PK policies in Bogor Regency, to analyze the role of BAZNAS and its potential and to analyze the synergy between local government policies and BAZNAS in the PPK Program. This qualitative research uses the analysis method "AIM" (Analysis Interactive Model), namely: collection, reduction, presentation of data, and drawing conclusions (verification) which are generally used to analyze the synergy process, while quantitative analysis is used to calculate the potential value of zakat. The results of this study are that the poverty rate is still difficult to suppress even though central and regional programs have been implemented where one of the main reasons is the problem of lack of funding, the budget required is around IDR 1.4 trillion, which was realized IDR 890 billion (2017). BAZNAS Bogor Regency has played an active role in the KDP program, but it is still far from optimal. The results of the potential analysis reached Rp. 1,169,354,000,000, new proceeds of around Rp. 6 billion; Realizing the various support capacities, potential of BAZNAS, analysis of problems and analysis of the interests of the parties, an agreement was built (in the FGD) to synergize at the level of policies, institutions and programs, which will later be outlined by the Regional Government (Bappeda) in the RAD (Rencana Aksi Daerah)document.

Indonesia as a multicultural country, has a diversity consisting cultural, ethnic and language. To observe, Yogyakarta is the one of Indonesian province displayed that diversity. Thus Yogyakarta often called as ‘Indonesian miniature’, while the diversity can lead to horizontal conflicts in Yogyakarta. IKPMDI-Y established as a communicative forum to reduce horizontal conflicts. Therefore, in this research, the author observe the role of IKPMDI-Y involved in Yogyakarta Government Policies for building spirit of multiculturalism.The author uses quantitative method case study which use descriptive approach and theory as a research tool. While unit analize is IKPMDI-Y organization, and the research scope in Yogyakarta city.The researcher found the IKPMDI-Y involved in Yogyakarta Government Policie which delivering the spirit of multiculturalism. Where IKPMDI-Y is forum which unify the students/ regional organization from various ethnic groups and languages in Yogyakarta. Therfore IKPMDI-Y leads the active role in realizing the spirit of multiculturalism in Yogyakarta city.

Introduction. Russia’s National Projects focus on integrated interagency interactions between state and public participants. They accumulate various areas of social and political development of the territory. Mainstreaming the participation of the population in achieving the goals set consolidates and adjusts the vectors of change set by the National Projects. The purpose of the paper is to present a comprehensive analysis of the participation of the population in the implementation of the National Projects in a region on the basis of the study conducted, taking into account the characteristic features of the territory and the relevant forms of participation of local communities in accomplishing the stated tasks. Materials and Methods. The results of the “Kuzbass-Politics” monitoring initiative studies conducted in 2006 and 2018 were used as the materials for the analysis of this topic as well as the data of sociological surveys and reports on the implementation of the National Projects in Russia in 2019. To substantiate the implementation of the National Projects in the region, the method of systemic, structural and functional analysis was used. Results. The participation of the population in the implementation of the National Projects in a region has been analyzed using the example of the Kemerovo Region. The authors have studied the existing experience of implementation of the National Projects in 2005–2007 and compared it with that of the current stage (2019–2024). The materials of the secondary analysis have shown that the content of the new National Projects is in line with the needs of the population in matters of improving their living arrangements; however, many people are distanced from the National Projects, which is expressed in the lack of awareness and limited participation. The authors point out that the implementation of the National Projects in a region can be carried out in a consolidated manner or have multidirectional vectors of application of the activity and resource potentials of the population. Discussion and Conclusion. The interaction between the authorities and the population is a dialogue in which the interests of the parties are reconciled in order to achieve a common goal. The lack of taking into account the active role of the population in the implementation of socially significant results affects the quality of the development and the conditions for the implementation of the National Projects. The results of the study can contribute to the development of regional programs and activities aimed at increasing people’s participation in the implementation of the National Projects.

An effort has been made to revisit the political participation of Pakhtun women in Khyber Pakhtunkhwa former NWFP. The active role in the politics of Pakhtun women was quite difficult due to socio-cultural constraints. In such circumstances a woman from the elite class emerged on the political scene of NWFP; Begum Zari Sarfaraz who not only participated in the independence movement of Pakistan but also participated in politics after the creation of Pakistan and had rendered great services for women folk as members of national and provincial assemblies. The paper shed light on her opposition to One Unit. The paper also investigates the reason that why she quit politics. There is hardly any literature on the role of Begum Zari Sarfaraz in the politics of Pakistan.

This study aims to examine the effectiveness, contribution, local retribution on local revenue and the level of independence of Kota Pariaman. The data analysis method used in this research is quantitative descriptive analysis method. This method is a method of analysis by using the calculation of the financial data obtained to solve problems in accordance with the research objectives. The average level of regional independence in Kota Pariaman during 2014-2018 is 6.09% with a pattern of instructive relationships. It can be seen that the level of regional independence of Kota Pariaman is very low, only around 6% during 2014 to 2018 with a pattern of instructive relationships. This means that the city of Pariaman is very dependent on financial assistance from the center. the role of the central government is more dominant than the independence of the regional government.

The secret supply of the German Navy during the Second World War has scarcely been studied until now. The goal of this article is to study one of the more active supply areas of the Etappendienst at the beginning of the war, the one known as Etappe Kanaren, as part of the Grossetappe Spanien-Portugal. In this research primary sources from German Naval War Command have been consulted. Among the main conclusions, it should be pointed out, on the one hand, the intense activity to support the Kriegsmarine during the first years of the war, despite the distance from mainland Spain and the British pressure, which finally stopped the supply operations. On the other hand, we have confirmed the active role of the Spanish government in relation to the Etappendienst: Spanish authorities allowed the supply operations, but pressure from the Allies forced the Spanish government to impede these activities.

The purpose of zakat to develop the social economic value of society is difficult to materialize if there is no active role of zakat managers (amil) who are required to be professional and innovative in managing zakat funds. The main function of the amil zakat institution lies in the activities of collecting, distributing, and utilizing zakat. The activity of collecting zakat in the history of Islam, is an activity or effort of amil in collecting zakat by picking up or taking from the place of amil. In addition to taking zakat, the amils who are in charge of taking zakat must also pray for those who pay zakat.This study aims to determine the implementation of productive zakat fund management and empowerment of the poor on zakat funds that are given by LAIZSNU Lamongan. By using the case study method, so as to be able to photograph how LAZISNU Lamongan's performance is in managing productive zakat funds . Lazisnu Lamongan has 3 zakat distribution programs, namely humanitarian, health and economic assistance. The mustahik empowerment program is included in the economic assistance program.

The study of rural settlement in Roman Britain is undergoing a period of re-evaluation and change. In the past, work has focused on the individual study sites, especially villas. Now there is an increasing interest in the exploitation of whole landscapes, with an emphasis on the people who lived in them and the ways that they exploited the resources available to them. These trends are reviewed, and a case study is presented based on the author’s fieldwork in East Yorkshire. Given that the bulk of the population of Roman Britain lived in the countryside, emphasis is placed on understanding the active role of these people in creating the culture of Roman Britain.

Purpose – The purpose of this paper is to explore how state actors mobilise resources in business networks to facilitate innovation. Design/methodology/approach – A single case study method is used. The case from the Chinese biotechnology sector illustrates how state actors mobilise resources in a network context in order to develop, produce and use a vaccine. Findings – The case findings demonstrate that state actors indirectly, as well as actively, are involved in the whole innovation process by mobilising resources necessary for the development, production and use of the vaccine. State actors influence other actors, both political and business, and provide resources in order to facilitate innovation. Practical implications – The paper illustrates that state actors, in the specific case, play an important and active role throughout the whole innovation process. This opens up the issue of the possible extended role of state actors in innovation. Originality/value – Over the past decades, Chinese state actors have played an active role in the business landscape. This paper explores state actors’ influence on the innovation process on the network level.

Berdasarkan studi kasus di Aceh Utara, tulisan ini hendak menunjukkan realitas kompleks tentang komodifikasi Syariat Islam oleh elite yang sedang memerintah di Aceh. Realitasnya, birokratisasi Syariat Islam telah menutup ruang bagi lahirnya wacana tandingan (counter discourse) dari masyarakat terhadap wacana yang dikembangkan oleh negara. Hal itu termanifestasi pada pelbagai Qanun yang telah disahkan. Qanun-qanun tersebut justeru memperlihatkan dominasi kepentingan elite yang sedang memerintah daripada aspirasi yang disuarakan oleh masyarakat. Sementara itu, birokratisasi dayah (pondok pesantren salafi/tradisional) dan penciptaan ketergantungan ekonomi dayah pada negara melalui kegiatan yang mengatasnamakan pembinaan dayah ternyata merupakan kedok bagi dominasi negara terhadap teungku dayah (elite agama Islam tradisional). Dominasi ini berhasil memposisikan teungku dayah sebagai jastifikator pelbagai kebijakan pemerintah. Akibatnya, peran teungku dayah di Aceh yang pada awalnya adalah aktor sosial yang secara vis a vis sanggup berhadapan dengan pemerintah dalam mengkritisi pelbagai kebijakan berdasarkan aspirasi yang berkembang di masyarakat menjadi pudar.Based on a case study in North Aceh district, this paper wants to demonstrate the complex reality of current commoditization of Syariah committed by political elites in Aceh. In fact, the bureaucratization of Syariah has closed democratic spaces which enable civil society including local religious elite to counter states discourses and policies. Such bureaucratization was manifested in the enactment of several Qanuns which unveil the domination of ruling elites interests over societys interests and aspiration. On the other hand, the bureaucratization of dayah (traditional or salafi pesantren) and the formation of its economic dependence on states budgets through what called as dayah guidance/direction programs became a powerful means for the state apparatus to co-opt teungku dayah as Islamic local religious elites. Such cooptation has successfully positioned teungku dayah to act as justificatory actor toward various government policies. As the result, the historical role of teungku dayah in Aceh as the main political actor, which able to criticize government policies based on people aspiration, is fading away in the aftermath of conflict in Aceh.
