Abstract This study aims to determine the urgency of using legal analysis instruments in the formation of government policies within the Cabinet Secretariat Republic of Indonesia. This research was analyzed by using a qualitative analysis method that uses a comparative approach. The results showed that the use of legal analysis instruments in the formation of government policies within the cabinet secretariat is very important given the strategic role of the cabbage secretariat as an institution whose function is to provide approval to the Minister of State Secretary for requests for permission to draft legislation and on the substance of the draft regulations legislation. Keywords: Legal Analysis, Policy, Cabinet Secretariat, Over Regulation .Abstrak Penelitian ini bertujuan untuk mengetahui urgensi penggunaan instrumen analisis hukum dalam pembentukan kebijakan pemerintah di lingkungan Sekretariat Kabinet. Penelitian ini dianalisis dengan menggunakan metode analisis kualitatif yang menggunakan pendekatan perbandingan konsep (comparative approach). Hasil penelitian menunjukkan bahwa penggunaan instrumen analisis hukum dalam pembentukan kebijakan pemerintah di lingkungan sekretariat kabinet sangat penting dilakukan mengingat peran strategis sekretariat kabinet sebagai lembaga yang berfungsi untuk memberikan persetujuan kepada Menteri Sekretaris Negara atas permohonan izin prakarsa penyusunan rancangan peraturan perundang-undangan dan atas substansi rancangan peraturan perundang-undangan. Kata Kunci: Analisis Hukum, Kebijakan, Sekretariat Kabinet, Over Regulasi

Television channels for children contain many cartoons and programs. These productions reach the viewers via both the television and the channel's official website. TRT Çocuk, broadcasting for children as a government television channel, presents many locally produced animated cartoons to the viewers. A product of the modern and digital technology, these locally produced cartoons carry importance in terms of transfer of social values. This study focuses on locally produced animation cartoons that have an important potential especially in the transfer of national and moral values. Determination of values conveyed via cartoons that bear importance in the transformation of television into an educational tool allows the media and child relationships to become visible. This work aims to examine the relationship between media and values by defining the concept of “value.” After creating a corporate frame, the study brings to light the social values conveyed in locally produced cartoons aired on TRT Çocuk television channel via qualitative analysis method.

PK policies in Bogor Regency, to analyze the role of BAZNAS and its potential and to analyze the synergy between local government policies and BAZNAS in the PPK Program. This qualitative research uses the analysis method "AIM" (Analysis Interactive Model), namely: collection, reduction, presentation of data, and drawing conclusions (verification) which are generally used to analyze the synergy process, while quantitative analysis is used to calculate the potential value of zakat. The results of this study are that the poverty rate is still difficult to suppress even though central and regional programs have been implemented where one of the main reasons is the problem of lack of funding, the budget required is around IDR 1.4 trillion, which was realized IDR 890 billion (2017). BAZNAS Bogor Regency has played an active role in the KDP program, but it is still far from optimal. The results of the potential analysis reached Rp. 1,169,354,000,000, new proceeds of around Rp. 6 billion; Realizing the various support capacities, potential of BAZNAS, analysis of problems and analysis of the interests of the parties, an agreement was built (in the FGD) to synergize at the level of policies, institutions and programs, which will later be outlined by the Regional Government (Bappeda) in the RAD (Rencana Aksi Daerah)document.

Cities are the dynamic analytical entities of research that involve interactions of economic, social, political, and cultural arenas, associating themselves with the process of industrialization, globalization, technological advancements, and financial revolution. Conceptually, the global cities are the pivotal points of production, manufacturing, connecting three levels of international relations: local, national, and global, providing a broader lens to view the international politics. Emphasis on global cities challenges the statist domination of the international relations framework, thus making the discipline multiscalar (regional, national, and global). The article aims to analyze the role of cities in accelerating capital flows, attracting labor and technological upgradation calling for flexible adjustments in the national government policies in the era of globalization. It will delve into the conceptualization of global cities, strategic role they play in national and international economy, and how critical and significant they are for the flourishing of global capitalism. The core research puzzle is to identify the rise of cities in international political economy and the examination of power, dominance, and the transformation of cities vis-à-vis the changing role of the states.

Notary is required in a credit agreement which is performed by the bank and its debtor. Problems studied in this research was about the role of Notary in the implementation of Credit Agreement, the factors causing the occurrence of defaults with the guarantee of Mortgage Rights and efforts to settle default disputes with Mortgage Right loan agreement. The method used in this research was with the sociological juridical approach, it was sourced from collecting data obtained from the primary and secondary data, then the data were analyzed by qualitative analysis method. The result of the research are the role of a Notary in the implementation of Credit Agreement is to make the credit agreement requested by the creditor, responsible for the credit document made, and the Notary in charge and responsible to provide guidance and advice to the bank related to the credit documents. Regarding factors causing default with guarantee of Mortgage Rights and settlement of loan defaults is caused by several factors such as internal factor of bank, customer factor and external factor of bank and debtor. The settlement of default is done in 2 options, that is in litigation and non-litigation settlement.Keywords: Credit Agreement; Default; Guarantee; Mortgage Rights.

This study aims to determine the role of BPR in the development of MSMEs. The research method uses a descriptive-qualitative analysis method. The population in this study are rural banks and MSMEs in the Lebak regency of Banten. The type of data used is secondary data and primary data The role of BPR in the development of MSMEs in the Lebak Regency of Banten with credit growth from 2016 - 2018 of 166.88% and MSME growth of 28.05%, the characteristics of MSME actors in the Lebak district of Banten is the age level of 40 -50 years and male sex with the majority of MSMEs married, and educated in high school, with experience managing businesses between 1 to 5 years, business characteristics, in general, financing customers of PT. BPR Lebak Sejahtera has a business in the field of handicraft, a self-owned business with a place of business that is also owned by itself, in running its business it already has an official business license. financing characteristics provided, the customer receives working capital financing with a repayment period of 1 to 3 years.

The role of BAZNAS in optimizing the potential of zakat in Indonesia is enormous, therefore it is important to pay attention to BAZNAS accounting and accounting activities, the lack of transparency in the Financial Report and the accountability of BAZNAZ will be the trigger of the people's lack of confidence in distributing zakat and alms in Parties BAZNAS. Zakat funds received and distributed must have a clear and transparent accounting system that is the financial statements must be in accordance with PSAK No. 109 about the accounting of zakat infaq / alms. The objective of this research is to know and apply PSAK No. 109 on the accounting of zakat infak and alms on the financial statements BAZNAS Manado city. Methods of research analysis conducted is descriptive qualitative analysis method. The results of this research indicates that BAZNAS Manado has not applied PSAK No. 109 on its financial statements, and as well as the leadership of BAZNAS shall immediately apply PSAK No. 109 on the accounting of zakat, infaq / alms on the financial statements in BAZNAS Manado because it can provide benefits to the treasury of BAZNAS institutions and give a big effect to the public trust.Keywords : Zakat, Infaq/Alms, PSAK 109, Financial Statements

In this article, I articulate a methodology for comparative qualitative analysis of online communities, which I refer to as networked field studies. I describe networked field studies as an approach that allows for looking across multiple communities and field sites to build a coherent set of analytical claims about the role of technology and everyday life, drawing on my own research investigating relationships to digital technologies among three countercultural communities. The major aim of this article is to contribute to methodological discussions on comparative qualitative analysis within Internet studies, foregrounding how research on digital technologies can both benefit from and complicate a comparative approach. After a brief summary of the communities studied in the research that has given rise to this methodological approach, I outline key methodological concepts and address the strengths and limitations of networked field studies as a method for analyzing socio-technical practices in everyday life.

Law enforcement against illegal fishing in Natuna Waters during the Covid-19 pandemic is very important, especially considering frequent illegal fishing cases during the pandemic. Therefore, it is necessary to conduct an analysis of the efforts that have been made by the Indonesian Government to solve the illegal fishing cases that have occurred in Indonesia, regarding to the protection of fishermen, especially in Natuna Waters. The purpose of this study is to determine the role of the government regarding the form of law enforcement that have been carried out, utilizing various existing government policies and regulations, as well as the implementation of these regulations in the field, both in preventive, responsive and repressive efforts, in regards to illegal fishing cases in Natuna Waters. To study this, it is necessary to analyze various juridical reviews of the rights and obligations of the Indonesian State in Indonesian waters, data on the number of illegal fishing cases in Indonesia and in the Natuna region, and general analysis of illegal fishing cases. Furthermore, it should also include the type of facilities and infrastructure that must be strengthened. Using the method of normative legal analysis, we found several weaknessesin the legal norms.

The subject of alignment is not new to the world of education. Today however, it has come to mean different things and to have a heuristic value in education according to research in different areas, not least for neuroscience, and to attention to skills and to the alternation framework.This paper, after looking at the classic references that already attributed an important role to alignment in education processes, looks at the strategic role of alignment in the current context, outlining the shared construction processes and focusing on some of the ways in which this is put into effect.Alignment is part of a participatory, enactive approach that gives a central role to the interaction between teaching and learning, avoiding the limits of behaviourism, which has a greater bias towards teaching, and cognitivism/constructivism, which focus their attention on learning and in any case, on that which separates a teacher preparing the environment and a student working in it.
