The paper examines the historical features of structural socio-economic transformations in the regional spatial development of the PRC during the implementation of the policy of reforms and opening up. The analysis is based on the conclusions of Li Jingwen, a Chinese scientist, specialist in the field of China's regional economy in the second half of the 20th century. In the context of structural socio-economic transformations in the regional spatial development of the PRC in the period from the late of 1970 to the early 1990s in order to get rid of the disproportionate industrial location and uneven distribution of resources, promote the economic development of the central and western regions and implement the coordinated development of the regional economy, the Chinese government aimed to promote the strategy of economic development of less developed regions at the right time, while changing the vector of development of the regional economy from the past strategies of coastal and border economic development to the strategy of economic balanced development of the entire regional space of the PRC.

Urban rail transit plays a role of activating and leading regional economic development. It influences the spatial distribution of urban agglomeration and the progress of regional economic integration. It is a kind of virtuously cycled interactive relationship between regional economic development and regional rail transit. This paper analyzes the effect of urban rail transit construction project on regional economy based on the economic benefits arisen from it. The research results show that China’s urban rail transit construction and regional economy can not realize balanced development unless the fact that the relationship between urban rail transit planning and regional economic development can be well coordinated, and meanwhile, the construction scale and service level of different phases of rail transit can be confirmed according to urban economic development level.

This paper based on the coordinated development mechanism of transportation and regional economy, and constructed and calculated the coupling coordinated model of transportation and economic development with the data of 31 provinces. The results are in the following: First, the construction of transport infrastructure is overall better, but the regional difference is quite big, the eastern region is better and mid-western regions are backwardness; Second, from the coordinated degree of transport and economic development, the eastern region is obviously advantage over the mid-western regions.

Greenhouse effect caused by greenhouse gas emissions is one of most important environmental problems; the growth of carbon emissions has attracted more and more attention. However, a phenomenon is that economic growth is always together with increasing of carbon emissions. In order to control carbon emissions validly in the premise of economic growth and taking into account that there are regional economic growth disparities for most countries, this paper builds a carbon emissions rights optimization model under regional economic growth disparities. This paper proposes two strategies to evaluate economic growth and carbon emissions: one is the same to all regions, and the other one is different. After calculating, finding that the same regulation of emissions reduction for all regions is better for economic growth and different regulation of emissions reduction is better for balanced development of regional economy. It provides certain rating criteria to find equilibrium point of economic development and carbon emissions.

The modern political and economic processes have had a significant impact on the change in the economic policy of Russia and its “internal” economic space. As a result of the “sanction” blocking of the significant sectors of the economy, the importance of considering the spatial factor of socio-economic development in the basic development program documents has increased. The article examines the main approaches to spatial organization of the regional economy and strategic directions of spatial development in the context of the “Strategy of Spatial Development of the Russian Federation for the Period up to 2025”. These approaches are based on the joint evolution of this organization and the regional settlement system under the influence of a multiple external and internal factors, including the implementation of a rational state policy of regional development. The study examines the main provisions of the spatial economy as an independent scientific field and the theory of new economic geography. It shows the methodological similarity between these two scientific disciplines. The article shows that the basis of spatial development is the integration of specific forms of spatial organization of the economy into large and / or largest agglomerations. The leading role in this integration belongs to the regional communications system, which unites economic centers localized in an allocated space into an integral system and ensures the economic space unity. The implementation of the spatial economy provisions is studied on the example of the Northern Sea Route as a regional communications system, which is in fact the center of the “assembly” of the Arctic space. The functional dominant of the agglomeration as a form of spatial organization of the regional economy is creating such high-quality life conditions that are optimized with the rational economic development of the regional space while maintaining the economic situation at an acceptable level. These are the conditions that form communicative ties, which are the framework for uniting various elements of the regional space.

This paper according to the characteristics of Qinghai Province System, constructs the evaluation index of informatization and regional economic development level, and the relationship between informatization and regional economic development in Qinghai Province is analyzed and calculated emphatically based on gray correlation method. The results show that the influence of different indicators on the regional economic development of Qinghai Province is different. Finally, the author puts forward some suggestions on the coordinated development of informatization construction and regional economy in Qinghai Province.

The rapid development of a new generation of information technology has caused major changes in teaching and learning methods, promoted the innovation and transformation of education informatization, and promoted the realization of education modernization. Education informatization has gradually become one of the core factors that determine the quality of education. There is a close connection with the regional economy. The western region of my country (mainly including the mountainous areas in the southwest and the arid areas in the northwest) shows regional characteristics such as fragile ecological environment, lagging economic development, and large gaps in infrastructure and public services. Informatization of education is urgently needed to promote regional economic development. By comparing the gross product and educational expenditure of Zhejiang province and Gansu Province, this paper concludes the interdependence and mutual promotion between the development of educational informationization and regional economic development. On this basis, this paper analyzes the necessity of the informationization of education and the coordinated development of regional economy in the ecologically fragile areas of western China. Finally, from five aspects, it puts forward an effective way to promote the development of education informatization and regional economy, aiming at realizing the coordinated development of education informatization and regional economy. Finally improve the social productivity of western region and our country's comprehensive national strength.

The Chinese government has provided various forms of assistance to the Tibet Autonomous Region and has substantially improved their facilities, which has had a positive influence on the development of tourism in Tibet. The present study investigated how assistance to Tibet (AT) coordinates with tourism development (TD) by exploring the patterns and influencing factors of AT and TD using statistical data from 74 prefectural units from 1991 to 2015. The findings led to several conclusions: (1) AT displayed strong and constant coupling interactions with TD, and the coupling coordination degree increased from moderately unbalanced development (MUD) to barely balanced development (BBD). However, the coupling coordination degree remains low (MUD) in most prefectural units; (2) in 2015, the degree of coupling coordination displayed a “core-periphery” spatial pattern (i.e., low in center and high in the periphery), which highly coincides with the patterns of AT (x) and TD (y), and should thus be improved further; and (3) both AT factors and TD factors have significant effects on the spatial differentiation of coupling coordination degree but not on the coupling degree. This study expands research on coupling coordination and AT and provides scientific guidance for further coordinating AT and TD.

Special economic zones (SEZs) are considered as an effective tool to stimulate industrialization and structural transformation, but only when implemented properly in the right context. The aim of the paper is to review the existing practices of establishment of Special Economic Zones using the case successful countries including China, Korea, Singapore and the UAE and explain how they contribute for the development of regional economy. Moreover, the current paper provides the latest initiatives taken by the Uzbek government to establish Special Economic Zones as a main tool of foreign direct investment attraction and provides some recommendations for further improvement based on the successful practices. Special economic zones (SEZs) are booming around the globe. The zones can be effective tools to endorse economic development if applied properly in the right context. The aim of this paper is to give recommendations for the success of Uzbek SEZ based on the global experience of successful countries such as China, Korea and Singapore.

The article basing upon estimation of the social and economic potential of Russian Federation subjects shows that the resource model of economic development is suitable for nearly half of them. The advantages of this model are described using the example of the Far Eastern Federal District subjects that could be the proof of the necessity of "resource correction" of regional economic policy in Russia.
