Abstract The implementation of an innovative idea by small and medium-sized enterprises often is difficult because of the difficulty in finding a source of financing. The modern level of development of communication technology, exchange of information, the possibility of combining these potentials and using synergistic initiatives provides an opportunity to overcome this barrier. Dynamically growing crowdfunding is an opportunity for implemented projects. This study presents a definition of crowdfunding, its types as well as advantages and disadvantages from lender and loaner of capital points of view. It also shows the dynamics of crowdfunding market growth in Europe and the legal basics. The aim of the article is to describe the characteristics of crowdfunding, attempt of identification of the key factors determining its allocative efficiency, and to present their impact on its further development.

This paper discusses a methodology to evaluate the accuracy of recently developed image-based 3D modelling techniques. So far, the emergence of these novel methods has not been supported by the definition of an internationally recognized standard which is fundamental for user confidence and market growth. In order to provide an element of reflection and solution to the different communities involved in 3D imaging, a promising approach is presented in this paper for the assessment of both metric quality and limitations of an open-source suite of tools (Apero/MicMac), developed for the extraction of dense 3D point clouds from a set of unordered 2D images. The proposed procedural workflow is performed within a metrological context, through inter-comparisons with "reference" data acquired with two hemispherical laser scanners, one total station, and one laser tracker. The methodology is applied to two case studies, designed in order to analyse the software performances in dealing with both outdoor and environmentally controlled conditions, i.e. the main entrance of Cathédrale de la Major (Marseille, France) and a custom-made scene located at National Research Council of Canada 3D imaging Metrology Laboratory (Ottawa). Comparative data and accuracy evidence produced for both tests allow the study of some key factors affecting 3D model accuracy.

This article is devoted to the consideration of the legal status of an investment advisor as a subject of financial legal relations. Attention is paid to the genesis and development of this institution, both in Russia and in foreign jurisdictions. The paper provides various points of view on the definition of the concept of “financial service”. The author lists the arguments confirming that the investment advisor has financial and legal status. The paper expresses the author’s opinion that the further development of this institution will improve not only the investment climate in our country, but also the attitude of Russian citizens to the securities market.

The article addresses to a fundamental issue facing the concept of the Digital Earth in 2020 – what is the definition of the Digital Earth? 22 years after the announcement of the concept and 15 years after its first mass and successful implementation in the service Google Earth in 2005 this question remains unanswered. In the article the current status of the development of the Digital Earth concept by 2020 is considered, a methodology for the definition of the Digital Earth, based on the classification of the diversity of existing geospatial approaches and the identification of key factors that provide its unique functionality, is proposed and discussed. Distinction between the Digital Earth and others geospatial approaches is provided. The intrinsic connection of definition and classifications is grounded, the new definition of the Digital Earth and complimentary classification of geospatial methods are offered. Semiotics aspects of the Digital Earth are discussed briefly. The question of the eligibility of technologies and systems to the Digital Earth is considered. The perspective issues of further development of the Digital Earth are considered.

The аrticle аddresses the essentiаl meаning of the strаtegic culture аs а phenomenon аnd its importаnce for nаtionаl security policy-mаking. Аcаdemic literаture аnаlysis hаs аllowed to offer аuthor’s definition of multidimensionаl “strаtegic culture” term аnd to give аn outline of key factors to influence the nаtionаl strаtegic culture development. Strategic culture thus is viewed as a nucleus of strategic thinking underlying the state strategic planning which enables integral national security policy-making. The аrticle provides with аn аttempt to elucidаte the key chаrаcteristics of Ukrаine’s strаtegic culture, considering phylogenetic development of the Ukrаiniаn mindset in view of the key territorial and geographic, historical, civilizational factors that influenced the evolution of the Ukrainian national identity and statehood. Apart from that, the article also highlights the chаllenges аnd hindrаnces for further development of Ukrаiniаn strаtegic culture. The emphasis is placed on the fact that the lack of monolithic strategic culture is one of the main reasons for unbalanced foreign policy of Ukraine, which in its turn poses a serious threat for state’s national security. Special attention is paid to the analysis of the political elite’s role, as a national strategic culture carrier, in the processes of strategic culture forming and developing. The key features of the Ukrainian elite and their influence on political and strategic culture of Ukraine are defined. Revolution of Dignity and Russian Federation’s armed aggression against Ukraine are identified as catalysts of the integral strategic culture of Ukraine formation inasmuch as these events enhanced the processes of reformatting the national identity and renewing the system of values. The outcomes of the research focuses attention on the need of developing by the Ukrainian political elite the strategy of Ukraine’s strategic culture development in order to form a balanced and consistent national security policy.

The aim of the research is a retrospective analysis of the history and stages of development of digital land reclamation in Russia, the definition of «Digital land reclamation» and trends in its further development. In the framework of the retrospective analysis the main stages of melioration formation are determined. To achieve the maximum effect of the «digital reclamation» requires full cooperation of practical experience and scientific potential accumulated throughout the history of the reclamation complex, and the latest achievements of science and technology, which is currently possible only through the full digitalization of reclamation activities. The introduction of «digital reclamation» will achieve greater potential and effect in the modernization of the reclamation industry in the «hightech industry», through the use of innovative developments and optimal management decisions.

The creation of the Guiding Principles on the Criminal Law of the RSFSR of 1919 is studied taking into account extremely complicated internal and external political situation in the country at the beginning of the twentieth century. Using the methods of analysis, synthesis, as well as comparative and historical method, the author determines the significance of the Guiding Principles in the law system of the young Soviet state. Some key norms of the document are examined. In particular, the definition of criminal law is analyzed and its advantages and disadvantages are identified. It is noted that the definition of a crime was formulated too broadly, and more significant steps in criminalization of different acts were made with the adoption of the RSFSR Criminal Code of 1922. It is indicated which persons were not punished according to the Guidelines. Attention is drawn to the way in which such a method of protection as necessary defense was set forth in this act. The Guiding Principles are not without certain disadvantages: for example, the institution of complicity is not sufficiently disclosed, there is lexical redundancy in the definition of the concept «planning the offence». However, the discrepancies between the main provisions covered in the Guidelines are explainable and excusable, taking into account the historical situation at the time of their adoption. The analyzed document became the basis for Russian criminal law, and some of its provisions are still relevant.

AbstractThe aim of this study was to examine the validity of the Gender Dysphoria (GD) diagnoses in the Swedish National Patient Register (NPR), to discuss different register-based definitions of GD and to investigate incidence trends. We collected data on all individuals with registered GD diagnoses between 2001 and 2016 as well as data on the coverage in the NPR. We regarded gender confirming medical intervention (GCMI) as one proxy for a clinically valid diagnosis and calculated the positive predictive value (PPV) for receiving GCMI for increasing number of registered GD diagnoses. We assessed crude and coverage-adjusted time trends of GD during 2004–2015 with a Poisson regression, using assigned sex and age as interaction terms. The PPV for receiving GCMI was 68% for ≥ 1 and 79% for ≥ 4 GD-diagnoses. The incidence of GD was on average 35% higher with the definition of ≥ 1 compared to the definition of ≥ 4 diagnoses. The incidence of GD, defined as ≥ 4 diagnoses increased significantly during the study period and mostly in the age categories 10–17 and 18–30 years, even after adjusting for register coverage. We concluded that the validity of a single ICD code denoting clinical GD in the Swedish NPR can be questioned. For future research, we propose to carefully weight the advantages and disadvantages of different register-based definitions according to the individual study’s needs, the time periods involved and the age-groups under study.

To prevent runway incursions, we should have the corresponding systematic prevent ideas. Based on the definition of runway incursions and classification of relevant criteria, it analyzed the runway incursion system, put forward the closed-loop management ideas to prevent runway incursions, and found the main contradictions of preventing runway incursions using the gray relational analysis. With the example of runway incursion dates of U.S.A, by means of Grey Relational Analysis of different severities and different factors for runway incursions, it have shown that the key factors leading to the class AB and class CD runway incursions are Vehicle/Pedestrian Deviations and Pilot Deviations respectively. Meanwhile, it proposed integrated prevention measures of runway incursions.

The number of people working from home (WFH) increased radically during the coronavirus (COVID-19) pandemic. The purpose of this study was therefore to investigate people’s experiences of WFH during the pandemic and to identify the main factors of advantages and disadvantages of WFH. Data from 29 European countries on the experiences of knowledge workers (N = 5748) WFH during the early stages of lockdown (11 March to 8 May 2020) were collected. A factor analysis showed the overall distribution of people’s experiences and how the advantages and disadvantages of WFH during the early weeks of the pandemic can be grouped into six key factors. The results indicated that most people had a more positive rather than negative experience of WFH during lockdown. Three factors represent the main advantages of WFH: (i) work–life balance, (ii) improved work efficiency and (iii) greater work control. The main disadvantages were (iv) home office constraints, (v) work uncertainties and (vi) inadequate tools. Comparing gender, number of children at home, age and managers versus employees in relation to these factors provided insights into the differential impact of WFH on people’s lives. The factors help organisations understand where action is most needed to safeguard both performance and well-being. As the data were collected amidst the COVID-19 pandemic, we recommend further studies to validate the six factors and investigate their importance for well-being and performance in knowledge work.

The complex interaction between glioblastoma and its microenvironment has been recognized for decades. Among various immune profiles, the major population is tumor-associated macrophage, with microglia as its localized homolog. The present definition of such myeloid cells is based on a series of cell markers. These good sentinel cells experience significant changes, facilitating glioblastoma development and protecting it from therapeutic treatments. Huge, complicated mechanisms are involved during the overall processes. A lot of effort has been dedicated to crack the mysterious codes in macrophage/microglia recruiting, activating, reprogramming, and functioning. We have made our path. With more and more key factors identified, a lot of new therapeutic methods could be explored to break the ominous loop, to enhance tumor sensitivity to treatments, and to improve the prognosis of glioblastoma patients. However, it might be a synergistic system rather than a series of clear, stepwise events. There are still significant challenges before the light of truth can shine onto the field. Here, we summarize recent advances in this field, reviewing the path we have been on and where we are now.
