MAINTENANCE MANAGEMENT DETERMINANTS APPRAISAL OF HOSPITAL BUILDINGS

This research examines the maintenance practice of hospital buildings in Malaysia. Recently, the increment of hospital buildings’ accidents has affected its performances as a result of determinants. However, the maintenance practice employed in the hospitals has a direct impact on the performance of hospital buildings. The fast-growing population of Malaysia necessitates proactiveness on the part of the government regarding the provision of efficient healthcare and ensuring the wellbeing of the citizenry. In this regard, the state of hospital buildings is inextricably linked to quality healthcare. This study evaluates the determinants that impair the quality of hospital buildings in Malaysia in order to improve their efficiency and preempt the avoidable building pitfalls through effective maintenance management. The survey questionnaire was used in order to achieve the objective of this study to users of hospital buildings, the outcomes sought after concerned building component issues such as finishes, cleanliness, aesthetics, ventilation and other determinants that affected the performance of the hospital buildings. The results showed that specific determinants including lighting, ventilation, fire alarms, fire extinguisher signage, floor conditions, lifts and quality of air depreciate the performance of hospital buildings. In addition, the procurement methods of maintenance work are completely outsourcing in hospitals and combinations of outsourcing and in-source methods in a private hospital. Moreover, the study found that the current methods of maintenance management adopted for hospital buildings remain typically corrective. This has always resulted in deprived user satisfaction, unproductive service delivery, and the prolongation of diverse maintenance problems.

Public transportation brings more convenience to customer in urban and rural areas. In Malaysia, awareness of using the PJ City bus by passengers in Petaling Jaya is still limited. Many passengers are still unsatisfied with the services provided because the shuttle bus is zero-priced services, so the quality of services are always questioned by access users. Therefore, this current study is to investigate the influences of value, quality and reputation of free shuttle (PJ City) bus services towards customer satisfaction. Understanding what customers expect is very important as it will help to improve the services. Data were collected from users of PJ City bus using a survey questionnaire. The finding further revealed that, value positively influenced the satisfaction of customers. So, it is important for the service provider to enhance its value to the customer.

E-Government performance in the application of quality management information communication technology is very necessary. A website-based system is also used to improve the quality of services and community participation in development. The context that becomes the material that needs to be examined is public service, the quality of websites managed by the government and user satisfaction so that there is a two-way interaction between the government and the community. The purpose of this study consisted of three stages which were first to determine the role of E-government by utilizing technology to support the development of a reliable information system in South Tangerang Regency. The second is to find out the extent to which the system is used in South Tangerang E-government through Usability Evaluation using SUMI (Software Usability Measurement Inventory). The method used in this study is a method adopted from the Knowledge Management System Life Cycle. The stages of the method are Evaluate Existing Infrastructure, Form The KM Team, Knowledge Capture, Implement the KM system. The results of this study are in the form of usability values on the E-Government website of South Tangerang and usability testing which becomes a benchmark for the success of a system with score scores for 85 effectiveness categories, 81.5

In achieving one of Brunei Vision 2035, which is to be among the top 10 in the world for quality of life, Ministry of Health (MOH) Brunei Darussalam has responded by implementing Brunei Healthcare Information and Management System (Bru-HIMS) that is equivalent to international best practices. Bru-HIMS has been implemented for about eight years since it first launched on 11 September 2012 where the outcome to user experience is unknown. Hence, this chapter investigates user satisfaction on Bru-HIMS specifically at RIPAS hospital and studies improvement towards providing quality healthcare in Brunei. DeLone and McLean Information System framework is applied to evaluate Bru-HIMS user satisfaction based on the six variables: information quality, system quality, service quality, intention to use and usage, perceived net benefits, and user satisfaction. Questionnaire survey was conducted to obtain primary data from Bru-HIMS. The findings demonstrate positive relationships between the six variables, which indicates Bru-HIMS has positively influenced Bru-HIMS users.

In the most common opinions, the asphalt content test cannot be carried out during the post audit. But there are complaints about the poor quality of hotmix asphalt works in public sector projects from road users. In these cases, auditors must maintain reputation of the Government to accommodate trust in the development that has been done, by carrying out the function of monitoring and evaluating, including in the evaluating of road maintenance work. From visual observations, the the most conditions of routine maintenance work (on the study object) are not good as expected. Also, the test results of the asphalt content in the mixture (extraction) have proven that the quality does not meet the required technical specifications, in where the density value and the mixed asphalt content is 15.24% lower than the allowable tolerance. Under these conditions, auditors can assume that the similarity range of asphalt concrete (AC-WC) quality is still too far from the required specifications. Complaints about the poor quality of hotmix asphalt works must be accommodated by auditors to maintain the image and reputation of the Government in the trust of Regional Development.

Improvement of per capita income will boost the demand for outpatient care and lead enhanced expectation of service quality of hospital. People perceived that private hospital has better services than public hospital. Based on these, we assumed that private hospital users have particularcharacteristics. This study aimed to investigate factors associated with utilization of private hospitals for outpatient care and who get the benefits, the rich or the poor. This study used data of 42,540 respondents from IFLS-4 collected in 2007. Analyses showed the higher the income the higher the demand. Insured’s groups have higher demand than uninsured. Demand analyses revealed that increased price of private hospital caused higher demand. This evidence indicated that outpatient care of private hospital was perceived as luxuries goods. However increased price of public hospital didnot influence the demand of private hospital. It is indicate that private hospital has different type with patients of public hospital. It means that the two types of hospital comprise different segment of patients. The rich benefited more outpatient care in private hospital than the poor. It implies that the government should enforced Ministry of Health’s regulation on hospital social function.Keywords: demand, elasticity, outpatient care, private hospitalAbstrakPeningkatan pendapatan per kapita menaikkan permintaan rawat jalan dan harapan mutu pelayanan rumah sakit. Masyarakat memiliki persepsi pelayanan rumah sakit swasta lebih bermutu daripada rumah sakit pemerintah, sehingga terdapat asumsi pelanggan rumah sakit swasta mempunyaikarakteristik khusus. Tujuan studi ini adalah menginvestigasi berbagai faktor yang berhubungan dengan utilisasi rawat jalan dan kelompok yang mendapat manfaat. Studi ini menggunakan 42.540 responden rumah sakit swasta IFLS-4 tahun 2007. Semakin tinggi pendapatan semakin tinggi pulapermintaan, kelompok jaminan/asuransi mempunyai permintaan yang lebih tinggi daripada non-jaminan. Kenaikan tarif rawat jalan rumah sakit swasta yang dipersepsi masyarakat sebagai barang mewah meningkatkan permintaan. Namun, kenaikan tarif rawat jalan rumah sakit pemerintah tidak memengaruhi permintaan rawat jalan rumah sakit swasta. Hal tersebut mengindikasikan karakteristik pasien rumah sakit swasta yang berbeda dari rumah sakit pemerintah. Kelompok kaya mendapatkan manfaat rawat jalan rumah sakit swasta lebih besar daripada kelompok miskin. Untuk mengoreksikeadaan ini pemerintah perlu menegakkan peraturan menteri kesehatan tentang fungsi sosial rumah sakit.Kata kunci: permintaan, elastisitas, rawat jalan, rumah sakit swasta

The healthcare industry has become a paramount concern for most people in Ghana and the quality of services rendered to the patients in the private hospitals cannot be overemphasized. Patients need quality of services most and are willing to seek better services. The government has been the main provider of health care services in Ghana but recently, some Non-Governmental Organization’s (NGO’s), private individuals and stakeholders also provide health care services which has surged the competitiveness in creating more healthcare facilities in Ghana. This study seeks to explore patients' choice of selecting quality healthcare services and the factors that affect patient satisfaction in private hospitals using the Comboni Hospital in Sogakope, Ghana.   The study therefore used the quantitative research method to collect the data and SPSS version 22 was used to analyze the data on high-quality healthcare. Also, the SERVQUAL model was used as the measurement scale. Multiple regression analysis was used to reveal the effect of the independent variables (reliability, responsiveness, empathy, assurance, and tangibility) on the dependent variable (patient satisfaction).  A detailed description in the analysis and the data processing identified the main factors affecting the general perceptions and patient preferences about their healthcare in the private hospital. The study revealed that there exist a positive result and perception for quality healthcare services without a negative expectation of the patient healthcare being compromised. In this case, the study recommends that both the government and the private agencies should consider the important aspects of hospital’s healthcare management and also the policy and decision makers should have an efficient and effective standard that impact the quality of healthcare assessment in Ghana.

University buildings are a significant part of university assets and considerable resources are committed to their design, construction and maintenance. The core of maintenance management is to optimize productivity and user satisfaction with optimum resources. An important segment in the maintenance management system is the analysis of criteria that influence building maintenance. Therefore, this paper aims to identify quantify, rank and discuss the criteria that influence maintenance costs, maintenance backlogs, productivity and user satisfaction in Malaysian university buildings. The paper reviews the related literature and presents the outcomes of a questionnaire survey. Questionnaires were administered on 50 university maintenance organizations. Thirty-one criteria were addressed to the university maintenance organizations to evaluate the degree to which each of the criteria influences building maintenance management. With a 66% response rate, it was concluded that the consideration of the criteria is critical to the university building maintenance management system. The quality of components and materials, budget constraints and the age of the building were found to be the most influential criteria but information on user performance satisfaction, problems associated with in-house workforce and shortage of materials and components were the least influential criteria. The paper also outlined that maintenance management is a strategic function in university administration.

The study aims to analyze about the low graduation and certification exam training participants of the procurement of goods / services of the government and its contributing factors, and formulate a strategy of education and training and skills certification exams procurement of goods / services of the government. Collecting data using the method of study documentation, interviews, and questionnaires. Is the official source of information on the structural and functional Regional Employment Board, as well as the participants of the training and skills certification exams procurement of goods / services of the government in Magelang regency government environment. Analysis using 4 quadrant SWOT analysis, to determine the issue or strategic factors in improving the quality of education and training and skills certification exams procurement of government goods / services within the Government of Magelang regency. The results show organizer position is in quadrant I, which is supporting the growth strategy, with 3 alternative formulation strategies that improve the quality of education and training and skills certification exams procurement of government goods / services, and conducts certification examination of the procurement of government goods / services with computer assisted test system (CAT). Based on the research recommendations formulated advice to the organizing committee, namely: of prospective participants of the training and skills certification exams procurement of goods / services the government should consider the motivation of civil servants, is examinees who have attended training in the same period of the year, the need for simulation procurement of goods / services significantly, an additional allocation of training time, giving sanction to civil servants who have not passed the exam, the provision of adequate classroom space with the number of participants of each class are proportional, as well as explore the evaluation of education and training and skills certification exams procurement of goods / services for Government of participants.

The continuity of learning programs during the COVID-19 pandemic found educational institutions, especially Madrasah Ibtidaiyyah (MI) temporarily closed the learning process in schools. To prevent the spread of COVID-19 that is currently engulfing Indonesia. Lack of preparation, readiness and learning strategies have a psychological impact on teachers and students. Declining quality of skills, lack of supporting facilities and infrastructure. Learning from home (online) is an effort by the government program to ensure the continuity of learning in the pandemic period. The research method uses participatory action research (PAR), which focuses on understanding social phenomena that occur in the community and mentoring efforts on the problems faced. The assistance effort is to help the children of MI Sulursewu, Ngawi in participating in online learning related to; 1). Preparation of activities, 2). Counselling participants offline method, 3). Offline activities method. Results of the study show that the mentoring activities following the target of achievement; first, the activity can be carried out following the schedule that has been set. Second, students are always on time for the online learning hours that have been set. Offline methods show that efforts can help ease the burden on parents, but can also make it easier for students to receive subject matter.
