The main objective in the recruitment process in schools is getting human resources or educators (teacher) is appropriate for a particular position so that the person is able to work optimally and can survive in school for a long time. Implementation of recruitment is a very important task, crucial and requires a great responsibility. This is because the quality of human resources that will be used schools rely heavily on recruitment and selection procedures were carried out. Based on interviews and observations made, it can be analyzed that the implementation of teacher recruitment aims to get teachers who are professional and have the best qualifications. Recruitment of new teachers is not held every year since in accordance with the needs of the school if there are vacant positions then held recruiting new teachers to fill positions corresponding field. Before conducting the necessary preparation for the recruitment of new teachers, new teacher recruitment preparation should be done so through the recruitment of school can obtain a good teacher management in order to improve the quality of school-based education.

<p class="Abstrak"><strong>Abstract:</strong> This study aims to determine the’ recruitment process of teacher in Darul Ulum 2 Jombang High School because the quality of the teacher depends on the recruitment and selection procedures carried out by the committee. This research method was qualitative research, while data collection used interviews, and document studies. The results‘show that the implementation of recruitment aims to get professional educators. Before carrying out recruitment, it is necessary to prepare the recruitment process. Preparation and recruitment process must be completely well-planned so that the recruitment obtain good teachers since it impacts on student output.</p><strong>Abstrak:</strong> Penelitian ini bertujuan untuk mengetahui proses rekrutmen guru di SMA 2 Darul Ulum Jombang dikarenakan kualitas tenaga pendidik di sekolah sangat bergantung pada prosedur rekrutmen dan seleksi yang dilaksanakan oleh panitia. Metode penelitian ini menggunakan penelitian kualitatif. Adapun pengumpulan data menggunakan wawancara mendalam, observasi, dan studi dokumentasi. Hasil dari penelitian ini merupakan implementasi rekrutmen tenaga pendidik bertujuan untuk mendapatkan tenaga pendidik yang profesional dan memiliki kualifikasi yang terbaik. Sebelum melakukan kegiatan perekrutan diperlukan persiapan dan proses yang matang. Persiapan dan perekrutan tenaga pendidik ini harus benar-benar ”matang” sehingga melalui rekrutmen tersebut sekolah dapat memperoleh tenaga pendidik yang profesional sesuai dengan kriteria sekolah kerena akan berdampak pada <em>output</em> siswa.”

Education plays a very important role in the process of improving the quality of human resources and is a process that is integrated with the process of improving the quality of human resources themselves. For this reason, the government implements School-Based Management which involves relevant stakeholders, especially the community. This study aims to find out and analyze the collaboration of the Committee (community) with the Head of Madrasa in terms of improving the quality of education at Madrasa Aliyah Negeri in Banda Aceh City. Data collection in this study was conducted by interview, documentation, and observation. While the results of this study are the authors find that the Cooperation Committee and the Head of MAN in Banda Aceh City have been carried out in the form of partnerships that synergize and mutually understand the roles and functions of each institution in order to improve the quality of Madrasah education, this is clearly seen by the implementation of the boarding school program, student creativity activities, extracurricular activities and also academic achievement of students who continue to increase along with the increasing intensity of collaboration of the committee and the head of the Madrasah as a whole in all aspects that include learning activities, facilities, infrastructure, and technical education materially and non materially, so that it gives a significant influence on the quality of education at Madrasah Aliyah Negeri in Banda Aceh City.

The article deals with the issues related to the creation of conditions for the eff ective implementation of the function of recruitment and selection of personnel in the company. One of the main conditions put forward is the need to regulate the activities of the recruitment service, to establish uniform standards for all recruitment and selection procedures, to increase the ability of representatives of the recruitment service to interact with heads of departments on recruitment of candidates. A list of necessary internal local documents regulating the recruitment process and the actions of all participants in this process, as well as recommendations for the creation and fi lling of such regulations with specifi c content. Considerable attention is paid to the use of modern sources of search and attraction of candidates by the recruitment service, the review of the current existing experience of solving this issue is given.

Recruitment is an integral part of the management of an institution or organization. Recruitment positions are quite important, because the quality of recruitment influence the quality of the performance of institutions or organizations concerned in the future. Filippo in Justine T Sirait (2006: 56) defines recruitment as an employee or prospective withdrawal of labor and the employment search process is done carefully, so as to stimulate them to want to apply for certain positions offered by the organization. Recruitment is wise when before implementation is done plannings to meet the needs of the labor or employee in an organization, what is needed and how much is needed. Once detected all necessary further carrying out the process to get the purposes of labor or employees needed. After planning labor requirements. Subsequent process is the process of opening a job. Pramana (2005: 4) says that the process of opening a job based on their workforce planning needs really been analyzed and approved by the director. Filing review of manpower requirements can be distinguished according to their needs. Selection is the process for deciding the appropriate employee from a set of candidates obtained through the recruitment process, both internal and external recruitment. In principle, the selection regardless of whether the selection made for new employees, promotion, transfer, or others, and are associated with certain stages, such as: determination of the demands of the job and the company, the determination of the type of people required, determination of tools and steps / selection procedures, factors to be considered in the selection is a tool / selection procedure, and who is doing the implementation of selection (Hariandja 2007: 125-127). The part that is no less important than recruitment is the process regarding a contract extension subcontracted employees and probation employees. This article discusses conceptual School-Based Management (SBM) which includes the contribution and implementation of the education process in managing the structure and organizing autonomous education (decentralized from the government to school). This article is made by reviewing and collecting information from various references both books, articles, and journals that are used as material in studying and conceptually adding insight to SBM. The idea of holding SBM is a good step to support the improvement and acceleration of the improvement of the quality of human resources in the field of education that is in accordance with the field conditions to solve problems more quickly and effectively, but it is also very risky for failure because all responsibilities and implementation are left to executor, where each region has different human resources (HR) and funding capabilities.

In improving the quality of schools and education is closely related to school-based management (SBM), in terms of developing primary and secondary education. In the current conditions, SBM has not received good attention, and even tends to not be understood by the school as one of the important factors in supporting the expected implementation governance of educational sector. Schools have a duty to manage fincances based on financial management principles so that the money in circulation can be utilized optimally. Optimal school financial management forces schools to make the process of school financial management as good as possible. For this reason, efforts are needed in improving school financial management that can increase transparency and public accountability. In terms of school financial management, the role and competence of Human Resources (HR) are major factors in improving the quality of school financial management. <p><em>                         </em></p><p><em>The quality of human resources is very influential on the achievement of school vision and mission. Determination of the quality of human resources in schools can be known from the recruitment management of educators. Therefore the purpose of this study is to know the recruitment management of educators in SDN Sinduadi 1. The research method used is qualitative descriptive. The results show that schools perform the required job analysis, determine recruitment strategies such as announcement of new teacher vacancies within the internal scope and use appropriate sources, techniques and recruitment methods. Implementation of recruitment, this school never made an announcement in the mass media only dilingkup internal to the teacher staff. Selection is done by the principal by way of file selection and then followed by interview. After that, the principal decides who the teacher will receive. The conclusion of this research is the management of recruitment of educator at SDN Sinduadi 1 is still less coordinated.</em></p>

One of the things implied by the education decentralization policy is to run independent school education management in different perspectives according to the conditions of each region. Decentralization is no longer seen as a concept but should be implemented at all levels of management, not least on the institutional arrangements, systems and educational units, both in the formal and non-formal education channels. New patterns of management education in the form of School Based Management, is actually giving ample space for the community that any decision made by the local government is more "grounded" and provide quality education to the younger generation. In this context, education decentralization implies an effort to bring the community to the decision making on local needs, so that the development of education in accordance with the peculiarities of the region, on the other hand the potential can be utilized. In the end, the real implementation of the School Based Management is on the order of the institution is expected to improve the quality of basic education and excellence in the area of human resources.

Indonesia has abundant human resources in terms of quantity, including women. Statistic data in 2013 mention that the numbers of Indonesian females are 49.66 percent and males are 50.34 percent from 237.641.326 peoples. However, the quality of human resources is still low viewed by the educational development index that puts the state at rank 69 from 127 countries. One proof of the quality of human resources declining in Indonesia is prostitution that continues grow. One of the prostitution areas is Dolly which located in Surabaya, East Java, Indonesia. This activity could despicable in religion and morality, also affect to the physical and psychological health of women. The important thing that must be obtained to advance insight and ethics’ women is an education. Nowadays, education system that requires students to get good grades makes them depressed and cannot improve their skills. Besides, the school system that unites men and women can reduce competitive spirit within students. Students who begin adolescence and love the other also caused uncontrolled relationship. It because students spend a lot of time to have fun than study and increase their skill. To improve the moral and achievement levels, it is necessary to set up a new system for education. The new education system feasible in Dolly is women’s school. In addition to containing general and moral lessons, the school also provides training facilities on a variety of skills that can help women to compete and earn a living.
