Summary Several analyses have summarized the linguistic situation of Ukraine, highlighting various aspects of the problematic issues of Ukraine’s language policy. The fundamental problems of the linguistic situation in Ukraine are the lack of consensus regarding the issue of what role the Ukrainian language has in constructing the new post-Soviet identity and in nation building, what status the Russian language should be given in Ukraine. According to the data from the 2001 census, 80% of the adult population of Ukraine speak (at least) one other language fluently in addition to their mother tongue. In the country it is clear that the reality in most of Ukraine is of bilingualism. Almost everyone in Ukraine is bilingual; to varying degrees, a fundamental characteristic of the language situation in Ukraine is bilingualism of society. In spite of this, due to negative historical experiences, bilingualism is stigmatized in Ukraine, and that makes codification of bilingualism impossible on the state level. The paper shows the attitude of the political elite that took power after the overthrow of President Viktor Yanukovych towards the issue of bilingualism. We present how the linguists and representatives of the intellectuals comment on the bilingualism in Ukraine. The primordial, national romantic view that makes the Ukrainian language and the (free and independent) Ukrainian nation the same nowadays strongly dominates in Ukraine.

The author characterizes the language policy of post-Maidan Ukraine (2014-2020) in the South and East of the country as a method of consolidating ethnocracy in the process of nation-building. An assessment of the state and trends in the historiography of the problem is given. Ethnodemographic changes in the structure of the population, as well as public opinion in the South and East of Ukraine over the period from 1989 to 2020 were revealed. The intentions of the language policy of Ukraine are revealed. The ineffectiveness of international influence to ensure compliance with democratic norms of language policy is noted. Russian Russian language policy is defined as the destruction of institutions of Russian-language education and mass media in the Russian language, the weakening of Russian ethnic identity, carried out by the state authorities of Ukraine. An important factor in de-Russification is the armed conflict in the Donbas, which has become a catalyst for the transition to ethnocracy in Ukraine. At the same time, the unrecognized states in Donbass maintain the equality of languages on their territory. It is concluded that the dual (mixed) identity of residents of the South and East of the country is preserved at the regional and local levels. At the same time, the Russian-speaking community in the South and East of the country remains politically weak and disorganized, and is subject to targeted discrimination. The political consequences of forced ukrainization, as well as resistance to ethnocracy in public opinion and voting in elections, are determined.

The article analyzes the features of the modern language trilingual’s policy in the Republic of Kazakhstan under conditions of modernization of public consciousness. The author studies cause and effect relationships of the occurrence of this phenomenon in the state, assesses the prospects for its development, identifies the difficulties faced by the Kazakhstan’s society on the path to introducing trilingual’s, and shows the current development priorities of the linguistic personality of the most developed countries of the world. Nowadays many difficulties arise in the way of ensuring a new language policy in Kazakhstan, caused by the fact that the Kazakh language lacks many scientific terms and concepts. Their use in the state has always been provided by the Russian language. At the same time, a number of scholars evaluate the transition to the Latin alphabet as a destructive phenomenon in language policy that can harm the Kazakh language and national culture. The purpose of the article was to classify and analyze the economic risks of language policy in Russia in the context of the peculiarities of the language culture of young people, as well as their ideas about the place and role of the Russian language in the economic development of Russia. The systemic nature of these risks, as well as the post-fundamentalist interpretation of political philosophy, allowed us to single out and classify the external and internal risks of language policy, as well as talk about the internal risks of language policy not only in the aspect of public policy (policy level), but also in the aspect of public activity and initiative (political level). It was revealed that the key problem of external risk management is the lack of certainty of the functional role of the Russian language. The key problem of managing internal risks is to change the emphasis of language policy from preserving the language situation to increasing human economic well-being, reducing language barriers as economic barriers. The fundamental problem of Russian language policy lies in the absolutization of the role of the state and its policy and insufficient attention to non-state actors, public organizations, communities and social groups as subjects of language policy. A reflection of the general inconsistency of modern Russian language policy is the state and peculiarities of the economic consciousness of young people, the study of which was undertaken by us in the aspect of the attitude and interpretation of foreign economic vocabulary by young people in Russian. It was found that, on the one hand, Russian youth demonstrates a positive attitude towards the possibility of finding and implementing Russian equivalents of foreign economic terms and concepts, and on the other hand, the study recorded an increase in skepticism towards this as young people grow up and are included in work and business. At the same time, it was revealed the importance of the educational sphere and the media as mediums for the transformation of language culture and tools of language policy.

This paper presents a sociolinguistic analysis of the current linguistic situation in the Russian Federation. Preservation and development of the Russian language represents the national interest of the state. The Russian language has the status of a state language, but, given the large number of ethnic groups living on the territory of Russia, it must not jeopardise other national languages, as this could lead to inter-ethnic conflicts. Some of the key issues Russia is currently facing in this field are: the process of globalisation, the uncontrolled penetration of anglicisms into the Russian language, the adverse impact of the Internet and social networks on literacy, especially with the younger population. All valid rules of the Russian orthography are, in fact, prescribed by the Government of The Russian Federation. Laws regulating the area of language policy are the Constitution of the Russian Federation, the Law on the Languages of the Peoples of the Russian Federation, and the Law on the State Language of the Russian Federation.

Political vocabulary is one of the most relevant subjects of study of modern linguistics, constantly updated, it serves as an indicator of the state of the political sphere of society and the political consciousness of a person. The article is devoted to lexemes that have firmly entered the current political vocabulary of our time: democracy, liberal, patriotism, patriot, nationalism, nationalist, opposition, president. Based on the analysis of modern explanatory dictionaries of the Russian language, as well as the dictionary of political terms, it is concluded that terminological, special vocabulary in the modern political language is often used in an unusual meaning. In the article, using the method of contextual analysis, the evaluative connotative element of the meaning of the indicated lexemes is investigated. It is concluded that lexemes acquire a positive or negative evaluative value, first of all, depending on the context, the actual terminological meaning is leveled when used. The revealed meanings are non-systemic, accordingly, they are not fixed in dictionaries, while they are obvious to the carrier and are frequent. This indicates the specific nature of the modern political language, which is influenced by the modern journalistic style. The research results can be used to analyze controversial cases of the use of political vocabulary.

The relevance of the research is determined by the introduction of the CLIL trilingual system, which includes a simultaneous study of Russian, Kazakh, and English in accordance with the language policy of Kazakhstan. The research is based upon the authors’ own pedagogical experience, official law documents, and state guidelines regarding the language policy in Kazakhstan, and the analysis of the scientific literature on the matter. The paper reveals the features of the educational system of Kazakhstan as the result of recent state policy changes: orientation towards European standards, foreign language learning for professional communication as a priority, the digitalization of education, and its practical focus.

The article analyzes relevant aspects of the Russian language syllabus for schools in the light of the study content being presented in reference documents while taking into consideration historical background and context. Based on modern methods of scientific research, experimental work and experience in designing the study content of the Russian language course the authors conclude that relevant aspects of the school course syllabus come The article analyzes relevant aspects of the Russian (native) language syllabus for schools in the light of the study content being presented in reference documents while taking into consideration historical background and context. The article aims at drawing attention to peculiarities of designing the study content of the mother-tongue course formed at the edge of the 19-20th centuries which are still fruitfully developing nowadays. Based on modern methods of scientific research, experimental work and experience in designing the study content of the Russian (native) language course the authors conclude that relevant aspects of the school course syllabus come down to progressive movement towards competence approach in the presentation of the course’s content; actualization of its supra-subject (meta-subject) function; implementation of its axiological aspect; orientation of the school course on the development of the child's personality, one’s cognitive and creative abilities, as well as spiritual and social experience. The research resulted in methodical system aimed at meeting axiological, thematic and meta-subject challenges during the students’ broad-ranging activities.

The article has for an object to determine themes of the Great Patriotic War cartoons based on the contrast between of two pictures and to detect and describe aims that cartoonists try to achieve with help of the political cartoons under study. The author conducts research of the Great Patriotic War cartoons created by Kukryniksy, a group of caricaturists, which M.V. Kupriyanov, P.N. Krylov, and N.A. Sokolov belonged to. They often involved S.Ya. Marshak in the work on the verbal part of their political cartoons. Some of the political cartoons under study give an example of wholeness of his rhymes and the painter’s pictures. The author treats the political cartoon of the Great Patriotic War as a message that is addressed to the Russian language personality and is a polycode one, which presupposes that information, which caricaturists code into the cartoon, is a result of cooperation between iconic and verbal means. Using Yu.N. Karaulov’s idea about the structure of the language personality, the author describes the encoding-decoding process of political cartoons meaning, in forming of which codes of different semiotic systems take part, as projections onto different levels of the language personality where these projections activate a certain string of associative links. The analysis of the political cartoons under study made it possible to detect five themes discussed in them: change of the state of things, change of personage’s emotional state, personage’s intention and results of its realization, action-and-reaction, personage’s mask and his real identity. Describing the political cartoons, the author ascertains that, combining two pictures based on the contrast within the bounds of a political cartoon, the caricaturists fulfill specific range of tasks. (1) The contrast of pictures, which contain both similar and different elements, furthers directing and holding of addressee’s attention. The caricaturists stimulate the addressee of the message to an active search for similar and different elements on those pictures, which diverts the addressee. (2) The contrast in the political cartoon can produce comical effect or increase it. The more cloudless the situation is for the personage on the first picture, the clearer it is to everyone how abased he is on the second one. (3) The contrast of situations with different characteristics (the one in the past and another in the present / the real situation and its hypothetical projection) in a message in the form of a political cartoon can have an explanatory function. The evil depicted on the first picture serves as proof of rightfulness and necessity of counteraction to it. If the form of such counteraction is shown on the second picture, the message contains an indirect appeal to the addressee for his active counteraction to this evil. (4) The usage of contrast for discussion of the theme “personage’s mask and his real identity” enables to show the true face of him, to give his personality a certain estimate and to form addressee’s opinion of the characterized person.

The article considers issues related to the status and role of the Russian language in the post-Soviet space. It is emphasized that Russian language remains one of the main factors that still unites the countries of the post-Soviet region, different from a socio-cultural point of view. The author pays special attention to the study of the Russian language in schools. It is noted that in a number of states in the region, the Russian language is compul- sory for learning. These countries include Belarus, Kazakhstan, Kyrgyzstan, Uzbekistan, Tajikistan, Armenia and Azerbaijan. In Ukraine, Georgia, Moldo- va, Latvia, Lithuania, Estonia and Turkmenistan, Russian language is taught in secondary schools as a second foreign language. The author emphasizes that language policy does not always correspond to the language environment, which develops naturally and depends on a number of socio-cultural factors. In this regard, the author considers in detail the linguistic situation in each of the countries of the post-Soviet space. In the final part of the article, the author emphasizes that the prospects for studying the Russian language in the post-Soviet countries depend on various factors: the level of training of teachers, the demand for the Russian language, the preservation of the Rus- sian-speaking environment and the pursuit of a flexible language policy.
