One of the requirements to be able to enter the business world and industry in the electricity sector is the existence of an electricity competence certificate. The electricity competency certificate is obtained after passing the electricity competency test. The electricity competency certificate is given by the Vocational High School in recognition of students who are declared competent to conduct electricity work through the electricity competency test process conducted by creditable education units and professional certification bodies. Expert competence test or often referred to as UKK is one part of the National Examination that aims to; (1) measure the achievement of students' competencies in accordance with the competencies taken; (2) facilitate students who will complete their education for graduation from education units; (3) optimizing the implementation of competency certification oriented to the achievement of vocational graduation in accordance with the Indonesian National Qualification Framework; (4) and facilitate business and industry cooperation so that the competence of graduates is in accordance with what is needed by the business world or the industrial world. The results of the competency test become indicators of the graduate competency standards contained in the Minister of National Education Regulation No. 28 of 2009, while for stakeholders will be used as information on the competencies of the workforce or vocational high school graduates. This study has following objective; (1) describe competencies in competency testing, (2) describe criteria for competency skills testing programs that are more effective, efficient, so that graduates in the Vocational High School receive full recognition from the business and industrial world.

This dissertation studies the effects of parents' resources on children's labor market outcomes in Korea. The educational structure in Korea has changed substantially with rapid economic growth over the last several decades. There is a substantial difference between parents and children's average educational attainment. Because of economic development and schooling difference between parents and children, the intergenerational transmission of economic status may show different patterns than in developed countries. In addition, parents' health problems may play a role to limit children's educational attainment by reducing parenting quality during early childhood or adolescent periods. The dissertation estimates various causal channels of parents' economic resources to children. The dissertation consists of three chapters. In Chapter 1, I investigate the intergenerational relationship of earnings and education in Korea with particular attention to the trajectories of vocational and academic high school graduates. I estimate that the intergenerational earnings elasticity in Korea is 0.4, which is consistent with previous studies. When educational attainment of fathers and child are controlled, parental earnings are positively associated with children's earnings, although the association decreases to 0.08 (0.10) for sons (daughters). Sons whose fathers completed only a vocational high school degree have a greater chance of attending college than sons whose fathers completed only an academic high school degree. A college degree of a father helps children to have higher earnings and to increase their chance of attending and graduating from college. Father's education has a stronger impact on children's earnings when children's educational attainment is higher. A vocational high school degree reduces a child's probability of attending and completing college compared to academic high school graduates. However, notwithstanding this educational disadvantage, vocational graduates do not appear to suffer substantially in terms of expected earnings, relative to academic high school graduates. In the second chapter, I estimate the average causal effects of parents' educational attainment on the educational attainment of children in Korea using a new method, the nonparametric bounds approach. This approach does not require the assumption of homogeneous and linear effects of parental schooling. It also uses relatively weaker assumptions, monotone treatment response and monotone treatment selection, than assumption underlying other methods and is more amenable to testing. With the additional assumption of monotone instrumental variables, it provides the tightest bounds on the average treatment effects (ATE) that an increase in parents' education increases children's educational success. It also shows the effects are overestimated in simple regression models. The third chapter examines the effects of parental health on children's educational attainment. Parental illness changes parenting quality both by affecting family wealth and in other ways that influence children's labor market outcomes. Parental health problems can especially have relatively larger impacts on children's education when children are in either primary or secondary education than other periods. Longitudinal data from the Korean Labor Income Panel Survey, for the period 1998 - 2018, enables me to examine parental illness effects in the early childhood and adolescent period on ultimate educational achievement. Empirical application in this paper pays attention to situations that each parent's either unexpected or chronic health problems change children's human capital.

The Indonesian government believes that textbooks play a strategic role in improving the quality of primary and secondary education (Regulation of the Minister of National Education of the Republic of Indonesia No.11 of 2005). Nevertheless, Abdulkarim (2010) revealed that the quality of school textbooks, either in junior or vocational / high school is very low. The contradiction between Regulation of the Minister of National Education Regulation goal and Abdulkarim (2010), and some previous research, such as Heskett et al. (1997), and Dimitriades (2006) motivates this study to analyze the effect of satisfaction to commitment and loyalty of vocational teachers in Bandung. The results showed that there was no correlation between satisfaction and the commitment and between the commitment and loyalty, but there is a significant direct correlation between satisfaction and loyalty. This shows that users of textbooks as the government policy consumers has loyalty in the sense will do its use continuously, but the loyalty is not based on a commitment, but only based on satisfaction.This is suggests that vocational high school teachers are satisfied with the textbook but don’t want to rely on Regulation of National Education Minister, since commitment is defined by Dwyer et al. (1987), Morgan and Hunt (1994), and Pritchard et al. (1999) as a stable seeking and defensive attitude towards not to change a choice. They are easy to change attitudes through using of Electronic Text Boook (ETB) as teaching materials. The Authors also revealed some limitations and recommendations

Improving the quality, relevance and standardization in education through ISO 9001: 2008 certification must comply with national education standards. This article aims to analyze the relevance of the implementation lesson plan in the ISO 9001: 2008 standard with the implementation plan of learning in the Constitution Number 20 years 2003 about National Education System, Government Regulation Number 19 years 2005 about National Education Standards, and Government Regulation Number 32 about amendment of Government Regulation Number 19 Year 2005 about National Education Standards. The results of the analysis show that there is no significant difference in lesson plan. So the ISO 9001: 2008 standard is relevant applied in vocational high School.

This research aims to evaluate the implementation of the competency certification program through the First-Party Professional Certification Institute (LSP P-1) at SMK N 2 Klaten.  The evaluation of the implementation of competency certification program reviewed on 4 aspects e.g. : (1) context; (2) input; (3) process; and (4) product. This research is evaluation research based on CIPP model (Context, Input, Process, Product). This research was conducted at SMK N 2 Klaten which already had an LSP P-1license. The respondents were the principal, LSP chairman, secretary, treasurer, certification manager, chairman of the scheme committee, the competency test venue (TUK), and assessors. Questionary were used to celleted data in this study. The data was analyzed with the descriptive analysis. The result shows that: (1) the implementation of competency certification test through the LSP P-1 at State Vocational High School 2 Klaten in the context aspect is classified as very appropriate (83.93%), it is related to the policies and the goals of competency certification test; (2) in the input aspect is classified as very appropriate (88.82%), which meet the criteria of the assessor and the completeness of assessment tools; (3) in the process aspect is classified as very appropriate (88.59%), which leads to the suitability of the implementation procedures; and (4) in the product aspect is classified as very high (78,4%), for the achievement of competency certification test results and competency certificates.

Almost every year education in Indonesia is always shrouded in problems especially when national exam will be held. Problems that arise like cramming, compressing National Exam subjects by leaving other lessons, forming successful teams, and giving sanctions to Schools that fail the National Exam, and others. Supposedly, the National Exam is the answer in our efforts to realize an honest and achieving education process. This study aims to determine how the teacher's efforts in inculcating the value of honesty during the National Examination at Vocational High School Nurul Iman Palembang. This research is a field research with qualitative approach. To obtain data in this research, researcher use some methods in collecting data that are observation, interview and documentation. Data analysis technique used is descriptive technique. The result of the research is the cultivation of honesty value during the National Exam in Vocational High School Nurul Iman Palembang, among others: First, appealed and advised the students to study hard at home and school and take the best time to learn. Second, hold impromptu evaluation. Third, cultivating faith in God confesses that there is no god but Allah, always remember Allah wherever located so afraid to commit sins or errors intentionally even if not known by others. Fourth, explain the honest benefits of the National Examination.
