The article deals with the development of international scientific and technical cooperation betweenRussia and Kazakhstan and its main actors. International scientific and technical relations are describedthrough the prism of bilateral and multilateral cooperation between the two states through regionalinterstate associations, in particular the Shanghai Cooperation Organization. The author pays specialattention to the issue of legal regulation of international scientific and technical regulation, the mainmechanism of which is bilateral and multilateral treaties and agreements. At the same time, one of the important forms of cooperation is the development of coordinated measures to harmonize the regulatoryframework of Russia and Kazakhstan in the field of science and technology.

The present work is devoted to the analysis of problems in development of international scientific and technical cooperation between the Shanghai Cooperation Organization member-states. Among the main factors that determine the development of scientific and technological sphere, the most important are legal factors, the detailed analysis of which is presented for each member state of Shanghai Cooperation Organization. The study of legal factors hindering the development of scientific and technological cooperation is based on the peculiarities of national legal regulation of scientific and innovation activity and the shortcomings of international agreements within the SCO. The authors identify both internal and external legal factors that influence the development of international scientific and technological collaboration. The authors consider the state of legal regulation of national science and technology policy and the legal status of organizations involved in the development of science as internal legal factors. External legal factors include the existence of bilateral treaties between the countries of the Shanghai Cooperation Organization regulating scientific and technological cooperation, as well as the content of multilateral treaties on scientific and technological cooperation between all member states of the Shanghai Cooperation Organization. Based on the results of the study, the authors conclude that it is necessary to harmonize the national legislation of the Shanghai Cooperation Organization countries on the issues of legal regulation of scientific and technological cooperation, as well as to consolidate at the international level the legal mechanisms for implementation of certain aspects of cooperation in the scientific and technological fields.

Today international relations encompass not only interaction between states, but also have a global, transnational character. Modern threats and international problems require the participation of more members of the world community. In this regard, interaction of states within the framework of international organizations is of great importance. Since many issues cannot be resolved in a bilateral format, multilateral cooperation requires the participants to have a high level of international legal regulation. Therefore, cooperation between states within the framework of international organizations is considered an important area of ​​mutual relations. It is known that Kazakhstan has not remained aloof from this process and is the initiator of the creation of a number of international organizations. It is also developing ties with its Eastern neighbor China through international organizations. In particular, cooperation is dynamically developing within the framework of the UN, the Shanghai Cooperation Organization, the Conference on Interaction and Confidence-Building Measures in Asia, created on the direct initiative of our country. For Kazakhstan and China, the main goal of cooperation within the framework of international organizations is to maintain security and stability in the region. Along with maintaining peace in the region, other areas of cooperation are developing in a multilateral format, such as trade, economy, transport, and the use of the political and economic potential of more than two countries is very effective in developing relations. The article examines the problems and prospects of cooperation between Kazakhstan and China within the framework of international organizations.

Химические реагенты активно используются в нефтяной отрасли для решения практических задач и совершенствования технологических процессов. При этом на сегодняшний день в России не определен единый, регламентированный нормативно-правовым документом надлежащей юридической силы, порядок применения и контроля качества химических реагентов при добыче, сборе, подготовке и трубопроводном транспорте нефти. С целью обоснования необходимости совершенствования технического регулирования в указанной области проведен анализ нормативно-правовой базы, требований к данному виду химической продукции, процедуры ее сертификации, правил и порядка допуска к применению. Установлено, что в настоящее время использование химических реагентов в нефтяной отрасли почти в полной мере регулируется внутренними нормативными документами компаний - потребителей этих химических веществ, что имеет издержки и недостаточно для эффективного функционирования системы технического регулирования в рассматриваемой области. Представляется целесообразным вернуться к ранее существовавшей практике общего нормативно-правового регулирования применения химических реагентов в процессах добычи, сбора, подготовки и трубопроводного транспорта нефти, а также обязательной сертификации данного вида продукции. Необходимо продолжать деятельность по обеспечению эффективности и безопасности применения химических реагентов: совершенствовать нормативную базу и систему контроля качества, разрабатывать новые методики испытаний и инструкции по применению. Все эти меры должны реализовываться не только на отраслевом, но и на государственном уровне. Chemical reagents are actively used in the oil industry to solve practical problems and improve processes. At the same time, Russia currently has no unified procedure for the use and quality control of chemical reagents in the production, collection, preparation, and pipeline transportation of oil that is regulated by a legal document of proper legal force. In order to substantiate the need to improve technical regulation in this sphere, analysis of the regulatory and legal framework, the requirements established for this type of chemical product, the procedure for its certification, rules and procedures for admission to use has been conducted. It has been established that currently the use of chemical reagents in the oil industry is almost fully regulated by the internal regulatory documents of companies that consume these chemicals, which incurs costs and is insufficient for the effective functioning of the technical regulation system in the industry under consideration. It seems appropriate to return to the previously existing practice of full legal regulation of the use of chemical reagents in the processes of oil production, collection, preparation, and pipeline transportation, as well as mandatory certification for this type of product. It is necessary to continue activities to ensure efficiency and safety of the chemical reagent use: to improve the regulatory framework and quality control system, to develop new test methods and usage instructions. All these measures need to be implemented not only at the industry but also at the state level.

Background: In this article, the author focuses on the legislative development of criminal proceedings and evidence after the establishment of the Slovak Republic. This article pays special attention to the issue of evidence and means of proof. It also deals separately with the legal regulation of using information and technical means. It briefly suggests possible directions of development in the field of evidence, reflecting the current state of development of science and technology, as well as changes in the security situation. Methods: The scientific methods of historical analysis and legal comparison were used to process the research data. Results and Conclusions: Developments in this area are constantly advancing, and the area of evidence in criminal proceedings in the Slovak Republic will inevitably be subject to updating.

The current situation and national features of technical regulation (standardization) of preparation of planning solutions for the development of urban underground space are considered. The article describes the history of the issue and examines the wording of the draft Code of rules "buildings, structures and complexes underground. Rules of town-planning design". The purpose of the analysis was to assess the effectiveness of the draft Code of rules, identifying the problems of standardization at the planning level. The analysis was carried out in conjunction with the directions of improving legal regulation. It is concluded that before the removal of legal barriers, the approval of the draft Code of rules is premature. The results of the analytical stage showed the presence of system defects of standardization for this urban level and identified their causes. On this basis, General proposals for the elimination of such defects are given and the specifics of finalizing the draft Code of rules are proposed. These recommendations can be useful for the developer, the state customer, the executor of the draft Code of rules, as well as for representatives of the expert community.

This article presents a comprehensive analysis of the institutional forms of regional scientific and technical cooperation in such integration associations as the SCO and ASEAN. The founding documents of the SCO (the Charter of the Shanghai Cooperation Organization) and ASEAN (n the Declaration on the Establishment of ASEAN) define scientific and technical cooperation as one of the tasks of these regional organizations. The authors proceed from the fact that overcoming the obstacles to the development of modern society is unthinkable without reliance on scientific and technological progress, and therefore a joint search for solutions to problems that already exist today and may arise in the 21st century is necessary. The expansion of cooperation in the field of science and technology within the framework of the SCO has been defined as one of the areas of cooperation and an institutional mechanism for the interaction of member states has been created, in which a permanent working group on scientific and technical cooperation holds an important place. One of the significant results in creating the material base for joint research is the SCO University (SCOU). Its main goal is to give a new impetus to the expansion of multilateral educational, scientific and cultural cooperation. The article notes that ASEAN's scientific and technical research is not limited to internal projects. A significant role in the development of this area is played by documents and institutions in which Russia is involved

The article describes the international scientific and technical cooperation (ISTC) of the Russian Federation with foreign states in the context of the anti-Russian sanctions. The research featured the political and economic anti-Russian sanctions that define the current cooperation in the scientific and technical field. The authors described the phenomenon of sanctions, their main types, reasons, specific features, etc., putting stress on the industrial and selective character, as well as on their indirect influence on Russian ISTC. There are no scientific and technological sanctions per se; however, the current political and economic sanctions keep affecting the ISTC sphere, e.g. inability to purchase and deliver reagents and high-tech equipment, to accept financing from foreign funds, etc. The sanctions manifest themselves as narrow scope of research projects, low academic mobility, etc. The two areas with appropriate mechanisms to counter the sanctions policy are political and legal. For instance, a diversified state policy could be developed to support ISTC. Public scientific diplomacy and an official vector of development might be of great help, in particular, the Asian vector of ISTC development. The authors believe ISTC should take place between the members of the Shanghai Cooperation Organization. The legal counteraction mechanisms include issuing normative legal acts, suspension of international agreements in ISTC, counter-sanctions, and international arbitration.

The author adequately analyzes the initiatives, practical proposals, and prospects of Uzbekistan within the organization. The current position of Uzbekistan in the political, economic, social, cultural, and humanitarian spheres within the SCO was emphasized. The strategic partnership between the SCO and Uzbekistan, the harmony of interests was also highlighted. Mutually agreed projects, agreements, and programs for the further development of the SCO, which is a leader in the international arena, were also presented.
