The Government's commitment to empowering the Autonomous Region to eradicatepoverty today is very beneficial to the development of a region, but the commitment mustbe coupled with the willingness of the local government concerned and appropriatepolicies. The policy of the Red Grass Village Program in the form of providing capital tothe community in the form of farmer groups in Lamboya Sub-district is a form ofgovernment commitment to eradicate poverty in the area. The problem that occurred inthe policy of Red Mandiri Anggur Village Program is that the policy does not reduce thepoverty rate, does not encourage the empowerment of village institutions, and the absenceof new entrepreneurs. The purpose of this study is to evaluate the success of the red winevillage self-service program policy by looking at Willyam Dunn's evaluation indicatorsof effectiveness, responsiveness, and accuracy. And to analyze the factors inhibiting thesuccess of Dedy Mulyadi policy that is the content of policies, implementers, andenvironment. This research uses a qualitative approach with a purposive technique todetermine key informant. The results of the evaluation indicate that the policy of MandiriAnggur Merah Village Program in Lamboya Sub-district of West Sumba Regency has notsucceeded in reducing the poverty level after the policy, unsuccessful to encourage theempowerment of village institutions and the creation of new entrepreneurs. While theobstacles to the success of the policy are the lack of clear policy content such asorganizing, the implementation of less socialized programs to the community and the lackof support from the community and government.

This article (study) was summarized based on writer experiences in conducting Community Service program among farmer group organizations in Anduriang Village at Padang Pariaman Regency. This program was intended to increase the understanding and awareness of farmer groups about the benefits of golden snails, which so far have only been seen as crop pests for farmers, and then made them a source of income. This study was inspired by various conditions that indicated the powerless of the farmer groups in overcoming the problem of golden snail pests in the Anduriang Village at Padang Pariaman Regency. This issue was reflected in part from the lack of understanding and awareness of farmers in controlling the golden snail pests. Based on this condition, various farmer empowerment policies and programs were needed to be implemented in the form of increasing the capacity of the parmers in economic development of the society, especially for the farmer group organization as target groups in this program. These empowerment activities and programs needed to be conducted collaboratively and synergistically between the local government and universities.

Abstract Gender plays a vital role in shaping access to and governance of water, sanitation, and hygiene (WASH) services in many contexts. Notably, women and men have different WASH-associated roles as well as varying access to resources and power. This study explores the meanings of women's empowerment in the WASH sector from the perspective of local stakeholders in the Asutifi North District, Ghana. A qualitative approach was employed, which involved 15 key informant interviews with community leaders, local government professionals, and WASH practitioners. Participants conceptualized empowerment in terms of four major themes: (1) availability of resources, (2) WASH information, (3) social and cultural structures, and (4) agency. Participants defined empowerment as a multifaceted process shaped by their physical, social, cultural, and political environments. The study provides researchers and practitioners with a greater understanding of the dimensions of empowerment that are relevant to strengthening WASH interventions and practices.

Forest management in terms of its production function is directed towards management that is oriented towards all potential forestry resources and is based on community empowerment. The Wana Tekat Mandiri Farmer Group Association manages community forests, namely state forests whose main use is aimed at empowering the community. The rampant illegal logging is carried out by irresponsible parties outside of the farmer group association. So that community groups that carry out illegal logging do not support the Regional Government in providing guidance to the Association of Farmer groups in the Sendang Agung District area. The type of research used in this research is descriptive type with a qualitative approach, data collection techniques, observation, interviews, documentation. The results of this study indicate that the strategy of community development and empowerment in community forest utilization has been running well and the implementation of the strategy has been deemed successful in implementation. The coaching strategy has a main objective in the framework of developing a coaching plan in carrying out activities or programs of Gapoktan Wana Tekad Mandiri, namely by how to develop skills, develop knowledge and develop attitudes. The existence of this coaching strategy is expected to have a good empowering impact on the community.

In this era, a lot of activities that can not be separated from the practice of cheating or fraud , no exception In the government . Inspektorat Sumenep is the leading institution of internal Local Government in preventing and detecting fraud in the Local Government appropiate Perbup Sumenep No. 29 of 2008 . Dinas Pendidikan Sumenep need attention on the issue . This is due to Dinas Pendidikan Sumenep an agency with the largest number of assets and managing large budgets . These conditions led to the formulation of the problem is How Inspektorat Sumenep role in preventing and detecting fraud in Dinas Pendidikan Sumenep. This study used a qualitative approach in which the focus of this study is Inspektorat role in preventing and detecting fraud at Dinas Pendidikan Sumenep . Primary data obtained by direct interviews with the parties directly related to the determination of the source of research data in a qualitative study using nonprobability sampling . The sampling technique used was purposive sampling . The conclusion of this study, role of the Inspektorat Sumenep in the prevention of fraud in Dinas Pendidikan Sumenep still not maximal . This is due to Inspektorat Sumenep not supervise from the planning / budgeting and not optimal in overseeing and assisting the implementation of the SPIP as an instrument of fraud prevention in Dinas Pendidikan Sumenep . The role of Inspektorat Sumenep in the detection of fraud in Dinas Pendidikan Sumenep done by conducting an audit of financial and asset management in each financial year.Keywords: fraud, government, inspektorat.

This study uses a qualitative approach to examine what political and technical leaders of municipalities understand transparency and public information to mean, and what role they believe the different subjects involved (government, opposition, and the public) should have. The websites of 605 Spanish councils with more than 100,000 inhabitants were analysed and three focus groups were held with political and technical leaders from a selection of sample councils. The results show that the technical and political leaders of the councils do not have a clear awareness of their function of management accountability or of the need to apply journalistic criteria to the information they publish, defending with nuances the use of propaganda criteria to focus on the actions of the local government, its information, the lack of space dedicated to public debate and the opposition’s actions. In relation to accountability and citizen participation, they have a negative view of citizens, who they describe as being disengaged. However, they emphasize that internally it is essential to continue improving in terms of the culture of transparency and the public information they provide citizens.

The research aims to explore how capacity development of local government institution in Seluma district as the coordinator of Autonomous Region Recently known as DOB. This research background is lack capacity of government institution in Seluma district is improved poverty range amount 21,22%, the IPM lack, social environment isn’t conducive, government management index lowly. This case indicates incapacity of DOB management organizer while this capacity building program is a strategy that can be implemented by local government in order DOB can be realize. Improving organization performance should be implemented institution capacity building continuity either on institution internal capacity or institution external capacity. The research method through qualitative approach then the technique of data collection applies primary and secondary data. The data is taken from documentary, observation, deep interview and FGD. The determination of sample/informant with sampling purposive. The data analysis process by conducting the data reduction, display data, decision making and verification data. Research results showed unoptimal effort, strengthening the capacity development of DOB Organization has not been done in a good, well-planned and structured. The solution, it takes the commitment of the leadership of both the highest level of Regent followed by level below it.

Horticulture is the study of the cultivation of garden plants. Broadly speaking, it is the study of the cultivation of vegetables, fruits, flowers and ornamental plants. The purpose of this community service is to provide insight and knowledge of farmer groups to use the house yard for planting crops, especially horticulture. The implementation method is carried out by counseling, training and mentoring residents and farmer groups to maximize the results of empowerment. In addition, leaflets as educational tools are given as a guide. The steps were taken: firstly, the lecturers of the agrotechnology study program to residents and farmer groups, secondly, training, starting from the selection of good planting materials. Third, assistance related to the use of household agriculture (home gardens) with horticultural cultivation techniques. The result of this community service program is that the beautiful jasmine farmer group has understood and the benefits of the house yard to be used as a planting area, especially for horticultural crops. From the activities of this community service program, it can be concluded that farmer groups can specifically make use of the empty land and unused land around their homes, especially the existence of empty land.

This research is a type of descriptive research using a qualitative approach design using a case study research design. Funding for the TB program in Pasuruan Regency was sourced from the APBD and also Health Operational Assistance sourced from the Special Allocation Fund decreased. The budget for TB prevention prevention programs is absorbed entirely But the performance of achieving the discovery targets is still not significant. Still not found the whole case, complete treatment has not been maximized, some even DO. TB control activities allocated for TB prevention and control services appear to be relatively small compared to the TB treatment budget. Based on all the challenges faced, a strategy was formulated to eliminate TB within the next 5 years by strengthening the leadership of a quality TB service program with a sustainable program across stakeholders

This study aimed at finding out the depiction of Fiqh teacher’s creativities in improving students’ learning skills. The present study applied a qualitative approach by engaging the Fiqh teacher at Madrasah Aliyah Baitul Makmur in Curup Utara District as the key informant. The data were garnered from observations and interviews. Once the data were collected, the data were further analyzed using the theory proposed Miles et al comprising data reduction, data presentation, verification, and conclusion drawing. It seemed that the Fiqh teacher’s creativities at MA Baitul Makmur in teaching were very good. This was evident that in teaching the teacher applied various methods and used various media in order that the Fiqh-related materials could be delivered in interesting ways and could trigger comfortable learning situations alongside lowering students’ boredom in the classroom.  The teacher’s evaluation in viewing students’ abilities to learn was conducted in various ways. That ranged from written and spoken assessments, portfolio, and practice-based assessments. With the Fiqh teacher’s creativities at MA Baitul Makmur, students' learning skills gain improvement.

The work culture of civil servants in this decentralization era tends to come fromthe working culture of each ethnic. The difference of culture applied causes thedifference of civil servants’ way, behavior, and action when performing their work. Thisresearch article aims to discuss one of the working cultures of the civil servants fromMinangkabau ethnic group named galie. This research was conducted by usingdescriptive-qualitative approach, and the data was collected trough observation,interview, and documentation study. Data is validated by triangulation and sourcetriangulation methods.Tthe data analysis is based on Miles and Huberman (2000). Theresult of the research shows that the galie work culture has usually been inherited in thefamily and society for a period time; hence the galie work culture is also implementedwhile working in the local government organization of Pasaman Barat regency. Theresearch concluded that the galie work culture does not cause work culture that canharm others, but whenever the work culture exists, the civil servants would be annoyed.Civil servants who have this work culture tend to avoid risks and prefer simpler workthan their colleagues.Key words: work ethnict culture, galie, civil servant, Minangkabau ethict
