Insufficient effectiveness of the administrative model of the national policy in Russian society implies a transition to new paradigmatic grounds for management practices in the field of interethnic relations, including taking into account the possibility of the implementation of foreign experience of value policy. The article reveals the difficulties, possibilities and prospects for the implementation of the experience of politics of values in the US and FRG in Russian conditions. It is concluded that value policy allows you to get rid of the administrative syndrome in Russian society, overcome the limitations of only the legal ʽmechanismsʽ for regulating inter-ethnic relations and move on to the communicative model of national politics.

The problems of interethnic relations in the Russian Federation, causes and possible solutions and preventing conflicts are discussed. It is proved that in the sphere of international relations Russian legislation does not fully take into account the needs of society by strengthening civil unity, by reducing interethnic tensions. The main directions of this problem and possible ways to resolve them are identified; an analysis of the state strategy is carried out. Some recommendations on improvement of migrants and their children´s adaptation period are made. Particular attention is paid to the adaptation and integration of migrants into Russian society, as well as gaps in the labor legislation affecting the use of foreign labor, protection of the rights of foreign workers, responsibilities and obligations for employers.

This article is devoted to the analysis of the factors contributing to the formation of the culture of interethnic relations in the conditions of modernization of public consciousness. To reveal the topic, the statistical data of Turkestan region on ethnic composition were used, the role and importance of the Assembly of people of Kazakhstan and ethno-cultural associations in strengthening interethnic harmony in the region were considered. At the end of the conclusions and suggestions. This article is devoted to the study of the role of ethno-cultural associations of Shymkent and Turkestan region in strengthening interethnic harmony. Ethno-cultural contacts and interethnic communications are shown, which are designed to explain the mechanism of development and functioning of modern ethnic processes, forms of translation and preservation of their ethno-cultural experience. The conclusion that the history and national traditions must be taken into account in the Ethnopolitics of the state is substantiated. Ethno-cultural associations and houses of Friendship should conduct coordinated work in the field of culture, language, traditions, implementing the national policy of the Republic of Kazakhstan

Modern society is a society formed as a result of numerous changes that occurred in the world at both global and national levels. It includes many ethnic entities organized into a complex ethnic and social structure. This article analyzes the practice of management of cross-national relations in Perm Krai with the aim of strengthening the interethnic harmony. Perm Krai, just like the whole Russian Federation, is characterized by polyethnicity. While some ethnic groups have been living and developing for a long time within Perm Krai, others regard the region as a temporary place of refuge. Constant complication of the national structure and interethnic relations requires an appropriate policy that can ensure the inter-ethnic harmony. The aim of the article is to study administrative practices for achieving the interethnic harmony at the regional level, since it is at the regional level that unique administrative decisions are being developed and implemented to resolve interethnic problems and prevent conflicts on national grounds. The Perm region has accumulated a wealth of experience in the area of development and harmonization of cross-national relations, which was highly appreciated at the all-Russian level. Management practices for implementing the tasks set out in the Strategy of the State National Policy in the Russian Federation for the period up to 2025, Perm Krai has developed six targeted programs for the development and harmonization of interethnic relations. This experience is of interest for specialists in the management of social and interethnic interaction, achievement of the inter-ethnic harmony in society.

The implementation of State National Policy of the Russian Federation, the achievement of the set strategic goals and objectives in the field of inter-ethnic relations necessitates combining the efforts of public authorities at various territorial levels. In general, it can be stated that the institutional framework required to ensure the State National Policy of the Russian Federation has generally been formed to this date. Mechanisms for interaction between public authorities involved in the implementation of national policy are further developed; the formation of the uniform institutional framework in the field of interethnic relations at the federal, regional and municipal levels continues; the practice of interaction between public authorities and civil society institutions expands. Apart from that and despite significant achievements, it has not yet been possible to adequately coordinate the activities of all implementers. There are issues in the use of certain institutional instruments at the regional and municipal levels caused by the insufficient elaboration of the corresponding legal framework

The article is devoted to measuring the effectiveness of the state national policy in Saratov region by means of using sociological methods and practices. The most commonly used method of obtaining social information in such studies was the combination of quantitative (questionnaire) and qualitative (expert survey) methods. The study revealed a number of trends in the development of the ethno-confessional situation in Saratov region. The results of the mass survey indicate a low and increasingly declining level of both national and religious conflicts in Saratov region. One of the indicators of religious and national tolerance is the characterization of emotional expression towards the representatives of different beliefs and nationalities. The analysis of these data confirms the above-described trends. A general assessment of the dynamics of interethnic relations in Saratov region also allows to speak about stability. The survey of experts made it possible to more thoroughly analyze the state of ethno-confessional relations and state national policy in this field. The significant differences in the general assessments of inter-ethnic relations in the regional context, public organizations and authorities in the field of the implementation of ethno-confessional policy between the respondents-representatives of authorities and the respondents-representatives of public organizations and the scientific community were revealed. The fundamental agreement was achieved on the current state of interethnic relations in Saratov region regarding the ethno-political situation on the part of the state authorities. The modern ethnopolitical situation is assessed as a stable and relatively calm one.

The article presents preliminary results of a sociological survey on the subject " Ethnic factor in socio-political life of Russian regions: from ethnopolitical mobilization to civil integration (the Republics of Bashkortostan, Mari El, Mordovia, Udmurtia, Chuvashia)". This issue is an integral part of the Federal program of fundamental and applied scientific research on "Ethnocultural diversity of Russian society and strengthening of national identity" for the period 2020-2022. The survey was aimed at finding out the opinion of citizens on topical issues and problems of modern national policy at the level of a particular region concerning the all-Russian population census, peculiarities of different identities, interethnic relations in the country and the Republic, participation of citizens in ethnopolitical processes, migration and the acceptance of migrants by the local population. According to the preliminary results, active and motivated participation of citizens in the upcoming 2021 census is expected; positive trends are noted in the process of forming a political civil nation; the population's confidence in maintaining stability and non-conflict in the sphere of multinational relations in Udmurtia is recorded; the population recognizes the important role of national and cultural organizations; at the same time, there are concerns related to the possible mass arrival of foreigners to the region. The results of the study will be used to develop practical recommendations to various levels of government, public organizations, and discuss important socio-political issues in the development of civil society institutions.

  The process of development of state national policy in the Russian Federation at various stages of modernization reforms is analyzed in the article. The author reviews the results of implementation of the Concept of State National Policy of the Russian Federation on institutionalization of interethnic relations and creation of conditions for ethnocultural and ethnopolitical development of peoples and studies dynamics and tendency of development of interethnic relations at the present stage. The analysis of national processes in the Russian society allows concluding that since the beginning of the 21 st century there has been a trend towards social and political stabilization. However, it must be admitted that in the 1990s, Russian national policy was characterized by a retarded factor and a slow reaction to arising problems and growing conflicts, by a lack of integrated approaches to solving problems. The measures for implementation of the «Strategy of State National Policy of the Russian Federation for the Period until 2025» and the Federal Target Program “Strengthening of the Unity of the Russian Nation and Ethnocultural Development of the Peoples of Russia” are analyzed in the article. The author identifies socio-economic factors that contribute to ethnopolitical tensions in the regions and determines measures for further economic, social and cultural development of the region. An important condition for harmonization of interethnic relations between the peoples of Russia is restoration and strengthening of their interrelations in cultural sphere, strengthening of Russian spirituality, Islamic and Orthodox civilizations

Pavement markings are essential elements of transportation infrastructure with critical impacts on safety and mobility. They provide road users with the necessary information to adjust driving behavior or make calculated decisions about commuting. The visibility of pavement markings for drivers can be the boundary between a safe trip and a disastrous accident. Consequently, transportation agencies at the local or national levels allocate sizeable budgets to upkeep the pavement markings under their jurisdiction. Infrastructure asset management systems (IAMS) are often biased toward high-capital-cost assets such as pavements and bridges, not providing structured asset management (AM) plans for low-cost assets such as pavement markings. However, recent advances in transportation asset management (TAM) have promoted an integrated approach involving the pavement marking management system (PMMS). A PMMS brings all data items and processes under a comprehensive AM plan and enables managing pavement markings more efficiently. Pavement marking operations depend on location, conditions, and AM policies, highly diversifying the pavement marking management practices among agencies and making it difficult to create a holistic image of the system. Most of the available resources for pavement marking management focus on practices instead of strategies. Therefore, there is a lack of comprehensive guidelines and model frameworks for developing PMMS. This study utilizes the existing body of knowledge to build a guideline for developing and implementing PMMS. First, by adapting the core AM concepts to pavement marking management, a model framework for PMMS is created, and the building blocks and elements of the framework are introduced. Then, the caveats and practical points in PMMS implementation are discussed based on the US transportation agencies’ experiences and the relevant literature. This guideline is aspired to facilitate PMMS development for the agencies and pave the way for future pavement marking management tools and databases.

The authors of the paper analyze the main directions of the consolidation of modern Russian society, as well as the problems that hinder the implementation of this process. The main factors explaining the fea-tures of the processes of consolidation of Russian society in the XXI century are considered. The col-lapse of the USSR, the resulting crises, the specifics of socio-political processes in the post-Soviet space, the formation of a national idea to a large extent affect the level of cohesion of the country's citizens. It is concluded that for the effective imple-mentation of the process of consolidation of society in modern Russia, it is necessary to overcome a number of problems. In this regard, it is of supreme importance to eliminate socio-economic inequality, corruption in all spheres of life, and optimize the activities of government bodies. The authors em-phasize that the consolidation of modern Russian society is the most important task of the ongoing national policy and requires targeted efforts on the part of both the state and civil society. The im-portance of further sociological studies of the con-solidation processes of Russian society is noted.
