Influenced by certain factors and motives, some educated Nigerian English speakers use high-sounding expressions, as well as dense, windy, and complex syntactic structures. This paper examines this linguistic habit in Nigerian English to show how entrenched it has become; explain the sociolinguistic, historical, and idiosyncratic factors that influence it; show its effect on its audience and readers; and determine its implications for teaching and learning English in English as a second language (ESL) settings. The paper adopted the qualitative research method, and data were extracted from both primary and secondary sources. Primary data were extracted from well-known Nigerian ‘bombast bombardiers’ (users of bombast). Secondary data were gleaned from historical events and published and creative works. The study established that the use of ‘language explosives’ (high-sounding lexical items) is a common linguistic habit in ESL. Some educated Nigerians, for instance, use the habit to show off learning and their mastery of the language, estrange others in communication, create humor, and gain popularity. Although the paper avers that the habit in its unguided form hampers effective communication, it submits that it possesses certain socio-political and pedagogical utilities in ESL settings.

Abstract. The Health Social Security Agency (BPJS kesehatan) is one of the government’s efforts to provide quality healthcare for the people. To guarantee its quality and maintain efficiency, a tiered referral system is used. However, there were many problems in its implementation. One of the ways to investigate is to evaluate the non-specialist outpatient referrals (RRNS). Therefore, in March-July 2018, this research was performed in order to analyze whether the system was implemented at Beji and Depok Jaya Health Center. The method used was the qualitative research method, with primary data from in-depth interviews and secondary data from documents. It was discovered that both Centers had optimal RRNS ratios (0%). This was because the doctors at both Centers has provided referrals as indicated and there was feedback on the RRNS total. The civil servant (PNS) doctors at both centers were experienced and skillful, but the number of doctors was insufficient compared to their workload. The non-PNS doctors also were not sufficiently trained. Other problems include insufficient equipment and medication provision.

This study aims to determine the political situation in Afghanistan which is now occupied by the Taliban. This qualitative research method is often called "naturalistic research method" because the research is carried out in natural conditions (natural setting). In this study, researchers used two kinds of data, namely primary data and secondary data. To determine the validity of the data, an inspection technique is needed. The implementation of the inspection technique is based on a number of certain criteria. There are four criteria used, namely the degree of trust (credibility), transferability, dependence (dependability), and certainty. The conclusions of this study are; 1) The Taliban insists that it is committed to peace talks with the Afghan government. The implementation of the original Islamic system will be something they strive for. 2) The Taliban is committed to accommodating all the rights of citizens, whether male or female, based on the noble religious rules of Islam and the noble traditions of Afghan society. The types of data used are primary data and secondary data. Primary data were obtained from interviews with resource persons and secondary data from literature studies.  The results of the study indicate that the CPTSD model policy by Bhabinkamtibmas in overcoming criminal acts of terrorism is carried out through preventive, preemptive, and repressive efforts. Preventive efforts are supervision of chemicals that can be processed into explosives. Preemptive efforts are holding tabligh akbar and re-instilling Pancasila values in society. The repressive effort is the establishment of the Anti-Terror Task Force. The obstacle in implementing the CPTSD model policy by Bhabinkamtibmas in overcoming criminal acts of terrorism is that Bhabinkamtibmas still lacks resources both in terms of quantity of members and in the field of facilities and infrastructure which includes the number of vehicles and task tools used to carry out Anjau Glare and binluh to the community. The Binmas Pioneer program through the CPTSD by Bhabinkamtibmas has not yet reached the target, so it has not been maximal in raising public awareness and preventing crime.
