<pre><em>The industrial sector is a primary sector has the potential to create a progressive growth in a region. The growth in the region rely on the industrial sector was driven by sales of production, employment, and other multiplier effects so </em><em>that </em><em>many </em><em>of </em><em>districts or cities in North Sumatra </em><em>try</em><em> to develop this sector. The industr</em><em>y </em><em>that can be developed </em><em>is</em><em> an appropriate industrial potential and local resource to be optimal growth in the region. In RTRW Kota Binjai years 2011 - 2030, District of North Binjai designated as an industrial area. Industries that are planned to be developed are a high-tech industry. But the problem is whether the type specified in the RTRW industry is the industry that corresponds to the potential of local resources and the District of North Binjai? The purpose of this paper is to find the right industry to be developed by local potential or excellence, especially in the District Binjai Utara Binjai. The analytical tool used is the analysis of LQ, shift share and SWOT discovered the potential and advantages that can be seen Binjai compliance with industry directed by RTRW. The analysis </em><em>results </em><em>show that the industrial sector is not a primary</em><em> </em><em>sector or potential sector in Binjai. The results of LQ and shift share analysis show that the sector with the potential to be developed in Binjai was the construction sector, finance, and services. The similarity with the RTRW policy is only in the service sector. This shows that the service sector can be developed while the computer industry, multimedia, publishing, and printing) is not in accordance with the local potential. However, if the government still wants to develop the industrial sector in North Binjai, there should be diversification strategies, namely building-related industry sectors, such as industry superior building materials and mining industries.</em><em></em></pre>

The United Nations is taking an active part in the promotion and implementation of a sustainable approach in our surrounding environment, with the help of its 17 sustainable development goals (S.D. Gs). This paper touches upon the 8th and 9 th Goals which propose Decent work, Economic growth, Industry, Innovation and sustainable Infrastructure. Researchers propose that these goals are very crucial in the development of our economy. The industrial sector of the country is the backbone of its economy and in India the Micro, Small and Medium Enterprises (M.S.M. Es) are the soul of its exponential growth. Keeping in mind the Importance of the M.S.M. Es and their growing potential, the government has taken various initiatives in the form of schemes and policies, to promote and sustain these small businesses. Service sector contributes to more than 54.40% to Gross added value (G.V.A.) whereas the manufacturing sector contributes significantly less than the services sector. Despite of this fact researchers have found out that the Government is more inclined towards M.S.M.E’s in manufacturing sector and have opened a greater number of schemes and opportunities for them than the M.S.M.E’s in the service sector. Today, 54.6 billion total M.S.M. Es are registered in India, 33% are of the service sector. Review and comparison of the statistics and contributions of the M.S.M. Es in both these sectors presents a clear picture regarding the extensive contribution of the service M.S.M. Es and hence has outlined the need of differentiation. The research presents a factual analysis, of the need of more action plans especially the ones aiming at making the service M.S.M. Es financially strong and sustainable. They have a great potential of expansion, growth and can help create many new employment opportunities. Therefore, this paper is an attempt to highlight their contributions and emphasize how making these thriving M.S.M. Es, stand on their own feet is the need of the hour. Researchers believe that government schemes and action plans are one of the best and efficient mediums to achieve the SDGs and contribute towards sustainable development.

The term high-tech, covering the high-tech industry and the information-intensive service sector, is based on advanced scientific and technological expertise that requires science, technology, and innovation (STI), and is based on Research & Development expenditure. Sectoral, product and patent approaches are used for classification by OECD and European Union. Literature review on high-tech show that countries focusing on Research and Development Expenditures and new patents have succeeded in increasing their high-tech exports as well. Turkey is one of the countries where the levels of high-tech export is not at the desired levels yet therefore the government must give incentives for Research and Development expenditures and new patents for innovation, as high-tech export affects GDP growth positively.

The article analyzes the causes of priority development territories (TOR), discussed the benefits provided by the state to residents of the top, highlighted the steps of forming the top. The territory of the advanced social and economic development is understood to be part of the territory of the subject of the Russian Federation, including a closed administrative and territorial formation, in which, in accordance with the decision of the Government of the Russian Federation, a special legal regime for the implementation of entrepreneurial and other activities is established to create favorable conditions for attracting investments, socio-economic development and the creation of comfortable conditions for the provision of livelihoods nosti population. The objectives of the creation of priority development areas are: the development of high-tech sectors of the economy, improving the competitiveness of the economy, creating new jobs and improving the quality of human resources, the alignment of the territorial imbalances, the production of new import-substituting and export-oriented products, and more. The need to attract investment to the territory, not only the problem of the Russian Federation regions and the country as a whole, has become another impetus for the creation of areas of advancing socio-economic development. For residents of the TOP, the following rights are provided: the right to release VAT from the duties of a taxpayer for 10 years from the date of obtaining the status of a TOP resident; establishment of a zero VAT rate in respect of goods (works, services) imported to the TOP for use by TOP residents; use of accelerated depreciation on the objects of depreciable property belonging to them; a lowered rate of corporate income tax. Thanks to the above measures, the cost reduction of business will be from 40%, which will be a huge incentive for business opening in the territories of Eastern Siberia and the Far East.

PurposeThis study investigated the effectiveness and applicability of China’s innovation-driven policies on encouraging sports firms to invest in research and development (R&D) activities.Design/methodology/approachThrough a series of multiple linear regression models, this study examined the direct and interaction effects of innovation-driven polices and firm characteristics on R&D investment for sport firms listed on the New Third Board in China.FindingsResults showed that financing constraints and certification as a high-tech enterprise were not themselves significant predictors of R&D investment; instead, the number of R&D staff and a firm's total assets were identified as key internal factors predicting the level of a firm's R&D investment. Other effective policy tools for stimulating Chinese sport firms' R&D investments included pre-tax deductions of R&D expenses, government R&D subsidies and income tax relief for high-tech enterprises, although their effects were heterogeneous.Research limitations/implicationsThis study observes a new theoretical discovery that when the financing constraints do not limit R&D investment, innovation-driven strategies remain effective tools to stimulate the R&D investment of sports firms.Practical implicationsThe findings provided practical guidance for both government–industry policymakers and sport business managers to prioritize the identified areas of significance when promoting R&D.Originality/valueFirst, this study focused on sport firms, which constitute a quickly growing industrial sector in China. The findings offered important insights for the government as well as corporate management with regard to promoting new industries and new enterprises. Second, this paper analyzed the effects of three special innovation-driven policies on R&D investment and explored enterprise innovation development in more detail. Third, this paper discussed not only the effects of innovation-driven policies on R&D investment but also the heterogeneity of their effects. The related conclusions could help improve the development, implementation and assessment of innovation-driven policies.

The manufacturing industry sector is an economic sector that provides the largest contribution to the national economy so that the performance of the manufacturing industry greatly affects overall economic performance. Industrial sector investment is currently required to be located within industrial estates in order to improve efficiency, organize space, manage the environment and optimize the multiplier effects on other economic sectors. This study aims to analyze the multiplier effects of increased investment in the manufacturing industry sector in industrial estate on the performance of the transport/logistics sector. The analysis model uses the Social Accounting Matrix (SAM) Model, which is an effect multiplier analysis. The results of the research show that the increase in investment in the manufacturing industry sector located in the industrial area provides a multiplier effect on improving the performance of the transportation/logistics sector in the form of increased transportation/logistics sector revenues.

Sinarbaya village in Teluk Jambe district has less productive land, yet it has strategic location for industrial area, that the land was sold to business owners causing the local people change their livelihoods from agricultural sector to industrial sector. The presence of the industry around the village is not automatically able to hire a large number of workers from local people, due to the fact that the required skills do not meet the requirement. This study aims to find out the factors causing changes in community livelihoods. The method used in this study was descriptive qualitative. The data collection techniques conducted through interviews and documentation. The result showed that the presence of industry has a multiplier effect on local people, yet the effect brings benefit to the government.

Bali is a province that has significant economic strength in various sectors. Bali has proximity to the West Nusa Tenggara and East Nusa Tenggara Provinces, and financial interaction can occur. This study analyzes the spillover effect of the Balinese economy on West Nusa Tenggara and East Nusa Tenggara. It looks at the West Nusa Tenggara and East Nusa Tenggara economies' response when the Bali economic sector experiences a shock. The method used is VECM using quarterly real GRDP data of 35 observations. This study found a positive relationship between the service sector and the Bali industry in West Nusa Tenggara's economic growth. The Balinese industrial sector also has a positive relationship with East Nusa Tenggara's economic growth. The spillover effect did not occur between the Bali industrial sector in general and the development of West Nusa Tenggara and the Bali service sector in general and East Nusa Tenggara's economic growth. The Balinese economy, which has a spillover effect on West Nusa Tenggara and East Nusa Tenggara's economic growth in several sectors, can be used as a reference for the government to make economic development policies.

Facing the decisive struggle between Nazism and Soviet communism for dominance in Europe, in 1942/43 Polish communists sojourning in the USSR espoused anti-German concepts of the political right. Their aim was an ethnic Polish ‘national communism’. Meanwhile, the Polish Workers’ Party in the occupied country advocated a maximum intensification of civilian resistance and partisan struggle. In this context, commentaries on the Nazi judeocide were an important element in their endeavors to influence the prevailing mood in the country: The underground communist press often pointed to the fate of the murdered Jews as a warning in order to make it clear to the Polish population where a deficient lack of resistance could lead. However, an agreed, unconditional Polish and Jewish armed resistance did not come about. At the same time, the communist press constantly expanded its demagogic confrontation with Polish “reactionaries” and accused them of shared responsibility for the Nazi murder of the Jews, while the Polish government (in London) was attacked for its failure. This antagonism was intensified in the fierce dispute between the Polish and Soviet governments after the rift which followed revelations about the Katyn massacre. Now the communist propaganda image of the enemy came to the fore in respect to the government and its representatives in occupied Poland. It viewed the government-in-exile as being allied with the “reactionaries,” indifferent to the murder of the Jews, and thus acting ultimately on behalf of Nazi German policy. The communists denounced the real and supposed antisemitism of their adversaries more and more bluntly. In view of their political isolation, they coupled them together, in an undifferentiated manner, extending from the right-wing radical ONR to the social democrats and the other parties represented in the underground parliament loyal to the London based Polish government. Thereby communist propaganda tried to discredit their opponents and to justify the need for a new start in a post-war Poland whose fate should be shaped by the revolutionary left. They were thus paving the way for the ultimate communist takeover

Purpose. The purpose of the article is to analyze and systematize the views of social and political thinkers of Galicia in the 19th - beginning of the 20th centuries. on the right and manner of organizing a nation-state as a cathedral. Method. The methodology includes a set of general scientific, special legal, special historical and philosophical methods of scientific knowledge, as well as the principles of objectivity, historicism, systematic and comprehensive. The problem-chronological approach made it possible to identify the main stages of the evolution of the content of the idea of catholicity in Galicia's legal thought of the 19th century. Results. It is established that the idea of catholicity, which was borrowed from church terminology, during the nineteenth century. acquired clear legal and philosophical features that turned it into an effective principle of achieving state unity and integrity. For the Ukrainian statesmen of the 19th century. the idea of catholicity became fundamental in view of the separation of Ukrainians between the Russian and Austro-Hungarian empires. The idea of unity of Ukrainians of Galicia and the Dnieper region, formulated for the first time by the members of the Russian Trinity, underwent a long evolution and received theoretical reflection in the work of Bachynsky's «Ukraine irredenta». It is established that catholicity should be understood as a legal principle, according to which decisions are made in dialogue, by consensus, and thus able to satisfy the absolute majority of citizens of the state. For Galician Ukrainians, the principle of unity in the nineteenth century. implemented through the prism of «state» and «international» approaches. Scientific novelty. The main stages of formation and development of the idea of catholicity in the views of social and political figures of Halychyna of the XIX – beginning of the XX centuries are highlighted in the work. and highlighting the distinctive features of «national statehood» that they promoted and understood as possible in the process of unification of Ukrainian lands into one state. Practical significance. The results of the study can be used in further historical and legal studies, preparation of special courses.

This study is based on the legal responsibility of the assessment of public appraisal reports they make in land procurement activities for development in the public interest. Public assessment is obliged to always be accountable for their assessment. The type of research found in this thesis is a type of normative legal research with the right-hand of the statue approach and case approach. Normative legal research is a study that provides systematic explanation of rules governing a certain legal category, analyzing the relationship between regulations explaining areas of difficulty and possibly predicting future development. . After conducting research, researchers found that one of the causes that made the dispute was a lack of communication conducted between the Government and the landlord. In deliberation which should be the place where the parties find the meeting point between the parties on the magnitude of the damages that will be given, in the field is often used only for the delivery of the assessment of the compensation that has been done.
