COVID-19 has potential to change the culture. The COVID-19 crisis has forced virtual working to become the main method of doing business in the modern due to social restrictions such as PT Telkom Indonesia. Management in PT Telkom Indonesia is faced with the problem of how to keep the orientation program during the COVID-19 pandemic because the company really needs these new employees so that business processes can continue to run smoothly. This virtual orientation program does not reduce orientation values, participants can still survive, thus adding many new experiences because all assignments are made online. The point is that participants can still carry out their normal activities because technology is getting more sophisticated. This paper uses a qualitative research approach. Data collection techniques are made in two ways, field studies and literature studies. Field studies were made by interview. Orientation program are not easy because participants and companies only meet virtually. Companies should overprepare. Companies can make detailed guidelines for the implementation of the Orientation Program, make a priority scale, and always provide feedback as soon as possible on the final result. The advantages of this virtual induction program are (1) the company can save costs; (2) shorter event time; (3) safe from COVID-19 (4) the application of New Technology based on Virtual Meeting. The weakness of this virtual orientation program is (1) lack of control from mentors; (2) minimal experience for employees because material that should require meeting physically is not well conveyed, one of which is increasing collaboration between teams.

Indonesia is famous for its areas that are prone to landslides. For example, in Cihanjuang Village, Cimanggung District, Sumedang Regency, which in early 2021 had experienced a serious landslide disaster. This landslide phenomenon requires an in-depth study so that the arrangement and management is carried out appropriately, where the role of the government here is very large to be able to take the right policy on this problem. Thus, the purpose of this paper is to determine the cause of the landslide disaster and to identify and analyze the government's efforts in dealing with the landslide disaster. This paper uses descriptive qualitative research methods using data derived from secondary data. Based on the results, it was found that the landslide that occurred in Cihanjuang Village was caused by high rainfall, steep slopes, poor drainage system and lack of vegetation. However, the government already has several efforts to be undertaken, including long-term, short-term post-disaster and mitigation. Based on the analysis that has been made, the recommendations for this problem are increasing awareness and socialization for the community, increasing mitigation and monitoring the policy that have been made.

Hospital services are basically a form of service provided to patients by paying attention to predetermined service quality standards, in order to create satisfaction for patients in accordance with patient expectations. Central General Hospital Dr. Kariadi Semarang, Regional General Hospital Dr. Soetomo Surabaya, and Central General Hospital Dr. Hasan Sadikin Bandung is a government-owned public hospital located in the Java region. The three hospitals are government-owned hospitals as national referral hospitals which are class A hospitals. The purpose of this research is to find out how the form of excellent service and the advantages and disadvantages of the Central General Hospital Dr. Kariadi Semarang, Regional General Hospital Dr. Soetomo Surabaya and Central General Hospital Dr. Hasan Sadikin Bandung. The research method used the desk-review method, namely the collection of secondary data or data that has been previously collected without conducting a field survey and library research methods. Besides that, this research also uses literature study, namely collecting scientific papers or collecting data related to the object of research or collecting library data. The form of excellent service carried out by the Central General Hospital Dr. Kariadi Semarang, Regional General Hospital Dr. Soetomo Surabaya and Central General Hospital Dr. Hasan Sadikin Bandung is about speed of service, accuracy of service, accurate service and quality of service. Each hospital has problems regarding the speed of service, so that the speed of service is a priority for improvement for hospitals to realize excellent service in accordance with patient expectations.

The purpose of this article is to determine the impact of human resource skills and financial accounting systems on the quality of regional financial statements. Using quantitative methods for accounting or financial personnel management at government offices in Buleleng regional, this study shows that human resource literacy and the financial system have a positive and significant impact on the quality of regional financial systems reported. Thus, the results of this study indicate the need to increase human resources for financial management in the regions and the financial accounting system in accordance with established standards.

Bandung Regency Government adapted the concept of developing an integrated planning area that utilizes a local base with the spirit of sabilulungan (Sundanese: gotong royong) which tries to integrate various development sectors in one activity called "Sabilulungan 1000 Kampung". After two years of implementing this concept where the villages have begun to be developed, it is necessary to see the level of success through an appropriate evaluation mechanism. This study tries to see how the evaluation of the implementation of this policy is through interviews with purposive sampling to the stakeholders of this program. The analytical method used is to utilize 5 evaluation criteria, namely effectiveness, adequacy, equity, responsiveness and accuracy which is used to see how the program has been running for these 2 years. Based on the analysis, it is seen that although programs and activities have shown a tourist attraction that is built and implemented according to the agreed time, the lack of monitoring and evaluation needs to be improved to get more equitable, precise, and sustainable results. More detailed action plans are needed. and operational and alternative funding schemes can help overcome existing barriers.

Administrative reform in the developing countries becomes a necessity and focus ofgovernments. The term administrative reform contains meanings, varied in functions,but also brings debate that has never been completed among practitioners, societiesand theorists. Administrative reform aims to improve the performance of individuals,groups and institutions. One of the administrative reform agendas is to improve thesalary of state apparatuses. However, the government does not have yet any payrollregulation of state apparatuses that relate their workload and proper reward.Consequently, its long-term impact is to bring down the spirit, work ethic and workdiscipline among the state apparatuses which are supposed to have high productivityand discipline. This article aims to explain the concept of administration reform fromthe perspective of human resources, as well as the change strategy for the developmentof Indonesia. It applied major theories of administrative reform and bureaucracy aswell as human resource management. The method used is qualitative descriptive, withresearchers as a tool based on literature studies. The results of this study show thatadministrative reform in the context of bureaucracy reform is not a new issue. Manyministries and institutions have implemented administrative reform, but not yetoptimally gave positive results. The implications of this study is that bureaucracyreform should involve stakeholders in formulating performance indicators as well asthe institutionalization of values and bureaucratic culture oriented towards the publicinterest.

In order to adapt in changing environment, innovation is an important component inpublic organization. Innovation in public organization runs in two stages, the initiationstage and the implementation stage. The study examines supporting factors and barriersof innovation at the Driving Licence service agency. The paper analyzes the initiationstage and the implementation stage. In the initiation stage, the article shows theagency’s decision to impement "SIM Booking Innovation" as policy to respond to thedemands of the community and organization. At implementation stage, the agencyimplement a more technical intervention by building infrastructure such as allocatingspecial booth and staff, For driving license extension procedure, the agency adopted theexisting model. In conclusion, the article argues that the supporting factors inorganization innovation consists of broad-minded and open-minded leaders,availability of facilities, and organizational support in the implementation ofinnovation. On the other hand, the barrier factors of innovation are the lack of specialbudget to support innovation program, risk aversion of subordinates and over-relianceon high-performers.

Accountability is a problem in many public organizations in Indonesia, including thoserelated to parking issues. Many problems related to parking policy implementation hasbeen faced by many local government in Indonesia. Many researches have been done onparking issues, including those related to street-side parking. However, it is found noresearch has been found on parking accountability. Therefore, this article is focused onresearch results on street-side parking in Pekalongan City. The method employed isdescriptive qualitative with exploratory paradigm. Is is found that based on theresearch results and analysis, it is found that accountability principles have not beenfully applied. Only one out of four accountability principles which has metrequirements, namely transparency. The supporting factors are leadership, regulations,and facilities. The inhibiting factors, however, are limited parking area, less disciplineof the street parking personnel, less guidance program, and limited number ofgovernment personnels related to parking.

Analysis of the quality of educational services is very important for progress ofeducational organization to more improved service. This research aimed to analyse thequality of education equality program paket C in the LPKA Clas 1 Kutoarjo, and forlook resistor and support factors in realizing quality educational service of equalityprogram paket C in the LPKA Clas 1 Kutoarjo To obtain an answer from its intendeddestination, the research approach used is qualitative by using five dimensions ofservice quality that is tangible, reliability, responsiveness, assurance and empathy, andfive factors inhibiting and supporting the quality of service that is a factor of awarenessof employees, agencies/organizations, capacity/skills officer, employee interaction,climate and labor relations.The results showed that the quality of education services inequality Packet program c in LPKA Class 1 Kutoarjo is good enough, an outline ofsome of the dimensions of service quality are met such as educational facilities areavailable, atmosphere learning cozy, a place of education accessible, employeeattitudes is set in the guidelines the treatment of children in LPKA educationalrequirements and procedures that apply to the conditions, a good employer responsesconcerned with students, conduct service management system a good education,education fair and non discriminate. Although there are some things that still hasshortcomings such as the number of teaching staff, teacher attendance rates and othersupporting facilities. Furthermore, to assurance a time education is still not good, thecertainty of a teacher who can not be present on schedule, inhibits the teaching andlearning activities. So the problem assurance a time education is still needing repair sothat can give quality education service. The thematic village is one of the poverty eradication programs based on communityempowerment by promoting sustainable development and the creative economy, whichis implemented by the Semarang City Government. One of the successful ThematicVillages is the Batik Village of Rejomulyo, which is now one of the tourism icons ofSemarang City. The success of Batik Village Rejomulyo is inseparable from the role ofstakeholders. It takes a relationship and synergy between the university-industrygovernment-community so that the Batik Rejomulyo Village can develop until now. TheSemarang City Government, which encouraged the rise of the batik industry by makingRejomulyo as the Kampung Batik, made the community motivated to continue to becreative and to innovate. However, the relationship between industry and universitieswith government and society is still not well seen. Therefore, it is necessary to explorethe role of each stakeholder in the quad helix relationship so that the universityindustry-government-society can have a mutually beneficial and supportive mutualrelationship.
