Abstract. Studies of environmental issues in Indonesia are still minim. Eventhough, Indonesia has many serious problem related to environmental issue. One of them is listed as the second largest constibutor of plastic waste in Asia. Piles of plastic waste cause various problems such as sea water pollution and decreased quality of human life. In order to reduce the negative impact of this plastic waste pile, of course good synergy between various parties including the Government, the community and business actors is needed. Bali is one of the province that commited to reducing the consumption of disposable plastics by implementing a pro-environment policy related to limiting the consumption of plastic bags. Using descriptive qualitative method, this research focusing on indetifying stages of social change using the concept of stages approach to the strategy of reducing plastic consumption, especially in Bali Province. This research is directed at literacy efforts in the community and business actors regarding the impact of the use of disposable plastics (PSP) as well as social intervention efforts through the preparation of pro-environment campaign models in reducing plastic consumption. In addition, the focus of the research also wants to see the extent to which stages of change have been achieved on the part of consumers and businesses in Bali. This model can be used as a basis for the Bali provincial government in formulating policies related to the use of plastics which are harmful to the environment.Abstrak. Kajian mengenai isu lingkungan dalam perspektif komunikasi lingkungan masih minim di Indonesia. Padahal Indonesia memiliki sejumlah permasalahan serius terkait isu lingkungan, salah satunya tercatat sebagai negara ke-dua terbesar penyumbang limbah plastik di level Asia. Timbunan sampah plastik menimbulkan berbagai permasalahan seperti pencemaran air laut dan menurunnya kualitas hidup manusia. Guna mengurangi dampak negatif timbunan sampah plastik ini tentunya diperlukan sinergi yang baik antar berbagai pihak di antaranya Pemerintah, masyarakat, dan juga pelaku usaha. Provinsi Bali menjadi salah satu provinsi yang berkomitmen terhadap pengurangan konsumsi plastik sekali pakai dengan jalan menerapkan kebijakan pro lingkungan terkait pembatasan konsumsi kantong plastik bagi pelaku usaha. Menggunakan metode penelitian kualitatif deskriptif, penelitian ini berfokus pada identifikasi tahapan perubahan sosial menggunakan pendekatan konsep stages of change dalam strategi pengurangan konsumsi plastik khususnya di Provinsi Bali. Penelitian ini diarahkan pada upaya literasi pada masyarakat dan pelaku usaha mengenai dampak penggunaan plastik sekali pakai (PSP) serta upaya intervensi sosial melalui penyusunan model kampanye pro lingkungan dalam mengurangi konsumsi plastik. Selain itu, fokus penelitian juga ingin melihat sejauh mana tahapan perubahan perilaku (stages of change) telah dicapai di sisi konsumen dan pelaku usaha di Bali. Model ini dapat dijadikan landasan bagi pemerintah Provinsi Bali dalam menyusun kebijakan terkait penggunaan plastik yang berbahaya bagi lingkungan.

Currently, in difficult epidemiological conditions, there are significant changes in all spheres of human life. Also, the negative impact of the coronavirus epidemic (COVID-19) was not spared by such a significant area for humanity as a mortgage. Mortgage activity has undergone significant changes in the context of the pandemic, especially under the influence of negative factors. However, despite the difficult epidemiological conditions, the Government of the Russian Federation proposed supportive measures and provided assistance to citizens who found themselves in a difficult situation. The article analyzes the trend in the development of mortgage lending, determines the dynamics of the volume of housing mortgage lending provided by credit institutions to individuals, reveals the interdependence between the number of loans issued and the mortgage rate, examines the impact of overdue debt on mortgage loans on the efficiency of a credit institution. The article examines the activities of the leader in mortgage lending Sberbank. The authors proposed measures to improve the efficiency of mortgage lending development in the activities of Sberbank.

This research to analyze the impact of closure policy Teleju brothel by Pekanbaru govermentin 2010. Guidelines for works are Pekanbaru Local Regulations No. 12 of 2008 on Social Order-liness. Closure this brothel inflicts positive and negative impact for society.The research wasconducted to obtain early stage formula for the government to take action against the prostitu-tion activities. This research uses policy research approach with a qualitative method, becausein prostitution activities and prohibition by goverment is an assessment that needs to be done byanalyzing documents and unstructured interview.The results showed that after the closing of the Teleju brothel have an impact on the deploy-ment of a prostitution and affect the economy of the surrounding residents. Government seeksto tackle prostitution in Pekanbaru by moving the brothel, conduct regular raids and providetraining. The effort is considered to be less than the maximum because the handling is not basedon the root of the problem and not programmed properly. There are several causes of failure ofgovernment to overcome the prostitution problem in Pekanbaru, including: policy content isless focus on the prostitution problem, the government did not proceeds with data, lack of finan-cial support, contra productive programs between local government with the police and TNI,and the policy object is difficult to be given understanding.

Pollution-intensive industries (PIIs) have both scale effect and environmental sensitivity. Therefore, this paper studies how environmental regulation (ER) affects the location dynamics of PIIs under the agglomeration effect. Our results show that, ER can increase the production costs of pollution-intensive firms (PIFs) by internalizing the negative impact of pollutant discharge in a region, and thus, directly reduces the region’s attractiveness to PIFs. Meanwhile, ER can indirectly reduce the attractiveness of a region to PIFs by reducing the externality of the regional agglomeration effect. Moreover, these influences are regulated by the level of local economic development. Based on the moderated mediating effect model, we find evidence from the site selection activities of newly built chemical firms in cities across China. The empirical test shows that compared with 2014, the proportion of the direct effect of ER to the total effects significantly decreased in 2018, while the proportion of indirect effects under the agglomeration effect increased significantly. Our findings provide reference for the government to design effective environmental policies to guide the location choice of new PIFs.

The article examines the impact of regulatory changes in the tax on dividends on the payout policy of Indian companies. The tax law was recently amended to levy tax on dividends received by large shareholders. As the promoters group is the largest shareholder, this is expected to have a negative impact on the payout policy of companies. Furthermore, companies with larger promoter holdings have a higher motivation to reduce their payout. The study covers 370 companies present in the BSE 500 Index and compares the dividend payout of the companies before and after the introduction of tax levy. The study finds that the newly introduced tax indeed caused a shift in the dividend policy of companies, particularly those companies which have high levels of inside ownership. The findings have significant implications for companies, investors and the government.

The plastic bag diet campaign has been carried out by many parties including government agencies, but the campaign is feared to only reach the cognitive stage, not a meaningful change in attitude. Many campaigns on the problem of plastic waste have been carried out from NGOs, the private sector, and the government, but what is wrong so as to the problem of plastic waste continues to occur? Why does the problem of plastic waste still stop at the campaign without a comprehensive behavior implementation of the community? The research method was a survey using quota sampling and descriptive. The population people in Balikpapan, Jakarta and Surabaya. The campaign to limit plastic bags can be successful if there is a synergy of the regulators; the government and NGOs, the private sector such as retailers, and the community. The related parties are expected to design a campaign in accordance with the social marketing model. Moreover, the related parties must also conduct formative research of the target behavior: the community about plastic waste and the extent to which the related parties must endeavor so that it can be known what audience benefits are most appropriate in formulating a campaign. In the implementation of social marketing, related parties have to clearly formulate the target behavior that exists so that people are not confused and have one voice. In addition, policies must also be upheld to support and maintain the results of social marketing to be sustainable. Moreover, educational and outreach programs that can change behavior about the environment will also help future generations to reduce pollution of plastic waste.

The economy of Bangladesh is currently going through a period of continuous budget deficit. The present data suggest that the government budget deficit, on average, is nearly 5% of the country’s GDP. This has been true since the early 2000s. To finance this deficit, governments have been borrowing largely from domestic and foreign sources resulting in inflationary pressure on one hand, and crowding out of private investments on the other. During the same period, although the economy has grown steadily at a rate of more than 6%, this growth is less than the potential. This article presents an econometric study of the impact of government budget deficits on the economic growth of Bangladesh. We conduct a time-series analysis using ordinary least squares estimation, vector error correction model, and granger causality test. The findings suggest that the government budget deficit has statistically significant negative impact on economic growth in Bangladesh. Policy implications of our findings include reestablishing the rule of law, political stability in the country, restructuring tax structure, closing tax loopholes, and harmonizing fiscal policy with monetary policy to attract additional domestic and foreign investment.

The development of human life nowadays cannot be separated from various aspects such as economy, politics, and technology, including the impact of the coronavirus outbreak (Covid-19 or SARS-CoV-2) which emerged at the end of 2019. Responding to this Covid-19 pandemic outbreak In Indonesia, the government has issued various policies as measures to prevent and handle the spread of Covid-19. One of these policies is to limit community activities. These restrictions have implications for the fulfilment of the economic needs of the affected communities. Responding to the urgency of this community's economic situation, the government held a social assistance program as a measure to ease the community's economic burden. However, the procurement of the program was used as a chance for corruption involving the Ministry of Social Affairs and corporations as the winning bidders. This study uses a qualitative methodology with a normative juridical approach and literature. The approach is carried out by conducting a juridical analysis based on a case approach. The results of the study show that the corporations involved cannot be separated from corporate responsibility. However, the criminal liability process against the corporation is deemed not to reflect justice for the current situation of Indonesia is experiencing. The crime was not carried out in a normal situation but in a situation when Indonesia was trying hard to overcome the urgent situation, the Covid-19 pandemic. Corporate crimes committed by taking advantage of the pandemic situation are deemed necessary to prioritize special action or the weight of criminal acts committed by corporations. The weighting of criminal sanction is the right step as a law enforcement process for corporate crimes during the pandemic.

The city of Surabaya is the second largest city after Jakarta and of course is inhabited by millions of peoplewho produce trash every day, especially plastic waste which is mostly produced from used food containers,plastic cups, straws and plastic bags. Various methods are used by the government to overcome this problemso that the city of Surabaya can become a cleaner and more beautiful city. One community in Surabaya calledthe Waste Recycling Project is a caring community, focusing on the waste recycling activities in Surabaya.The Waste Recycling Project community is able to change the form (transformation) of waste into functionalgoods. This encourages this community to have a place where it can be developed into a community tourismdestination with a Human Centered Design approach where people and tourists can come to visit the WasteRecycling Project to tour and learn together about plastic waste management. This interior design is focusedon designing a community place that can accommodate gathering activities for service learning, space forplastic waste recycle workshop activities, and as a forum for aspirations of creative ideas as well as a gatheringplace for people who have interests and concerns for the surrounding environment.

This study aims to observe how local government financial management is in the face of the Covid-19 Pandemic—in particular, observing how budgeting, administration, and accountability of the Riau Provincial Government regarding the Covid-19 Pandemic. The research method used is a qualitative method with a type of case study. The data collection techniques used in-depth interviews, observation, and documentation. To ensure the validity of the data, triangulation was carried out by carrying out source triangulation and technical triangulation. The informants in this study consisted of key informants, primary informants, and supporting informants. Key informants are the head of the budget, the head of the treasury, and the head of the accounting and reporting sub-section. While the primary informants and supporting informants were selected using the snowball sampling technique. Data analysis was carried out by collecting data, reducing data display data, and making conclusions. The results of the analysis show that the impact of the Covid-19 Pandemic caused the Riau Provincial Government to refocus and reallocate the budget four times. At the administrative and accountability stages, there are problems with recording Unexpected Expenditures, namely the absence of technical guidelines regarding the administration of Unexpected Expenditures, determining spending limits for emergencies and urgency. Another problem is the absence of valid data for the distribution of aid funds for MSMEs affected by Covid-19 as well as valid documents in the recording of grant assistance from third parties. This research contributes to the government in making policies in financial management in a disaster emergency.Keyword: The Covid-19 Pandemic, Financial Management, Refocusing, Reallocation, Administration, Accountability AbstrakPenelitian ini bertujuan untuk mengobservasi bagaimana pengelolaan keuangan Pemerintah Daerah dalam menghadapi Pandemi Covid-19 ini. Secara khusus mengobservasi bagaimana penganggaran, penatausahaan dan pertanggungjawan Pemerintah Provinsi Riau terkait Pandemi Covid-19. Metode penelitian yang digunakan adalah metode kualitatif dengan jenis studi kasus. Teknik pengumpulan data menggunakan teknik wawancara medalam, observasi dan dokumentasi. Untuk meyakinkan keabsahan data, triangilasi dilakukan dengan melaksanakan triangulasi sumber dan triangulasi teknik. Informan dalam penelitian ini terdiri dari informan kunci, informan utama dan informan pendukung. Informan kunci adalah Kabid anggaran, kabid perbendaharaan dan kasubid akuntansi dan pelaporan. Sedangkan informan utama dan informan pendukung dipilih dengan teknik snowball sampling. Analisis data dilakukan  dengan tahap pengumpulan data, reduksi data display data dan melakukan membuat kesimpulan. Hasil analisis menunjukkan bahwa Dampak Pandemi Covid-19 menyebabkan Pemerintah Provinsi Riau melakukan refocusing dan realokasi anggaran sebanyak empat kali pergeseran anggaran. Pada tahap penatausahaan dan pertanggungjawaban terdapat permasalahan pencatatan pada Belanja Tidak Terduga yaitu tidak adanya juknis tentang penatausahaan Belanja Tidak Terduga, penentuan batasan belanja untuk keadaan darurat dan mendesak.  Permasalahan lainnya yaitu tidak  adanya data yang valid untuk penyaluran dana  bantuan bagi UMKM yang terdampak Covid-19 serta dokumen yang valid dalam pencatatan bantuan hibah dari pihak ke tiga. Penelitian ini memberikan kontribusi kepada pemerintah dalam membuat kebijakan dalam pengelolaan keuangan pada keadaan darurat bencana. Kata Kunci :  Pandemi Covid-19, Pengelolaan Keungan, Refocusing, Realokasi, Penatausahaan, Pertanggungjawaban

This study focuses on COVID-19 as a global pandemic that has a negative impact on various government fields. The government made a new online-based policy on public service delivery. Public services before COVID-19 are seen as not optimal, the improvement needs are piling up in line with the delays during the COVID-19 pandemic, it is very necessary to optimize the implementation of good governance, problems we are facing now are the threat of COVID-19 against the deterioration of the country, new policies that do not produce solutions, difficulties in implementing online-based work policies due to uneven technological progress in each region, increasing COVID-19 cases, and the pile-up task of improving public service delivery. Current pandemic situations in Indonesia; an increasing number of COVID-19 cases in Indonesia with a total of 93,657 on July, 23rd 2020; The government-issued social distancing policies, physical distancing, work from home and PSBB to break the chain of COVID-19; Conducting community intelligence through online and offline COVID-19 prevention education; Java island as the most populated area in Indonesia (SUPAS 2015) experienced a prolonged red zone until the implementation of the PSBB; it's affected the economic turnover. The Impact of the COVID-19 Pandemic on Public Service Delivery; Limited access for providing community services; Issued a new policy; Closure of schools, markets, public facilities, restrictions on transportation passengers, and others; Providing online-based services.
