Madiun City is one of the cities in East Java Province and is known as a city of trade and industry, Madiun community, in general, is a picture of modern society even though it is far from economic development in the capital city. Madiun is a city that has the potential to become an advanced economic center in the city of Madiun. Current conditions indicate that the unemployment rate and the quality of human resources in the city of Madiun are still low. Data from the Manpower Office of the city of Madiun noted that the number of unemployed people in the local area reached 5,700. Besides, people's economic strength has not developed optimally, and the index of public purchasing power is still low. In 2018 data from the Central Bureau of Statistics illustrates that poverty in Madiun City reached 4.49% or as many as 7.92 thousand people. One way to alleviate poverty in the city of Madiun is through community-based economic empowerment. This study aims to formulate a strategy to alleviate poverty through community-based economic empowerment and to improve the living standards of people in the city of Madiun. The method used in this study is qualitative by using primary and secondary data. Data collection is done by interviews, documentation, and field observations. The findings of the study are that the existence of community-based economic empowerment in Madiun city can increase economic income and increase the community's insight into becoming more open to the economy of the community, as well as the newly formed community. The efforts of fostering and empowering have been carried out by the government and the local community through business dissemination, small and medium industry counseling, strengthening community participation in training, and providing community training, namely how to build a robust community, management training, and marketing system training.

Community-Based Tourism (CBT) is a tool to ensure sustainable development in many countries by enhancing natural resource conservation, preserving culture and traditions as well as generating income at local level. Bangladesh is one of the third world countries having scarcity of finance but they can increase their GDP through giving stress to tourism industry (Muhammad shamssuduha, 2005). Sreemangal is a naturally blessed place in Bangladesh which is enriched by its natural resources as well as local community’s rich unique cultures, traditions, history, living style and hospitality. This study is carried out to identify how Community-Based Tourism helps to promote the economic sustainability of rural economy in Sreemangal. Both primary and secondary data are collected and then primary data (collected from study area by using questionnaire survey) are analyzed by using SPSS software. After analyzing the data, it could be sum up that Community Based Tourism will help to ensure economic solvency of local community by creating employment opportunities for locals, to confirm the greater profit distribution among all stakeholders, to create new local markets for community’s unique tourism products, indirectly contribute in poverty reduction as well as educational rate and living standard enhancement. This study also dowries some recommendations based on the findings of the analysis.

Abstrak: Kota Padang merupakan ibukota dari Provinsi Sumatera Barat yang berhadapan langsung dengan Samudera Hindia. Letak geografis Kota Padang menyebabkan Kota tersebut mengalami dampak akibat berbagai ancaman bencana yang terjadi akibat perubahan iklim dan pergerakan lempeng bumi. Makalah ini bertujuan untuk menggambarkan dampak dan adaptasi kerentanan pesisir di Kota Padang. Metoda yang dilakukan melalui penelusuran data sekunder dan analisis deskriptif. Dari penelusuran literatur yang ada, adaptasi yang dilakukan oleh pemerintah lokal masih memilih untuk pembangunan infrastruktur perlindungan pantai. Kedepannya pemerintah Kota Padang harus mempertimbangkan pengelolaan wilayah pesisir secara terintegrasi agar pembangunan di Kota Padang dapat berlangsung secara berkelanjutan. Kata Kunci: Adaptasi, ICZM ,Kerentanan, Pesisir Abstract: Padang city is the capital city of West Sumatra Province which faces directly to the Indian Ocean. The geographical location of the Padang city causes the city to experience the impact of various threats of disasters that occur due to climate change and the movement of the earth's plates. This paper aims is to describe the impact and adaptation of coastal vulnerability in Padang City. The method used were through secondary data research and descriptive analysis. From the search of the existing literature, the adaptation carried out by the local government still chooses to develop coastal protection infrastructure. In the future, the government of Padang City must consider the management of the coastal area in an integrated manner so that development in the City of Padang can take place in a sustainable manner. West Nusa Tenggara (NTB) is one of Indonesia’s leading halal tourist destinations. This makes business opportunities open for the local community and will be able to improve the welfare of the community. All districts participated in the development of halal tourism to increase the number of tourist visits to NTB. The city of Mataram, the capital of the NTB province, is no exception. Mataram is also actively building and developing halal tourism by packaging existing tourist destinations into attractive halal tourist destinations. Seeing the rapid development of halal tourism in NTB, this study was conducted to examine the development of Halal Tourism in the City of Mataram and to determine the contribution of the development of halal tourism to the welfare of the people in Mataram City. This research is a descriptive qualitative study in which the primary data are informants from the City of Mataram Tourism Office, Mataram City Promotion Board, Tourism Actors and tourists that visiting Mataram while secondary data are obtained from various reports, books, publications, websites and others. The results of this study aimed that the development of halal tourism carried out by the Mataram City Government was quite good. This is proven by the increasing number of tourists visiting Mataram City each year. Development of halal tourism is done by improving facilities and infrastructure at tourist destinations, promoting both local and international, providing public transportation that is good enough to access tourist attractions, providing accommodations in accordance with sharia provisions so as to provide comfort for tourists especially Muslim tourists. With various efforts to develop tourist destinations that have been carried out by the Government of the City of Mataram has an impact on improving the welfare of the people of the City of Mataram, which is illustrated through the increase in the HDI index from year to year.

One of the supporting factors for the success of MSME is determined by the intelligence of managing finances or known as financial literacy. Financial literacy is a basic requirement that must be possessed by MSME entrepreneurs which is closely related to the knowledge of personal and business financial management, as well as knowledge to gain access to capital through financial services or institutions. This descriptive study aims to see a picture of the level of financial literacy in SMEs in Bandung. The type of data used in this study are primary data and secondary data Primary data obtained through surveys using a questionnaire to see the level of financial literacy (Financial Fitness Quis / FFQ) developed by O'Neil. The questionnaire consisting of 20 practical financial statements, covering 5 (five) dimensions of financial management, was distributed to 343 SMEs in the city of Bandung. Secondary data obtained through observation and study of literature relating to research problems. The results of the study show that MSMEs in the city of Bandung must take actions that need to be considered in the future to improve their finances to avoid financial difficulties. As a form of concern for MSMEs in the city of Bandung and as a form of support for the government, researchers are trying to alleviate the illiteracy of financial actors of MSMEs through appropriate financial management training and making of a simple financial application program SAKA (peSAK Abdi).

The World Bank's Andhra Pradesh Rural Poverty Reduction Project supports the self helf groups of the women members. It promotes women's social, economic, legal and political empowerment to reduce poverty among the poor and the poorest of the poor. The important object of this article is to examine the impact of micronance on the socio economic empowerment of the rural women supported by the national reputed NGO- Rashtriya Seva Samithi (RASS). 184 women members of the SHGs promoted by Rasthriya Seva Samathi (RASS) an NGO which located in Tirupati town. 184 samples are selected randomly from 15 SHGs scattered throughout the Tirupati rural mandal (Taluk) from the area of the study have been considered to conduct the present research study. The study reveals that 87.71 percent of the sample women were below the poverty line before joining the SHGs. As a result of SHG, about 40 percent of the sample women crossed the poverty line. The highest intensive value indicates that more women have participated in social agitations for the welfare of the children and the society. The second highest intensity reveals that considerable numbers of women of SHGs have participated in the government sponsored schemes. The 1st point secured 3rd rank with total intensity value of 605 which status that the micro credit has resulted in increased social status and empowerment.

Generally, activities conducted by people generate waste. The waste which increasingly rises causing a big problem. Therefore, the role of community in waste management will strongly support the process of solving the waste problem in the community. The purpose of this study was to determine the relationship of engagement and active participation of citizens, as reflected in the attitude of citizens in the activities related to the response to the waste problem in the community. A descriptive method was used in this study to describe the involvement and participation in the prevention of waste. The result showed that the paradigm of PSBM (community-based waste management) appeared sporadically and has not yet received the maximum support from regional governments. A paradigm which is “people pay, the government manages“, has grown within the community for years. It would hardly change people’s behaviour patterns in solving the waste problem in the community since changing the city into a city that is clean, comfortable and healthy involved many parties, including the community.

Palu city is the capital city of Central Sulawesi province bordering with Gorontalo Province. Indigenous people who inhabit the city of Palu is a community of Kaili tribe. Palu City was selected as a Special Economic Zone (KEK) for eastern Indonesia and consists of industrial zone, logistics zone and export processing zone. When viewed from the tourism business, there are several famous destinations such as Sibili Lake, Banua Mbaso, Hanging Bridge, Mosque 'Apung' Argam Bab Al Rahman, and Sis Al Jufrie.The method used by writer is qualitative with inductive data analysis. The results found that the city of Palu has shown passion in the field of tourism. Palu City presents a variety of new tourist destinations including natural attractions, culinary tours, and cultural tourism. For example Cars Tusuk Satay, Palu Bay, Four Palu Bridge, Solar Eclipse Monument, Nusantara Pavilion, and Palu Nomori Inscription. Then the tourists need to be given free space to satisfy the needs during a vacation. The business model implemented is that local people can entrepreneurship, gain profit, and create new jobs. Meanwhile, for the government through the Office of Culture and Tourism of Palu City is able to generate Pendapatan Asli Daerah (PAD) in addition to taxes from culinary executed by local communities. To support, the Office of Culture and Tourism of Palu City can hold and coordinate with all the agencies in accordance with their respective work programs. As the development and development of houses to become homestay homes and home industry, the integration of public transportation fleet, and build the concept of Information Management System (SIM) Tourism via online to package the tourism potential of Palu City.

<p>In many developing countries, Community-Based Tourism (CBT) is regarded as a sustainable tourism development tool as well as a catalyst for rural community development through the involvement of local people and the improvement of the standard of living. To extend the involvement of the local community in CBT, homestay tourism is a form of operation unit and its concept aims to facilitate individual household social-cultural and economic benefit from CBT directly. Although homestays are widely regarded as providing better livelihoods directly to the homestay operators, it is not clear to what extent homestay operations actually contribute to the sustainable livelihood of homestay operators when considering the wider livelihood implications. This research seeks to explore this gap by analysing homestay operators through the lens of Sustainable Livelihood theory (Scoones, 1998). This research adopts a post-positivist paradigm with qualitative methodology. Taking a case study approach, semi-structured interviews and observations were employed to collect primary data from community leaders, heads and deputy heads of the tourist guides, and homestay operators themselves.  Results of the study found that although homestay tourism was initially established by the government. The study also found the main characteristics of the homestay operation are in a small size with a limitation of bedrooms, and a few family members involved in hosting tourists, which are husband, wife, and an adult child. All of these people are unpaid labour but receive benefits from the sharing of food and shelter. The study also uncovered that cash-based income, gender empowerment enhancement, and environmental enhancement were the positive impacts of homestay tourism on the livelihoods of the homestay operators, and these positive livelihood outcomes were in line with the original sustainable livelihood framework. In addition, cultural revitalisation was found as an emerged indicator of the sustainable livelihood outcomes, which was used to extend the revised framework. However, the study discovered that opportunity costs, culture shock, and conflict with villagers were negative implications affecting sustainable livelihood outcomes of the homestay operators. The revised Sustainable Livelihood Framework (SLF) suggests that if these negative implications are mitigated, the overall livelihood outcomes will be even greater. The results of this study are expected to provide a deeper understanding of how the impacts of homestay tourism on the sustainable livelihood of the homestay operators.</p>

The discussion of this research is the development of creative cities in a country is the result of the efforts of the government and creative actors in the city in the country. Creative city can not be separated from the potential of social capital that is owned by the people in the city. Social capital is a social organization concept that includes network of norms and social trusts that facilitate mutual coordination and cooperation including in developing the regional economy. This research aims to (1) know the contribution of social capital in making a creative city, (2) express the social capital and creativity of individuals and communities to realize creative city, and (3) know aspects of social capital that dominant influence on a creativity of the city. The method of this research is qualitative primary data with technic observation and indepth interview, also secondary data in the form of document and archive analysis from Bandung city as one of creative city in Indonesia. Research is done during 2015-2016. Conclusions this research are (1)Social capital that form trust, tolerance, cooperation, openness, and independence of the community greatly contributes in the creation of creative city because through the braided integration of social capital that forms a norm of behavior binding for its citizens to be creative and does not require material capital,(2)Individual urban creativity formed through the process of socialization of elements of social capital in the life of society to trigger creativity of individuals and society as a whole, and (3) The form of openness, tolerance, and cooperation are the dominant elements of social capital in growing the creativity of individuals and societyKeywords: Creatif city, Social capital

ABSTRAK Penelitian ini bertujuan untuk menganalisis efektifitas kegiatan pemberdayaan ekonomi masyarakat pesisir yang telah dilakukan oleh pemerintah provinsi Banten, sehingga dapat mengetahui model pemberdayaan ekonomi paling efektif bagi masyarakat pesisir di Provinsi Banten. Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif, dengan lokasi penelitian di Desa Lontar Kecamatan Tirtayasa, Kabupaten Serang dan Desa Citeurep, Kecamatan Panimbang, Kabupaten Pandeglang. Penentuan informan dilakukan secara purposive sampling. Data primer penelitian ini diperoleh dari wawancara mendalam dan observasi. Data sekunder diperoleh dari studi literatur dan dokumentasi. Hasil penelitian ini menunjukkan bahwa terdapat perbedaan karakteristik nelayan antara desa Lontar dan Citeurep. Ada perbedaan jenis pemberdayaan di kedua desa. Ada perbedaan komoditas pada kedua kelompok nelayan. Di Desa Lontar, jenis komoditas yang dihasilkan lebih bervariasi, perikanan tangkap, bandeng dan budidaya rumput laut dan usahatani rumput laut. Sedangkan di Desa Citeurep komoditi hanya menangkap ikan. Dalam perspektif kelompok, nelayan di Desa Lontar lebih terorganisir daripada nelayan di Desa Citeurep. Model pemberdayaan relatif yang dapat diterapkan pada dua kelompok nelayan tersebut adalah dengan Model Pendekatan Kelompok Berbasis Regional dengan mempertimbangkan karakteristik masyarakat yang ada di daerahnya masing-masing. Pola pemberdayaan yang paling tepat adalah pola pemberdayaan yang melibatkan seluruh pemangku kepentingan yang menggunakan skema kemitraan seperti: peran pemerintah daerah, perguruan tinggi, DPRD, dan swasta / perusahaan.   Kata kunci: pemberdayaan pesisir, kesejahteraan, kelompok nelayan   ABSTRACT This study aims to analyze the effectiveness of economic empowerment activities of coastal communities that have been done by the government of Banten province, thus to find out the most effective model of economic empowerment for coastal communities in the province of Banten. Metode used in this study is qualitative descriptive, with research sites in the village of Lontar sub District Tirtayasa, Serang Region and Citeurep Village, Panimbang sub District, Pandeglang Region. Informant's determination is done by purposive sampling. Primary data of this research is getting from indepth interview and observation. Secondary data getting from by literature study and documentation. The results of this study indicate that there are differences in the characteristics of fishermen between Lontar and Citeurep villages. There are differences in type of empowerment in both villages. There is a difference of commodities in both groups of fishermen. In Lontar Village, the types of commodities produced are more varied, capture fishery, milkfish and Sea Weed cultivation and seaweed farming. While in Citeurep Village the commodity is capture fish only. In group perspective, fishermen in Lontar Village are more organized than the fishermen in Citeurep Village. The relative empowerment model that can be applied to the two groups of fishermen is with the Regional-Based Group Approach Model taking into account the characteristics of the community that exist in their respective regions. The most appropriate  pattern of empowerment is the empowerment pattern that involves all stakeholders using partnership schemes such as: the role of local government, universities, DPRD, and private / corporate   Keywords: coastal empowerment, welfare, group of fishermen
