Modern political and economic trends in the development of society have made certain adjustments to the system of domestic education, which, in turn, has led to the emergence of problems, the existence of which no one even suspected twenty years ago. One of these problems is teaching children in the state language in state schools, for whom the language of everyday communication is not Russian, but the language of one of the small peoples of the Russian Federation. When involved in the educational process, these children find themselves in a forced bilingualism system, which becomes a risk factor for learning difficulties. When two different languages are used in different situations, the dominant language system has a significant effect on the other, as a result of which they mix, the result of which is the child’s speech and language difficulties, the most noticeable of which are systemic errors in the grammatical structuring of the oral and, later, written utterance. In many respects, the grammatical problems of children with bilingualism intersect with the problems of grammatical design of speech by children with hearing and speech impairments, however, it is not possible to fully implement correctional and speech therapy approaches to overcoming grammatical disorders in the oral and written speech of children with bilingualism, since the violation is determined by other mechanisms.

In the article, the author examines the influence of modern integration and globalization processes on the reformation of educational space and reorientation of the content of speech therapy work with adolescents. The main requirements for the development of a teenager in the conditions of the New Ukrainian School are highlighted. The necessity of reorientation and deepening of the content of speech therapy work with adolescents is substantiated. The necessity of inclusion in the correction system of overcoming of speech defects is proved. These defects arise in the way of formation of "linguistic identity".The article reveals the meaning of the concept "Speech personality". The author proves the necessity of developing the language competence as a necessary component. It is in speech activity that speech becomes an inalienable property of a person, its component. Without speech, we cannot imagine the development of the individual as a whole and a teenager with speech disorders, including.The author emphasizes the necessity of forming the language competency of the students. Language competence, in turn, is the basis for the formation of a later speech personality, capable of freely functioning in the modern information society. Certainly, these circumstances require an increase in the time for the formation of language and linguistic competence both in the organization of the educational process and in the process of correction and restoration of work. Because, on the one hand, it predetermines personal development, and on the other - the level of development of the younger generation and society as a whole.

The article focuses on the modification of organizational paradigms for the educational process and finding out the ways to improve the content of future speech therapists training.The author points out that the current format of distance learning requires a concentration of efforts aimed at motivating each student, improving an interaction processes between teacher and student. The formation of motivational and personal criterion for the readiness of future speech therapists for professional activities involves increasing the importance of professional motives, increasing interest in speech therapy as a science, willingness to work with children with speech disorders.The importance of including future speech therapists in the professional environment for the purpose of successful formation of motivational orientation is substantiated: making practical lessons with speech therapists-practitioners, problem solving in the professional situations during practical lessons. Modernization of the content of practical lessons for students and use of practice-oriented and research approaches allowed to form a system of positive motivation: understanding the important role of speech therapist, forming the personality traits needed in correctional work, organizing successful cooperation with children with speech disorders and their parents, creating a barrier-free information and educational environment.The results of the study of readiness for professional activity by the motivational and personal criterion show that students highly value the presence of professionally important traits of a speech therapist (an optimistic prognosis, barrier-free communication, psychological readiness to work with a child with speech disorders and provide counselling and social psychological support for family in which this child is brought up).It is pointed out that the use of training techniques can increase the level of professional motivation necessary for successful mastering of the speech therapist profession. This article examines the main approaches to the study of Ukrainian-Russian bilingualism in Ukraine in research of Ukrainian and foreign scholars. Though Ukrainian and Russian are language codes represented by a large number of speakers, due to cognation and diffuse nature of bilingualism the number of communicative deviations between members of different language com- munities is quite low. Language situation after reestablishing Ukraine’s independence in 1991 shows a shift in status of the two languages towards Ukrainian. Nevertheless, strong support of the status of Russian from the Russian Federation cannot be excluded alongside a postcolonial mentality factor which complicates the already difficult process of nationalizing the Ukrainian language. Fragmentation of information, varying degrees of reliability and non-compliance with the historical approach, the difference in views on the function of the state language in Ukraine and Russia and minor errors in information about Ukraine may cause a distortion of the ob jective picture in one’s research. All this brings up an idea of adjusting the functional load of languages in Ukraine towards strengthening the position of the Russian language. At the same time, comprehensive studying of the language situation in Ukraine enables the most objective evaluation of the bilingual situation placing it under different parameters and tracing its dynamics in or der to determine the features of regional bilingualism. The present paper discusses application of telerehabilitation services in speech therapy management in aphasic adults. The author presents theoretical issues related to the specifics of therapeutic effects of at a distance approach and indicates its recipients, focusing on neurological patients with language difficulties. Further on, the author reviews the selected studies on telerehabilitation used in diagnoses and therapies of aphasic speech disorders.

In the article, the author points out the need for the development of a speech personality in educational institutions as a prerequisite for the development of harmonization of the personality, its successful socialization in society. Modern documents and regulations indicate exactly this. A number of statistical data is also provided on the insufficient level of development of the adolescents' speech competence as a component of the communicative competence, which in turn creates unfavorable conditions for the adolescent's socialization and his/her adaptation in society. The article also examines the features of the development of the lexical and grammatical component of the speech of younger adolescents in the conditions of primary school as a necessary component of the speech competence formation. The necessity of developing a special speech environment in a school is substantiated, the participants of which should be both objects of educational influence (adolescents) and teachers, specialists working in the educational space of a basic school. According to the results of the experiment, the peculiarities of the development of the lexical and grammatical aspects of speech of adolescents, studying in the inclusive environment of the primary, school are determined. The analysis of the influence of the level of formation of the lexical and grammatical aspect of speech on the formation of negative character traits in adolescents is carried out. The necessity of correction of speech disorders in adolescents has been proved in order to prevent difficulties in the educational process and socialization of the personality. These facts, in turn, prove the need for active speech therapy support for younger adolescents in a basic school environment

Violation of development has became a significant problem of society in view of the rapid increase of children with problems of psychophysical development. This problem also affects preschool children with speech disorders, as today there is a tendency in Ukraine to increase the number of children with severe speech impairment. This fact has required revision of the methods and forms of education and training of such category of children. Studies in the field of special pedagogy and speech therapy have revealed that for a number of nosological forms In the speech therapy, the term "prosodic" refers to the phenomena of height, duration, strength, etc. The system of prosody is a complex structural component of the components, which performs the functions of integral statement of expression (organization and division). The child first needs to teach the correct speech in the teaching and speech and speech activities, developing strong skills and habits of proper speech, and then it is possible to fix and intensify speech in children's gaming activities.The main activity of preschool children is the game, so the enrichment of the motives of speeches, direct speech correction should take place on the basis of a combination of language learning and gaming activities. Therefore, organizing correctional work with children with speech impairments, it is necessary to take into account not only the features of manifestations of speech impairment, but also secondary deviations in the development of the child due to this speech disability. There are game-role-playing, moving, didactic building material, dramatizing games and all other types of games. It is more expedient to talk about the use of well-known types of games in speech therapy with children. Affected children are passive and do not show a desire to actively deal with objects and toys. During conducting games speech therapist should take into account that the presence of a speech defect can cause deviations in the mental health of the child such as increased excitability, closure, depression, negativism, apathy, mental exhaustion. Violation of general and speech motility leads to fatigue in the game. In correctional work with children who have speech impairments, different types of games are used: didactic, moving, role-playing, dramatizing games. For children with speech impairment, games that require coordination and precision of the fingers play an important role. Language games in logopedic work contribute to: the community of the teacher with the child; active attention to language; the desire to master one or another language skills; the destruction of the old and the formation of new skills of speech; the application of new language skills in everyday life. Correctional and educational work with children-logopaths should be aimed at teaching correct speech and education of the child's personality.

AbstractSpeech therapy can be viewed as a business in logopaedic area that aims to offer services for correcting language. A proper treatment of speech impairments ensures improved efficiency of therapy, so, in order to do that, a therapist must continuously learn how to adjust its therapy methods to patient's characteristics. Using Information and Communication Technology in this area allowed collecting a lot of data regarding various aspects of treatment. These data can be used for a data mining process in order to find useful and usable patterns and models which help therapists to improve its specific education. Clustering, classification or association rules can provide unexpected information which help to complete therapist's knowledge and to adapt the therapy to patient's needs.

The existing legislation determines the education as "an integral and focused process of teaching and upbringing, which represents a socially important value and shall be implemented so as to meet the interests of the individual, the family, the society and the state". However, even in this part, the meaning of the notion ‘socially significant benefit is not specified and allows for a wide range of interpretation [2]. Yet the more inconcrete is the answer to the question – "who and how should determine the interests of the individual, the family and even the state?" The national doctrine of education in the Russian Federation, which determined the goals of teaching and upbringing, the ways to attain them by means of the state policy regulating the field of education, the target achievements of the development of the educational system for the period up to 2025, approved by the Decree of the Government of the Russian Federation of October 4, 2000 #751, was abrogated by the Decree of the Government of the Russian Federation of March 29, 2014 #245 [7]. The new doctrine has not been developed so far. The RAE Academician A.B. Khutorsky believes that the absence of the national doctrine of education presents a threat to national security and a violation of the right of citizens to quality education. Accordingly, the teacher has to solve the problem of achieving the harmony of interests of the individual, the family, the society and the government on their own, which, however, judging by the officially published results, is the task that exceeds the abilities of the participants of the educational process.  The particular concern about the results of the patriotic upbringing served as a basis for the legislative initiative of the RF President V. V. Putin, who introduced the project of an amendment to the Law of RF "About Education of the Russian Federation" to the State Duma in 2020, regarding the quality of patriotic upbringing [3]. Patriotism, considered by the President of RF V. V. Putin as the only possible idea to unite the nation is "THE FEELING OF LOVE OF THE MOTHERLAND" and the readiness for every sacrifice and heroic deed for the sake of the interests of your Motherland. However, the practicing educators experience shortfalls in efficient methodologies of patriotic upbringing, which should let them bring up citizens, loving their Motherland more than themselves. The article is dedicated to solution to this problem based on the Value-sense paradigm of upbringing educational dynasty of the Kurbatovs [15].


The results of psycho-correction speech therapy are analyzed in dynamics in 78 patients with varying severity and various forms of speech disorders in the early and late recovery periods of ischemic stroke. The effectiveness of conducting classes during the stay of patients in a neurological hospital and the positive impact of these exercises in the inpatient period (outpatient classes, classes at home with a speech therapist and trained relatives) are shown. Patients who did not conduct speech recovery classes during the inter-stationary period showed a decrease in speech activity, in some even a negative dynamic.

Результаты статьи могут быть использованы заинтересованными министерствами и ведомствами при реализации программы цифровой экономики, научными и проектными организациями при планировании и проектировании сетей связи, а также университетами в учебном процессе. The article is devoted to the analysis of the capabilities of telecommunication networks with ultralow latency to reduce the digital divide between the regions of the Russian Federation. The main result of the article is to establish the relationship between the gross regional product and the share of people employed in the field of informatization and communications in the total number of people employed in all industries. The results of the article can be used by interested ministries and departments in the implementation of the digital economy program, scientific and design organizations in the planning and design of communication networks, as well as by universities in the educational process.
