This study aims to determine the existence of public service agencies as public service providers in Indonesia. The research method used is legal research with statutory approach approach (analytical approach) which is analyzed with qualitative analysis. The results of the research show that the Public Service Agency (BLU) as the public service provider plays an important role in providing services to the public in the form of the provision of goods and / or services. Legally BLU is not a legal entity, but BLU operates as a working unit of state ministries / agencies / local governments for the purpose of providing public services whose management is based on the authority delegated by the respective parent agency. Therefore, the financial management is not separate from the state ministries / institutions / local government as the parent institution. Keywords: Public Service Board, Public Service, State Organizer

In the Guidelines of the State Council General Office on Government Procurement of Services from the Private and Non-governmental Sectors, “public service provider for the government” is broadly defined; it is stated that npos, businesses, and industry organizations have equal opportunity to be public service providers. A comparison of local eligibility requirements on npos serving as public service providers shows that the eligibility requirements focus on such aspects as service provider qualifications, time of establishment, organizational management, human resources, financial management, professional qualifications, annual inspection, evaluation, and honors. On the whole, the requirements are not demanding; the quality of public services is also secured through institutional design and innovation. The lax eligibility requirements imposed by local governments on npos as public service providers indicate that the social governance system will feature diversity, and reflect the government’s intention to support and develop npos. However, there are also some problems in local policies, such as 1) too much is at the discretion of the government; 2) the eligibility requirements are not good for the development of grassroots organizations; 3) no standards have been defined on eligibility for public service provider; and 4) related laws and regulations lack authority. Therefore, it is necessary to make government procurement of public services law-based and provide continued theoretical and institutional support for the implementation of the most authoritative policy.

The government has launched the Public Service Agency / Regional Public Service Agency (BLU / BLUD) program with the issuance of Government Regulation Number 23 of 2005. PP 23 of 2005 concerning Financial Management of Public service agency which basically explains, Public service agency are not only a new form in management of state finances but also as a new paradigm for public sector service management. The purpose of this study was to determine and analyze how the implementation of PPK-BLUD policies in RSUD Dr. RM Djoelham Binjai in terms of improving the quality and quality of public services, especially health services to the people of Binjai City. The method used in this research is descriptive qualitative using the Merille S. Grindle theory where there are several variables that determine the effectiveness of policy implementation. From the research results it can be seen that after the implementation of PPK-BLUD in Dr. RM. Djoelham Binjai, there was a change where previously the budget management, finance and reporting processes, which had been purely based on financial regulations with the APBD mechanism. However, with the implementation of PPK-BLUD, all the income that the RSUD Dr. RM. Djoelham receives can be directly managed and used for the needs and needs of the RSUD. So it is hoped that it can simplify the bureaucracy, especially finance, so that in the end it can improve the quality of hospital services. In its implementation, there are several obstacles faced, especially the understanding of other sections and fields of PPK-BLUD in RSUD Dr. RM. Djoelham Binjai so that good coordination between divisions and fields is needed.

This study aims to find out how public services are by using a humanistic approach organized by public service agencies as an effort to realize good governance. The public service agency under study was the Population and Civil Registry Office of Kebumen Regency. What is meant by the humanistic approach in the administration of public services in this research is the approach used in public services by prioritizing humanist/human values. This study uses a qualitative approach, which seeks to obtain as complete information as possible about public services carried out by the public service actors in the Population and Civil Registry Office of Kebumen Regency, which was explored through observation, documentation, and in-depth interviews with informants consisting of employees of the Population Service and Kebumen District Civil Registry and the public service users in the Population and Civil Registration Office of Kebumen Regency. In this study, writing is focused on issues relating to the delivery of public services using a humanistic approach for the realization of good governance. The humanistic approach in public services involves three aspects in the delivery of public services, namely the role of human resources shown through the attitude of the public service apparatus in serving the community, the process/mechanism/procedure of services carried out in the administration of public services, as well as facilities and infrastructure that support public services. Respect for humans is reflected in how the public service apparatus behaves towards the community they serve. The demand for good behavior which includes friendly, smiling, patient, empathy, and sympathy is an absolute thing in the Kebumen Regency's Population and Civil Registry Office in serving the community. Public services with a humanistic approach prioritize reciprocal communication between the public service apparatus and the people served.Keywords: good governance, humane, humanistic approach, public service.

This article aims to explain how public services using a humanistic approach are organized by public service institutions to realize good governance. The public service agency under study is the District Government of Gamping Yogyakarta. The humanistic approach in providing public services in this study is understood as an approach that prioritizes humanist/humanitarian values. This study uses a qualitative approach to obtain complete information about public services carried out by public service actors in Gamping District, Yogyakarta, explored through observation, documentation, and in-depth interviews. The method used is the descriptive method, which describes several studies, public service policies from various works of literature. The results show that character education and the implementation of humanism values for service providers (government/political elites, bureaucratic apparatus) are critical and must be of higher quality and provide optimal satisfaction for the public service process service recipients.

This research focuses on exposure to the quality of service of the Ombudsman of the Republic of Indonesia Representative of South Kalimantan and various efforts made in following up reports on complaints from the public in Banjarmasin on administrative matters carried out by bureaucrats in public service agencies/organizations that hinder or reduce the fulfillment of excellent service for the people. The research approach used is qualitative. This study uses interview guidelines as a research instrument. Qualitatively, this study found that, based on the Gronroos service quality model, the service of the Ombudsman of the Republic of Indonesia Representative of South Kalimantan in following up public complaints reports in accordance with Law Number 37 of 2008 concerning the Ombudsman of the Republic of Indonesia with reference to Article 24 to Article 38, in following up on complaints from the public, the Ombudsman is impartial and able to be an effective communication facilitator between the organizer and users of public services so that each party can obtain rights and fulfill its obligations. The study found the main factor in the Ombudsman's service constraints in following up the report because of the lack of information and knowledge of the community about formal and material requirements that must be completed when submitting a complaint report. From the results of these studies, researchers recommend increasing information and knowledge about the functions, duties, and authorities of the Ombudsman by conducting socialization activities to the public, students, and public service providers.

Abstract: Law 17 of 2003 and Law 1 Year 2004 triggered the renewal of state financial management. From both laws, the government through the Public Service Agency implements good governance in order to improve the performance and service of the community. This paper aims to examine the effect of internal audit for good governance either partially or simultaneously. Internal audits have a positive and significant impact on good governance both partially and simultaneously, indicating that both internal audits can improve the creation of good governance

Background: The public service agency (BLU) plays an important role in serving the community because of its autonomy in the provision of goods and/or services. The number of patients in the orthotics prosthetics (OP) disability clinic at the Health Polytechnic Jakarta I is increasing. There are 70 new patients that have been waiting for services. Meanwhile, 20 patients have to be given maintenance. This study aims to perform an assessment of the services of the OP disability clinic towards the public service agency of the Health Polytechnic Jakarta 1. Method: The research design is a cross-sectional followed by a qualitative study. The 51 disabled patients visiting the clinic in September–November 2014 were asked to fill a questioner. In-depth interviews with top management, focus group discussions with providers were carried out to connect patient data. Result: The orthotic services are most requested by patients (51%). Crosstab analysis showed a relationship between the type of service and patients visit (p-value = 0,043). Although no significant relationship between insurance ownership and patient visits was seen, univariate analysis shows 43,7% patients have insurance. The qualitative data revealed that top management provided policy support so that the clinic can develop into BLU. Likewise, service providers feel confident to serve because of international standards owned by the clinic, and will continue to serve patients as long as infrastructure and human resources improved. Conclusion: Health Polytechnic Jakarta I has the big potential of becoming a BLU because it has a clinic that can be a source of income. Policies are needed to implement BLU.

The study aimed at conducting an analysis towards the operation of Athlete Homestead for the National Sports Week in 2012 belonging to Riau Province. Regarding the Finance Operation System in the form of Sub-district Development Program-Regional Public Service Agency (PPK BLUD), the researcher designed the Accounting System for the Regional Public Service Agency of the Rental Flats and Sports Venue. The data analysis in this study used the descriptive qualitative method by describing the accounting system design for the operation of Rental Flats and Sports Venue through the Sub-district Development Program-Regional Public Service Agency (PPK BLUD) with the procedure comprising: designing the rent system and procedure of the Rental Flats and Sports Venue, designing the system of cash management from the rent income, implementing focused-group discussion with the related parties and the government, working on the policy improvement draft for the operation of the Rental Flats and Sports Venue belonging to Riau Province.Based on the result of the study and discussion, it can be concluded that in order to improve the effectiveness of the service and operation of Rental Flats and Sports Venue with sound business practice, it is necessary to implement the Finance Operation System in the form of Sub-district Development Program-Regional Public Service Agency (PPK BLUD). Currently, the STPI is in stagnant condition or status quo to be a Public Service Agency. This paper is intended for those who feel disturbed by this fact, and have concern for the STPI.Some problems: achievement cadets who decline, low quality but the quantity of excess human resources, education systems, curricula, low reward / low salaries, expenditures per student is high, crowded dormitories, degree requirements, marketing graduates, competency standards / certification, accreditation, Research and Community Service (PPM) which does not fit with the mission, training co-operation contracts with third parties, outsourcing and so on.It all resulted in efficiency, effectiveness, productivity and low yields, thus the need for reform toward a more entrepreneurial way STPI bureaucracy, and fortunately with a strong new leadership of the Chairman with the spirit of high entrepreneur, STPI want to build a center for human flight (center of excellence human resources development for aviation), including the urgent need to change the status of a Pattern of Financial Management of Public Service Agency.
