The informational support of the society and its constituent parts from individuals to organizations and states leads to speeding up the decision-making process, and, consequently, to speeding up the process of movement of goods and services which are now being carried out via the Internet. There is no doubt that electronic commerce (e-commerce) will become one of the dominant types of trade and one of the promising components of the "new economy" in the foreseeable future. The popularity of e-commerce is growing rapidly under the influence of various factors and now we cannot imagine the modern world without online stores and all kinds of mobile applications that help to make purchases at all levels. It goes without saying that e-commerce (online trade) will develop most rapidly in the most technologically advanced countries, such as the states of Europe, North America, Japan and China, having their own characteristics depending on national, demographic and other factors. The Russian government that tried to modernize the country has been shown a high rate of development of information technology and e-commerce over the past 15 years, but just in the European part of the country to a greater extent; it is related to the demographic state of the country. But the expansion of industry in the East (construction of new roads, ports, factories, agro-industrial and military-industrial complexes) creates a favorable environment for business in general and for e-commerce, in particular. The investment attractiveness of the Far East region also plays an important role. The changing way of life of the population and the technological breakthrough create new information and technological nation-wide economic environment that develops in close connection with the world economic development trends experiencing their influence, and in turn influencing them.

Informatization of the society and its constituent parts from individuals to organizations and states leads to an accelerated decision-making process, and, consequently, to the accelerated process of movement of goods and services, which are mostly realized via the Internet. There is no doubt that electronic commerce will become one of the dominant types of trade and one of the promising components of the "new economy" in the foreseeable future. The popularity of electronic commerce is growing rapidly under the influence of various factors and the modern world cannot be imagined without online stores, all kinds of mobile applications that help to make purchases on all levels. It goes without saying that e-commerce (online trade) will develop most rapidly in the most technologically advanced countries, such as the states of Europe, North America, Japan and China, having their own characteristics depending on national, demographic and other factors. The Russian state has taken a course to modernize the country and is experiencing growth of information technology, and, consequently, of electronic commerce over the past 15 years. However, this occurs mainly in the European part of the country. But the rise of industry in the East (the construction of new roads, ports, factories, agro-industrial and military-industrial complexes) creates a favorable environment for business in general and for electronic commerce in particular. The investment attractiveness of the Far East also plays an important role. The changing way of life of the population and technological breakthrough create a new information and technological nation-wide economic environment, developing in close connection with the world economic development trends, experiencing their influence, and in turn influencing them.

The article is devoted to the study of the concept of the mammoth in regulatory documents and cultural practices. The analysis of both Russian and international experience allowed to generalise the existing legal provisions regarding the regulation of mammoths, as well as to determine the role of mammoths in the world and Russian culture, including the culture of the indigenous peoples of the North, Siberia and the Far East. The methodological basis of the study is represented by the comparative analysis of sources and materials, historical-comparative and chronological methods, the historiographic method, as well as methods of philosophical and art history analysis. The study revealed the fact that in the field of legislation and legal regulation of extraction and sale of mammoth ivory in the world, the issue of the status of mammoths is raised only in connection with a discussion of the survival of rare species of elephants. Measures to prevent extermination of elephant population, encompassing a ban on trade, including trade of mammoth ivory, cause heated discussions and are controversial for craftsmen, antique dealers and art collectors. The issue of legal regulation in this area is particularly acute for the Russian Federation, due to the lack of a finalised legal and regulatory framework, both at the federal, regional and municipal levels. The image of the mammoth in the world and Russian culture is embodied in a number of visual practices. These are heraldry, animation, book graphics, sculpture and fine art. Sign and symbolic forms of the mammoth embody religious and mythological characteristics of the animal, demonstrating its significance in people’s worldview, as well as indicating of the “living” memory of it in the modern world

The article offers to discuss the topical issues of areas and opportunities for development of the Far East of Russia in multipolar world. Today, multipolarity is a characteristic feature of globalization. The author considers the integration with the countries of the Asia-Pacific region as an opportunity to mitigate the negative demographic processes which are manifested in ongoing out-migration. Moreover, the migration outflow is five sixth. The Russian government proclaimed ’a turn to the East” in its foreign policy. The article aims at identifying new, not based on natural resources use, factors of the Far East’s integration into the Asia-Pacific region. The study shows that a relatively small population, poor transport infrastructure and lack of requirements made by a large part of population for the quality of goods and services, as well as the devaluation of the national currency, would not be the factors contributing to a great demand for the goods from the Asia-Pacific countries. It is therefore necessary to search for the integration capacity of the Russian Far East elsewhere. By summarizing scientific evidence, the author highlights that they could be natural recreational resources and participation in resolving global, including environmental, challenges.

This document aims to conduct a literature review in order to identify evolution and research trends in the area of neuromarketing end marketing ethics. The fact of deep systemic crisis of the modern civilization has been discussed by politicians, scientists and philosophers for at least last fifty years. Since then, more than forty of them have been published, that was base for the scientific thought development towards the formation of the concept of sustainable development of mankind. Self-healing changes are extremely slow, despite the enormous efforts of scientists, politicians and public figures. This is partly caused by the fact that in modern politics and economics the neuroscience achievements are used widely but these achievements are applied for narrowly selfish purposes that contradict the main goals and objectives of the concept of sustainable development. Therefore, it is relevant to turn to the analysis of a relatively new direction in modern economic science – neuromarketing, which is gaining the more influence in the society and is actively developing in use. As the world history experience shows, the most important prerequisite for the new civilization formation is a radical transformation of the spiritual (value-semantic) sphere of life. In turn, such transformation is unthinkable without the philosophical project of reconstruction and neoholism, the fundamental value of which is the eidos of harmony, can become such a project. In the modern world dominates the ideology of consumption, the products of which are the presence of fashion, wastefulness, profit orientation in decision making, etc. Consumption is the act of receiving goods or services. Overconsumption (or irrational consumption) that dominates in the world and is imposed by the entire marketing system is the phenomenon of receiving goods and services more than need – to a greater extent than a person needs. This is a dead end, because of which the entire system is going through a deep crisis. Some scientists believe that the way out of the crisis is possible through the interaction of science and economics, or rather neurosciences and economics, which leads to overconsumption of goods and services, which means the growth of incomes of large and medium-sized capital. Others see the way out in the new thinking development, a new philosophical paradigm, which must be introduced into the mass consciousness by means of education, thereby raising the level of consciousness and expanding the potential of a person. The most famous firms that have used neuromarketing techniques to achieve their goals are Coca-Cola, General Motors, Google Mars, Nestle and many other corporations. It is important to mention that the neuromarketing cost is increasing every year, for example, in 2015 the United States spent $25 billion on neuromarketing research. At the present stage, there are three main research methods in neuromarketing: electrical activity of the brain (EEG), oculography (eye movement, eye tracking) and analysis of facial expressions and non-verbal gestures. For example, in the evaluation process of the TV commercials effectiveness, specialists monitor the eyes and determine the speed of pupil movement. Analyzing the above, it can be argued that neuromarketing in the modern world is one of the leading and promising technologies for the society influencing. It is possible that its potential has not yet been fully formed and studied, but these studies are the highly paid item of expenditure in the large corporations.

The article presents one of the most promising and ambitious in socio-economic, political, humanitarian aspects of the Russian scientists’ project: “United Eurasia: Trans-Eurasian Belt of RAZVITIE — Integrated Eurasian Transport System (United Eurasia: TEBR-IETS)”. The main purpose of the project is to ensure the connectivity of the territories of the Russian Federation and their active development, first of all, the deep integrated development of Siberia, the Far East and the Arctic. The role of the project in the partnership of the progressive world community is great; the radically modernized Trans-Siberian Railway — the backbone of the project — is designed to connect the Far East, including Japan, with Western Europe and the USA in the future. This fact will make it possible to carry out on the territory of the Russian Federation and the countries included in the project, the systemic coordination of all types of transport, including river and nautical, to create a single world logistics complex of advanced technical and managerial development. The creation of the IETS will consolidate Russian geopolitical position as a transport bridge between the world economic and civilizational regions. It will create conditions for mutually beneficial cooperation with Austria, Germany, France, Czech Republic, Italy, Japan, South Korea, Singapore, India; will open up new opportunities for cooperation with North Korea, Canada and USA in the future. It will arouse interest from the PRC in the integration of a similar Chinese project, the "Silk Road" with the Russian Megaproject. The implementation of the Megaproject will allow Russia to offer the world a new effective version of a non-confrontational way of solving international problems, become a geo-economic and geopolitical integrator on the Euro-Asian continent, lay the foundations for the solidarity development of all civilizational centers around Russia as a civilization state, make it senseless and impossible to impose sanctions on Russia, and raise to a qualitatively new level of authority and the role of the Russian Federation in the modern world.

At the present stage of civilization, information plays a key role in the functioning of public, state institutions and in the life of each individual. The rapid development of modern information technologies plays an important role in various spheres of life, activates civil and business turnover and promotes the movement of entrepreneurship in the direction of globalization. In connection with the continuous development of information networks, there are new social institutions, such as e-commerce. At present, the leading economies of the world and highly developed countries demonstrate the rapid development of electronic trading mechanisms, moreover, information technologies are actively used in all sectors of the modern world the economy. Therefore, society gradually evolves, adapts to changes and goes to a noticeably high level of economic relations. And from that how fast the changes in mechanisms in the traditional form of trade depend the efficiency of introducing electronic technologies into the economy. The global e-commerce market is growing year by year. This is facilitated by the deeper penetration of the World Wide Web in different regions and the growth of online sales in the existing markets. The Internet network is an entire industry that quickly penetrates all areas of human activity. Right now, this industry is in a rapid growth phase. A huge number of companies around the world see the Internet a great commercial potential and the ability to move their business to a qualitatively new level. In most countries, e-commerce has become widespread and has opened up incredible opportunities for business and economic development. Annually, the global e-commerce market is growing. This is due to the fact that information technology is taking on an increasingly important role in the life of a modern person. Ukraine is trying to meet world progress, but in the development of e-commerce is far behind the others. Undoubtedly, in our country there are favorable preconditions for the development of e-commerce. At the same time, there are a number of factors that are serious problems for the domestic development of this type of business. In recent years, e-commerce has been able to penetrate practically all spheres of life of the population and in Ukraine. The domestic e-commerce market is only at the inception stage, but at the same time it has a significant potential for development. According to expert estimates, in the past 2017, the turnover of physical goods and services in e-commerce has increased by 30% and now makes at least UAH 50 billion. In 2018, the growth rate will continue and the turnover of physical goods and services in e-commerce will be about 65 billion USD.

In the 21st century, the world became a sign of globalization: global conflicts, global disasters, global economy, global Internet, etc. The Polish researcher Casimir Zhigulsky defines globalization as a kind of process, that is, the target set of characteristic changes that develop over time and occur in the modern world. These changes in general are reduced to mutual rapprochement, reduction of distances, the rapid appearance of a large number of different connections, contacts, exchanges, and to increase the dependence of society in almost all spheres of his life from what is happening in other, often very remote regions of the world.

The phenomenon of economic growth is studied by economists and statisticians in various aspects for a long time. Economic theory is devoted to assessing factors of growth in the tradition of R. Solow, R. Barrow, W. Easterly and others. During the last quarter of the century, however, the institutionalists, namely D. North, D. Wallis, B. Weingast as well as D. Acemoglu and J. Robinson, have shown the complexity of the problem of development on the part of socioeconomic and political institutions. As a result, solving the problem of how economic growth affects inequality between countries has proved extremely difficult. The modern world is very diverse in terms of development level, and the article offers a new approach to the formation of the idea of stylized facts using cluster analysis. The existing statistics allows to estimate on a unified basis the level of GDP production by 174 countries of the world for 1992—2016. The article presents a structured picture of the world: the distribution of countries in seven clusters, different in levels of development. During the period under review, there was a strong per capita GDP growth in PPP in the middle of the distribution, poverty in various countries declined markedly. At the same time, in 1992—2016, the difference increased not only between rich and poor groups of countries, but also between clusters.
