Abstract In the article the author considers recent trends in teacher education and pedagogical mastery, issues of carrying out improvements to the teacher training system in European countries, analyzes programmes of cooperation in education that facilitate forming of teachers’ professional competency, studies typical problems in teacher education in Europe and possible ways for its improving. Based on the study of European experience in teacher training the author has concluded that lecturers are extremely interested in identifying the patterns of teacher training and pedagogical mastery as a theoretical, methodological and practical problem and has justified the importance of the structural organization and modernization of teacher professional training in higher education, the development of new forms in relations between the teacher training system and higher education institutions, which are based on systematic, scientific, interdisciplinary approaches and the idea of continuity. The importance of special cooperation projects in teacher education launched in the European Union in terms of pedagogical mastery has been emphasized in the article. The author also focuses attention on new ways of solving the existing problems in developing the professional competency of students obtaining teacher education as well as the development of pedagogical mastery. There have been described main directions in the functioning of European countries’ teacher training systems that can be useful in identifying development trends in teacher education in Ukraine, namely, teacher education based on worldwide recognized researches, the shift in orientation of the teacher education philosophy: from quantity to quality, clearly defined educational standards as well as criteria for their assessment, the review of procedures for accrediting teacher training institutions, the use of multimedia technologies.

Abstract The article deals with the problem of forming education managers’ professional competency in the context of European integration educational processes. The peculiarities of education managers’ competences as well as directions of their professional training in motivational, cognitive and metacognitive spheres have been theoretically justified. The performed analysis of curricula in higher education institutions of Central European countries has proved their use of the complex approach to forming professional competences of education managers. The author has revealed the peculiarities of education managers’ professional training while mastering accredited specialized courses in School Management in the Centre for Lifelong Education at Faculty of Education at Palacký University in Olomouc, the Czech Republic; a Bachelor’s degree in Education Specialization (School Management) at Charles University in Prague, the Czech Republic; in the context of the project launched by the European Social Fund (EFS) called “The Development of Education Managers’ Competences in Schools and Educational Institutions in the Hradec Králové Region – the Model of Professional Education”, the Czech Republic. It has been concluded that higher education institutions of Central European countries focus on the development of pedagogical and managerial competencies. It has been highlighted that the complication of training content and the modernization of disciplines will allow to form thinking and actions of education managers as comprehensively educated specialists able to successfully deal with professional tasks using their educational and intellectual potential.

Abstract Research relevance is determined by the need to enhance teacher education, consolidate teachers’ further professional and personal development, increase the prestige of the teaching profession. The article focuses on enhancing professional training of teachers in the European countries under the conditions of lifelong learning. Based on the study and analysis of reseaches by Ukrainian and foreign scholars and some statistical information, the peculiarities of teaching and teacher training have been justified. Mentoring has been described as a way of transferring experience, knowledge, abilities and skills from one age group to another, or from one person to another. It has been found that mentoring aims to provide support and promote self-realization in professional activity. Lifelong learning has been defined as a programme for thinking and activity development. The statistical data on the needs of teacher development and thematic demand and supply in lifelong learning have been analyzed. It has been emphasized that modern trends in the development of lifelong learning for teachers in the EU countries include consolidation and rationalization of organizational structures with the purpose of developing the national systems of postgraduate teacher education based on scientific principles of organization and management theory, as well as orientation towards reaching the balance between the interests of all participants, partners, central authorities of education management, regional and local education authorities, school administration, teachers; stimulating innovative activities of teachers, etc. It has been concluded that taking into account European experience in organizing lifelong learning for teachers will allow Ukraine to enhance professional training of teachers, professionalization in self-education, their reflexive practice of searching for effective ways to integrate the latest technologies into the education process.

Education is a key component of progress in the present-day world. But this progress cannot be made without efforts of teachers. Therefore, teacher education, in particular teacher training becomes extremely important. In this regard, several trainings programs are initiated and executed across Pakistan but the desired outcomes have not been achieved so far. Hence, this study was conducted to explore the challenges in teacher training in Pakistan and the ways through which these issues can be resolved. The sources for the data of the study were the published studies in the field in the context of Pakistan, national education policy, and other relevant literature. Based on secondary data, the study concludes that the issues with teacher training in Pakistan are administrative as well as faculty related. The findings reveal that the challenges related to policy and planning, poor induction of teachers, lack of resources in teacher training institutions, demotivation among teachers, and unequal distribution of skilled and productive teachers, dual training system and infrequent trainings. These issues can be fixed by fostering encouraging environment, ensuring accountability and merit, providing necessary resources, systematizing professional training programs and their continuation. The findings of this study will, therefore, positively guide policymakers to develop the right and effective policy to improve the standard of teacher education in the country.

Introduction. Today, one of the most debatable issues currently discussed in the professional community is the problem of the effectiveness of teacher education system. A significant number of the leaders of the educational sector and the expert community are convinced that teacher training system has long ceased to meet the challenges of the time and needs to be reorganised. The most radical position was declared at the Higher School of Economics: “To stop the degradation of education, it is necessary to include all pedagogical institutions of higher education into the composition of classical universities, as it is done in most Anglo-Saxon countries”. The underlying claims to the pedagogical system are the significant extent to which graduates of pedagogical institutions avoid working in their specialty, as well as the overproduction of pedagogical specialists in the absence of need for them. Meanwhile, instead of substantiated quantitative estimates of these phenomena in the literature, we will find only approximate figures calculated on limited statistics obtained by experts. The aim of the present research is to review the results of employment of graduates of higher education institutions trained in teacher specialties, relying on a new information base – federal statistical observation form No. ОО-1 “Information about the organisation providing training for educational programmes of primary general, basic general, secondary general education”, and the assessment of the effectiveness of teacher education system based on a quantitative approach. Methodology and research methods. The methodological framework of the research is based on the systematic approach in which general scientific (comparative, retrospective analysis, systematization, generalisation) and statistical research methods (statistical and correlation analysis, etc.) were employed. Results and scientific novelty. In the current research, it is proved that the allegations of low efficiency of the system of teacher education are untenable. In assessing the profile employment of graduates, the market for pedagogical labour is limited by experts to job vacancies in secondary schools, while institutions of pre-school, additional, special correctional, as well as secondary and higher professional education fall out of sight. Moreover, graduates of all pedagogical specialties (educators, masters of vocational training, speech therapists, psychologists, additional education teachers, etc.), as well as extramural graduates, are mistakenly included in the number of young specialists – teachers. As a result, the actual amount of teacher training is unjustifiably overstated. A comparison of overstated training with an understated number of jobs inevitably leads to erroneous estimates of the effectiveness of the training system. In addition, it was established that the admission to schools of young teachers of higher qualification is 25–30% higher than the actual graduation of students of teaching specialties of the full-time department of universities, which would be impossible if the graduate employment profile was low. This excess is explained by the minimisation of the volume of teacher training to a critical level and the growing recruitment to teacher positions of non-specialists teachers, which is caused by errors in planning of determining the benchmarks for enrollment to study at universities. Practical significance. The authors believe that this article will allow to clarify approaches to assessing the effectiveness of teacher education system and adjust the control figures for university admission in the field of “Education and Pedagogical Sciences” in accordance with the current personnel supply and demand.

Since the beginning of the last decade of the past 20th century, Bulgaria has entered a new, complex stage of its development, with many reforms. Education and teacher training reforms are influenced by the global and European trends, as well as by the national changes (political, economical, social, and technological). The author analyses the main characteristics of the changed teacher training system and teacher qualification and development system. Some of the challenges and directions of the transformation and future development of the teacher education and qualification in Bulgaria are discussed.

The features of the risk-oriented approach when used for educational purposes in higher education institutions with specific learning conditions are revealed. The ways of the risk-oriented thinking formation among employees of security structures are determined.It is assumed that the semantic space associated with the moral proper, includes the following concepts: "permissible", "unacceptable", "compulsory". The aforementioned triad is recommended to be supplemented by the notion "necessarily". The necessary actions should include actions related to the risk of losing freedom, health, and sometimes even death, in connection with forced or involuntary acts to carry out moral duty, order, law. Such actions are often endowed with a higher status in the hierarchy of official actions, are considered to be granted the highest degree of moral approval and, even, admiration. At the same time, those who carry out the necessarily actions, as a rule, perceive their actions as just the performance of official duty. Therefore, the commission of actions related to professional risk becomes a duty only because of the special self-consciousness inherent in the military and law enforcement officers.The higher education institutions with specific educational conditions should be aimed at improving the system of moral education of security officers, the comprehensive involvement of the latest ideas, methods and means of modern pedagogy, based on the deontological potential of the competent approach in the professional training system.The process of the risk-oriented thinking formation for future employees of security organs should be carried out subject to the use of the modern legal and regulatory framework on safety and health of the European Union, which will enhance their competitiveness in the modern labor market.Keywords: higher education institutions with specific educational conditions, employees of security structures, risk-oriented approach, risk-oriented thinking.

Lithuania having joined the European Union and seeking the education acquired in Lithuania to be internationally recognized, the necessity emerged to match the education standards with the systems of vocational training in European countries. The project plan (2002-2006) of the development of higher education in Lithuania states that the quality assurance is a top priority. The emphasis is laid on the fact that the quality assurance of higher education should not lack behind the one in the developed European countries. The quality assurance of higher education has been under discussion in the few recent years. How should be the studies organized in order to train students to be able to compete in the labor market of the dynamically developing European countries? To determine the dimensions and standards of the education quality that are common to Lithuanian universities and colleges it is essential to regard the worldwide experience and to apply it in the context of our country. The importance has been laid on the quality assurance at the European universities for the recent 10 years. The subsequent organizations were established in different countries all over the world. A number of the agencies dealing with the quality assurance of higher education started the network partnership. The established Centre for Quality Assessment in higher education plays a major role for implementing the external quality assurance policy in universities and colleges of Lithuania by contributing to the development of human resources. The object of this research is to reveal the educators’ attitudes at Marijampolė and Utena colleges towards the establishment of the quality assurance system at college. The research was done in November, 2004 at Marijampole and Utena colleges. There were 120 educator respondents at Marijampole College and 50 respondents at Utena College. 146 of them were lecturers and 24 were the administrative staff. The research done, the conclusions were made that the communities comprising the lecturers as well as the administrative staff of the colleges are concerned about the quality assurance of higher education and studies. The quality of higher non-university studies is being continuously assessed. Moreover, the system of quality assurance is being continuously developed. The educators both at Marijampole and Utena Colleges positively assess their input into the successive performance of the institutions taking an active part in making decisions related to the improvement of the inner system of quality assurance at the institutions. In the article is presented the scientific substantiation of standardization of the professional training (education) of the civil servants on the basis of the competent approach as a fundamental part of modernization of the civil service. The research establishes: among the main components of the modernization of the civil service of Ukraine is the reform of the professional training system for the civil servants, and part of it is the modernization of the professional training (education) of the civil servants; the lack of standardization of the professional training (education) of the civil servants of Ukraine; the need to take into account the experience of the developed countries of the world that standardized both the professional activities and appropriate professional training (education) of the employee based on a competent approach and mutually consistent with these standards.It was established that for the modernization of the system of professional training (education) of the civil servants of Ukraine in the conditions of European integration it is necessary: to clarify in the current legislation of Ukraine the concept of “competence” as a demonstrated ability to apply in practice knowledge and skills (in accordance with the standards of ISO 9001); to specify in the National Classifier (of professions) of Ukraine not only senior positions in the public administration, but also other positions of the civil service; to develop and approve professional standards for all the positions of the civil service of Ukraine; development of standards for higher education within the specialty “281. Public management and administration” based on the professional standards and in accordance with the National Qualifications Framework; clarify and legislatively establish a coherent set of competences to be held by higher education recipients (master, bachelor, junior bachelor) and civil servants in positions of categories “A” and “B” (the degree of higher education not lower than the master’s degree), category “C” (the degree of higher education is not lower than bachelor, junior bachelor).
