Information technology plays very important role in the healthcare sector and as new technology are introduced the potential of those technologies are tried out to see how better the healthcare sector could get advantage of these new technologies. From the time of internet age, the healthcare sector has undergone massive changes and with new technologies like Cloud Computing has bought enormous possibilities in having Personal Health Record (PHR) management. One of such latest technology which has been successfullytested and getting introduced is Blockchain. The growing interest in utilizing this technology into Health Sector especially for PHR due to its disturbed network model and the security design it has embedded in it.

Information systems play a significant role in helping to improve health outcomes and decision-making at the point of care, as well as in the planning and funding of care. There is no doubt that new technologies, especially information and communication technologies, could dramatically contribute to achieve better results in our activities in general. The healthcare sector, one of the largest sectors of society accounting, is very complex with many different application requirements. There are also a number of different types of actors that need to communicate for various healthcare purposes (patients/citizens, healthcare professionals and organizations providing health care cervices, payment bodies, pharmaceutical industry, the national governments). Standardization is the first and the most important step in building an Integral Healthcare Information System. However, standardization has been recognized in most of the countries as an important tool to achieve some of the general goals in healthcare systems. The relationship between the participants locally, regionally and nationally requires that information is shared for planning, funding and treatment purposes. Health information standards are instrumental for the operation of healthcare organizations, the planning and management of the health sector, for electronic business transactions and the development of a national system of electronic health records as well. It is necessary to make relevant decisions on adoption of specific health information standards, to adjust them to local conditions as necessary, define in sufficient details methods the manner of their introduction and implementation. The successful implementation of each National Health Information Systems Strategy is heavily dependent upon the implementation of information standards.

Background: E-prescribing is the most important achievement in the automation of the healthcare sector in Poland. Obligatory electronic prescribing came into force on 8 January 2020. This innovation significantly changes the work of doctors. Therefore, it is useful to identify the factors that have an impact on doctors’ acceptance levels for the new technology. Methods: This study employs a survey based on the Unified Theory of Acceptance and Use of Technology (UTAUT) method. Our questionnaire was completed by 144 family doctors in Poland during the technology implementation phase and the initial period of obligatory e-prescribing, between 1 December 2019 and 1 March 2020. Results: The results of the survey indicate that doctors do not believe that e-prescribing improves the effectiveness of their work. In addition, this attitude does not depend on the age of the respondent. We also found, regarding the influence of societal attitudes, that doctors only rarely consider the opinions of others in relation to their job. Conclusions: The implementation of new technologies in the healthcare system must be accompanied by consideration of how user-friendly the technologies are, and whether the users will have appropriate technical and financial support.

BACKGROUND The information technology has transferred the paper-based healthcare sector into the digital form, where the patient information transfers electronically from one place to another. However, there are still a number of challenges and issues present in this domain because of the lack of proper standards, growth of new technologies (mobile, tablets, ubiquitous computing, etc.), and healthcare providers, who are reluctant to share patient information. Accordingly, a solid systematic literature review was conducted to understand the use of this new technology in the healthcare sector. The main purpose was to explore the relevant literature on Fast Health Interoperability Resources (FHIR) in the healthcare domain and identifies its implementation, exciting challenges, and open questions raised by us in healthcare regarding FHIR. To the best of the our knowledge, there was a lack of comprehensive systemic literature review that could focus on FHIR-based Electronic Health Record (EHR). In addition, FHIR was found to be the latest standard, but it was in the infancy stage of its development. Therefore, it was anticipated that the study under review was a hot area for us and that there were huge research opportunities in it. OBJECTIVE This paper aims mainly to explore the works in FHIR and performs a systematic review of the literatures surrounding FHIR, challenges to FHIR, implementation of FHIR, opportunities, and future FHIR applications. METHODS In January 2020, we searched articles published during January 2012 to December 2019 via all major digital databases in the field of computer science and healthcare, including ACM, IEEE Xplore, Springer, Google Scholar, PubMed, and ScienceDirect. Consequently, an analysis was carried out of the systematic literature review. RESULTS As a result, we reviewed more than 8000 scientific studies published in the last eight years, selected the most significant approaches, and thoroughly surveyed the health care field related to FHIR. We identified open questions, challenges, implementations models, used resources, beneficiary applications, data migration approaches, and goals of the FHIR. CONCLUSIONS Ultimately, the literature analysis necessitated the need and role of FHIR in the healthcare domain in the near future.

Recent events in the high-performance computing industry have concerned scientists and the general public regarding a crisis or a lack of leadership in the field. That concern is understandable considering the industry's history from 1993 to 1996. Cray Research, the historic leader in supercomputing technology, was unable to survive financially as an independent company and was acquired by Silicon Graphics. Two ambitious new companies that introduced new technologies in the late 1980s and early 1990s—Thinking Machines and Kendall Square Research—were commercial failures and went out of business. And Intel, which introduced its Paragon supercomputer in 1994, discontinued production only two years later.During the same time frame, scientists who had finished the laborious task of writing scientific codes to run on vector parallel supercomputers learned that those codes would have to be rewritten if they were to run on the next-generation, highly parallel architecture. Scientists who are not yet involved in high-performance computing are understandably hesitant about committing their time and energy to such an apparently unstable enterprise.However, beneath the commercial chaos of the last several years, a technological revolution has been occurring. The good news is that the revolution is over, leading to five to ten years of predictable stability, steady improvements in system performance, and increased productivity for scientific applications. It is time for scientists who were sitting on the fence to jump in and reap the benefits of the new technology.

Over the last 10 years, the state of sexual and reproductive health in Cameroon has been challenging with rising levels of sexually transmitted diseases, the high fertility rate, and high infant and maternal mortality rates. Some researchers attributed these challenges to the limited number and quality of sexual and reproductive health personnel working in health facilities across the country. The North West Region of Cameroon was taken as a unit of study to probe into the skills gap among sexual and reproductive health practitioners. A total of n = 302 participants at a confidence interval of 95 per cent were selected using a stratified random sampling technique to take part in the study. The results indicated that a good number of them have no prior experience in the field of sexual and reproductive health. On the other hand, most of the practitioners’ skills level is situated between intermediate and competent with very few of them being at the expert skills level. It was therefore recommended that most of the participants needs improvement in (i) computer or information technology skills; (ii) research skills; and (iii) leadership development of the specialty. These areas need to be dealt with, as a matter of priority, through training and professional development to enable these professionals to deliver better service in the sexual and reproductive healthcare sector. It was also recommended that, in line with the critical role that sexual and reproductive health practitioners play in Cameroon’s health system, the Ministry of Public Health and other role players in the health sector make sufficient investments in the improvement of the health workforce’s accessibility to information and communication technology.

Corruption is pervasive in Nigeria at all levels. Thus, despite recent gains in healthcare provision, the health sector faces numerous corruption related challenges. This study aims at examining areas of corruption in the health sector with specific focus on its types and nature. A sample size of 480 respondents aged 18 years and above was drawn from the eight Metropolitan Local Government Areas of Kano State, using the multistage sampling technique. The results revealed evidence of corrupt practices including those related to unnecessary-absenteeism, diversion of patients from the public health facilities to the private sector, diverting money meant for the purchase of equipment, fuel and diesel, bribery, stealing of medications, fraud, misappropriation of medications and unjustifiable reimbursement claims. In order to resolve the problem of corrupt practices in the healthcare sector, the study recommended the need for enforcement of appropriate code of ethics guiding the conduct of the health professionals, adoption of anti-corruption strategies, and strengthening the government monitoring system to check corruption in public health sector in order to ensure equitable access to healthcare services among the under-privileged people in the society.

Abstract In this essay, I offer a brief history of manuscript cataloguing and some observations on the innovations this practice introduced especially in the digital form. This history reveals that as the cataloguing of medieval manuscripts developed over time, so did the research needs it served. What was often considered traditional cataloguing practices had to be mediated to accommodate new scholarly advance, posing interesting questions, for example, on what new technologies can bring to this discussion. In the digital age, in particular, how do digital catalogues interact with their analogue counterparts? What skills and training are required of scholars interacting with this new technology? To this end, I will consider the importance of the digital environment to enable a more flexible approach to cataloguing. I will also discuss new insights into digital projects, especially the experience accrued by the The Production and Use of English Manuscripts 1060 to 1220 Project, and then propose that in the future cataloguing should be adaptable and shareable, and make full use of the different approaches to manuscripts generated by collaboration between scholars and librarians or the work of postgraduate students and early career researchers.

Many leading companies in the automotive industry have been putting tremendous effort into developing new powertrains and technologies to make their products more energy efficient. Evaluating the fuel economy benefit of a new technology in specific powertrain systems is straightforward; and, in an early concept phase, obtaining a projection of energy efficiency benefits from new technologies is extremely useful. However, when carmakers consider new technology or powertrain configurations, they must deal with a trade-off problem involving factors such as energy efficiency and performance, because of the complexities of sizing a vehicle’s powertrain components, which directly affect its energy efficiency and dynamic performance. As powertrains of modern vehicles become more complicated, even more effort is required to design the size of each component. This study presents a component-sizing process based on the forward-looking vehicle simulator “Autonomie” and the optimization algorithm “POUNDERS”; the supervisory control strategy based on Pontryagin’s Minimum Principle (PMP) assures sufficient computational system efficiency. We tested the process by applying it to a single power-split hybrid electric vehicle to determine optimal values of gear ratios and each component size, where we defined the optimization problem as minimizing energy consumption when the vehicle’s dynamic performance is given as a performance constraint. The suggested sizing process will be helpful in determining optimal component sizes for vehicle powertrain to maximize fuel efficiency while dynamic performance is satisfied. Indeed, this process does not require the engineer’s intuition or rules based on heuristics required in the rule-based process.

ABSTRACTDo world politics affect the adoption of new technology? States overwhelmingly rely on technology invented abroad, and their differential intensity of technology use accounts for many of their differences in economic development. Much of the literature on technology adoption focuses on domestic conditions. The authors argue instead that the structure of the international system is critical because it affects the level of competition among states, which in turn affects leaders’ willingness to enact policies that speed technology adoption. Countries adopt new technology as they seek to avoid being vulnerable to attack or coercion by other countries. By systematically examining states’ adoption of technology over the past two hundred years, the authors find that countries adopt new technologies faster when the international system is less concentrated, that changes in systemic concentration have a temporally causal effect on technology adoption, and that government policies to promote technology adoption are related to concerns about rising international competition. A competitive international system is an important incentive for technological change and may underlie global technology waves.

This article examines possible future developments with particular references to the role of new technology and the implications for Europe's agricultural producers. The main proposition is that the maintenance of commercial viability will oblige producers to adopt innovations and new practices, but the most successful will be farmers with the greater economic resources and superior managerial abilities. The outcome will be increasing socio-economic differentiation within the EEC population of agricultural producers and an increasing proportion of farm output coming from the top 20 per cent of farmers in the Community.
