilities, gender mainstreaming in the financial provision of social protection for persons with disabilities.

Introduction. In the conditions of digital society formation, the informatization of the social security sphere is a necessary component and guarantee of successful implementation of social policy aimed at quality and timely satisfaction of citizens' needs. Therefore, a prerequisite for the effective functioning of social protection and public service authorities is the development and technical innovation of social services and channels for their implementation through automated information systems, should be consistent with the innovation strategy of development of the social sphere as a composite digital economy of the state. Purpose is to substantiate the expediency of application of the newest digital technologies in the sphere of social security and novelization of social services on this basis, as well as to reveal features and advantages of social protection of the population through automated information systems and channels of their implementation. Results. The necessity and role of informatization in the modern digital society and the main challenges that lead to its implementation in the field of social security have been substantiated. The key automated information systems, which contribute to the construction of a common information space of the social sphere and allow to increase social protection of the population in domestic conditions, as well as the emergence of a new service-oriented social service with a wide range of information and communication services, have been analyzed. The necessity of training and retraining of highly qualified creative specialists of new specialties was noted and generalized principles of systems of skills development in the conditions of informatization, which are important in the selection of social workers, were defined. Conclusions. Social protection and social welfare institutions, when formulating their own strategies, should consider the information and communications technology vector of development as an essential means of improving their functioning, since this will determine the effectiveness of social policy implementation in the State and the level of satisfaction of citizens with social services. The results of informatization of social processes are manifested in the implementation of automated information systems and the construction of a single unified information space of social security, the development of new service products, electronic filing of documentation and simplification of procedures for obtaining social security, transparency of social security and, as a result, successful social policy.

In Italy the social services have always been a marginal part of social protection system and only since the late twentieth century had a development. This development, however, at some time has stopped. The process of “liability reduction” of the national government towards the local welfare system and recent cuts in social funding, in fact, have led to a new decline of social services. This essay presents a longitudinal view of the issues that concerned the social services sector over the course of the last two decades. The objective of the analyses is to demonstrate that the recent decline in the social services system is tied to the economic recession of 2008, but was above all caused by the reaffirmation of the traditionally marginal position of social services on the agenda of the national government. The theoretical framework used considers the development of social services of the years of the late twentieth century as a passage of the extension and consolidation process of the Italian system of social protection built since the '60s. However, in this process the social services was placed at the edge of the main path and this determined the weakness of their position. Thus, the external event represented by the international financial crisis has had a negative impact almost exclusively on social services, while the historical features and the path of structuring of the Italian system of social protection has prevented the same happen for the other sectors (pensions, health).

Today we are faced with the coronavirus (COVID-19) pandemic, which directly or indirectly has affected all countries and regions of the world. The state policy of all countries is aimed at containing the spread of the virus and meeting the basic needs of people in forced isolation. This situation has once again proved the importance of the institution of social protection of population (hereinafter—ISPP) and the need to ensure the efficiency of its functioning. The high growth rates of social changes, in turn, cause a certain lagging behind the process of their scientific comprehension — piling up issues unresolved by means of sociological science. Thus, the current system for assessing the ISPP functioning in terms of the actually obtained result against the normative/planned one, as well as the system for estimating economic costs, do not meet the challenges that modern science and management face. Many problems related to assessment of the ISPP functioning remain unresolved. In particular, the entire range of difficulties faced by consumers of social services has not been fully disclosed; the issues of achieving a consistently high satisfaction of vulnerable population groups with various quantitative and qualitative parameters of service provision are acute. The article discusses the scientific concepts and approaches to assessing effectiveness of the social protection of population used in domestic and foreign social science and practice. It outlines the authors' model for assessing effectiveness of the ISPP functioning on the example of the Republic of Tatarstan, which is based on an integrated approach that consists in fixing the temporal and spatial aspects of assessing effectiveness of the ISPP functioning.

The historical aspect of the development of state social policy of social protection of children in Europe from the 17th to 21th centuries is considered in the article. The purpose of the article is to highlight the peculiarities of the historical development of the state policy of social protection of children in European countries of the 17th to 21th centuries and learning from the experience of social protection of children in the context of Ukraine's European integration. The regulatory framework of the system of social protection of children in Ukraine has been studied. The statistic on different categories of children in need of social protection by the state is analyzed. The structure of the system of social protection of children in Ukraine is considered. The research methodology is based on the principle of priority of universal human values. As part of the tools of the proposed work the theoretical one is the analysis and generalization of scientific sources, educational and methodological publications on the theme and synthesis, as well as comparison and generalization of data. Based on the analysis of materials on the peculiarities of social protection in the UK, Germany, France, Sweden and Norway, it was determined that the social protection of children in Europe is characterized by assistance to them in providing conditions for the realization of their rights and freedoms. Equally important is the setting up of various charitable institutions, schools, penal colonies that help children change, as well as the emergence of social services that protect the rights and interests of children. The authors suggest that in the course of the studying the history of the issue of state policy of children’s social protection, there is an opportunity for analogies, the implementation of already proven steps on the path of democratization of national social protection policy. The researchers see the prospects for further research in the study of global innovative forms of social protection and support for at-risk children.

As 2020 draws to a close, the economic devastation caused by the COVID-19 pandemic shows no sign of abating. Without urgent action, global poverty and inequality will deepen dramatically. Hundreds of millions of people have already lost their jobs, gone further into debt or skipped meals for months. Research by Oxfam and Development Pathways shows that over 2 billion people have had no support from their governments in their time of need. Our analysis shows that none of the social protection support to those who are unemployed, elderly people, children and families provided in low- and middle-income countries has been adequate to meet basic needs. 41% of that government support was only a one-off payment and almost all government support has now stopped. Decades of social policy focused on tiny levels of means-tested support have left most countries completely unprepared for the COVID-19 economic crisis. Yet, countries such as South Africa and Bolivia have shown that a universal approach to social protection is affordable, and that it has a profound impact on reducing inequality and protecting those who need it most. The study investigates the changes taking place in the domestic market of social services expressed in the appearance of "new players" in the form of socially oriented non-profit organizations (SO NPO) within its field in addition to public institutions for social protection and social services of the population. The authors identify the advantages and disadvantages of SO NGO compared to government organizations and social services, describe the processes of shadow economy expansion to the social services market and formation of regional "quasi-markets". The empirical part of the article is based on the data of two studies conducted in the form of indepth interviews. First, with experts on "Practices of interaction and prospects of cooperation between NPO and government organizations of social services in the Volgograd region", N = 52 (27 representatives of the public sector, 25 representatives of NPO, January-March 2018). Then with recipients of social services from government organizations and clients of SO NPO on the theme "Availability and quality of paid and free social services provided in the Volgograd region for retiring aged women" N = 46, 60 years and older (21 people-clients of SO NPO, 25 people-recipients of social services. services, October 2017 – January 2018). The analysis of these in-depth interviews with experts allowed to draw the following conclusions. There is a duplication of functions of the organizations of public and non-public sectors providing social services to the population. The activities of modern SO NPO operating in the social services market contain innovative and commercial components. The expansion of the "platform" of the social services market does not yet lead to full competition between organizations, encouraging them to constantly improve the quality of services. The analysis of in-depth interviews with recipients of social services from government organizations and customers of SO NPO showed that the commercialization of activities of SO NPO does not make social services more accessible to those who are in need of them. There is the necessity of changes in the way social services are being provided in the Volgograd region as they do not meet the needs of women of retirement age, do not take into account their level of income and material well-being.

Persons with Disability (PWDs) comprise one billion or fifteen percent (15%) of the world's total population. Adequacy of social services plays a vital role in realizing the rights and welfare of the PWDs. This includes providing them with an adequate standard of living and a basic level of income security that will help reduce their levels of poverty and vulnerability. The Department of Social Welfare and Development (DSWD) is the primary government agency mandated to develop and coordinate social protection and poverty reduction solutions for and with the poor, vulnerable, and disadvantaged. Hence, this study explored how adequate are the social services under the five elements: health, education, livelihood, social aspect, and empowerment provided by the CSWD Office of a second-class city in Negros Occidental. It also explored the challenges faced by the respondents in availing of the social services and their recommendations to overcome those challenges.

Introduction: At the final stage of administrative-territorial reform in Ukraine, it is important to realistically assess the social needs and social problems that exist in newly created territorial communities. Territorial communities should be based on healthy families and healthy individuals, whose initiative will help ensure the continued social development of the community. In its turn, the community should be built on the principles of friendly to its own citizens, meeting their needs, first of all, the needs of the least protected categories - children, people with disabilities and chronic diseases, elderly people. Therefore, integrated social services based on the principles of preserving and promoting health are a tool for solving social problems in the community (Klos, Khudoba, Shkoliar, 2019, p. 26). Purpose. The purpose of the study is to show the importance of using integrated social services in the community based on the principles of preservation and promotion of health as an important means of promoting territorial community development and social development of the country.Methods. The study used theoretical methods of research, in particular, the search and collection of statistical information on the formation, normalization and approval of the composition of territorial communities; collection and analysis of sources on the problem of social services and social protection of the population of territorial communities; systematization of sources and their analysis by blocks of tasks; analysis, comparison, synthesis and implementation of the results of the study of social services based on the principles of promoting and preserving community health.Results. Within the framework of the U-LEAD Program with Europe and the ICO Partnership Every Child, the project “Community for Human: Enhancing Communities' Competence for the Development of Social Services” and understanding the peculiarities of organizing social support for vulnerable segments of the UTC population through the implementation of the social services model. Among the objectives of the project were, inter alia, to study the status of providing local communities with social workers, the range of social services provided in the community, taking into account the real needs of the population in social assistance (ICO Partnership for Every Child, 2019, p. 5-6).The study covered 245 projected territorial communities in Ukraine. Because most communities did not have the information to make appropriate decisions about the services they needed, a special methodology was used to assess the needs of the population in social services. An appropriate tool for monitoring the needs of the population in social services was developed and tested at the Oxford Policy Management Consortium with the participation of the Every Child Partnership, in collaboration with UNICEF, and with financial support from the European Union. The aggregate index of providing the population with social services of the population of the UTC is determined by the set of indicators: the index of provision of social services for children and families with children; index of provision of social care services for orphans and children deprived of family care; the index of provision of social services for the elderly; index of provision of social services for persons with disabilities; index of provision of social services to persons in need of adaptation and integration (reintegration); index of provision of social services to persons in need of emergency or crisis intervention (ICO Partnership for Every Child, 2019, p. 28).Mostly communities use the resource of available social services already at their disposal, their range is limited and needs improvement and review, taking into account real social problems and needs of consumers. An important tool for addressing the issues that are relevant to UTC members is those based on the principles of preserving and promoting health. In particular, social prevention, community representation services, crisis and emergency intervention, social support / patronage, asylum, home care, day care, supported living.Conclusion: The study of the results of the mentioned project and the current state of providing territorial communities with social services lead to the conclusion that there is a high level of community needs for social work professionals who are able and able to provide integrated social services in the community on the grounds of preservation and promotion of health. To do this, professional training of skilled social workers for the provision of integrated social services in the community should be stepped up
