The article deals with the imperatives of quality insuring of the production cycle and the effective functioning process of the enterprises of agro-product subcomplex of Ukraine. An effective functional system has been built which, based on the quantitative and qualitative criteria of competitiveness of enterprises, determines the scale and effectiveness of their activity, provides opportunities to reproduce the resource potential of the agro-product subcomplex industries. The set of processes of relevant implication ‘resources – structure – efficiency – development of the system’ was singled out in order to improve the qualitative and quantitative properties of the production cycle as a creation of efficiency. An adaptive-renovation approach is proposed, which allows selecting from the system of indicators representative-effective indicators and factors of financial and resource load on the level of self-financing of the production cycle with 95% probability. The criterion of ‘optimal maximum profit’, which meets the requirements of a clear economic interpretation of the performance indicators, provides an increase in the value of cash flow to reduce the dependence of the entities of inter-economic relations on the slowdown in the self-financing of the production cycle. It is proved that the integration of agro-product industries with a long continuous cycle has specified functional changes in their efficiency. We have grouped the entities of inter-economic relations by the level of production cost and profitability of the sold products, which ensure the effective process of functioning of the enterprises of the agro-product subcomplex. The parameters of financial and resource load on indicators of self-financing of the production cycle of enterprises of poultry agro-complex in the average for one region of Ukraine are determined. Alternative business projects for the production of poultry products are proposed while changing the cash flow discount rate.

Global and crisis transformations result in structural and functional changes in the tourism system, which combines resource potential, infrastructure, tourism entities, institutional structures, and consumers. For Ukraine, with its high tourist potential, tourism development is a significant factor after the crisis recovery of the economy. Overcoming the disparities in the tourism system functioning, shaping optimal business models of its development, increasing the sustainability and efficiency of the tourism entities functioning impose an objective need for investment. Investment attractiveness is one of the key characteristics causing the investor’s interest in financing the project, including the tourist one.The essence, determinants of influence and characteristic features of investment attractiveness of the Ukrainian tourism system are substantiated. The investment attractiveness of the tourism system is proposed to be considered as a complex feature of conditions and advantages that form its ability to attract investment resources based on the availability of their needs, unique tourist potential, favorable environment for ensuring the efficient functioning of the tourism system and guaranteeing the investor profit and reduced risks of investing.The article considers basic preconditions to form the investment attractiveness of the tourism system, which include unique strategic opportunities, to shape a favorable institutional environment and provide a background for an investor concerned and a system of guaranteeing the expected result.Given the need for complex consideration of the tourism system’s investment attractiveness, a methodology based on the calculation of integrated indicators for estimating the effectiveness and prospects for the development of tourism systems in the Ukrainian regions is used. In the method considered, it is proposed to take into account not only financial aspects, but also the resource potential, its development level, the growth rates of tourism entities activities, and the prospects for the tourism system development. In general, indicators and criteria for the tourism system investment attractiveness are classified into four groups: the efficiency of investment, the effectiveness of the tourism system development, the prospects for the tourism system development, the environment and the potential for its development.According to the method developed, the integral indicator of investment attractiveness of the tourism systems of Ukrainian regions has been calculated, and the regions are differentiated according to the level of investment attractiveness. Estimation of the investment attractiveness of Ukrainian tourism systems allows to determine their rating, differentiate them according to the maturity level of complementary preconditions to form and develop tourist potential and serves as a basis for potential investors in investment decisions-making.Using the results of determining the level of investment attractiveness of tourism systems of Ukraine’s regions over time will help identify trends, and, accordingly, serve as a guide for potential investors in strategic proposition space of regions which are investment recipients.

The paper considers the transformation of the elements of the strategy for managing the municipal agricultural business in the field of placement and specialization of agricultural production, which are formulated on the basis of current “Strategy for the spatial development of the Russian Federation for the period up to 2025”. The transformation of these elements will have a certain sequence of interaction and interdependence with the formation of an agricultural production cycle. In the scheme developed by us for the transformation of the strategy elements and the factors formulated in it, the efficiency of the production subsectors functioning at the municipal level is shown. The approaches in which different target areas are determined, that ensuring the solution of only a certain part of the set strategic tasks for the agricultural business effective functioning are given. The scheme for strategic planning and management of agrarian entities has been developed for the placement and specialization of agricultural production with a group of directions that take into account the effective functioning of spatial development and interaction between public authorities and economic and economic management at the municipal level.

The article discusses the organizational and economic relations between the participants in the supply chain of milk and dairy products. Generally, organizational and economic relations are a set of relations between the participants of the dairy products chain, which are formed in the process of production, distribution and sale to consumers, as a result of which the economic interests of all its participants are realized. The peculiarities of dairy products of the chain are systematized and the basic principles, conditions for their balanced development are determined, contributes to the coordination of the economic interests of all its participants. It has been proved that economic interest is an important component of organizational and economic relations in the supply chain of milk and dairy products, and its main elements are: prices for raw materials and fnished products, costs of production, processing of raw materials, transportation, terms of mutual settlements, material interest of personnel, norms of fulfllment of contractual obligations, risks and the like. Review of the negative factors of organizational and economic relations in the dairy product chain and their impact on the effectiveness of each of its participants. As a tool to increase the production of raw milk, it is proposed to optimize the raw material zones of dairy processing enterprises, develop strategic programs for the development of the industry and stimulate consumer demand, as well as create industry clusters. The calculations for the distribution of costs and income between participants in the supply chain of milk and milk products prove the need to ensure the equivalence of exchange. In order to improve the efciency of the researcher, it was proposed to increase the volume of milk production and processing, as well as to establish mutually benefcial relations between its participants, connected by a single production cycle. The directions of innovation and investment development of the participants in the dairy products chain, especially the link of dairy cattle breeding, are highlighted. It is highlighted that the innovative renewal of the activities of the chain participants is a process of cyclical activities focused on the production of competitive dairy products of a new generation, which will contribute to an increase in turnover in order to obtain the highest proft of the chain participants and satisfy the demand of consumers with different income levels. The main problem is that money plays a huge role in a market economy. The market is impossible without the movement of money that carries out the turnover of goods and services. The movement of money serves the sale of goods, as well as the movement of the financial market. The cash resources of an industrial enterprise are an integral part of current assets. The money is needed for settlements with suppliers and contractors, for making payments to the budget, for issuing salaries, bonuses to employees, and for making other types of payments. The meaning of the organization of funds is to effectively manage the cash flows of an economic entity on the basis of data obtained from the results of the analysis of cash flows for a certain period of time and accounting data. Information support is a system of information and methods of its processing that allow us to assess the real state of an industrial enterprise and identify factors that contribute to improving the effectiveness of management decisions. In these conditions, it becomes inevitable to improve the information support for accounting and auditing of funds. The purpose of this study is to identify the problems of accounting and auditing of funds at industrial enterprises by improving information support. The implementation of the research goal is facilitated by the use of methods of comparative analysis, synthesis, graphical method for visualizing the results obtained. For any enterprise, it is necessary that there is enough money at the beginning of the production cycle, and at the end their growth is ensured. With such business management, a constant turnover of funds will be ensured, which will provide the enterprise with an influx of funds, and will make it possible to carry out activities in other areas (investment or financial) at the expense of the money generated by the main activity. In a market economy, it is necessary to proceed from the principle that the skillful use of funds brings additional income to the enterprise, and, therefore, the enterprise should constantly think about the rational investment of temporarily free funds to make a profit. The authors analyzed the cash flow by type of activity on the basis of financial statements, and developed recommendations for solving the problems of accounting and auditing of funds, which are aimed at improving cash flow management, which will allow an industrial enterprise to achieve its goals and plans as much as possible.

Abstract Improved methods of processing food and agricultural products make it possible to achieve an optimal effect at an acceptable level of its quality. In radiobiology, Methods of synergistic effect of two factors are widespread, in particular, the combination of treatment with ionizing radiation (IR), UV and plasma. The use of these methods in the production cycle can significantly improve processing efficiency. In the present work were treated combined feeds of ‘PK-5’ and ‘PK-6’ in order to investigate the synergistic effect of IR treatment and high pressure gas discharge plasma (HP GDP) radiation. As the source of IR was used the nanosecond electron beam (NEB) of the accelerator URT-1 (1 Mev). To create the HP GDP was used a high-voltage nanosecond generator GVI-150 (150 kV). The obtained results indicate the presence of a synergistic effect of the combined effects of plasma radiation and NEB.

The article presents the author’s opinion on the ambiguity, instability and paradox of the management of resources, resource provision and resource potential. The importance of studying and understanding paradoxical phenomena is emphasized, the urgency of the entropy of civilizational changes, the problems of non-linear, turbulent development of the country, including from the standpoint of the use of resource potential and resource management, is highlighted. Economic paradoxes include the Paradoxes of Easterlin, Giffen, Bazermann, Veblen, Thaler, Coase, Retlisberger. In the system of paradoxes, a special place is occupied by the paradoxes of abundance, innovative development, technological deflation, innovative management of resources and potentials. The sharp politicization of international economic relations is manifested in the paradoxical consequences of globalization, informatization and the redistribution of the world in a period of turbulence and uncertainty. Paradoxes and paroxysms are an integral part of resource management and economics. Paradoxes are connected with the controversy surrounding the effect of the Dutch disease, the “paradox of abundance” or the “curse of resources”, according to which countries with significant natural resources are poorly developed in comparison with countries with small reserves of raw materials or their complete lack. The heightened perception of the problem actualizes the search for a mechanism to effectively manage the natural resource rent and ensure high results for the economic and social development of the country. At the level of management of national resources, a paradoxical situation persists when there is no disposal when owning resources, there is no proportional and fair distribution when selling and receiving surplus income, when the country’s resource wealth is not equated with the wealth and decent life of the people. All the problems of resource management are inextricably linked with the peculiarities of external collisions of world interaction, internal power structuring, cognitive and systematic thinking, ideals and ideologies of development, personalized, individualized transformations of the world. At different levels of systems thinking, technologies and management strategies emerge, change and develop, demanding scientific reinforcement in the ideological, ideological, and methodological direction.

The article evaluates the importance of trade and economic relations between countries in economic growth. At a time of globalization has been identified the existing problems of the international division of labor for Georgia. Substantiated that the development of trade and economic relations is an important challenge in the condition of a low level of food provision for the population of Georgia. From this perspective, it is relevant to analyse the export-import of agriproducts with those European countries that have similar resource potential, geographic proximity, socio-economic and political characteristics to Georgia, among of which is the Czech Republic. Based on the theories of international trade, in order to assess the trade and economic potential between Georgia and the Czech Republic and to determine trends of development, has been studied main indicators of the above-mentioned countries. Comparative analysis of the data showed that quantitative indexes are similar between these two countries, while the qualitative data in the Czech Republic is higher as compared to Georgia. The paper discusses the agriculture of Georgia as one of the main sources of economic growth, therefore, to increase the resource potential of the sector needs to develop foreign trade and economic relations with the agriproducts. Based on analysis of data on exportimport of agriproducts between Georgia and the Czech Republic, has been concluded that the trade balance between the countries is variable and trade and economic relations are at the development stage. The main challenge in agriproduct trade between the countries is a low level of import-export diversification of agriproducts. At the same time, it is substantiated, that the cooperation with the Czech Republic perspective for Georgia not only in trade but also in the sphere of investments and modern technologies. The article argues the need for an optimal ratio of exports and imports in the development of trade and economic relations. Through the empirical studies the current challenges of export and import of agri-food products between Georgia and the Czech Republic have been identified; export-import ratios have been analysed by product type; and the ways to improve trade and economic cooperation between the two countries have been outlined. Promising areas of economic relations and export-import between Georgia and the Czech Republic have been developed.

The article presents the development of a strategy for entering the market by environmentally friendly land use. The author proposed a conceptual approach to its formation, the main components are offered: definition of the target audience, analysis of the external environment, assessment of resource potential, product life cycle, pricing, logistics, marketing, business scaling. The result of the first stage is to determine the consumer and the market where the manufacturer plans to start its activities. The analysis of the environment includes the selected set of tools to assess the external factors that contribute to, accelerate the development of the producer, and thus maximize profits, as well as the analysis of what negatively affects the development of business. This step helps to identify competitors and assess the benefits and threats. Assessment of resource potential includes analysis of the main groups of resources that must be considered when developing a strategy for the development of producers: land, material, financial, labor (management), information, intangible - in order to calculate the effectiveness and prospects for their use. The formation of the product life cycle makes it possible to create a product with a positive impact on the environment and human health. Its essence is to use a closed production cycle for a particular type of product. A number of factors influencing the price formation of a producer by environmentally friendly land use is presented in the article. With the help of the logistics system, it is possible to optimize the delivery of goods and speed up the time of reaching goods by customers. These create additional benefits for the business and increases competitiveness. The main components of the marketing system are described. The main directions of business scaling are determined, as well as the conditions under which it is necessary to carry it out. The implementation of the measures proposed in the article will contribute to solving a number of socio-economic problems in the development of the regions, the overall increase in the efficiency of the agricultural sector. All of these components are interconnected and complementary. Disclosure of their essence to some extent facilitates business activities and speeds up profits.

The auricular acupuncture is the therapeutic applied in the microsystem of outer ear. In this area, the local innervations stimulate the brain regions resulting in diagnostic and treatment system. There are three auricular acupuncture points used together as positive impulse to the therapy: Shen men (SHM), Kidney (K), Autonomic Nervous System (sympathetic) (ANS). Neurometry is the neuroscience tool that uses computing to observe, through images, the brain's response to external stimuli. Our aim is to identify the brain answers to the three auricular acupuncture points used together, SHM, K, ANS through the neurometry. It was observed three volunteers during four different moments: in the beginning, before the procedure; 15 minutes, 24 hours and 48 hours after the needles application. Central nervous system effects, physical health patterns, emotional exhaustion, anxiety control, blood flow, respiratory and cardio functional changes were recorded. We conclude that the chosen points positively interfere in the control of anxiety, in the cardio-functional system, in the sympathetic nervous system and in parasympathetic functional oxygenation and that neurometry is qualified for further studies on the subject.
